A desire and willingness to work hard and view and represent the entire organization rather than just your patrol, section, region, or division? Completed applications must be submitted to the Nomination Committee before 4:00 p.m. Mountain Time Zone, on June 1st, Please submit completed applications to 2015 Election Nomination Committee By mail: By National Ski Patrol 133 South Van Gordon Street, #100 Lakewood, CO elections@nsp.org 2015 Qualities and List of Needs In order to provide the best possible service to the organization and its members, the Board of Directors and Division Directors have formulated a list of qualities, characteristics and competencies that are needed by successful board members. BASIC QUALITIES

2 (1) Honesty, integrity and high ethical standards. (2) Self discipline sufficient to be able to focus on complex and lengthy tasks and projects and see them through to completion. (3) Sufficient time to devote to the work of the National Ski Patrol on a weekly and monthly basis throughout the year. Historically a minimum of days per year. (4) The ability to travel to all required meetings and in addition to provide telephone, computer hardware, internet access and meet communications requirements. Meetings include at least two annual trips to Lakewood, Colorado or other designated locations as determined by the Board of Directors, plus monthly telephone conference calls, committee meetings, forum assignments and other projects and task force assignments as necessary. (5) A good listener and communicator coupled with a personality that lends itself to team work. (6) Have a thorough knowledge and understanding of the National Ski Patrol. This includes its history, organization, programs and procedures. The candidate should become familiar with the New York and Colorado Charters, Federal Charter, Bylaws, Policies and Procedures and current issues before the Board of Directors. (7) Be familiar with Robert s Rules of Order, current edition. SPECIAL QUALITIES (1) The candidate should have experience with either the education programs of the National Ski Patrol as an Instructor, Instructor Trainer, Program Supervisor or Program Director or have experience with the chain of command as a Patrol Director, Patrol Representative, Section Chief, Region Director or Division Director. (2) The candidate should have experience in other fields involving management of people and resources from private industry, non-profit organizations, science, education or the military. (3) Special training or degrees in science, medicine, law, accounting, engineering, management, politics, mathematics, public relations, teaching or psychology are good special qualities NATIONAL SKI PATROL BOARD OF DIRECTORS - LIST OF NEEDS The National Ski Patrol in order to provide for the best candidates to the Board of Directors is looking for the following: (1) EDUCATION members are being sought with past experience in education programs and whose service has shown a high standard of leadership and guidance in the development and delivery of quality education programs with expertize in curriculum planning and instruction implementation. (2) TECHNOLOGY members with skills in the fields of computers, collaboration, communication systems, accounting systems, publication and all current and new forms of knowledge management and research storage and retrieval are needed. (3) FINANCE & FUND RAISING those members who have backgrounds in finance, tax law and accounting, investments and fund raising are needed. Managers familiar with spread sheets, accounting procedures and documents and creating and following budgets are desired. Fund raising experience is recommended either in conjunction with finance skills or as a separate skill. (4) GOVERNANCE leaders and policy makers are needed to help formulate the policies and procedures of the National Ski Patrol and also to actually govern the organization. A working knowledge of the legal documents of the NSP is most helpful in this area. Accountants, politicians, government employees, corporate officers, lawyers, and military officers are sought to help fill this need.

3 The Board may from time to time need candidates with special skills such as marketing, finance, fundraising, project management or other skills. NSP Bylaws References The full text of the NSP Bylaws is available on the NSP website. Candidates should be familiar with this document. Sections which impact the nominations and elections process are: Article III, specifically 3.3 and 3.10, defines the term limits for Board members, and designates that no member may be placed on the ballot unless they are able to fill a full 3 year term. Article X, specifically 10.3, 10.4, and 10.5, outlines the parameters for placement of applicants on the ballot for election. Section 10.6 defines the election schedule. Policies & Procedures References The Policies and Procedures, which has been extensively re-written and which was approved at the 2013 Mid- Winter meeting, can be found on the NSP website. Candidates should be familiar with this revised document. Sections which provide information regarding National Board membership are: Dual Office Holding Prohibited, which notes that Board members cannot, with certain noted exceptions, hold any other position within the NSP. 3.1 National Board, which defines Board operations and expectations National Board of Director Meetings, which provides information about those meetings. 3.4 and 3.5 Standing Committees and Standing Committee Charters, which contain information about these committees including their makeup and functions.

