1 311/3 311 HONOURS AND AWARDS 311/1 THE FIRE BRIGADE LONG SERVICE AND GOOD CONDUCT MEDAL - (1) A copy of the Royal Warrant (Cmd. 4189) relating to the Fire Brigade Long Service and Good Conduct Medal and prescribing the qualifications necessary for its award is set out in the Appendix to this Chapter of Brigade Orders. (2) The case of each member will be considered by the Commissioner without individual application on the part of the member, and the name of each member of the Brigade who satisfies the conditions set out in Clause 4 of the Warrant concerning eligibility, in Clause 5 in respect of length of service and in Clause 6 in respect of character and conduct, will be submitted by the Commissioner to the Secretary of State with a recommendation for the award of the medal. The individual will be advised in any case in which it is decided not to recommend a member of the Brigade who has completed the qualifying period of service for the award. Any member of the Brigade who considers that their length of service makes them eligible for the award but who has not received official notification to that effect within three months of reaching their qualifying date should submit an application direct to the Head of HR on a Form No.10 specifying the period of service claimed to be reckonable for such purposes along with any available supporting evidence. (3) Each award made by the Secretary of State will be promulgated in the Brigade's Information Bulletin and an entry is to be made on the station personnel card by the manager-incharge on receipt of information effecting personnel under his/her control. (4) A member of the Brigade who is awarded the Fire Brigade Long Service and Good Conduct Medal is not permitted to wear any other long service award in respect of fire brigade service. (C.O ) (C.F.O ) 311/2 WEARING OF ORDERS, DECORATIONS AND MEDALS - Those members entitled to wear medals are to wear the appropriate ribands on their tunics. The actual decorations, as distinct from ribands, are to be worn on such ceremonial occasions as the Commissioner may direct. (C.O ) (C.F.O ) 311/3 MEDALS WHICH MAY BE WORN - The only ribands that may be worn are those of orders, decorations and medals, awarded by the Crown or by the Head of Government of a nonenemy Foreign State, awards made by the Royal Humane Society, the Royal National Lifeboat Institution and the Society for Protection of Life from Fire, and medals awarded for bravery, meritorious service or long service and good conduct by local authorities, the National Fire Brigade's Association and the Professional Fire Brigades' Association and the association formed by the union of these two, the British Fire Services Association, provided that the riband of not more than one long service and good conduct medal is worn. 2 311/4 ORDER OF PRECEDENCE - (1) The ribands of orders, decorations and medals listed in sub-paragraph (2) below will be worn on the left breast; those listed in sub-paragraph (3) will be worn on the right breast in the order of precedence indicated, the superior decoration nearest the centre of each breast. As regards these "right breast" medals, the Lord Chamberlain's Regulations provide that the only medals included in sub-paragraph (3) that may be worn at investitures are the Stanhope Gold Medal, other medals of the Royal Humane Society and the medals of the Royal National Lifeboat institution and the Life-Saving Medal of the Order of St. John. 4 311/4 (3) Medals which are to be worn on the right breast - The Stanhope Gold Medal Other Medals of the Royal Humane Society Medals of the Royal National Lifeboat Institution Medals of the Society for the Protection of Life from Fire Local Authority Medals awarded for:- (i) Bravery or Meritorious Service (ii) Long Service and Good Conduct Medals of the National Fire Brigades' Association and Professional Fire Brigades' Association awarded for:- (i) Bravery of Meritorious Service (ii) Long Service and Good Conduct Life-Saving Medal of the order of St. John R.O.S.P.A. Bronze and/or Silver Award (4) Any member possessing a medal which is not listed in sub-paragraph (2) or sub-paragraph (3) should apply for instructions. (C.F.O ) (5) (a) Mention in despatches, The single bronze oak leaf emblem signifying, in the Armed Forces and the Merchant Navy, either a Mention in Despatches, King's Commendation for brave conduct or King's Commendation for valuable service in the air, if granted for service in the Second World War, , is worn on the riband of the War Medal, If the War Medal has not been granted, the emblem is worn directly on the coat, after any medal ribands.