5 Our Mission Statement The Greenville Police Department recognizes its responsibility to protect the lives and property of the citizens in our community. Our greatest desires are to prevent crime from ever occurring and citizens from becoming victims. Our Values In order to accomplish our mission, we provide quality police services in the quickest and most effective manner with maximum results. We strive to be active in anticipating and preventing unsafe conditions and in protecting individuals from the imprudent acts of others. To achieve our goal, we seek out and train highly motivated men and women to provide a professional staff, employ the latest technology and promote the community involvement of our citizens. We are consciously aware of our responsibility to the citizens and we shall always utilize effectively and efficiently the resources allocated to us. In addition, we shall report accurately and honestly our progress toward achieving our mission. 5

7 The Greenville Police Department is composed of 52 commissioned officers and 22 civilian employees. The Department is divided into four Divisions: Administration Divisions Operations Division Criminal Investigations Division Support Services Division The Administration Division is commanded by the Chief of Police. Within this Division is the Chief s Executive Secretary, and an Administrative Sergeant who oversees the Office of Professional Standards. The Assistant Chief of Police heads the Operations Division. Within this Division are the Assistant Chief s Administrative Secretary and an Operations Sergeant who oversees the Operation Support Unit. The Operations Support Unit which includes the Police Storefront, Crime Prevention, Community Resource Officer, Warrant Officer and the Student Resource Officers. This Division also contains Patrol Operations, the most visible of all the Department s organizational units. The Criminal Investigations Division is the third of the Department s Divisions. This Division is commanded by a Police Lieutenant who reports directly to the Assistant Chief and is composed of the Investigations Unit, Juvenile Unit and Narcotics Unit. The Support Services Division is under the command of a Police Sergeant who reports directly to the Assistant Chief and is composed of the Records Unit, Communications Unit, the Property/Evidence Unit, Personnel/Training Unit, and the Crime Analysis/Planning Unit. 7

11 GREENVILLE POLICE DEPARTMENT ADMINISTRATION DIVISION Chief of Police Executive Secretary Administrative Sergeant Tactical Unit Harold Roseberry Chief of Police Office of Professional Standards Hostage Negotiations Unit The Administration Division is commanded by the Office of the Chief of Police. This office is responsible for the overall operations and administration of the Police Department, its 74 employees, and the Department s approximate $ 5.1 million annual budget. This Division consists of the Chief of Police, an Executive Secretary to the Chief, and an Administrative Sergeant who oversees the Office of Professional Standards. The Hostage Negotiation Unit and Tactical Unit are also housed in this Division, under the command of a Patrol Lieutenant. 11

12 ADMINISTRATION DIVISION Office of Professional Standards The Office of Professional Standards is staffed by an Administrative Sergeant of Police appointed by and reporting directly to the Chief of Police. This office is responsible for the investigation of complaints (Administrative Investigations) alleged against departmental employees that are deemed to be of a serious nature. This office also investigates any complaint assigned by the Chief of Police. During 2009, the Police Department received 17 Public Service Reports. The Public Service Reports were classified as follows: Commendation of Employee Service 0 Suggestions for Agency Consideration 0 Complaint of Agency Action 1 Complaint of Employee Performance 16 The Public Service Reports were made by 17 citizens. As a result of the Public Service Reports received, the Police Department initiated 4 Administrative Investigations. 12

13 GREENVILLE POLICE DEPARTMENT OPERATIONS DIVISION Assistant Chief of Police Administrative Secretary Scott Smith Assistant Chief of Police Support Services Criminal Investigations Patrol Operations Support The Assistant Chief of Police commands the Operations Division. This Division is comprised of an Administrative Secretary, the Operations Support Unit, Patrol Operations, Support Services and the Criminal Investigations Division. Within the Operations Support Unit are the Police Storefront, Community Resource Officer, and the Crime Prevention Officer. Within the Criminal Investigations Division are the Investigations, Juvenile, and Narcotics Units. Units in the Support Services Division include Personnel/Training, Crime Analyst/Planner, Support Services, Communications, Records, and Property/Evidence. This office oversees the budget for these four units and is responsible for determining both present and future needs of the units and presenting them to the Chief of Police for budget consideration. In addition, the Assistant Chief of Police monitors crime trends in the four patrol districts and makes personnel and patrol changes when necessary. This office also determines manpower needs for special events held in the City of Greenville such as the annual Christmas Parade, Halloween on the Square and others. 13

