3 MESSAGE FROM THE CHIEF On behalf of the men and women of the, I want to welcome you to the s 2017 Annual Report. Thank you for taking the time to learn about your Waco PD. Whether you are a resident or visitor, I want to ensure you that our officers are committed to keeping our community safe. Waco is a great place to live and visit. The Department can only be effective with an ongoing partnership with the citizens we serve. We will continue to build on a long history of community policing to enhance that partnership. It is our belief that this relationship must start with mutual respect and an understanding that regardless of our backgrounds; we are all fellow citizens first. I hope that you will take the time to learn more about the Department from our storied history (click here) to the services we provide on a daily basis. If you have chosen to make the Waco area your home, I encourage you to become involved in your community and to take advantage of the numerous programs we offer to assist the Department in making your community a safer place to live. 5 COMMUNITY SERVICES DIVISION The Community Services Division's primary function is patrol, which is under the leadership of Assistant Chief Mark Norcross. The Community Services Division provides policing services and responds to emergency calls as well as other service requests. Patrol operations include numerous responsibilities for preventing or reducing crime through proactive problem-solving initiatives; representing the primary function and mission of the agency. Within the division there are specialized units such as: Canine (K-9), Special Weapons and Tactics (SWAT), Crisis Response Team, Field Training Instructors (FTI), Street Crimes Unit and Traffic Unit. SPECIAL WEAPONS AND TACTICS (SWAT) SWAT officers are members of a highly trained unit that tackle situations beyond the capability of routine patrol. The Waco PD SWAT Team is called in when an incident presents significant risk to law enforcement officers or the public. In 2017, the SWAT Team assisted in executing 13 search warrants, 15 search warrant arrests and 1 barricade with arrest. CRISIS RESPONSE TEAM The Crisis Team currently consists of 5 negotiators. Each negotiator is trained to assist the Department with communicating and handling individuals who are in crisis. The Crisis Response Team is combined with SWAT as a tool to allow the passage of time and de-escalation of critical events. Nationally, negotiators have been 95% successful in peaceful resolutions involving these type of situations; requiring no officer use of force. Our Crisis Response Team takes pride in our current average of 97% peaceful resolution. CANINE (K-9) UNIT The Canine Unit is comprised of three K9 Officers and their handlers who share a collective knowledge of 20+ years experience in training and working alongside Police K9s. Our K9s are trained and certified in narcotic detection and patrol functions. 4

6 FIELD TRAINING INSTRUCTOR PROGRAM (FTI) The, in keeping with community expectations for professional police service, has an established Field Training Instructor program. The responsibility of the Field Training Officer program is to prepare officers in training to perform the essential duties of a Police Officer and to enhance the professionalism of the Patrol Division through continuous quality improvement. During 2017, there were a total of 24 Field Training Instructors. STREET CRIMES UNIT The Street Crimes Unit is comprised of 6 Officers and 1 Sergeant who's mission is to address quality of life issues affecting the image and atmosphere in which our citizens live and conduct business in while establishing safety in our neighborhoods. This includes: conducting surveillance on locations and individuals when information indicates criminal activity is taking place, targeting fugitives from justice and repeat offenders of criminal offenses, and utilizing methods of interdiction to intercept human trafficking, narcotics, weapons and other contraband that are being trafficked as well as the money that is associated with these activities. The Street Crimes Unit issued 675 citations and warnings along with 871 arrests. Additionally, they seized a variety of narcotics with an estimated street value of $184,024. Lastly, the Street Crimes Unit served 398 traffic warrants, conducted 107 felony investigations and 207 misdemeanor investigations. TRAFFIC UNIT A goal of the is to promote the safe, expeditious flow of vehicular and pedestrian traffic within the city. This is accomplished by fair and consistent enforcement of state and local traffic laws, as well as educating the public and traffic engineering. The Traffic Unit, comprised of 5 Officers and 1 Sergeant, also respond to community complaints regarding traffic concerns and dedicate enforcement efforts towards intersections identified as having high numbers of traffic collisions. 