* (b) Mention in despatches, 1945, and subsequently - The single bronze oak leaf emblem, if granted for service in operations after the cessation of hostilities in the Second World War, is worn on the riband of the appropriate General Service Medal. If a General Service Medal has not been granted, the emblem is worn directly on the coat after any medal ribands.* The single bronze oak leaf emblem is also used in the Forces to denote a King's Commendation for brave conduct or a king's Commendation for valuable service in the air granted since the cessation of hostilities in the Second World War. (c) King's Commendation for Brave Conduct, , and subsequently; Queen's Commendation for Brave Conduct, 1952 and subsequently - The emblem of silver laurel leaves granted to civilians, other than those in the Merchant Navy, to denote a King's Commendation for brave conduct during the Second World War, , is worn on the riband of the Defence Medal. When the Defence Medal has not been granted or the award is for the services subsequent to the war, the emblem is worn directly on the coat, after any Medal ribands.*

5 (d) King's Commendation for valuable service in the air, , and subsequently; Queen's Commendation for valuable service in the air, 1952 and subsequently - The oval silver badge granted to denote a civil King's Commendation for valuable service in the air is worn on the coat immediately below any Medals or Medal ribands* or in civil air line uniform, on the panel on the left breast pocket. 311/5 *If there are no medal ribands, the emblem is worn in the position in which a single riband would be worn. 311/5 DRESS REGULATIONS - (1) Orders, decorations and medals - (C.O ) (a) When orders, decorations or medals are worn on either tunics or uniform jackets, they are to be in a horizontal line suspended from a single brooch (no part of which is to be visible) and placed over any ribands that may already be stitched to the garment. (b) Where fire tunics are worn, the top of the ribands is to be placed ¼" below a line taken between the lower rim of the top button of the tunic and the shoulder seam. On "open or closed necked" jackets the ribands should be centred on the breast pocket and the lower edges placed one eighth of an inch above the top of the pocket. On the double breasted reefer jacket, the upper edge of the ribands should be on a level with the point of the lapel. (c) Where decorations or medals cannot, on account of their number, be suspended from the brooch so as to be fully seen, they are to overlap. (d) The medals are to be worn so as to show the Sovereign's head, and the first earned clasp is to be worn nearest the medal. (e) The ribands should normally by 1¼" in length, but, owing to the differing sizes of decorations and medals, longer ribands may be necessary when two or more decorations or medals are worn; the essential being that the lowest points and edges of the decorations and medals should be in line. The addition of a number of clasps to a medal may also necessitate a riband of more than 1¼". (2) Ribands of Orders, Decorations and Medals - When ribands are worn without the decorations or medals they are to be 3/8" in length and sewn on the uniform jacket without intervals. The number of ribands to be worn in one row must largely be governed by the physique of the individual and the type of garment worn (with closed or open neck). Subject to the undermentioned considerations the appropriate grouping of ribands is a matter of individual discretion. Where lapels on uniform garments preclude full compliance with these considerations, the relative position and the number of ribands in each row will be a matter of an exercise of a sense of proportion on the part of the individual.

