Call to Order, Proof of Posting Chairman Mayor Deaver called the October 26, 2017 meeting of the MPO Policy Board to order at 1:00 p.m. Director Evilia stated meeting agendas were posted at the City of Waco and the McLennan County Courthouse on October 17, II. Approval of the August 17, 2017 meeting minutes. Chairman Mayor Deaver asked for any changes to the minutes. No changes were voiced. Minutes were approved as submitted. III. Election of Policy Board Officers for FY Motion by Councilman Kinnaird to nominate Councilman Dillon Meek to serve as the MPO Policy Board Chair for term of office beginning on October 1, 2017 through September 30, Motion passed with a vote of Motion by Mayor Deaver to nominate Mr. Jacob Bell to serve as the MPO Policy Board Vice Chair for term of office beginning on October 1, 2017 through September 30, Seconded by Councilman Meek. Motion passed with a vote of Board officers may serve one-year terms concurrent and may be reelected once. Chairman Mayor Deaver explained he would chair the remainder of the October 26 meeting and the newly elected Policy Board Chair will take over at the next scheduled meeting of the MPO Policy Board. 2

6 IV. Consideration and Action regarding approval of Resolution : Adoption of the Title VI Program and Implementation Plan for the Waco Urbanized Area. A. Staff Presentation Director Evilia presented Resolution for consideration. Presentation Highlights: The Waco MPO s Title VI Plan organizes the MPO s nondiscrimination practices and meets the federal requirement necessitating federal transportation funds benefit all citizens of the Waco region Public involvement process to solicit public comment initiated on July 26 o Staff conducted 3 public information meetings and a 45 day public comment period which concluded on September 29, 2017 No formal public comments received B. Public Hearing Chairman Mayor Deaver opened the public hearing. No visitors spoke for or against this item. Chairman Mayor Deaver closed the public hearing. C. Consideration and Action Motion by Assistant City Manager Deidra Emerson to approve Resolution : Adoption of the Title VI Program and Implementation Plan for the Waco Urbanized Area. Seconded by Councilman Meek. Motion passed with a vote of V. Review and Discussion regarding consultant recommendations for the Waco Rapid Transit Corridor Locally Preferred Alternative. Mr. Jimi Mitchell, of AECOM, summarized work accomplished by the study consultant over the summer to determine the feasibility of developing a rapid transit corridor for the Waco area and to evaluate candidate travel corridors. Mr. Mitchell explained candidate corridors were evaluated on factors such as safety, anticipated ridership, effects on current riders and service providers, cost and benefits of implementation, and economic development potential. Mr. Mitchell presented study results recommending 2-way transit operations on US 84 from Hewitt Drive to Valley Mills Drive, on Franklin Avenue/Taylor Street from Valley Mills Drive to roughly the US 84 and Business 77 intersection, and along portions of US 84 and N Loop 340 through Bellmead. Mr. Mitchell explained additional public input will be gathered in November to aid in finalizing the selection of a locally preferred alternative (LPA) routing. The final study phase to develop an implementation strategy for the selected LPA will follow. The Rapid Transit Corridor study is expected to conclude in early

7 VI. Review and Discussion regarding the establishment of federally required transportation performance standards for the Waco Metropolitan Area and subsequent reporting requirements. Director Evilia reported the Waco MPO is required by Congress through the FAST Act to establish transportation performance standards for the Waco Metropolitan Area and to meet subsequent reporting requirements. This strategic approach is aimed at bettering performance of the national transportation system through more informed investment decisions. Director Evilia stated TxDOT adopted 2018 safety performance targets for Texas on August 31, 2017 for five federally required safety performance measures designed to assess fatalities and serious injuries on all public roads in Texas. As a result, the MPO must now establish targets specific to public roads within the Waco Metropolitan Area for the same five safety measures no later than February 27, Mr. Evilia presented data depicting safety conditions on local roadways and explained the MPO may agree to support the State s safety targets OR establish its own numeric targets. MPO targets are not included in the assessment of whether a State met or made significant progress toward meeting its targets. VII. Directors Report A. Discussion regarding the status of air quality for the Waco Metropolitan Area. Director Evilia reported the following regarding current air quality status for the Waco Metropolitan area: Current 8-hour ozone standard remains at 70 parts per billion Design value of 66 for 2017 ozone season so far (will conclude Oct 31) o Slight increase from value of 64 in August report o Due to 4 th highest reading of 69 ppb on Sept 11 & 12 Design values continue overall downward trend o Preventative planning efforts are having positive effect B. Request for agenda items to be considered for future meetings. No additional agenda items were requested for future meetings. The next meeting may be scheduled for Thursday, December 14, VIII. Public Hearing of visitors regarding any item of MPO business. Chairman Mayor Deaver opened the public hearing of visitors. No visitors approached the Board. 