7 CRIMINAL INVESTIGATIONS DIVISION Under the leadership of Assistant Chief Robert Lanning, the Criminal Investigations Division (CID) of the is responsible for the detection and investigation of criminal offenses. Within the division, there are specialized units such as: Special Crimes, Victim Services, Peer Support Group, Drug Enforcement, Neighborhood Services, Crimes Against Children, Family Violence and S.A.F.E. SPECIAL CRIMES UNIT The Special Crimes Unit is comprised of 6 Investigators, 1 Sergeant and Sex Offender Registration Coordinators. The Special Crimes Unit investigates violent crimes within the City of Waco and is also responsible for screening and reopening any cold homicide cases, based on new evidence or credible information. The Special Crimes Unit, along with the Texas Rangers are responsible for the criminal investigation of any Officer Involved Use of Deadly Force that results in serious bodily injury or death of a person. Both 2017 Officer Involved Shooting were presented to the McLennan County Grand Jury. The involved Officers, in both incidents were no-billed, meaning no criminal wrongdoing was found on the part of the Officer(s). 6

8 DRUG ENFORCEMENT UNIT The Drug Enforcement Unit is responsible for the enforcement of State and Federal laws regarding the illegal sale, distribution, possession and manufacturing of controlled substances; illegal gambling operations and the investigation into the criminal activity of gangs. The Drug Enforcement Unit is comprised of 8 Investigators, 2 Sergeants and 1 Commander. In 2017, the Drug Enforcement Unit initiated 423 cases, and received 629 cases from other sections of the department. The unit seized $18,359.50, and 2 vehicles along with other items. VICTIM SERVICES UNIT The Victim Services Unit of the Waco Police Department is dedicated to positively impacting the quality of life for citizens of Waco by assisting victims and the families of victims experiencing crime and trauma. The Victim Services staff and numerous volunteers provide on-scene crisis intervention, death notifications, victim education, emotional support, follow-up contact, assistance with Crime Victims Compensation, referral services and other pertinent victim needs. In 2017, Victim Services Volunteers saved the Police Department over $299,000 in paid hourly wages by covering after hour call outs. PEER SUPPORT GROUP The Peer Support Group members, certified in Critical Incident Stress Management, conduct formal debriefings, provide one-on-one support and give referrals after critical incidents for all Waco Police Department employees as well as employees of surrounding law enforcement agencies. NEIGHBORHOOD SERVICES The Neighborhood Services Section consists of 3 specialized investigative sections: Burglary/Auto Theft, Assault/Fraud and Theft/Misc. BURGLARY/AUTO THEFT The Burglary/Auto Theft Unit of 8 Investigators and 1 Sergeant, investigate crimes against property; specifically residential, nonresidential, commercial, motor vehicle burglaries as well as thefts of motor vehicles. The Burglary/Auto Theft Unit is comprised of 8 Investigators and 1 Sergeant. In 2017, Burglary/Auto Theft had 3228 cases with 167 warrants and 100 arrests. ASSAULT/FRAUD The Assault/Fraud Unit comprised of 8 Investigators and 1 Sergeant, conduct follow up investigation to Non-Family violence related crimes such as assaults, stalking, burglary with intent to commit assault; terroristic threats, motor vehicle fatalities and financial crimes. In 2017, Assault/Fraud Unit had 1795 cases, 197 warrants issued and 74 arrests. Additionally, 29 crashes occurred which required the Accident Reconstruction. Of the 29 crashes, felony charges were brought for 5 of them. THEFT/MISC The Theft/Misc Unit of 8 Investigators and 1 Sergeant, investigate property crimes with the exception of auto-related thefts in addition to other crime offenses. In 2017, the unit investigated at total of 2,767 cases, issued 587 arrest warrants and recovered over $67,000 in property. 7