6 311/6 (a) No riband shall be fully obscured by the lapel of the garment. (b) Where the uniform has a breast pocket the ribands are to be worn immediately above the pocket. On fire tunics the upper edge of the highest riband or ribands are to be ½" below a line taken between the lower rim of the top button of the tunic and the shoulder seam. The riband or ribands are to be placed centrally along this line. (c) Where only one riband is held, this is to be so placed that the centre of the riband is in a direct line with the pocket button on the jacket. (d) As many ribands as convenient are to be accommodated in one row before another is started. There is not to be a space between rows and an incomplete row should be placed above the top complete row. The order of precedence listed in Brigade Order No. 311/4 is to be maintained. (e) Ribands are not to be worn on greatcoats. (3) The use of celluloid or other representations of, or transparent covering to, ribands is forbidden. (C.O ) 311/6 MERITORIOUS ACTION- SUBMISSION OF REPORTS - (1) Any member of the Brigade, of whatever role, may initiate a report on any action by another member of the Brigade, whether at a fire, a special service or in some other circumstances, which they observe and consider to be worthy of formal recognition. Similarly, any member may initiate a report if they become aware (either through the media, or an approach from a member of the public etc.) of any action, worthy of recognition, performed by another member of the Brigade while off-duty. In the latter case, the report should be supported by suitable documentary evidence, e.g., press cuttings, letter from member of public etc., (2) All reports should be sent to the Area Manager of the member who is the subject of the report with a copy to the Area Manager of the person submitting the report. To be most effective, such reports should, where practical, be submitted without delay and should not be held up pending any local investigation. (C.O ) (C.F.O ; ) 311/7 ACTION BY AREA MANAGERS - (1) The Area Manager of the member(s) who is/are the subject of the report, will carry out an investigation as a matter of priority and, according to the circumstances revealed, will act in one of the following ways:- (a) No Further Action - Where it is considered that no action worthy of formal recognition has taken place, the Area Manager will direct that "No Further Action" be taken and will ensure that the member initiating the report is informed to that effect.

7 311/7 (b) Local Recognition - (i) Where it is deemed that personal, praiseworthy action has taken place but not of sufficient merit to warrant consideration by the Honours and Awards Board at Headquarters, the Area Manager may decide to award:- The Area Manager's Certificate of Commendation, or, The Area Manager's Letter of Congratulation. (ii) (iii) (iv) The commendation shall be the higher of the two awards and both shall be granted at the discretion of the Area Manager. When a decision has been taken to make one or other of these awards, the full facts are to be reported to the Head of the Brigade's Public Relations Branch at Headquarters, who will arrange for the appropriate document to be prepared for formal presentation by the Area Manager at a locally arranged ceremony. A permanent entry will also be made in the member's personal record. A copy of the Commendation/Letter issued is to be sent to the Assistant Commissioner (responsible for Honours and Awards) at Headquarters for statistical purposes. (c) Where an award as specified in paragraph (1)(b)(i) is made the recipient's Area Manager will arrange for a written report of the events leading to the award to be circulated throughout the relevant Area. (d) Referral to Assistant Commissioner (responsible for Honours & Awards) Where the actions reported appear to warrant consideration of a higher award, e.g., where a member distinguishes himself/herself by personal bravery or meritorious action, the full report, together with the names and statements of any witnesses, are to be forwarded to the Assistant Commissioner (responsible for Honours & Awards). 311/8 CONSIDERATION BY THE HONOURS AND AWARDS BOARD - (1) Commissioner's Award (i) If in agreement with the Area Manager's assessment, the Assistant Commissioner (responsible for Honours & Awards) will convene an Honours and Awards Board. The Board will consist of an Assistant Commissioner as Chair; one Deputy Assistant Commissioner and two Group Manager's. (All these officers will be from neutral Areas.) The Area Manager of the nominee will be invited to attend as an observer. All witnesses will also be required to attend.

8 311/8 (ii) Having considered all the evidence, the Board will either refer the matter back for local action in accordance with Brigade Order 311/7(1)(b)(iii), or recommend to the Commissioner the award of: (2) National Awards A Commissioner's Certificate of Commendation, or, A Commissioner's Letter of Congratulation. The Commendation shall be the higher of the two awards. Both will be promulgated in the Brigade's Information Bulletin, with a permanent entry in the member's personal record, and both will be presented by the Commissioner at a formal award ceremony arranged by the staff of the Headquarters Public Relations Branch. In addition to the recommendation of a Commissioner's Award, the Board may recommend an application for a National Award. (a) Gallantry Awards (i) (ii) (iii) Should a national award be recommended in conjunction with a Commissioner's Commendation and subsequently endorsed by the Commissioner, the Board's recommendation will be sent to the Home Office, where a decision will be taken upon the relevant national award - if any. Public Relations Branch at Headquarters will be responsible, in conjunction with the Commissioner's office, for arranging the formal presentation of any national awards. National gallantry awards available to members of the Brigade include the George Cross; the George Medal; the Queen's Fire Service Medal (for gallantry); the Queen's Gallantry Medal and the Queen's Commendation for Brave Conduct. (b) Distinguished Service Awards (i) Submissions to the Home Office for consideration of Empire Awards and the Queen's Fire Service Medal are made by the Commissioner in the strictest confidence. Recipients are notified direct from 10 Downing Street. The British Empire Medal and the Queen's Fire Service Medal are presented by Her Majesty's Lord Lieutenant of Greater London at a Brigade level ceremony arranged by Public Relations Branch at Headquarters. All other Empire Awards are presented by Investiture at Buckingham Palace. Notification of Investiture arrangements are sent direct to recipients by the Central Chancery at Buckingham Palace. N.B. The receipt of any National Award should be permanently recorded on the recipients P.R.F.

