1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT COLR Paramedic (Emergency/ Intensive Care) The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in longestablished, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. 3 Miraflores [COL], Caucasia [COL], La Loma [COL], El Hatillo [COL] Assignment Place Non-Family Duty station Assignment Place Remark Living Conditions General: The Encampment Zones and associated Assembly Areas will cover a very diverse set of climates and terrain, ranging from coastal and hot to mountainous with wide ranging temperatures. Accommodation: All Mission personnel deployed to Encampment Zones and related Assembly Areas will be provided secure accommodation in a camp-style environment. The accommodation provided is equipped with minimum room furniture, it can be single or shared rooms with shared bath and toilet facilities. Power and water (including purified water) is provided Food and Diet: While a wide variety of food items are available throughout Colombia, these markets and/or shops may be quite far from remote Assembly Areas. Food will be provided within Assembly Areas at reasonable cost. However, due to potential limitations on the standard and quality of food, not all food preferences can be accommodated. Mission personnel, including UN Volunteers, may therefore wish to cook their own meals at common kitchen buildings situated within the camp. To do this, it is recommended that basic cooking items be brought. Health: UN Volunteers should be aware that they can be exposed to a number of tropical diseases and should complete all medical formalities specified in the Offer or Travel Advisory before traveling, and should bring their Vaccination Card to the Mission. Due to various types of insects in the mission area, it is highly recommended to use insecticide-impregnated nets and insect repellents. Colombia is a country with risk of yellow fever transmission in all areas except for Barranquilla, Cali, Cartagena and Medellin. Although certification of vaccination is not required for travellers coming from infected areas, all personnel should be vaccinated. Other countries may require a certificate of vaccination from those travelling from Colombia. Other mandatory 19 Feb 2018 Page 3 of 10
4 vaccinations include MMR (if unsure when last received, if you have no proof of immunization or if you were born after 1958), Polio and Tetanus/Diphtheria. Hepatitis A, Typhoid and Hepatitis B are recommended. For areas <1,700 m (5,577 ft), the risk of malaria is high. There is no risk at high altitude and in the cities of Bogota and Cartagena. Chemoprophylaxis is recommended (atovaquone-proguanil, doxycycline or mefloquine) with drug resistance indicated for chloroquine. Colombia has advanced medical services in almost all the duty stations where UN personnel are to be deployed. Many of these are Joint Commission International accredited. As is elaborated in the Medical Support Manual, medical care will be provided to all Observers and UN personnel as needed. Rest and Recuperation: In the event a Rest and Recuperation (R&R) entitlement is established, international UN Volunteers will be entitled to this under the same conditions as UN international staff. However, accommodation, feeding and other expenses while on R&R are assumed by the volunteer. Colombia is a unique country with unique people, providing for a rewarding and enriching UNV experience. However, some non-family duty stations will require more stamina and commitment than elsewhere. Therefore, flexibility and the ability and willingness to live and work in relatively harsh conditions involving some hardship and little comfort are essential. Assignment Details Assignment Title Paramedic (Emergency/ Intensive Care) Organizational Context & Project Description 24 November 2016 the Government of Colombia and the Revolutionary Armed Forces of Colombia People s Army (FARC-EP) signed the Final Agreement for Ending the Armed Conflict and Building a Estable and Lasting Peace ( the Final Agreement). As per the parties request, resolution 2261 (2016) 19 Feb 2018 Page 4 of 10
5 established the United NationsMission in Colombia to to monitor and verify the FARC-EP s laying down of arms, and, as part of the tripartite Monitoring and Verification Mechanism (MVM), to monitor and verify the definitive bilateral ceasefire and cessation of hostilities between the Government of Colombia and the FARC-EP. In accordance with the resolution, the Mandate of the UN Mission in Colombia shall cease on 26 September On 5 June 2017, in identical letters addressed to the Secretary- General and to the President of the Security Council (S/2017/481), Colombian President Juan Manuel Santos formally requested, on behalf of the Government and the FARC-EP, the establishment of a second political mission before 10 July In his letter, President Santos emphasized that the support of the international community, in particular the United Nations through the special political mission, has been instrumental in ensuring full compliance with the bilateral ceasefire and cessation of hostilities, and the laying down of arms. On 10 July, in its resolution 2366 (2017) the Security Council established the United Nations Verification Mission in Colombia, for an initial period of 12 months to verify implementation by the Government of Colombia and FARC-EP of section 3.2 and 3.4 of the Final Agreement as called for in section of the Final Agreement, including the process of political, economic and social reincorporation of the FARC -EP; the implementation of personal and collective security guarantees; and comprehensive programmes on security and protection measures for communities and organisations in the territories, and should include the required regional and local verification. Sustainable Development Goals UNV Focus Area 16. Peace, Justice and Strong Institutions Peace building Task description Will support medical evacuations and case evacuations within the mission area. Will take charge of the Emergency cases, Ambulances and all emergency medical 19 Feb 2018 Page 5 of 10
6 equipment in the regions allocated.this includes the preparation and handling of emergency bags and First Aid kits in the Local Sites and/or areas of intervention. Respond to all Medical Emergencies in the regions based on need. Will be responsible for accompanying all medical evacuation cases to higher medical facilities and participate in the in-flight observations of the patients. - Provide First Aid training to the Staff of UNVMC especially for the UNVMC personnel and other medical support staff in the regions. Follow up the medical evacuated cases and update the Chief Medical Officer. Participate in the training programs designed by the CMO. Liase with the local hospital in regards to admission and referrals of UN staff or other matters that the MO may assign. Perform other related duties as directed by the MO. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerismby reading relevant UNV and external publications and take active part in UNVactivities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms ofvolunteerism in the host country- Reflect on the type and quality of voluntary action that they areundertaking, including participation in ongoing reflection activities- Contribute articles/write-ups on field experiences and submit them for UNVpublications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, orencourage relevant local individuals and organizations to use the UNV OnlineVolunteering service whenever technically possible. 7 Advanced Cardiac Life Support. Those with HUET Training has an added advantage. Post qualification training in ICU/Emergency care and Nursing is an added advantage. Required experience 24 months Experience Remark A minimum of two years progressive experience in Pre Hospital Care including retrieval and trauma. Experience in a UN Mission is an added advantage. There could be extended times in the Regions, so additional experience working in remote locations is a plus. Language Skills Spanish (Mandatory), Level - Working Knowledge AND - English (Mandatory), Level - Working Knowledge Area of Expertise Paramedical experience Mandatory Area of Expertise Requirement Skills: Ability to perform the following: - Manual defibrillation - Use of glucometer - Administer a variety of intravenous solutions and medications - Obtain venous blood samples - Drug administration through intravenous, intramuscular, subcutaneous, endotracheal and rectal. -Use of discretion in maintaining the highest command of a situation awaiting medical command physician to arrive on the scene. -Provide basic first aids. - Knowledge in snake bites manage is an asset. However, there is no expectation of renewal of the assignment. A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family Allowance (FA) for those with dependents (maximum three). The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,587. The VLA base rate is a global rate across the world, while the PAM is duty 19 Feb 2018 Page 8 of 10
9 station/country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website For example, kindly enter the link Calculator In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis. Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and in the event of a permanent reassignment to another duty station. UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements). UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for periodic home visit and for the final repatriation travel (if applicable). Resettlement allowance is paid for satisfactory service at the end of the assignment. 19 Feb 2018 Page 9 of 10
