13 IV. HAJOR PRO~",]1S A. Lacl~ of construction materials in September throudl Novenber The r.lp.ssive I!ER (~~ni.mum ESBential Requirel'l9nt) constructi on proe;ram during those month!] diverted all oom:'lon construction materials to cantonment construction. None was available for routine maintenance md minor construction..an increased supply inventory- and the completion of the }mr progr.am has since permitted routine and assured supply of vital materials. During the HER program most of the builders of CRm 301 were assigned to support of Naval Con5t~JOtion Forces efforts in construction of facilities a.t i,l\l8jlg Tri. B. The Unit lias below' personl'lel allowance from DeceI!lber 1968 to the end of this reporting period. The shortage, up to 100 men out of an / allowanoe of 481, was conoentrated in the Group VIII ratings. This condition has adversely affected the Unit's road maintenance capability, adequate Benerator maintenance, and backlog of minor construction. Further, in Vieli' of the shortage being concentrated in the Group VIII ratings, a reduction in the direct labor percentage has evolved. C. The oommand has been concerned 1.fith the direct labor output continuing at a level be1ot.,. 45%, the desired eoal. One conclusion is that the division of the Unit into t",o camps of about equal strength, Dong Ira aj. d Quang Tri, has required duplication of facilities and services, planning, estimntine- and engineering staffs, communicat.:lon watches, dispensaries, night security watohes, eto., and has made goal attainment particularly difficult.