My background and experience would suit me well in General Leadership, Management and Administrrative positions and Strategic Planning. 6 My professional carreer consists of having served as Deputy and later Chief Deputy County and Prosecuting Attorney, prosecuting all varietites of criminal matters ranging from traffic caaes to First Degree Murders. I also provided civil advice to the Board of County Commissioners. In 1982 the Governor appointed me Cirruit Court Judge for Natrona County. Two years later the Supreme Court designated me Administrative Judge placing me charge of a staff of seventeen (17) clerks, myself and two (2) other Judges, Drug Court staff of six (6) and other support personnel. I was also in charge of all budget matters for our Court. I always took pride in treating all staff as equal coworkers and found that doing so assisted everyone s productivity. During my tenure as a Judge I was chosen several times to serve as Chairman of the Circuit Court Judicial Conference for the State of Wyoming. I served on several Judicial committees including one that rewrote the Code of Judicial Conduct which governs all Judges in the State of Wyoming, and the Constitutional Amendment that implemented this new Code. My experience proved to me the value of working with my coworkers to clearly define objectives and procedures. I always found that my coworkers could be relied upon to know more about their jobs and how to do them best if we all collaborated together as equals. My experience as Judge hearing all types of civil and criminal matters taught me never to jump to a decision until all matters had been heard from all sides. I am a good and attentive listener. I have served as a Division Captain, Assistant Chief, and for several years as Chief of the Casper Mountain Fire department. The Chairman of our Fire District Board of directors and myself drafted our Department s first set of Bylaws and Standard Operating Procedures. As the Administrative Judge of the Circuit Court and as Fire Chief I have trequently been involved in strategic planning regarding expanding Court programs such when I took the the lead in implementing the first Drug Court progem in our County. In Fire Department matters I am routinely involved in establishing future priorities and developing future plans. 1.? Why? Describe your NSP Background: The leadership positions you have held in your Patrol, Section, Region, Division and National. I joined the Casper Mountain Ski Patrol at age 16 as a Junior. On my eighteenth birthday I passed the Senior Test At age eighteen I became a Red Cross First Aid Instructor and later became a WEC (now OEC) Insstructor and have remained an active OEC Instructor throughout my ski patrol carreer. I have evaluated OEC and ski and tobogan skills at numerous Senior Tests. I found particular interest in Avalanche and Ski Mountaineering (now known as Mountain Travel). At various times I served as an Instructor in both disciplines. I have served our local Patrol on several committees, including our formerly annual fund raising ski and winter sports show. I have done our ski and toboggan training for many years. I have also profited greatly form numerous Division training events and have attended many Powderfall sessions. 2. However as a Judge I served on numerous committees over the years that required collaborative work to determine future matters. 5. After your review of the Standing Committee information in the P&P, please tell us what competencies you would bring to each committee. Governance: I have served as Division Captain, Assistant Chief and Currently serve as Chief of the Casper Mountain Volunteer Fire Department> During the course of my service with the Fire Department in addition to regular firefighting duties and fireground activity supervision, I and our Board Chairman drafted our Department s first bylaws and standard operating procedures. Also over the course of my serviced as a Judge I have been involved in drafting numerous rules and directives. As mentioned above I served on the committee that completely redrafted the Code of judicial Responsibility which governs the conduct of all Judges in Wyoming. This same committee also drafted an Amendment to our State Constitution which was passé by the voters of our state to adopt thid Code. These experiences plus my in Court experience interpreting statutes and contracts have given me great appreciationfor the importance of clarity, detail and economy of words when drafting documents. Mostly I have come to understand that first you have to address matters in sufficient detail to cover the objectives but you also must take care so as not to sweep so broadly as to cover nonintended matters. Finance: I have 32 years of experience dealing with Court budgetary matters. I currently serve on the Board of Directors of the Central Wyoming Counselinf Center which oversees an annual budget of approximately thirteen (13) million dollars. Planning:

