3 Forein Assistance Act Role Of The Secretary Of Defense For purposes of FAA assistance, FAA 623 provides that the Secretary of Defense shall have primary responsibility for: Determination of military end-item requirements; Procurement of military equipment in a manner which permits its interation with service prorams; Supervision of end-item use by the recipient countries; Supervision of the trainin of forein military and related civilian personnel; Movement and delivery of military end-items; and The performance, within the DoD, of any other functions with respect to the furnishin of military assistance, education, and trainin 3

4 Forein Assistance Act Role Of The Secretary Of State The statutory role of the Secretary of State is contained in 622 of the FAA and in 2 of the AECA. Under the authority of the President, the Secretary of State shall be responsible for: The continuous supervision and eneral direction of economic assistance, military assistance, military education and trainin, and sales and export prorams; Determinin whether there shall be a security assistance proram, or a sale or export for a country and the value thereof; and Ensurin such prorams are effectively interated both at home and abroad, and that the forein policy of the United States is best served thereby 4