9 CRIMES AGAINST CHILDREN UNIT The Crimes Against Children Unit is managed by 1 Sergeant and is comprised of 6 Investigators. The unit conducts investigations where violent crimes are committed against children under the age of 17. The Crimes Against Children Unit also works in conjunction with State of Texas Child Protective Services and the Advocacy Center to help theses victims of crime. A total of 961 cases were investigated by the Crimes Against Children Unit. 60 search warrants were executed and 173 arrests were made. FAMILY VIOLENCE UNIT The Family Violence Unit of 5 Investigators and 1 Sergeant investigate cases occurring in the city limits of Waco in which the victim is related to the offender through marriage, in-laws, girlfriends, boyfriends, intimate partners, roommates or acquaintances. In 2017, 2073 cases were assigned to the unit, 265 arrest warrants were obtained and 88 Emergency Protective Orders for victims of domestic abuse were requested. 487 cases were transferred to the District Attorney's Office for prosecution. The Family Violence Unit also co-hosted the 2017 Domestic Violence Conference to provide specialized training related to victim safety, abuse prevention and offender accountability. S.A.F.E. UNIT The Support, Abate, Forfeiture, Enforcement (S.A.F.E.) Unit is comprised of 4 Investigators and 1 Sergeant. The S.A.F.E. Unit conducts asset forfeiture, nuisance abatement and criminal investigations as well as business inspections of Game Rooms, Night Clubs and Sexually Oriented businesses. The Crime Free Multi-Housing and Rental Property Programs, spearheaded by this unit, builds a partnership between police and owners/managers of rental properties to keep drug and other illegal activity off their property. The S.A.F.E. Unit now has 4 hotels, 1 short term rental, and 106 apartment communities/rental property management companies fully certified in our Crime Free Programs. S.A.F.E. UNIT STATS 8

10 SUPPORT SERVICES DIVISION The Support Services Division, managed by Assistant Chief Frank Gentsch, provides directed specialized support to the uniformed services of the department. The Support Services Division consists of Planning/ Budget, Communications, Criminal Intelligence, Public Information Officer (PIO), Marshal Task Force, Personnel, Training, Community Outreach, Crime Scene Unit, Records, Property Room, Customer Service and the Accreditation Program. PLANNING/BUDGET The role of Planning/Budget is to plan, coordinate, compile, administer and monitor the department's budget, purchasing and financial transactions; advise the Chief of Police on asset forfeiture functions; monitor the balance and ensure purchases are in compliance with state and federal guidelines; prepare, submit, and monitor department grants; and anticipate the department's needs and to determine which methods work best for the delivery of key services. COMMUNICATIONS The Communications Center coordinates the delivery of emergency services to the City of Waco and McLennan County. The Communications Center is staffed around the clock by trained professionals who are responsible for receiving and documenting calls from citizens, dispatching resources as necessary, performing records checks, relaying information and coordinating mutual aid requests from other agencies. In 2017, the Communications Center received a total of 424,639 calls; 137,732 emergency calls, and 286,907 non-emergency calls. 9

11 U.S. MARSHAL TASK FORCE INVESTIGATOR 's Marshal Task Force Investigator works in conjunction with federal, state and local law enforcement agencies to locate and apprehend the most dangerous fugitives and assist in high profile cases. In 2017, our U.S. Marshal Task Force Investigator assisted in 197 arrests. CRIME ANALYSTS In 2017, was able to add two Crime Analysts positions. The Crime Analysis Unit completed projects, reports and analyses for all echelons of the police department from patrol officers requesting information about their respective beats to command staff requests for analyses on calls for service, city-wide criminal activity, and other case support as needed. Photo Courtesy: Waco Tribune Herald, Jerry Larson PUBLIC INFORMATION OFFICER (PIO) The PIO initiates and oversees the establishment of integrated strategies, plans, and programs designed to ensure that all communication and public relations efforts are cohesive, consistent, and effective in supporting the mission of the Police Department. PERSONNEL UNIT The Personnel & Recruitment Unit is responsible for overseeing an efficient, effective, and fair selection process, which results in the appointment of those select individuals, who possess the skills, knowledge and abilities necessary