14 OPERATIONS DIVISION Operations Support Division A Police Sergeant oversees all community-based programs and commands the Operations Support Unit. These programs include the Police Storefront, Crime Prevention Officer, Community Resource Officer, Crime Stoppers Coordinator, and Student Resource Officer. The Operations Support Division also organizes the Citizens Police Academy. In 2009, this Division hosted one Citizens Police Academy. The class members met on Monday nights over a 10-week period of time and covered all aspects of police operations. The 2009 Academy Class represents the 27 th and 28 th classes, for a total of 441citizens who have graduated from the Citizens Police Academy since the inception of the program in The CPA is open to anyone who lives or works in the City of Greenville. Community Relations/Crime Prevention Unit One definition of crime prevention is the anticipation, recognition and elimination of a crime risk. Alliances continued between the Police Department and the community in our fight against crime in Greenville. Neighborhood Watch programs across the nation grew into Town Watches, Community Watches, Nation Watches, and various other names, to encourage vigilance and awareness by all of us in the fight against criminals who want to harm us and our way of life. During 2009, presentations on various crime prevention topics were made to the following organizations: 2 Cub Scouts Groups Phoenix School Greenville High School L-3 Health & Safety Fair Bowie Elementary School Wee Wisdom Day Care Greenville Community Health Ctr. 14

15 OPERATIONS DIVISION McGruff, as always, was in great demand, for a various assortment of crime prevention assignments during the year. McGruff also made presentations at the following organizations: Greenville Middle School Texans Against Crime Crossroads Mall Texans Against Crime Kick Off Party Greenville Middle School Greenville High School The Department continued the Apartment Managers/Police Partnership Coalition. The goal of this program is to form a better working relationship between apartment managers and the Police Department, in an endeavor to make all apartment complexes in Greenville a more enjoyable and safer place to live. The Community Relations/Crime Prevention Officer serves as the liaison between the Department and the apartment managers. 15

17 OPERATIONS DIVISION Crime Stoppers The Crime Prevention Officer is also responsible for the day to day operations of the Crime Stoppers Program in Greenville. 18 Officer James Hamilton and Officer Richard Calender Student Resource Officer OPERATIONS DIVISION The Student Resource Officer program continues to be a successful program. This program allows for the officers to be on a Greenville Independent School District campus eight hours a day, five days a week during the academic school year and also assists during the summer school session. Currently there is one officer that spends the majority of his time at Greenville High School and one that splits his time between the Greenville Middle School and the Houston Education Center. Both officers are available for assignments in all Greenville Schools. They are also responsible for the day to day operation of the GISD Campus Crime Stoppers Program. The Greenville Independent School District and the City of Greenville share the costs of the program. The focus of this program is as follows: To allow the officers to serve as an educator and counselor by interacting with the students and staffs in a positive environment. To teach criminal law enforcement and related topics in the classroom. To serve as a resource person for district staff by providing expertise in the area of existing laws and updates on new laws through classroom presentations and teaching. To be available to the students for counseling concerning in school and out of school problems. To provide in-service programs for district staff. To draw on other resources of the Police Department. This program continues to be flexible in order to meet the needs of the school district and the community. As this program continues to develop and grow, the officers will integrate services into the many different aspects/areas of the school program. 18

19 The two officers generated the following numbers during 2009: OPERATIONS DIVISION Citations Arrests Reports ( No Arrest) Students/Teachers Counseled The Summer of Safety program experienced lower than normal participation due to the event being canceled in Approximately 250 people attended the annual Officer David Dickson Memorial Fishin Friday. The following week, Swimming Friday was a hit with 160 children and adults attending saw the greatest increase in sponsorship from area merchants. Brookshires, Lance, Lowe s, Sabine Tackle, Super One Foods, and Wal-Mart all made donations to help support this program. The Teen Police Academy was not scheduled in 2009 as the Division worked on changing the program to allow for increased participation. 19

