2 ARIZONA DIVISION OF EMERGENCY MANAGEMENT STATE OF ARIZONA EMERGENCY RESPONSE AND RECOVERY PLAN Notice of Change Date Number Subject September 30,1999 Change 1 AZERRP I. Purpose: This notice transmits Change 1 to the State of Arizona Emergency Response and Recovery Plan, dated Feb II. Actions Required : Holders of the State of Arizona Emergency Response and Recovery Plan should make the following changes. Corrected copies can also be downloaded from this site. A. Emergency Support Function (ESF)#12, Energy Annex should be changed as follows: 1. Page Delete: Department of Commerce as a Primary Agency and add the Department of Commerce as a State Support Agency. 2. Page Paragraph IV-A-1-a, delete paragraph a and renumber remainder of paragraphs. B. Emergency Support Function (ESF)# 14, Mortuary Services Annex should be changed as follows: 1. Page 14-1 Under PRIMARY AGENCIES:, Delete State Board of Funeral Directors and Embalmers and put Maricopa County Medical Examiner s Office in its place as the Lead State Agency. 2. Page Under SUPPORT AGENCIES, make the following changes: vi
3 a. Under State: Add: State Health Laboratory. b. Under Local: Delete: City of Phoenix Emergency Operations - Mobile Mortuary Container c. Under Federal: Add: National Disaster Medical System (NDMS)- Disaster Mortuary Organization Regional Team (DMORT). Add: National Transportation and Safety Board. Add: Bureau of Alcohol, Tobacco and Firearms. Add: Center for Disease Control. 3. Page Under Paragraph I-B. SCOPE, make the following changes: a. Delete: The National Funeral Directors Association (NFDA) selected Mobile Mortuary Container Program. And replace it with the following: 1. Support county medical examiners during mass fatality situations. 2. Provide statewide mortuary services support. 3. Establish a Mobile Morgue, with staffing, capable of responding throughout the state on an as needed basis. vii
4 3. Page Para. III-C: Add the following sentence: 6. Coordinate selection of Family Assistance Centers. 4. Page Para. IV-A-2-d: Delete this entire sentence. 3. Page Para IV-A--Add the following paragraph: 4. The State Health Lab will: a. Take and evaluate samples, biological, chemical, etc., as needed. b. Coordinate with Centers for Disease Control. 4. Page Para IV-B-1: Change this paragraph to read as follows: 1. Incorporated communities will provide mortuary services utilizing all resources available in the incorporated community. When resources are either insufficient or exhausted, community officials will request assistance from the county. County involvement in a community multiple death disaster is automatic. 2. Page Para. IV-E: Add the following sentences: 3. National Disaster Medical System - Disaster Mortuary Organization Regional Team may provide assistance to CMEs according to FRP ESF #8. 4. Center for Disease Control will provide assistance in disease identification and control according to FRP ESF#8. 6. Page Para. V. Add the following sentence and number it as B: B. Reference Basic Plan paragraphs II.I Nonliability and II.J. Mutual Aid for guidance on licensing of volunteers coming to Arizona to assist in mass fatality situations. 7. Page Para.
