We have much work yet to do, but I believe the department is off to a very good start as we unveil the new face of the agency to the public and continue to merge divisions of the former Departments of Community Health and Human Services. I have you to thank for that. It s due to your hard work and persistence that we have been as successful as we have been. As I ve made field office visits throughout Michigan, I have been impressed with the commitment, passion and work ethic that I have seen. With the merger, Gov. Rick Snyder has given us a very special challenge to improve services health and human services in Michigan. The governor envisions a River of Opportunity in which programs serve as a bridge for customers to lead healthier, more productive and self-reliant lives. He summed it up very well recently when he said the goal is to keep the focus on the people, not the programs. The work of improving our services is just beginning, and I m counting on you to offer your ideas for that. We are continuing to review your ideas for improving services that you recently provided on the Feedback Form and there will be further opportunities for you to provide input. On a related matter, I also want to recognize the week of May 3-9 as Public Service Recognition Week. I consider it related because I find the work that each of you day in and day out to be in the spirit of public service. Providing services to those in need, protecting children and improving the health of Michigan residents is a very high calling. Every director, manager, supervisor and employee whether behind the scenes, or out in front is the face that someone turns to for help. MDHHS offices and facilities will be celebrating Public Service Recognition Week with a variety of observances next month. I hope you can participate and take pride in our accomplishments, and to look forward to what we can do to improve services in the future. You deserve it. 3 MDHHS Digest is the Latest News Hub for New Agency Welcome to the first edition of MDHHS Digest. This monthly publication is one of a handful of information sources that you can rely on to keep up with the news going on within the newly formed MDHHS. We ll keep you abreast of major developments, upcoming events and the ongoing efforts to improve how we deliver services to our customers. This publication will be mailed out monthly and will also be housed at our MDHHS intranet site here. In addition to this publication, you also will receive departmental news items on a weekly basis in a new publication, This Week at MDHHS, that will be ed to each staff member. The first edition of this publication was mailed out April 20. Finally, employees can keep updated on a daily basis by checking for recent departmental news on our new News and Updates page on the MDHHS intranet portal. We encourage you to make either the portal page or the News and Updates page your home page on your computer. Our goal is to keep you abreast of all the major news within MDHHS, using a variety of news formats. MDHHS is a very large place now the biggest agency in Michigan state government. Staying informed on how the various divisions operate and on their initiatives is the best way that we can further improve services for our customers. However, these news sites and publications rely on you. We need you to help keep us abreast of what s going on in your divisions. Is your office spearheading a new innovative program to improve services for customers or address a health issue? Let us know. Your new initiative could be a model for others to follow. Is there someone in your office who often goes the extra mile to assist a customer and ensure they have a foundation to succeed? Are many of your staff members involved in a special fundraiser? We d like to share that story with others. When submitting items, here are a few things to keep in mind: MDHHS Digest, This Week at MDHHS, or the MDHHS intranet news site is not a medium for birthday announcements, retirement party invitations, or as a means to advertise events unless endorsed by a department committee or management within the department. Any submitted pictures of a child 17 years old or younger must have a signed release from the child s parent or guardian authorizing the image s publication. Form 199 for that release can be found on this page. The editor reserves the right to edit information, make corrections and reject inclusion of information because of a missed deadline or inappropriate topic. The deadline to submit items for the monthly publication is the 15th of each month. The deadline for the weekly publication is noon Thursday of the preceding week. There is no deadline for the daily news site, but it may take two days or more for the item to be posted. In some cases, we may decide that a submission for the monthly publication may be more suitable for the weekly publication, or vice-versa. We reserve the right to make that decision. All submissions can be ed to Scott Davis at DavisS8@michigan.gov. We encourage you to send photos as well, but in many cases, only one photo will be used. 3