20 OPERATIONS DIVISION The Campus Crimestoppers continued to have a successful year receiving 32 tips with 8 of them being verified and awards being paid. The program gave out $265 in awards and helped recover $800 in stolen property, two weapons, and drugs from our schools. Ten students went to College Station for the annual Campus Crimestoppers Convention. The students also had a summer swim party and a Christmas party. The Greenville Police Department Explorer Post 323 went to four competitions in 2009 and came back with numerous trophies. The post went to competitions in Lake Jackson and Pearland. The post once again logged in over 500 total hours of community service volunteering at events such as: Rally Around Greenville Christmas Parade National Night Out Drug Free Greenville Walk A Thon 20

21 OPERATIONS DIVISION The two officers also were involved with: Citizen Police Academy Classes COPS Training Academy and COPS Field Training Rally Around Greenville Park Street Parades (Christmas and 4 th of July) Buena Vista Christmas Parade Halloween on the Square The Christmas Parade Citizen s Police Academy Alumni Association National Night Out Hunt County Fair Greenville High School Job Fair Class on Civil Rights/Probable Cause to Seniors at Greenville High School Drug Free Greenville Hero Card Night Drug Free Greenville Walk-A-Thon GISD Elementary Dallas Symphony Orchestra Program Drug and Alcohol Program For Juvenile Probation Community Drug and Gang Programs Travis Elementary School Spring Fling Taught Lockdown Classes and Gang Classes at all GISD Campuses Held Lockdown Drills at all GISD Campuses CITIZENS ON PATROL UNIT The mission of the Citizens On Patrol Unit is to act as a force multiplier for the City s police officers in providing assistance with tasks such as crime prevention patrols, motorist assistance, wrecker standbys, close watch patrols, parking enforcement, etc. The Citizens On Patrol (COPS) Unit is a uniform patrol element comprised of volunteer citizens who are graduates of the Greenville Police Department Citizens Police Academy. These CPA Alumni completed 30 hours of Academy Training as well as an additional 40 hours of hands on Field Training. There are currently 14 members of the COPS unit and they are responsible for volunteering a minimum of 12 hours each month in the uniformed patrol function. 21

23 OPERATIONS DIVISION Uniform Bicycle Patrol The Police Bicycle Patrol Unit was placed in service in 2004 by Chief Harold Roseberry to further enhance the Department s goal of fighting crime. Currently, the Bicycle Patrol Unit has 2 officers. The Police Bike Patrol is one of the fasted growing concepts using alternate police vehicles. It is versatile, cost effective, and easy to use. The Bike Patrol gives the officer mobility that is not available to foot patrol, while retaining the public access that is imperative in the community-policing concept. In addition, the bike may be used in areas where the patrol car cannot go and allows the officer to combine both effectiveness of motorized patrol and the versatility of foot patrol into one function. Activities in 2009 for this unit are: Rally Round Greenville Drug Free Greenville Walkathon Omnisys Cotton Patch Criterium Park Street July 4 th Parade BuenaVista/Chapman Neighborhood 4 th of July Parade TRAFFIC UNIT The Police Motorcycle Unit was placed into service by Chief Roseberry on April 17, 2008 in an effort to enhance the effectiveness of traffic enforcement and accident response. The police motorcycle is effective in the enforcement area due to being less visible. The size and maneuverability of the motorcycle makes it easier to get through traffic to respond to accident scenes more rapidly. Currently the Motor Unit has one officer who completed 80 hours of intense training in the Northwestern University curriculum. Training included instruction in machine nomenclature, slow speed maneuvering, control, braking, curve negotiation, motorcycle maintenance, defensive driving techniques and law enforcement techniques. 23

24 OPERATIONS DIVISION Patrol Division The Patrol Division is the largest and most visible of all the divisions in the Greenville Police Department. The Patrol Division is under the direction of the Assistant Chief of Police. The men and women who make up the Patrol Division are the first responders when citizens place a call for the police. They are responsible for the enforcement of all Local, State, and Federal laws. In addition, they are responsible for the preliminary investigation of criminal offenses, apprehension of offenders, enforcement of traffic and parking laws, and advance crime prevention efforts through interaction with citizens. The majority of the 25,722 calls for service were handled by the 34 officers assigned to the Patrol Division. Officers work one of two twelve hour shifts and are assigned to one of the four patrol districts. A lieutenant and sergeant command each shift. In their marked patrol cars, officers provide a deterrent presence in these districts. In addition to their regular duties, seven of the Patrol officers are designated Field Training Officers, (FTO). Upon graduation from the Police Academy, probationary officers are rotated between these Field Training Officers for 18 weeks. This gives the probationary officer the opportunity to observe and learn from a veteran officer as well as gain hands-on experience. A Patrol Sergeant serves as the Field Training Sergeant and manages the FTO program under the direction of the Assistant Chief of Police. Probationary officers who successfully complete the Field Training are assigned to the Patrol Division and begin serving the community as stand-alone patrol officers. 24