8 Waco Metropolitan Planning Organization Policy Board Meeting Date: December 14, 2017 Agenda Item: Consideration and Action regarding draft amendments to Connections 2040: The Waco Metropolitan Transportation Plan Comments: The Metropolitan Transportation Plan (MTP) identifies the regional transportation needs of the Waco Metropolitan Area for the next 25 year planning period. In addition to all projects intending to utilize federal highway or public transportation funds, all regionally significant transportation projects must be included in the MTP. The MTP must be constrained against a realistic estimate of future revenues. The City of Waco received an award of $2,959,000 in federal funds from TxDOT as part of the Transportation Alternatives Set Aside program (TASA) to construct the following 3 bicycle / pedestrian projects: 1. Elm Ave from the Brazos River to Forrest / Garrison St - $2,484, S 11 th / S 12 th Streets from Columbus Ave to Garden Dr - $275, Gurley Ln S 10 th St to S 27 th St - $200,000 The total cost of these projects includes an additional 20% non-federal match plus the engineering work which is either already complete or scheduled by the City of Waco. The proposed amendment ensures that future programming of these funds are consistent with priorities authorized within the MTP. MPO Staff conducted a 15 day public comment period and 3 public information meetings to solicit comment regarding the draft amendment. As of December 6 th, no formal comments regarding the draft amendment were received. As a result, no changes to the draft document are proposed by staff. Action Required: 1. 9 Waco Metropolitan Planning Organization RESOLUTION WHEREAS, the Waco Metropolitan Planning Organization was established to identify and support the implementation of regionally significant transportation projects to address future mobility needs of the Waco Region; and, WHEREAS, the Waco Metropolitan Planning Organization Policy Board is composed of representatives appointed by the elected City Councils and Counties located within the jurisdiction of the MPO as well as the Texas Department of Transportation; and, WHEREAS, the operations of the Waco MPO are funded through an annual allocation of planning funds provided by the US Department of Transportation and passed through the Texas Department of Transportation; and, WHEREAS, Section 134, Title 23, USC requires a comprehensive and continuing transportation planning process must be carried out cooperatively in order to ensure funds for transportation projects are effectively allocated to the Waco Metropolitan Area; and, WHEREAS, Section 450, Title 23, USC requires the development of a Metropolitan Transportation Plan for the Waco Metropolitan Area to identify all regionally significant transportation needs and projects that can be reasonably funded within a minimum 20- year planning horizon; and, WHEREAS, the Waco Metropolitan Planning Organization Policy Board adopted Connections 2040: The Waco Metropolitan Transportation Plan on January 27, 2015 to satisfy the aforementioned federal statutory requirements; and, WHEREAS, on October 26, 2017, the Texas Transportation Commission awarded a total of $2,959,000 in federal dollars to the City of Waco through the Transportation Alternatives Set Aside Program for 2 bicycle / pedestrian projects to be matched with an additional 20% non-federal funds; and, WHEREAS, all surface transportation projects utilizing federal funds within the Waco Metropolitan Area are considered regionally significant and required to be identified within the Metropolitan Transportation Plan prior to programming of funds. 13 amendment 2: december, 2017 purpose and need for amendment On October 26, 2017, the Texas Transportation Commission awarded funding to 2 project applications submitted by the City of Waco under the Transportation Alternatives Set-Aside Program (TASA). This amendment specifically identifies these projects and updates the project limits, scope of work, cost and funding sources to ensure consistency with Commission actions and project programming within the Transportation Improvement Program. revenue forecasts Federal law requires projects identified within the Metropolitan Transportation Plan to be constrained by a reasonable projection of funds which governments within McLennan County anticipate receiving during the planning period. Project costs beyond the anticipated revenues are unfunded and cannot be identified as a recommended priority within the MTP. 17 Waco Metropolitan Planning Organization Policy Board Meeting Date: December 14, 2017 Agenda Item: Review and Discussion regarding proposed amendments to the MPO Public Participation Plan required by the Fixing America s Surface Transportation Act. Comments: The MPO Public Participation Plan (PPP) outlines the activities MPO staff and the MPO Policy Board will undertake to solicit input regarding major actions proposed by the MPO. The primary intent of the PPP is to ensure that citizens have adequate opportunity to participate in the transportation planning process. The last amendment of the PPP was adopted on May 29, Any changes proposed to the PPP requires a minimum 45 day comment period. The Fixing America s Surface Transportation Act (FAST), outlines the following new requirements for MPO public participation processes: A. Include provisions to solicit comments on all significant Policy Board actions from the following (if applicable): a. Public Ports b. Private Providers of Transportation Including intercity bus operators, employer-based commuting programs, such as carpool program, vanpool program, transit benefits program, parking cash-out program, shuttle program, or telework program B. Demonstrate consultation with the following: a. Tourism Agencies b. Agencies involved in Natural Disaster Risk Reduction The FAST Act requires these provisions to be included in the MPO PPP prior to May 27, MPO staff will also use this opportunity to update the current PPP. With Policy Board authorization, MPO staff will begin soliciting comment on these revisions shortly after January 1 with an adoption target for the March Policy Board meeting. Note that the only private provider of transportation currently operating within the Waco Region is the intercity bus operator Greyhound. Additionally, MPO staff has by practice consulted with tourism agencies and McLennan County Emergency Management when developing long range plans for the region. Action Required: 1.