to perform the duties of a law enforcement Officer within the City of Waco. In addition to sworn officers, the Personnel Unit is responsible for conducting background checks on our civilian employees, volunteers and police chaplains; in conjunction with the City s Human Resources Department. In 2017, 135 applicants were received for the position of Police Officer. There were 60 Civil Service Entrance Exams administered and reviewed by the Personnel Unit. Due to Waco Police Officers being held to the highest standard possible, only 18 of those applicants were offered a position. TRAINING UNIT The Training Unit is dedicated to developing the skills, knowledge, and service delivery of sworn and civilian employees. They provide comprehensive training to ensure our citizens are provided quality public safety services while being treated with professionalism, dignity, and respect. The Training Unit held 509 individual classes composed of 13,616 hours, 6,055 hours of training for new Officers and approximately 786 hours of training for SWAT. COMMUNITY OUTREACH The has a team of both sworn and civilian members who act as liaisons to various community leaders and residents to build relationships, increase trust and provide important information about law enforcement and the Police Department. Community Outreach presented 197 Crime Prevention/ Education programs to 19,654 citizens and addressed 3,021 non-valid alarms. The Citizens Police Academy Alumni Association and Citizens on Patrol volunteers contributed 2,715 hours to and City of Waco. 10

12 PROFESSIONAL STANDARDS AND CONDUCT Professional Standards and Conduct is responsible for safeguarding the integrity of the, as well as the rights of all citizens within the area of jurisdictional responsibility. COMPUTER FORENSICS The Computer Forensics Unit, comprised of 2 Investigators, perform computer forensic investigations which entail examining computers and components, digital storage media and cell phones in attempt to identify and seize evidence related to various crimes. RECORDS The Records Department consists of 31 civilian employees and is managed by the Records Program Manager. In 2017, the Records Department transcribed over 55,000 offense and supplemental reports and assisted numerous citizens with walk in questions and reports. A total of 3409 Open Records Requests were received requesting 3380 cases. The Records Department was awarded grants to transition to the National Incident Based Reporting System (NIBRS) to provide a deeper, richer crime data set. PROPERTY ROOM The Property Room is comprised of 2 civilians and 1 civilian supervisor. It is accountable for all items that are collected as evidence or seized property. When property is collected or turned in, the item is inventoried and categorized using a bar-code system that is similar to those found in grocery stores. Once collected, the item is secured and tracked until such time the item is needed for court, returned to the rightful owner, or is destroyed. Photo Courtesy: Waco Tribune Herald, Jerry Larson CRIME SCENE UNIT The Crime Scene Unit is comprised of 7 Crime Scene/Latent Print Technicians and 1 Sergent. Over the course of last year, the Crime Scene Unit processed 2347 crime scenes, collected 2,301 items of evidence, took 83,251 digital photographs and performed 4167 latent print comparisons. The Lab examined evidence involved in 462 cases. ACCREDITATION PROGRAM The Law Enforcement Recognition Program is a voluntary process where police agencies in Texas prove their compliance with 166 Texas Law Enforcement Best Practices. These Best Practices were carefully developed by Texas Law Enforcement professionals to assist agencies in the efficient and effective delivery of service, the reduction of risk and the protection of individual s rights. WACO POLICE HONOR GUARD The s Honor Guard consists of 20 members. The purpose of the Honor Guard is to show respect and honor for law enforcement personnel in life as well as death. The Honor Guard attends funerals for Texas Peace Officers killed in the line of duty to show respect to their surviving family members and law enforcement. The Honor Guard also represents our Department by attending funerals for current civilian employees, a family member of a current commissioned Officer, and retired Waco Police Officers. The Honor Guard attended 7 line of duty death funerals, 4 civilian employees and commissioned Officer family funerals and 5 community events (memorial services, parades and other events). 11