27 OPERATIONS DIVISION Canine Unit It is the mission of the Canine Unit to provide the specialized services of a highly trained canine team to support field units in the performance of their duties. The Unit assists in locating and apprehending suspects and items of evidence that may be of value in a criminal case. The Greenville Police Department employs two canine teams, which are trained and certified in patrol, narcotics, and tracking The Canine Unit not only acts as a support unit for the officers of the Department, but also performs the same duties as that of a Patrol Unit. These duties include, but are not limited to, responding to calls for service, traffic enforcement, or any other normal patrol function. The Canine Unit has the capabilities to perform the following services as well; Search for and apprehension of suspects Search for lost and missing children or adults Search for evidence from criminal offenses Search for illegal narcotics. The Canine Unit supports the community through awareness programs in our schools and civic organizations. The Unit also provides support for area agencies requesting the services of the canine. The Canine Unit has performed the following services in 2009: Generated 53 Canine Deployments Seized over $ 322,500 in U.S. currency Seized over 708 lbs. marijuana, 9 kilos cocaine, and 128 grams of meth ice. Conducted 180 hours of K-9 training. Additionally, the Canine Unit assisted the following agencies in 2009: Drug Enforcement Agency (DEA) FBI (Federal Division of Investigation) TDPS (Texas Department of Public Safety) Hunt County Sheriff s Office Texas Rangers Rockwall County Sheriff s Office 27

28 OPERATIONS DIVISION Criminal Investigations Division Investigations Unit The Greenville Police Department s Criminal Investigations Division is responsible for the following: Investigation of all criminal offenses. Filing of offenses with the appropriate prosecuting office. Investigation of narcotics offenses. Investigation of offenses committed by juveniles. In 2009, the Investigations Unit was assigned a total of 3,518 offense reports. This represents a decrease of 1,209 from the number of offenses assigned in Of the 3,518 offense reports assigned, 21 were unfounded, 159 were exceptionally cleared, 751 were suspended, 587 were cleared by arrest, 130 cases were filed, 206 administratively closed and 1,664 remain open. Juvenile Unit The Juvenile Unit consists of one investigator who is assigned to the Criminal Investigations Division. This officer s primary responsibilities are to investigate all juvenile-related crimes, identification of juvenile offenders, and the prevention of juvenile-related crimes through education and rehabilitation of juvenile offenders. Additionally, this officer follows up on the status of offenses such as runaways, truants, and curfew violations. The officer is also responsible for missing person investigations and assists other investigators in the investigation of major crime scenes. 28

The enforcement of the Juvenile Curfew Ordinance resulted in 57 contacts with juveniles who were in violation of this ordinance. 29

30 OPERATIONS DIVISION Narcotics Unit In 2009, the Narcotics Unit continued its efforts to apprehend those individuals who deal in illegal drugs. 31 SPECIALIZED UNITS Hostage Negotiation/Tactical Units The Hostage Negotiation Unit consists of four officers and the Tactical Unit consists of 12 members. All members are from within the Department and have volunteered for the additional assignment. Both units are under the command of a Police Lieutenant. Final selection and duty assignments of unit members are made by the Chief of Police. These Units are activated in response to hostage situations, barricaded person(s), and suicidal person incidents. In addition, the Tactical Unit is called upon to assist in highrisk apprehension incidents. These types of situations present special problems to police officers and citizens because of the danger. Each of these situations is unique and must be handled differently. The members of the Units receive additional training in preparation to perform their duties and responsibilities. Special tools and equipment have been obtained to further assist the Units members to conclude each incident safely. During 2009 there was not an incident in which the Units were activated. 31