4 Coast Guard Veteran Enjoys New Waters as CPS Investigator While serving in the Coast Guard, Gene Gray spent years sailing the waters of the U.S. coastline, arresting smugglers and stemming the flow of drugs reaching American youth. On one occasion, his Coast Guard cutter fought 60-foot waves in a storm while chasing a freighter south from the waters off North Carolina. Three days later, the Coast Guard crew caught up with the freighter in Bermuda and arrested those on board; they confiscated several hundred bales of marijuana. Today, Gray is still protecting children as a Children s Protective Services (CPS) investigator with Michigan Department of Health and Human Services in Muskegon County. He retired from the Coast Guard in 1996 after 20 years of service and was hired by DHS four years ago. To honor his service to his county, Gray is being featured in the MDHHS Digest. While his job as a CPS investigator may not be as exciting as the Coast Guard, Gray finds fulfillment in protecting children from abuse and neglect. When I see families, I try to leave them better off than when I first met them, Gray said. As a youth growing up in San Antonio, Texas, Gray developed a love of the waters during weekend fishing trips in the Gulf of Mexico. After high school graduation, his father urged him to find a line of work; signing up for the Coast Guard seemed like a good fit. During his time in the Coast Guard, Gray served on ships that patrolled the Great Lakes and along both the eastern and western U.S. coasts, venturing north along the coast of Alaska. During many of those years, Gray s ship was tasked with tending buoys in the waters, and he served as a 1st class damage controlman petty officer a safety officer who mitigated hazards facing the ship and tried to prevent fires. Those skills were put to the test when his ship, Mesquite, ran aground onto a reef off the Keweenaw Peninsula in Lake Superior in 1989; the ship began taking on water. Gray and others spent many hours trying to save the ship by shoring up hatches and throwing unnecessary items overboard to lighten the ship s weight. In the end, the 40-member crew, one with a broken arm, had to abandon ship on life boats. A nearby freighter rescued them from the waters. Eventually, the Coast Guard sank the partially submerged Mesquite after concluding it couldn t be salvaged. Gray received a Coast Guard accommodation for trying to save the ship. Gray found the work of patrolling waters for drug smugglers more exciting. Though his cutter never exchanged fire with suspected drug smugglers, the Coast Guard crew did have to fire over the bow of a boat on occasion to convince smugglers to stop. Gray typically boarded the stopped craft armed with a 12-guage riot shotgun. After 20 years, he realized it was time to retire and pursue life as a civilian. I miss it at times because of the comradery, the different adventures you had, Gray said. I enjoyed every bit of it. See Coast Guard Veteran on Page 6 4

5 Director Lyon Visits Upper Peninsula Offices Many dozens of Michigan Department of Health and Human Services (MDHHS) employees in the Upper Peninsula got a chance to meet Director Nick Lyon during a series of office visits the week of April As part of his ongoing visits to field offices across Michigan, Director Lyon stopped by MDHHS offices in Delta, Houghton and Marquette counties, Business Service Center I and the Bay Pines Center. They always appreciative of central office people stopping by, especially the state director, said Russell Sexton, director of the MDHHS office in Delta County. We are a long way from Lansing. He came across to everybody as a really nice, caring person. At each of the county office visits, Director Lyon made a point to meet individually with as many staff members as he could, giving them a chance to ask questions. Lyon was accompanied on the visits by Terrence Beurer, deputy director of the Field Operations Administration, Steve Yager, director of Children s Services, and Kurt Warner of the Bureau of Organizational Services. I continue to be greatly impressed by what I ve seen during these visits and the hard work being done to protect children and serve at-risk families, Director Lyon said. As always, I appreciate the candidness and feedback I receive on these visits, and I am planning on making more office visits soon. In the Houghton County office, the director s visit was a chance for employees to discuss some of the problems they were having in the field, such as cell phone coverage in the Upper Peninsula. The thing that I heard the most often was that they found him very approachable, and they were very comfortable talking with him, said Len Richards, director of the Houghton County office. People were appreciative that he was willing to come this far to visit. See Office Visits on Page 9 5