9 311/9 311/9 OTHER AWARDS - (1) Royal Humane Society - Where an investigation indicates that the criteria of the Society may have been met (e.g., successful resuscitation), full details are to be referred to the Assistant Commissioner (responsible for Honours and Awards) who will arrange for an application to be submitted to the Society. Any award subsequently granted will be promulgated in the Brigade's Information Bulletin and arrangements made by the Headquarters Public Relations Branch for presentation by the Commissioner at a formal award ceremony. A permanent entry will also be made in the member's personal record. N.B. Awards from the Royal Humane Society may be pursued whether or not a Brigade award is granted. (2) The Order of St John - At the discretion of the Commissioner, recognition of bravery, life-saving and attempted life-saving can be pursued with the Order on behalf of members of the Brigade and members of the public. Submissions to the Order will be dealt with solely by the Commissioner. Any award granted to a member of the Brigade will be promulgated in the Brigade's Information Bulletin and an entry made in the member's personal record file. Award presentation arrangements will be made by the Order, unless otherwise directed. The Order will notify the Commissioner accordingly. N.B. Awards from the Order of St John may be pursued whether or not a Brigade award is granted but not in the event of a submission for national recognition or acknowledgement of any other organisation, i.e., Royal Humane Society, The Society for the Protection of Life from Fire. (3) Praiseworthy Acts other than at Operational Incidents - Where the Area Manager considers it appropriate, a member may be interviewed and praised for their performance in some special task undertaken in the course of their duties. Such action should be in accordance with General Memorandum 400 paragraph /10 AWARDS BY OTHER ORGANISATIONS TO MEMBERS OF THE BRIGADE - In any case where information is obtained from an outside organisation e.g., Police, that a member of the Brigade is to be recommended for an award, the details are to be sent, without delay, by the Area Manager concerned to the Assistant Commissioner (responsible for Honours and Awards) together with a recommendation as to whether any action is required in connection with a Brigade award. Awards to members of the Brigade by outside organisations in respect of meritorious conduct (whilst on duty) may be presented at an award ceremony arranged by the Headquarters Public Relation Branch and may also be published in the Brigade's Information Bulletin. Guidance on this will be given by Assistant Commissioner (responsible for Honours and Awards) and will depend on the level of award to be presented. In all cases an entry will also be made in the member's personal record.