32 SPECIALIZED UNITS Honor Guard It is the mission of the Greenville Police Department Honor Guard to render respect to the United States flag, to promote respect and professional courtesy for officers killed in the line of duty, and to participate in civic functions. Each year the Honor Guard participates in events in the City of Greenville and throughout the Hunt County. Listed below are the events the Honor Guard participated in, in 2009: January 9 January 19 May 14 November 4 November 20 November 21 December 4 Attended funeral of Dallas Police Senior Corporal Norman Smith. Participated in Martin Luther King parade. Participated in the Hunt County Peace Officers Memorial held at the Hunt County Criminal Justice Center. Participated in the Coming Home military funeral detail for Sergeant McNabb. Posted Colors at the Greenville Police Department s Citizens Police Academy Graduation Banquet. Participated in the Coming Home military funeral detail for Specialist Lewis. Participated in the Annual Christmas Parade. 32

33 GREENVILLE POLICE DEPARTMENT SUPPORT SERVICES DIVISION Support Services Sergeant Administrative Secretary (Shared w/assistant Chief) Records Communications Support Services Property Personnel Crime Analysis A Police Sergeant commands this Division and reports directly to the Assistant Chief of Police. The function of Support Services Division is to provide support and assistance to the Police Department in all areas. This Division is in charge of the civilian units within the Department. Civilian employees reporting directly to the Support Services Sergeant include an Administrative Secretary who is shared with the Assistant Chief, as well as the Crime Analyst/Planning Unit, Property/Evidence Unit, the Personnel/Training Unit, Records, and Communications. 33

34 SUPPORT SERVICES DIVISION Records Division The Records Division serves as the central storehouse for all criminal records created by and for the Greenville Police Department. Additionally, it maintains all departmental records, maintains accurate, secure files, which can be quickly retrieved for use by the Department. They also assist other law enforcement agencies and the general public. The Records Division is also responsible for the research, records maintenance, Public Information Request, and school notifications of Registered Sex Offenders. These records are available to the public from the Records Division or from the Texas Department of Public Safety, Criminal Records Division on the Internet at: In 2009, the Records Division received approximately 34 Public Information Requests under the Texas Public Information Act for access to information that has been collected, assembled or maintained by the Greenville Police Department. Each request must be thoroughly researched and processed in order to comply with the provisions set out under Government Code Chapter 552. Oftentimes, such research results in letters to the State Attorney General requesting opinions concerning requested information and availability of such information being released to the public. In 2009, $4,442 was received for the sale of various reports and Public Information requests. In addition, $1,270 was received for fingerprinting fees, $25,041 for alarm permits, and $8,800 for false alarm fees. All totaled, $39,553 was added to the City s General Fund from the Records Division. Records clerks are now able to electronically merge and code Cases, Arrests, Supplements, and Property reports, using the New World Records Management software, into the computer system. All records maintained by the Records Division are governed by the rules and regulations set out by the Texas State Library, the Public Information Act and the Texas Penal Code. These records maintained for 2009 include, but are not limited to following: 34

This program provides a nationwide view of crime based on the submission of statistics by law enforcement agencies throughout the country. This monthly information is subsequently forwarded by the TxDPS to the Federal Division of Investigation on a semi-annual basis. 35

36 SUPPORT SERVICES DIVISION Communications Division The Greenville Police Department s Communications Center is staffed by one supervisor and 11 communications officers (dispatchers). The communications officers are responsible for directing the activities of field personnel and providing patrol officers and firemen with information upon which they may act. Each operator must complete, within one year of service, specified training in areas of telecommunications approved by the Texas Commission on Law Enforcement Standards and Education. The Communication Center serves as the central link between the community and all Public Safety functions as well as the public safety answering point for all calls within the city limits of Greenville. Responsibilities of a communications officer include but are not limited to: Receiving requests for police assistance from citizens by telephone or in person and dispatching officers to respond. Logging and maintaining records of officer s activity. Monitoring incoming messages and sending messages via the NLETS/TLETS network. Accessing requested information for Patrol via the departmental computer system. Providing general information to the public on request. Communicating with other Police-Fire-Ambulance services. Communicating with other City Departments. 36