6 National Minority Cancer Awareness Week: A Good Time to Talk Cancer Screening with Your Health Care Provider Submitted by the Cancer Prevention and Control Section, Division of Chronic Disease and Injury Control It is now well known that some groups of people are more likely to get, or die, from cancer. We know that: African Americans are more likely to die of cancer than people of any other racial or ethnic group.* Lesbian, gay, bisexual, and transgender people have risk factors that lead to a greater rate of cancer cases. Individuals with a mental illness may develop cancer at a 2.6 times higher rate and also have a higher rate of fatality due to cancer. It is important to get the word out that April 5 through April 11 was National Minority Cancer Awareness Week. This week provides an opportunity to help raise awareness about the disparities that exist with cancer and focus efforts to reduce disparities and promote health equity. It s vital that all people recognize the need to be screened or tested for cancer. Screening tests exist for a number of cancers including breast, cervical, colorectal and lung cancer. People need to talk with their health care provider about being screened and also discuss any family history of cancer that may put them at higher risk. The Michigan Department of Health and Human Services reminds people that, under the Affordable Care Act, most health insurance plans including the Healthy Michigan Plan cover recommended preventive services like testing for different cancers. Check with your plan to find out details of what is covered. In 2011, Gray was hired into Muskegon County DHS. He spends more time behind a desk than in previous jobs, but still finds the work rewarding. The county is very busy. 7 The Lockbox Zip and Encrypt Did you know that you can securely send sensitive and Protected Health Information (PHI) by zipping and encrypting? All workstations have WinZip 14.5, which is the program that can be used for sending sensitive and PHI securely. To zip and encrypt a file, follow the steps below: Step 1 In your file directory, locate the file(s) you want to zip and select the file(s). To select multiple files, hold the [Ctrl] key. Step 2 Right click the selected file(s) and select WinZip from the menu. Then select Add to Zip file from the next window. Step 3 Check Encrypt added File and then click Add Step 4 Enter and re-enter your password and click OK Step 5 Phone or fax the password separately to the recipient. As a reminder, before sending any sensitive or PHI, you must be sure to do the following: Do not include any sensitive or PHI in the subject line or in the body of the message Disclose only the minimum sensitive or PHI necessary Double check recipients Include a confidentiality disclaimer For additional information or help securely sending sensitive or PHI, please see policy 6.8.D.10.2 or contact MDCHPrivacySecurity@michigan.gov. 7

8 Pathways to Potential Highlights the Vision for River of Opportunity by Jean Ingersoll As part of his plan to create the Michigan Department of Health and Human Services (MDHHS), Gov. Rick Snyder has unveiled a bold, new vision for helping thousands of Michiganders move beyond public assistance towards self-sufficiency a new River of Opportunity in the state. And he has offered a shining example of this vision -- a 2-year-old pilot program we are very proud of here at MDHHS. Pathways to Potential. Modeled largely after the Kent School Services Network program, Pathways to Potential launched in 2012 as a pilot at some Michigan schools with a simple idea: That it makes sense to place case workers called success coaches in schools where they can more easily interact with at-risk children and their families. The overriding goal also is simple eliminating barriers to a child s success. For instance, some children may struggle with getting to school on time because they oversleep. A success coach is more able to recognize this problem, supply an alarm clock and encourage the child to use it. Or the success coach can help families by assisting them with transportation and suitable clothing for children and providing child care so an older child doesn t miss school to babysit a young sibling. The results speak for themselves. Since the program s launch, schools participating in Pathways have generally lowered their chronic absenteeism rates by about a third. We re very proud of these results. As more children attend school regularly, we will see more succeed in the classroom, graduate and continue on the pathway to a productive life. Since the program s launch, we have expanded the program to schools in 22 counties, as well as locations that include hospitals and businesses, and we are seeing this success replicated in much of Michigan. Gov. Snyder now has expressed a desire to replicate the model to provide similar services to people who need help removing barriers to self-sufficiency and success. We have created a strong foundation to carry out the governor s vision of a River of Opportunity. Since 2012, we have developed strong relationships with school districts. We continually strive to improve the program, as we have recently expanded a campaign to help children obtain necessary clothing and personal hygiene items, worked with other state agencies on expanding school-based health centers and continue to partner with non-profits and faith-based organizations. Pathways is also working with Community Ventures, coordinated by the Michigan Economic Development Corporation, to promote employment for parents and older youth and are also joining together to set-up Employer Resource Networks in targeted locations. These are just a few things that we are working on, and we re well positioned to make the leap the governor has asked of us. There should be little doubt this effort is worth making. In communities with Pathways, more children are attending class, and education is the key to lifting people out of poverty. For