1 ALLECA/2015 The American Legion Law Enforcement Cadet Academy (ALLECA) is proud to announce that it's 2015 class will occur May 30th to June 6th and will once again be held at the St. Josephs Youth Camp (within Mormon Lake Village), which is approximately 23 miles South of Flagstaff. ALLECA is a joint program that has been in existence for 34-years between the American Legion and the Department of Public Safety, which provides a first hand look at the role of a police officer in promoting and safeguarding America s freedom and rights. Law enforcement officers from various Arizona police agencies participate as counselors, where they supervise 5-7 youths assigned to their squads. We are considered a National model as a youth program and we assist other states develop their own type programs. Additional information about the ALLECA program can be found by visiting our web site at The program was developed for youths between the ages of 11 and 18 who are interested in becoming police officers or joining the military. The cadets are quartered in cabins at the St. Josephs Youth Camp, where they are responsible for the maintenance and cleanliness of their quarters. The cadets are provided three meals a day. Each cadet is issued a uniform and they are responsible for the cleanliness and ironing of the uniforms. Discipline is strict with vigorous physical training, running and calisthenics. Training begins at 5:00 a.m. and concludes at 9:00 p.m. each day after which, clothes will be washed and facilities cleaned. Obstacle courses, defensive tactics, SWAT and K-9 presentation, building searches and active shooter drill, as well as other classes are planned. Various government and criminal justice officials will be guest speakers and instructors for classes provided to the cadets. We will begin accepting applications on January 1, The deadline for submission of applications is April 3, 2015, so hurry and sign your child up for a rewarding and educational week. 3 TUITION FEES Tuition fees are the responsibility of the applicant. However, they may be paid by anyone including, but not limited to; relatives, businesses, local law agencies, fraternal organizations, friends, VFW, or DAV Posts or your local American Legion Post. If the tuition fee of $250 does not accompany the application, the applicant will be advised of whether or not other funds are available and whether they can be accepted or not. Tuition is non-refundable. EQUIPMENT Each cadet will be furnished a uniform of trousers, belt, cap, polo shirt, t-shirts and shorts. Each cadet will be mailed, prior to the opening of the session, a CALL TO REPORT letter. This will advise the cadet on what personal items will be needed for the one week session. These are things such as gym/pe clothes, sleeping bags, personal toiletries, towels & wash cloths, black shoe polish, laundry soap, and most important, black plain toed military style boots. REGISTRATION & CHECK OUT Registration begins at 9:00 a.m. on the opening Saturday and is to be concluded by 12:30 p.m. that same day. Cadets need to report in a plain white t-shirt, black running shorts, and white running shoes. Check out will be on the following Saturday after graduation and must be completed by 3:30 p.m. of that day. Persons providing transportation must pick up the cadets at the St. Josephs Youth Camp facilities after graduation. Cadets furnishing their own transportation will be given a parking space, however; their vehicles must remain parked until checkout time on Saturday. Keys will remain in the custody of the Counselors. Cadets will be responsible for cleaning their quarters after graduation. VISITORS Family, friends and other visitors are invited and urged to attend the Graduation ceremony. They should arrive at the Academy no later than 11:30 p.m. GENERAL The 2015 program will occur from Saturday, May 30 th thru Saturday June 6 th and will be held at the St. Joseph s Youth Camp within Mormon Lake Village (South of Flagstaff). The ALLECA program has been in existence for 34-years and is nationally recognized. 4 PURPOSE The American Legion believes that our young people have a strong sense of patriotism and a high regard for Law and Order. The objective of the American Legion Law Enforcement Career Academy (ALLECA) is to provide a first-hand look at the role of a police officer in promoting and safeguarding America s freedom and rights. As only one of 17 such programs in the Country, it is the belief of the Department of Arizona that the young men and women who take part in the ALLECA program will develop favorable attitudes toward Law Enforcement and will spread those attitudes throughout their communities and among their peers. The ALLECA program is not a boot camp or a camp for problem or incorrigible, unmanageable teens. THE PROGRAM This could be described