Department: Planning & Development Position Title: Planning & Development Director (NEW) Salary: $60,648- $78,840 (DOQ) Application Close Date: Open until filled An employee in this class plans, organizes and directs the work of a staff responsible for planning, land use development, zoning, ordinance development and enforcement for Vance County along with commercial plans review, building permitting, and building codes inspection services for the County and the City of Henderson. Individual will be a department head, leader and also an active participant in completing inspections and plan review. Work involves directing and coordinating services for short and long range planning on policies, ordinances and land use plans; directing staff support for the Planning Commission; serving as technical advisor to the County Manager and Board of Commissioners and serving as liaison to multi-level intergovernmental agencies. Work also includes serving as the Chief Code Enforcement Officer for the County and City supervising the commercial plans review, permitting processes and building codes inspections as well as resolving complaints and contractor licensing violations. Work requires managerial, expert professional and technical knowledge as well as the ability to formulate strategic plans and direct progress. Work also requires significant independent judgment and initiative in complex issues that must meet professional standards as well as state and local regulations. Considerable tact and courtesy must be exercised in frequent personal contact with county, municipal, state and federal officials, contractors and citizens. Work is performed under the supervision of the County Manager and is evaluated through periodic conferences and reports and annual performance evaluations. Minimum Education and Experience: Bachelor s Degree from an accredited college or university in architecture, engineering, construction management or related field and 5 years of management or supervisory experience in the construction or inspections field; or an equivalent combination of education and experience. Possession of standard level II or III certifications by the State of North Carolina in building, electrical, plumbing and mechanical fields are required. If level II, must obtain level III subsequent to being employed. Knowledge, Skills, and Abilities: Extensive knowledge of the principles and practices of land use development, public sector planning and construction permitting and inspections. Extensive knowledge of governmental laws, programs, and services pertinent to planning processes, land use development and building permitting and codes inspections. Considerable knowledge of the environmental and economic implications of the planning process. Considerable knowledge of the County s administrative, budgeting, purchasing and personnel policies and procedures. Skill in the collection, analysis, and presentation of technical data and planning recommendations. Department: Planning & Development Position Title: Building Codes Enforcement Officer (NEW) Salary Range $39,060- $50,772 (DOQ) Application Close Date: Open until filled Graduation from high school supplemented by coursework in building construction trades and experience in construction trades work or an equivalent combination of education and experience. Level III certification preferred but will consider Level II with the ability to obtain Level III certification. Advises contractors in interpreting and applying code regulations; researches questions and advises on code interpretation; suggests revisions to work to assure compliance. Notifies responsible parties of defects and re-inspects to determine if corrective actions have been taken; issues stop work orders if necessary. Receives complaints and/or looks for potential minimum housing code violations; inspects existing buildings for compliance with North Carolina Minimum Housing Code standards by assessing the unit s general condition and determining what repairs are needed; prepares appropriate documentation; sends violation notices; re-inspects to ensure abatement occurs; initiates appropriate enforcement process to ensure abatement of violations if necessary; confers with City of Henderson on minimum housing violations within the city limits. Maintains records of inspections and prepares necessary reports; logs in work orders, completes field paperwork; enters inspection results in computer; ensures all inspections are final; closes file and issues a Certificate of Occupancy. Provides customer service to builders, contractors, property owners and the general public; answers questions about code requirements and compliance issues; researches code issues; responds to complaints; refers complex issues to supervisors if necessary. This position provides specialized program support and technical skills to Extension Associates and Agents developing and delivering education through EFNEP, the Expanded Food and Nutrition Education Program. Consistent with the philosophy, policy and overall mission, goals and educational objectives of the North Carolina Cooperative Extension Program, EFNEP is a federally funded educational program which strives to improve the health of limited resource youth and families with young children through practical lessons in nutrition. These tasks include focused customer service, marketing, event scheduling, expense reporting, and instructional assistance. Renewal of the position is contingent on the availability of funds. The Expanded Food and Nutrition Education Program (EFNEP) Program Assistant will work in collaboration with the Vance County Cooperative Extension Center and NC A&T State University s Cooperative Extension EFNEP Program. Uses in-depth understanding of EFNEP goals and policies to recruit and enroll youth in the program, involves community volunteers in leadership roles, markets the program to target audiences, collaborates with extension staff and local agencies, assists with the securing of program resources, and submits required reports. Works along with the EFNEP Extension Associate with the 4-H Agent and Family and Consumer Science Agent to meet the needs of the county as identified by the local advisory council. Assists Agents with special and recurring projects, promotional events and related marketing efforts. Serves as a program liaison for the Agent or as a representative for the program as requested. Assists in lesson plan development using resources provided by agents and associates. Creates additional materials as approved by the EFNEP Extension Associate, Family and Consumer Science Agent and/or 4-H Agent. Ability to maintain confidentiality of patient contact. Vance County EMS is currently recruiting a motivated individual to fill a Paramedic position to respond to emergency and non-emergency calls. Work is subject to both inside and outside environmental conditions, extremes in temperatures, noise, vibrations, hazards associated with firefighting and emergency medical work including exposures to fumes, odors, dusts mists, gases, poor ventilation, and oils. The worker may be required to wear a respirator to work; the employee is exposed to human blood and is subject to the OSHA requirements on blood borne pathogens. Performs patient assessment, basic and advanced life support treatment in accordance with protocols established by the department and the County s Medical Director; as certified, draws blood, administers approved medications; initiates

10 10 intravenous fluids; performs pulmonary ventilations; administers CPR; provides airway management and cardiopulmonary resuscitation; oxygen administration; hemorrhage control; treatment for shock; bandaging and dressing injuries and splinting of fractures and dislocations; treatment of injuries to various parts of the body; provision of basic/advanced life support for medical injuries, assisting in normal and abnormal childbirth, treatment of injuries and burns; lifting and moving patients for transfer to a medical facility. Transports patients to local and regional medical facilities, maintaining contact with medical staff while in transport and assuring care of patient.