10 311/13 311/11 QUARTERLY RETURNS ON MERITORIOUS CONDUCT - Cancelled by GM393 Supp /12 MERITORIOUS ACTIONS BY MEMBERS OF OTHER EMERGENCY SERVICES - In cases where information is forthcoming that a member of the Police, Ambulance or other emergency service has performed a meritorious act, full details are to be reported to the appropriate Area Manager who will forward these together with the names of any witnesses, to the Assistant Commissioner (Responsible for Honours and Awards), who will consider all the facts and may:- (i) (ii) (iii) Notify the Commissioner of the appropriate service of the actions of his/her staff, so that he/she may take whatever action is deemed appropriate. Make a recommendation to an organisation such as the Royal Humane Society for an appropriate award and, at the same time notify the nominee's Commissioner of the action being taken. Refer the matter back for local action in accordance with Brigade Order 311/7(1)(b)(i)(ii)(iii). (C.F.O ) 311/13 MERITORIOUS ACTIONS BY MEMBERS OF THE PUBLIC - Where the attention of an Area Manager is drawn to praiseworthy actions by members of the public, an enquiry into the circumstances should be carried out and, in appropriate cases, consideration should be given to the issue of letter of congratulation. The facts are to be reported to the head of the Brigade's Public Relations Branch at Headquarters, who will arrange for the appropriate documents to be prepared for formal presentation by the Area Manager at a locally arranged ceremony. If, however, it is apparent that an act of outstanding bravery has been performed, full details should be passed to the Assistant Commissioner (responsible for Honours and Awards) who will consider what action should be taken. 11 311/14 311/14 HONOURS BOARDS - (1) An Honours Board will be provided as soon as the occasion arises at each Station, Area Headquarters and at Brigade Headquarters to commemorate, permanently, honours bestowed upon personnel at that Station, Area or at Headquarters. At a fire station, it will be displayed in the Watchroom or in some other suitable place. (2) Each Honours Board will consist of a specially designed certificate, suitably framed and glazed. Items will be entered in chronological order, the name(s) of the individual(s) honoured being entered in red. (3) All awards of gallantry and distinguished service including awards by the Sovereign, will be recorded on the Board, along with Commendations and Congratulations by the Commissioner; Commendations or Congratulations from the Area Manager; awards of The Royal Humane Society; awards of The Society for the Protection of Life from Fire; of the Life Saving medal of The Order of St John and awards made by The Royal Society for the Prevention of Cruelty to Animals. (4) In any case where it is considered that an entry on the Honours Board is appropriate, the officer-in-charge of the Station or Establishment to which the member of the Brigade is attached, is to remove the Honours Board from its frame and send it in the Honours Board folder held at Area Headquarters to the Assistant Commissioner (responsible for Honours and Awards) with a request that it be inscribed. If there is no Board, that fact is to be stated. NOTE: The question of the entry on the Honours Board of any honour not mentioned specifically in (3) above is to be referred to the Assistant Commissioner (responsible for Honours and Awards) for decision. (5) No entries relating to incidents which occurred before 1 April 1986 are to be made on LFEPA Honours Boards, but Honours Boards issued by the former Fire Authorities may continue to be displayed. (6) In any case where a station is closed or otherwise dis-established, the Honours Board (if one exists) is to be returned, in its frame, to the Assistant Commissioner (responsible for Honours and Awards) at Brigade Headquarters, under cover of a Form 171. The Board will then be passed into the safe keeping of the Brigade Museum. N.B. Any reference in this instruction to "Area Manager" should also include a Head of Department. (C.O ) (C.F.O ; )

12 THE FIRE BRIGADE LONG SERVICE AND GOOD CONDUCT MEDAL ROYAL WARRANT 311 APPENDIX (Rev. 1) to Brigade Order No. 311 ELIZABETH R. ELIZABETH THE SECOND, by the Grace of God of the United Kingdom of Great Britain and Northern Ireland and of Our other Realms and Territories QUEEN, Head of the Commonwealth, Defender of the Faith, to all to whom these Presents shall come, Greeting! WHEREAS We, being desirous of honouring those who have rendered long and meritorious service as members of the Fire Brigade of the United Kingdom, the Isle of Man and the Channel Islands, did by Warrant dated 1st June 1954 for Us, Our Heirs and Successors institute and create a new Medal to be designated and styled "The Fire Brigade Long Service and Good Conduct Medal"; AND WHEREAS We have from time to time amended the said Warrant and are desirous of further amending the rules and ordinances