as a one-week minipolice academy. Sessions are planned annually during summer vacation. Discipline is strict with vigorous physical training, running, and calisthenics included. Training begins at 5:00 a.m. and concludes at 9:00 p.m. each day after which, clothes will be washed and dormitories cleaned. Obstacle courses and defensive tactics are planned. Various government and criminal justice officials will be guest speakers. Basic instruction will be by certified police officers from various Arizona police agencies. QUALIFICATIONS All applicants must either be enrolled in a recognized school or have just graduated. They must have reached their 11 th birthday in the month preceding the academy or have not reached their 19 th birthday by the start date of the academy. They must be proficient in English, must be of good moral character, present a neat appearance and come well recommended by a school and pass a physical fitness test. The applicant does not need to be a relative of a member of the American Legion or any other organization to be admitted. Due to the rigorous training and stress involved in this semi-military type of academy, the application of those who may require a special diet or medication may be rejected. After screening on the opening Saturday by a DPS staff officer, any applicant may be denied admission. Before reporting to the Academy, it is recommended that the applicant run daily and do calisthenics to insure that he/she is in top physical condition. NO CONDITION OF RACE, COL- OR, SEX, RELIGION OR NATIONAL ORIGIN IS A PRE-REQUISITE FOR ADMISSION. APPLICATION Official application forms may be obtained from any local Post of the American Legion, a high school counselor, the advisor of any Police Explorer unit, a local police agency or the Instructor of a Junior ROTC unit at a high school. Note that the physical exam may only be performed by a duly licensed Medical Doctor, Doctor of Osteopathy, a Physicians Assistant or a Nurse Practitioner. The physical exam must have been completed within 180 days of application submittal. School nurse endorsements are not acceptable. ACCOMMODATIONS All Cadets will be quartered along with the Counselors in multiple buildings. They will be responsible for the maintenance and cleanliness of their quarters which will be subject to inspection at any time by any of the counselors. Beds are to be made each morning according to the instructions of their advisors. Latrines are to be maintained on a daily basis. Cadets will also be responsible for the policing of outside areas and of the facilities used for instruction and for dining. It is strongly recommended that each Cadet provide a lock for the locker he/she will be assigned. TRANSPORTATION Applicants must provide their own transportation to the Academy. If a hardship does exist, the applicant may contact either Sgt. Dan Palmer (Director) or Deputy Director Frank Whitten for possible assistance. Parents/guardians, relatives or friends are responsible for transportation after graduation. 12 ALLECA 2014 Physical Fitness Age Breakdown Sheet Ages 11 & 12: Ages 13 & 14: Ages 15 & 16: Ages 17 & 18: 25 Push-ups and Sit-ups within one minute 28 Push-ups and Sit-ups within one minute 31 Push-ups and Sit-ups within one minute 35 Push-ups and Sit-ups within one minute The amount of push-ups and sit-ups is age specific and the prospective Cadet must be able to perform the minimum or exceed the standard for the age category. The resting position for the push-up test is in the down position and not touching the ground. The arms must fully extend and the back must remain straight during the push-ups. A spotter will need to make a fist on the ground and the sternum of the chest must touch the fist in order to count as one repetition. The push-up test begins in the up position. The resting position for the sit-up is in the up position, the elbows must touch or surpass the knees, and the hands can either be inter-locked behind the head or the fingers must remain behind the arms at all times and the shoulders must touch the ground in order to count as a repetition. The sit-up test begins in the down position. Regardless of age all prospective Cadets will accomplish the 1.5 mile run under 15 minutes. If the prospective Cadet violates any of these instructions the test is over and it will have to be repeated. These tests are based upon the Arizona Peace Officer Standards and Training (AZ POST) requirements in order to become a Police Officer. If you have any questions or concerns please contact Sgt. Each cadet will be mailed, prior to the opening of the session, a CALL TO REPORT letter. This will advise the cadet on what personal items will be needed for the one week session. These are things such as gym/pe clothes, sleeping bags, personal toiletries, towels & wash cloths, black