many, their home life is more stable. By having a success coach placed in the school, parents can apply for assistance more easily and receive help with developing skills in finding a job. Opportunities are created. This is the River of Opportunity that Gov. Snyder spoke of passionately. I m excited to be part of it. I hope you are too. 9 MI Health Link Launches to Improve Health Services for Customers A new health care option called MI Health Link was launched March 1, serving its first enrollees in the Upper Peninsula and southwest Michigan. Customers in Wayne and Macomb counties will begin receiving services on May 1. MI Health Link combines Medicare and Medicaid for those individuals that are dually eligible for full Medicare and full Medicaid. Approximately 110,000 people will be eligible for the program in four regions of the state. This innovative demonstration is a collaboration involving Michigan, Centers for Medicare and Medicaid Services, the participating Integrated Care Organizations (also known as MI Health Link health plans), and the Pre-paid Inpatient Health Plans (PIHPs), which will continue to provide behavioral health services as they currently do for people eligible for Medicaid. Customers who are eligible for both Medicare and Medicaid tend to have chronic complex healthcare needs. Enrolling in MI Health Link eliminates the need for navigation between Medicare and Medicaid for services to address these needs by providing all covered services through a single health plan. The MI Health Link health plans administers all healthcare services, care coordination, scheduling and transportation and billing for care, including long-term care services in the home, community and in nursing homes. Each enrollee has a MI Health Link care coordinator to assist them in ensuring their healthcare needs are met. Many areas of the department have been involved in the development and implementation of MI Health Link. For more detailed information, please visit Office Visits from page 5 Bobbi Jo Ferguson, director of the Marquette County office, said she was pleasantly surprised when Director Lyon stopped by the office to visit. At first, she said, her staff was slightly nervous because some were wearing jeans on a casual Friday, but they warmed up the director as he visited employees at their cubicles. I think it went really good. The unannounced (aspect) was different than having it announced, and there is an agenda, said Ferguson, explaining it led to more informal talks between the staff and the director. 9

10 Luther Lovell Receives Northern Lights Award for Human Service Efforts Luther Lovell, director of Mecosta-Osceola County MDHHS, has received a Northern Lights Award from Spectrum Health Foundation in Grand Rapids for his work in human services. Lovell was given the award in the Health and Human Services category for his efforts in both counties to place workers in schools to enhance collaboration, expand community outreach efforts and his leadership and support of staff, as well as other initiatives. Luther is a perfect example of the entire package when it comes to being a county director, said Terrence Beurer, director of the MDHHS Field Operations Administration. He deserves this recognition for his leadership in many areas, including placing workers in the schools to enhance collaboration and promoting collaborative faith based programming. Lovell, who has been a state employee for more than 20 years, has been Mecosta-Osceola county director since Previously, he served as the counties children services program manager. He also has served as a Children s Protective Services (CPS) worker and as a supervisor for foster care, CPS, adult services and prevention. Job Training Pilot Launches for Food Assistance Recipients MDHHS has launched a pilot program in the Detroit area to expand job training opportunities for food assistance recipients to increase their self-reliance. The federally funded pilot, which began in late March, will target 200 individuals between the ages of 18 and 49 who are receiving Supplemental Nutrition Assistance Program (SNAP) benefits and are participating in the SNAP Employment and Training program in Detroit. Though MDHHS applied for federal funding for the program last year, the pilot reflects Gov. Rick Snyder s new vision of a River of Opportunity, in which state public assistance programs serve as a customer pathway to selfreliance. Under the program, Michigan is allowed to waive a three-month federal limit on food benefits for those participating in the job training assistance. The program offers wage subsidies to encourage employers to hire pilot participants and expands vocational and supportive services to ensure a seamless transition from public assistance to employment. The program s goal is that half of the Food Assistance Program (FAP) cases are closed, or benefits reduced, among the 200 participants in the pilot. This program is part of an effort to revitalize Detroit by providing critical resources and economic incentives to help Detroiters find employment and reduce reliance on public assistance. 10