governing the award of the said Medal and of consolidating the Warrants relating to the said Medal, We do hereby direct that the award of the said Medal shall be governed by the following rules and ordinances:- First: Style - The Medal shall be designated and styled "The Fire Brigade Long Service and Good Conduct Medal". Secondly: Description - The Award shall be in cupronickel, in the form of a circular Medal, bearing on the obverse the Crown Effigy of the Sovereign and on the reverse the inscription "For Exemplary Fire Service" with a design showing two Firefighter s handling a hose. Thirdly: Ribbon - The Medal shall be worn on the left side attached by means of a suspending bar to a ribbon one and a quarter inches in width, which shall be, in colour red, with on either side a yellow stripe on which is superimposed a narrow stripe of red. Fourthly: Eligibility - Those eligible shall be full-time and part-time members of all ranks in Fire Brigades or Aerodrome Fire Services maintained by Local Authorities in England, Wales and Scotland or by a Fire Authority in Northern Ireland, or in the Fire Brigades in the Isle of Man and the Channel Islands, Fire Service members of the Home Office Fire Service Inspectorate and of the Scottish Home and Health Department Fire Service Inspectorate and Fire Service Instructors at central training establishments of the Home Office and at the Fire Service Training School of the Scottish Home and Health Department. Full-time members of Fire Brigades or Service maintained by Government Departments or by the British Airports Authority shall also be eligible, if their conditions of enrolment include a liability to engage in fire-fighting, and part-time members of such Brigades or Services shall be eligible if they have 311

13 APPENDIX (Rev. 1) to B.O. No. 311 (Cont'd) obligations similar to those of eligible part-time members of Local Authority Fire Brigades in the United Kingdom. Full-time and part-time members of all ranks in Fire Brigades and Services maintained by Government Departments and Authorities, within Our States of New South Wales, Victoria, Queenland, South Australia, Western Australia and Tasmania, the Australian Capital Territory, the Territory of Papua and New Guinea, the Northern Territory, Norfolk Island, the Territory of Christmas Island and the Territory of Cocos (Keeling) Islands if their conditions of employment include a liability to engage in fire-fighting. Fifthly: Service required - The qualifying period requisite for the award shall be twenty years' whole-time or part-time service in one of the Fire Brigades or Service aforementioned or an aggregate of twenty years' whole-time or part-time service in one or more such Brigades or Services. Service in Brigades which were maintained by Local Authorities but are no longer in existence, service in the Auxiliary Fire Service between 3rd September 1939 and 18th August 1941 (or in Northern Ireland, between 3rd September 1939 and 1st April 1942) and service in the National Fire Service shall also be treated as qualifying service, but other service in the Auxiliary Fire Service shall not be so treated. Qualifying service may be paid or unpaid. Service in Fire Brigades or Services maintained by Government Departments or the British Airports Authority shall be treated as qualifying service only if the service is whole-time and entails a liability to engage in fire-fighting or is part-time and entails obligations similar to those of eligible part-time members of Local Authority Fire Brigades in the United Kingdom. Service in a Government Department or in Our Armed Forces whether on secondment, on recall or when called upon to serve, service in Our Armed Forces or Merchant Navy during the Second World War, , or service in a Fire Service in a British territory overseas, which interrupted, and was continuous with, qualifying fire service shall itself be treated as qualifying service, provided that such service has not been and will not be counted towards the award of any other official Fire Brigade Long Service Medal. Service during a period of compulsory National Service Training which interrupted, and was continuous with qualifying fire service shall be treated as qualifying service. Qualifying service in a Fire Brigade or Service maintained by a Government Department shall not be counted both for the award of the Fire Brigade Long Service and Good Conduct Medal and also for the award of the Imperial Service Medal. Any such qualifying service not counted towards the award of the Fire Brigade Long Service and Good Conduct Medal may, if otherwise suitable to be reckoned, be counted towards the qualifying period for the award of the Imperial Service Medal. Any service which has been reckoned as qualifying service for the Civil Defence Long Service Medal or the Women's Voluntary Service Medal or Clasp shall not be counted towards the award of the Fire Brigade Long Service and Good Conduct Medal.