shoe polish, laundry soap, and most important, black plain toed military style boots. REGISTRATION & CHECK OUT Registration begins at 9:00 a.m. on the opening Saturday and is to be concluded by 12:30 p.m. that same day. Cadets need to report in a plain white t-shirt, black running shorts, and white running shoes. Check out will be on the following Saturday after graduation and must be completed by 3:30 p.m. of that day. Persons providing transportation must pick up the cadets at the St. Josephs Youth Camp facilities after graduation. Cadets furnishing their own transportation will be given a parking space, however; their vehicles must remain parked until checkout time on Saturday. Keys will remain in the custody of the Counselors. Cadets will be responsible for cleaning their quarters after graduation. VISITORS Family, friends and other visitors are invited and urged to attend the Graduation ceremony. 16 PURPOSE The American Legion believes that our young people have a strong sense of patriotism and a high regard for Law and Order. The objective of the American Legion Law Enforcement Career Academy (ALLECA) is to provide a first-hand look at the role of a police officer in promoting and safeguarding America s freedom and rights. As only one of 17 such programs in the Country, it is the belief of the Department of Arizona that the young men and women who take part in the ALLECA program will develop favorable attitudes toward Law Enforcement and will spread those attitudes throughout their communities and among their peers. The ALLECA program is not a boot camp or a camp for problem or incorrigible, unmanageable teens. THE PROGRAM This could be described as a one-week minipolice academy. Sessions are planned annually during summer vacation. Discipline is strict with vigorous physical training, running, and calisthenics included. Training begins at 5:00 a.m. and concludes at 9:00 p.m. each day after which, clothes will be washed and dormitories cleaned. Obstacle courses and defensive tactics are planned. Various government and criminal justice officials will be guest speakers. Basic instruction will be by certified police officers from various Arizona police agencies. QUALIFICATIONS All applicants must either be enrolled in a recognized school or have just graduated. They must have reached their 11 th birthday in the month preceding the academy or have not reached their 19 th birthday by the start date of the academy. They must be proficient in English, must be of good moral character, present a neat appearance and come well recommended by a school and pass a physical fitness test. The applicant does not need to be a relative of a member of the American Legion or any other organization to be admitted. Due to the rigorous training and stress involved in this semi-military type of academy, the application of those who may require a special diet or medication may be rejected. After screening on the opening Saturday by a DPS staff officer, any applicant may be denied admission. Before reporting to the Academy, it is recommended that the applicant run daily and do calisthenics to insure that he/she is in top physical condition. NO CONDITION OF RACE, COL- OR, SEX, RELIGION OR NATIONAL ORIGIN IS A PRE-REQUISITE FOR ADMISSION. ACCOMMODATIONS All Cadets will be quartered along with the Counselors in multiple buildings. They will be responsible for the maintenance and cleanliness of their quarters which will be subject to inspection at any time by any of the counselors. Beds are to be made each morning according to the instructions of their advisors. Latrines are to be maintained on a daily basis. Cadets will also be responsible for the policing of outside areas and of the facilities used for instruction and for dining. It is strongly recommended that each Cadet provide a lock for the locker he/she will be assigned. TRANSPORTATION Applicants must provide their own transportation to the Academy. The resting position for the push-up test is in the down position and not touching the ground. The arms must fully extend and the back must remain straight during the push-ups. A spotter will need to make a fist on the ground and the sternum of the chest must touch the fist in order to count as one repetition. The push-up test begins in the up position. The resting position for the sit-up is in the up position, the elbows must touch or surpass the knees, and the hands can either be inter-locked behind the head or the fingers must remain behind the arms at all times and the shoulders must touch the ground in order to count as a repetition. The sit-up test begins in the down position. Regardless of age all prospective Cadets will accomplish the 1.5 mile run under 15 minutes. If the prospective Cadet violates any of these instructions the test is over and it will have to be repeated.