13 IN THE COMMUNITY 2017 CRIME PREVENTION: Police Explorers For young men and women who are interested in careers in the field of law enforcement, Exploring offers experiential learning with lots of fun-filled, hands-on activities that promote the growth and development of adolescent youth. Two groups from Waco Police Explorer Post 415 participated in the 2017 Texas Law Enforcement Explorers Advisors Association (TLEEAA) State Competition. Both teams placed in Felony Traffic Stops and Unknown Call for Police. Post 415 was also awarded TLEEAA Post Explorer of the Year and its captain was selected as TLEEAA Explorer of the Year. Junior Police Academy The Junior Police Academy is setup for our young teens that are interested in the Criminal Justice field or those who would like to see what law enforcement is all about. Our main objective is to reach out to our young teens, through education of the Criminal Justice Program, and help them make the right choices in life as they become young adults. Citizens On Patrol The program is designed for citizens who would like to help the Waco Police Department in being an extra set of eyes and ears and report any suspicious activity. Volunteers learn proper procedures in patrolling, how to determine criminal/suspicious activity, how to report information to dispatch, use police radio, and traffic direction. Waco Crime Stoppers Waco Crime Stoppers is an community based partnership formed by dedicated citizens, law enforcement and the media with the common goal of crime reduction along with the arrest and conviction of criminals and fugitives. Chaplains The has 7 volunteer Police Chaplains, who are all ordained ministers. They participate in a variety of events during the course of the year; attend roll calls, graduations, promotions, retirement ceremonies and conduct Officer well checks. They provide the invocations at police events and officiate at weddings. Chaplains conduct a monthly prayer session on the 4th Thursday of the month. The Chaplain s are available for all Department members and their families for counseling and support in times of need. Several of the Chaplains also serve on the critical incident response team. In 2017 the Chaplains donated over 2200 hours and participated in 118 police events. 12

14 SPECIAL EVENTS: Coffee with a Cop This year, the Waco Police Department hosted it's first Coffee with a Cop events at local businesses. These events bring police officers and community members they serve together-over coffee-to discuss issues and learn more about each other. Operation Backpack Operation Backpack is a back to school program where Officers collected donations to purchase backpacks and school supplies to distribute to children in the community at the beginning of the school year. Providing students with the necessary tools and encouragement to start the school year off right is the key to their success. Operation Jr. Crime Fighter "Operation Jr. Crime Fighter" is a pilot program that paired Waco PD Officers with groups of Waco ISD elementary students at 15 different campuses during lunch or recess. The goal of the outreach program is to provide mentorship while humanizing the Officer behind the badge. Photo Courtesy: Waco Tribune Herald, Jerry Larson COMMUNITY: Waco Citizens Police Academy This program is designed to give citizens a working knowledge of the Waco Police Department and raise citizen awareness. Two, 12 week course sessions are conducted per year. Class topics include police recruiting, traffic stops, SWAT, police negotiations, K-9, building searches, gun range, crime scene, crime prevention, dispatch, defensive tactics, active shooter, drug awareness, family violence, crimes against children, and more. Instruction consist of lectures, demonstrations, tours and/or hands-on activities. Applicants are subject to a criminal background investigation prior to being accepted into the academy. Graduates of the Citizens Police Academy are eligible to join the Waco Citizens Police Academy Alumni Association. Citizens Police Academy Alumni Association (CPAAA) The Waco Citizens Police Academy Alumni Association's mission involves supporting officers and community safety by promoting educational and life preserving programs. This year, Waco was the host city for the 2017 Texas Citizens Police Academy Alumni & Law Enforcement Training Convention. Red Ribbon Week The along with local law enforcement agencies observed Red Ribbon Week by sharing the anti-drug message with students who attend schools in the McLennan County area. 13