NO. 311 (Cont'd) Sixthly: Certificate of efficiency - No person shall be recommended for the Medal unless, having completed the qualified period of service, it is certified that his character and conduct have been very good. It is also a requirement that the candidate shall have been put forward by the Commissioner or Firemaster, or, if a Commissioner or Fire Master, by Authority maintaining the Brigade, or, in the case of the Commissioner of a Department Fire Brigade, by the appropriate authority. Seventhly: Registration - The names of all those to whom the Medal is awarded in the United Kingdom shall be recorded in the Department of Atomic Energy (1st June 1954 to 31st July 1954), the Ministry of Defence, the Ministry of Home Affairs, Northern Ireland, the Home Office, the Scottish Home and Health Department, the Ministry of Public Building and Works, the Ministry of Technology, the Board of Trade or the Ministry of Transport, as the case may be. Those to whom the Medal is awarded in the Commonwealth of Australia shall be recorded in the Premier's Department, New South Wales. The Chief Secretary's Department, Victoria, the Office of the State Fire Services Council, Queensland, the Chief Secretary's Department, South Australia, the Office of the Western Australian Fire Brigades Board, Western Australia, the Premier's and Chief Secretary's Department. Tasmania or the Prime Minister's Department, Canberra, as the case may be. Eighthly: Name of recipient - The name of the recipient shall be engraved or stamped on the rim of the medal. Ninthly: Order of wear - In the official list showing the order in which Orders, Decorations and Medals should be worn the Fire Brigade Long Service and Good Conduct Medal shall be placed immediately after the Police Long Service and Good Conduct Medal. Tenthly: Miniatures - Reproduction of the Medal, known as miniature Medals, which may be worn on certain occasions by those to whom the Medal is awarded, shall be approximately half the size of the Fire Brigade Long Service and Good Conduct Medal, and a sealed pattern of the miniature Medal shall be kept in the Central Chancery of Our Orders of Knighthood. Eleventhly: Delegated Powers - Delegated powers to make awards in the United Kingdom under the terms of this Our Warrant shall be vested in Our Lord President of the Council, Our Secretary of State for Defence, Our Minister of Home Affairs, Northern Ireland, Our Secretary of State for the Home Department, Our Secretary of State for Scotland, Our Minister of Public Building and Works, Our Minister of Technology, Our President of the Board of Trade and Our Minister of Transport, as the case may be Delegated powers to make awards in the Commonwealth of Australia shall be vested in the Governors or Officers Administering the Governments of our States of New South Wales, Victoria, Queensland, South Australia, Western Australia and Tasmania and the appropriate Ministers of State for Our Commonwealth of Australia, in regard to the Fire Brigades or Services within their respective jurisdiction. 311

No. 311 (Cont'd) Twelfthly: Other awards - It shall be a condition of the award of the Medal in any Fire Brigade that the grant of any unofficial or local long service or good conduct medals for wear in such Brigade shall be discontinued, and that any unofficial or local long service medals, if already granted, shall not be worn by a recipient of Our Fire Brigade Long Service and Good Conduct Medal. Thirteenthly: Forfeiture and restoration - It shall be competent in the United Kingdom for Our Lord President of the Council, Our Secretary of State for Defence, Our Minister of Home Affairs, Northern Ireland, Our Secretary of State for the Home Department, Our Secretary of State for Scotland, Our Minister of Public Building and Works, Our Minister of Technology, Our President of the Board of Trade and Our Minister of Transport, as the case may be, or in the Commonwealth of Australia the aforesaid Governors or Officers Administering the Government or the aforesaid Ministers of State, as the case may be, in relation to the Fire Brigades within their respective jurisdiction, to cancel and annul the conferment of the Medal on any person and also to restore a Medal which has been so forfeited. Fourteenthly: Revocation of Warrant - The Warrant of 1st June 1954 is hereby revoked. Lastly: Annulment & C., of rules and ordinances - We reserve to Ourself, Our Heirs and Successors, full power of annulling, altering, abrogating, augmenting, interpreting or dispensing with these rules and ordinances, or any part thereof, by a notification under Our Sign Manual.