8 I worked in detail with statewide committee that reorganized the former County Court system in Wyoming into the current Circuit Court system. Also I worked with numerous community leaders, three City Counsels and our Board of County Commissioners to establish the legal structure and organization for the first Drug Court in our County. I was particulary pleased when my insistence that our Drug Court be adopted as branch of County Government rather than being an unincorporated association or a 501 C 3 corporation was recognized by the State as the correct way of doing it. Through my work with the Fire Department I serve on the committee that brought the first Firewise fire prevention program to Wyoming. This involved working with local communities and insurance representatives to establish standards for such matters as adequate access and defensible space around ew construction. By adopting these standards fire insurance rates will be kept lower and ultimately fire dangers will be decreased. 6. Fund raising is critical to the sustainability of any non-profit, including the NSP. What expertise would you bring to the Board with regard to improving our non-dues revenue? As a Judge (now available to serve on special assignments throughout the State) I am ethically precluded from engaging in fund raising activities. 7. The NSP faces many challenges. What do you see as the major challenge(s) facing the organization, and what strategic ideas and solutions would you offer? The greatest challenge facing the NSP is to remain relevant in the future of the ski industry. There is no question that skiers will continue to come I need of the services traditionally provided by the faithful members of the NSP. The question in the future is what role the NSP and its members will play in meeting those needs. I intend to see that the NSP will fill a vital and important roll. We seem to find ourselves in an age characterized by non joiners and people who are too busy to commit to organizations. This is true whether you look at social, fraternal, service or church organizations. Very often we hear oh yes, my dad, uncle, grand dad, or whoever belonged to whatever organization and it was such a good thing.yet those same otherwise good people decline to get involved. We must constantly work to buck this trend. The question is how. First we have to demonstrate that our product is superior. The best way to do this is to be good at what we do and to proudly demonstrate to one and just how good we really are. Next I believe we need to make ski patrolling a family friendly enterprise. I need to look no further than my own family and close friends to prove this. My dad patrolled on Casper Mountain in the 1930s. My brother and niece are former patrollers. My exsister in law is an active Senior patroller.i started as a Junior patroller as did many of my still close friends. We need to see that patrol activities do not interfere with family matters, but rather encourage family involvement. This needs to be a high priority. We need to take advantage of the fact that our OEC program is top notch and that the whole world knows it and that our program can be completed in a reasonable length of time. One of my young firefighters just completed the local EMT program, it was right at 250 hours. Let s show everyone that our program is just as good and that our program best serves the needs of the skiing public.

9 Finally I submit that we must take righteous pride in our brand and never miss an opportunity to fly our colors for all the world to see. 8. Summarize why you would be the best candidate for membership on the NSP BOD. My unique array of personal and professional experiences best qualify me for service on the NSP Board. My professional experience as a trial lawyer and Judgehave provided me a unique and varied array of experiences. I know what it means to stand in front of groups such as legislative committees, city counsels, civic goups,etc and to make convincing presentations. I know how to present a case and to argue with conviction when the facts are on my side. Being a Judge I also know the importance of truly listening with an open prior to making a decision. I can t tell you how many times at the beginning of a trial I was really sure that I knew the answer only to be surprised after I had heard all of the facts just how wrong my early impression had been and how good it was to have heard both sides. When it comes to the NSP you can fairly say that I have pretty much say not only that I ve done all but that I ve done it over a long period. You name it, I ve probably done it. I even recall the Phase 1 and Phase 2 and global training. Mostly though I m best for the job because I truly love the NSP and all the great things it has meant over the years not only to me personally but also to the whole world. I want everyone to enjoy that same great experience and I would be honored if I am allowed the opportunity to serve. I am committed to fulfilling the responsibilities of a member of the NSP BOD as outlined in this Call for Candidates.