37 SUPPORT SERVICES DIVISION TAG Team Greenville Police Department has recently started a public education program to teach children about 911 and the proper way to use it. The Tag Team focuses on grades K-3 rd and has a positive influence on children. The program consists of 911 professionals who instruct children on the importance of knowing their address so they can receive help. Interactive games, pictures, and a video starring Red E Fox, the program mascot, are used to help children in understanding what really is an emergency and what happens when they call from a cell phone or a pay phone. They are also taught the importance of not playing on the phone and only calling 911in the event of an emergency. Children are also given the chance to ask questions regarding calling 911. At the end of each program, Red E Fox makes an appearance and goody bags are given to all the children. In 2009, presentations were given by the Greenville Police Department Tag Team at the following locations: Hunt County Fair Bowie Elementary Crocket Elementary Greenville Night Out Crime Analysis/Planning Unit It is the responsibility of this Unit to provide written revisions and modifications of the Department s Policy and Procedures Manual and to compile, analyze, and disseminate information pertaining to the Racial Profiling reporting statutes. The Unit also compiles and disseminates patrol district crime statistics which help to determine deployment strategies for patrol. This Unit is also responsible for the registration and monitoring of all fire and burglar alarms in the City of Greenville. 37

38 SUPPORT SERVICES DIVISION Property / Physical Evidence Unit It is the responsibility of the Property/Evidence Officer to ensure that all property and physical evidence is handled according to state law. Additionally, the Property Officer also maintains records on all vehicles towed/impounded for the Police Department. The Property Unit produced the following activity: Property Activity Property Received 4,450 2,743 Property Released 1, Property Destroyed 0 0 Public Auction Sales Vehicle Activity Vehicles Seized 1 1 Vehicles Released Vehicles Impounded Personnel and Training Unit It is the responsibility of the Personnel and Training Unit to provide training opportunities to all civilian and police employees. In addition, all new employees are processed and integrated into the Department through this office. To be considered for the position of a Greenville Police Officer, applicants must first pass a civil service examination. After all tests were completed and graded, those applicants who successfully passed the exam were administered a physically agility exam. 38

39 SUPPORT SERVICES DIVISION The physical agility test includes running a 100 yard dash in 15 seconds or less, changing a tire in 15 minutes or less, a trigger squeeze, and a standing broad jump of four feet. All officers of the Greenville Police Department are graduates of a Basic Police Academy after completing approximately 928 hours of classroom and practical training. Additionally, they must pass a stringent State licensing examination. Upon graduation, officers are then required to complete 18 weeks of Field Training with GPD Field Training Officers. In addition, all officers must complete mandatory 40-hours of training every two years in order to maintain their State license, participate in firearm qualifications every six months, and attend other training as required by the Department and State of Texas. This unit also maintains all departmental training records, personnel files and is responsible for ensuring that all state-mandated training objectives are met. Currently, the Department is required to provide 40 hours of mandated training for each commissioned officer every two years. Therefore, we provided numerous training classes during 2009 through the Department and other training agencies. 39

40 SUPPORT SERVICES DIVISION Training conducted in 2009 is as follows: Officers Hours In-Service Training 51 7,285 Specialized Training 23 4,372 Total Training The above total of 11,657 hours of training for all officers excludes the Basic Training hours given to new officers. 40

41 SUMMARY In 2009, Part 1 crimes decreased 16.6 % over 2008 totals. Several things could be attributed to this decrease. Our citizens continue to educate themselves about crimes in their neighborhoods and, through their involvement with our programs, they continue to report them with more frequency than in past years. The success or failure of the Greenville Police Department lies with the relationship we have with our citizens. Without their cooperation, we are at a great disadvantage in trying to prevent crime in our City. We will continue to work to earn the trust and respect of our citizens through our involvement in the community. Programs such as our Crime Stoppers, Student Resource Officers, Citizens Police Academy, and Citizen s On Patrol help keep our Department involved and in the forefront of our community. The Departments seizure of over $230,000 in illegal drugs shows that our officers and investigators continue to work effectively in removing illegal drugs from the streets of Greenville. Each year we continue to have innovative ideas and find new approaches to fighting crime in Greenville. With the dedication of the employees and officers of the Greenville Police Department, we will continue to expand and improve the service we provide to the City of Greenville and its citizens. 41