Wednesday, April, 22, marked the 45th anniversary of Earth Day. In communities across the world, this spring day highlights environmental issues and demonstrates popular support for environmental protection. Here in Michigan for example, the departments of Environmental Quality (DEQ), Natural Resources (DNR), and Agriculture and Rural Development (MDARD) come together every year to celebrate Earth Day with additional support from organizations like the Michigan Department of Health and Human Services, Division of Environmental Health. Each partner provides fun and educational activities to thousands of Michigan adults and students. What happens to those sentiments after Earth Day? How can we build on and continue the momentum for green living throughout the year? Those are questions the Green Team has pondered over the last several months, and we would like you, the readers, to give us some feedback on what healthy and sustainable actions you currently take, what prevents you from doing more (or any at all), and what the Green Team can do to help you set or reach those green goals. 12 Celebrating the 25th Anniversary of the ADA The Michigan Department of Health and Human Services (MDHHS) supports the American Disabilities Act (ADA) and people with disabilities in many ways, both through our service to the public and our own employees. During the month of July and August, we are having several celebrations for the 25th anniversary of ADA, the key civil rights legislation for people with disabilities. The dates and locations are as follows: July 23, Kalamazoo Psychiatric Hospital. July 29, Capitol View Building in Lansing. July 28, Hawthorn Center. July 28, Center for Forensic Psychiatry. July 30, Walter Reuther Psychiatric Hospital. Aug. 5, Caro Center. Save the date! More to come on these fantastic events. VOA Hosts Event to Provide Services to Homeless Veterans The Volunteers of America Michigan is hosting the 2015 Capital Area Stand Down For Homeless Veterans May 20 at Adado-Riverfront Park in downtown Lansing. Services provided to homeless veterans will include health screenings, haircuts, legal aid, counseling on Social Security, vision testing, job assistance, clothing, lunches and a diddy bag full of goodies. Last year, 110 homeless veterans were served. The event, which includes a lunch, will begin at 10:30 a.m. The park is located at 501 N. 13 Michigan s Progress in Child Welfare Settlement is Discussed in Federal Court The Michigan Department of Health and Human Services (MDHHS) appeared April 13 before Judge Nancy G. Edmunds in U.S. District Court to discuss the latest report under its Modified Settlement Agreement with Children s Rights, Inc. Following a lawsuit filed by New York-based Children s Rights, Michigan s child welfare system came under federal oversight in In early 2011, Michigan renegotiated the original consent decree to focus more on outcomes and less on bureaucracy and process. The resulting modified settlement agreement took effect on July 18, This is the sixth monitoring report to be filed since the modified agreement was signed in Protecting children is the most important work we do, and I know that everyone involved has a strong desire and commitment to improve health and safety outcomes as quickly as possible for children and families in Michigan s child welfare system, MDHHS Director Nick Lyon said. The Department of Human Services, the former defendant in the lawsuit, merged April 10 with the Michigan Department of Community Health to become MDHHS. Director Lyon to Hold Employee Roundtable May 8 at Grand Tower Michigan Department of Health and Human Services (MDHHS) Director Nick Lyon is planning to hold a roundtable discussion with agency employees May 8 in the Dempsey Room of the Grand Tower Building in Lansing. The roundtable will occur from 8:30 to 9:30 a.m. The May 8 date was rescheduled from an earlier date of May 1. DHS and the Michigan Department of Community Health merged to become MDHHS on April 10. Registration is full to attend the roundtable discussion, but employees can register here to listen to the event and submit questions in a conference call. 13

14 Manager Meeting Kudos Korner o Performance Management o Employee Engagement o Service/Process Optimization o Change Management Employee Engagement Survey Workforce Transformation mation Managers from the Michigan Department of Health and Human Services (MDHHS) met March 23 to connect with colleagues, hear from leadership and develop their management skills through a discussion on organizational values. A thank you goes to all of the managers who donated boxed and canned food items for the Greater Lansing Food Bank. A total of 553 pounds of food was collected which equates to 461 meals for the local community. Director Nick Lyon s presentation from the meeting can be viewed here. Kudos Korner A customer paid a huge compliment to Tamara Weaver (Vital Records and Health Data Services Section), Deborah Garcia (Office of Legal Affairs and FOIA) and Connie Sopocy (retired). The customer sent a letter directly to Director Lyon s office to compliment these three employees and extend gratitude for their help. I am so thankful to some of your employees who helped me beyond measure. You have a great team of friendly and knowledgeable people! My unending gratitude still does not encompass the thankfulness for these women and their hard work and dedication! What a great example of extraordinary customer service.
