Adopt the Fiscal Year (FY) 7-8 Personnel Resolution herein included as Attachment, effective July, 7; and,. Authorize substitute positions for FY 7-8 as listed in the FY 7-8 Personnel Resolution. SUMMARY The Board of Recreation and Park Commissioners establishes the Department of Recreation and Parks' (RAP's) employment authority on an annual basis through the Personnel Resolution. RAP's FY 7-8 Personnel Resolution will authorize,7 regular positions (including 5 positions which salaries will be reimbursed by the Harbor Department); five (5) unpaid, voluntary Commissioner positions; two () positions subject to renewal on an annual basis, 6 substitute positions, 5 in-lieu positions, 09 positions funded by special funding sources other than the golf operations fund, and positions funded by the golf operations fund. It also authorizes classifications (some of which have multiple pay grades or salary rates) that may be used to employ as-needed employees, and classifications (some of which have multiple pay grades or salary rates) that may be used to bring on hiring hall craft employees. The following is a comparison between positions authorized at the beginning of FY 6-7 and those positions that will be authorized for FY 7-8 upon approval of this Report:

Upon the approval of the General Manager of the Department of Recreation and Parks, a greater number of persons than specified in this Personnel Resolution for any class of position may be employed therein only to the extent, however, that at no time should the total number of persons employed exceed the total number of positions herein authorized.. The Personnel Authority contained in this resolution shall be limited by the amount of money available on the records of the Controller of the City of Los Angeles for the payment of salaries and wages in the Department of Recreation and Parks.. The General Manager of the Department of Recreation and Parks shall have the authority to fill each and every vacated position in the Department of Recreation and Parks at such time and in such manner as to the best advantage of the Department of Recreation and Parks.. The General Manager of the Department of Recreation and Parks shall have the authority to abolish regular, as-needed, substitute, in-lieu, special funded, and hiring hall exempt craft positions, as established by the 80ard of Recreation and Park Commissioners in the Personnel Resolution, that the General Manager deems necessary in order to meet the fiscal and management requirements that develop during the 7-8 fiscal year.

31 5. The General Manager of the Department of Recreation and Parks shall have the authority to correct any clerical, typographical, or printing errors in this document. 6. The General Manager of the Department of Recreation and Parks shall have the authority to approve Saturday, Sunday, and holiday work as part of a regular workweek. 7. The General Manager of the Department of Recreation and Parks shall have the authority to enter into work-study program agreements with approved colleges and universities provided the Department of Recreation and Parks is reimbursed for a portion of the salary paid to students in the work-study program. 8. For employees of the Department of Recreation and Parks, a daily rate and half-day salary rate as contained in L.A.A.C., Section.6, Schedule A, is defined as follows: Half-Day - Less than eight (8) hours worked before midnight on anyone () day. Full Day - Eight (8) or more hours worked before midnight on anyone () day. 5

32 SECTION : MEMORANDA OF UNDERSTANDING Memoranda of Understanding approved by the City Council shall be considered to be incorporated into this Resolution where appropriate. Salaries established under approved Memoranda of Understanding shall apply to all classes of employees therein noted. The provisions of each of the Memoranda of Understanding shall take precedence over any conflicting provision contained in this Resolution but only for those employees in classes within Units to which various Memoranda of Understanding apply.
