2 BGOV TOP 20: RANKING FISCAL 2018 s TOP OPPORTUNITIES By Daniel Snyder Deputy Director, Government Contracts Research BLOOMBERG GOVERNMENT The fourth annual BGOV Top 20 Opportunities study ranks the top 20 solicitations likely to be released in fiscal 2018 by total estimated value. All opportunities listed have yet to release a final request for proposal, offering companies a chance to bid on the most lucrative deals coming up in The report analyzes the upcoming opportunities by funding agency, market, and estimated release date.

4 TOP 20 FEDERAL OPPORTUNITIES This year BGOV s Top 20 Opportunities have a combined total estimated value of $207.6 billion. That includes 12 opportunities totaling $124.1 billion at the Defense Department and eight opportunities totaling $83.5 billion with civilian agencies. 5 OPPORTUNITIES BY CATEGORY Bloomberg Government s last two studies highlighted the influx of information technology opportunities that began in fiscal 2016, which were eclipsed by the concentration of professional services opportunities competed at the start of fiscal Of the fiscal 2018 opportunities, nine, totaling $32.1 billion, are for information technology. That s an increase from the fiscal 2017 study, which included five opportunities worth about $16 billion. Meanwhile, the most lucrative deals, eight opportunities totaling $152.3 billion, are requirements for professional services. That includes the top three opportunities, which have a combined total estimated value of $138 billion. The remaining four opportunities have a combined total estimated value of $23.2 billion and cover logistics services. None of the opportunities this year are for research and development. 6 OPPORTUNITIES BY RELEASE DATE Most of the top 20 have RFPs slotted for a release date early in the fiscal year. Despite the disproportionate number of solicitations that are set for the first half of the fiscal year, many will inevitably shift to later in the year as agency plans change and delays occur. 7 CONTRACTS AWAITING AWARD There s still a heavy backlog of contracts waiting to be awarded. To start the fiscal year, Bloomberg Government lists 27 opportunities with $263 billion in our source-selection tracker. All the opportunities that are in source-selection status have previously been featured in BGOV s Top 20. The opportunity shifts to source-selection once a final request for proposal is released, and remains on the list until it s awarded. The current backlog of 27 opportunities awaiting awards has increased from 16 programs totaling $252 billion that were in source selection this time last year. Some of the most significant contracts that will probably be awarded in fiscal 2018 include: the General Services Administration s $65 billion Alliant and Alliant Small Business, the Veterans Affairs Department s $25 billion Veteran Enterprise Contracting for Transformation and Operational Readiness (VECTOR), and the Defense Information Systems Agency s $17.5 billion ENCORE III.
