The names include 145 law enforcement officers who were killed in the line of duty during 2006, plus 237 officer deaths from previous years, including more than three dozen cases from the 1800s. The historical cases were verified by the Research Department of the National Law Enforcement Officers Memorial Fund (NLEOMF). The 145 officers killed in the line of duty during 2006 is the lowest annual total since 1999, when 143 fallen heroes were lost. While the number of officers killed in the line of duty has generally declined in recent years, the fact that one officer is killed every two-and-a-half days in our country is a sober reminder that protecting our communities and safeguarding our democracy come at a heavy price, said Craig W. Candlelight Vigil Set for May 13 The 382 names are being engraved on the Memorial during April and will be officially dedicated during the 19th Annual Candlelight Vigil on the evening of Sunday, May 13. Each year, an estimated 20,000 people attend the Candlelight Vigil, one of the most spectacular and emotional events of National Police Week. This moving salute is set against the backdrop of a sea of candles illuminated in remembrance of those who gave their lives to protect our communities. The ceremony features a dramatic blue laser beam that signifies the thin blue line of American law enforcement. In addition, the names of all 382 officers who have been added to the Memorial this year will be read aloud during the Candlelight Vigil. A Special Time for Law Enforcement National Police Week 2007 comes at a special time for America s law enforcement community. In February, the NLEOMF unveiled detailed plans for the first-ever National Law Enforcement Museum, to be located adjacent to the Memorial. With groundbreaking scheduled for summer 2008, the National Law Enforcement Museum will be the largest and most comprehensive museum of its kind, providing visitors with a high-tech, experiential voyage through the reality of law enforcement. The Museum will include a special Hall of Remembrance that will inspire visitors with the stories of America s fallen law enforcement heroes. Get details at or call (202) Behind the Names About the 382 Officers Being Added to the Memorial In 2006, for the ninth year in a row, traffic-related incidents claimed the lives of more law enforcement officers (73) than shootings (52) or any other cause of death. The 73 officers killed in traffic-related incidents in 2006 represented a 16 percent increase over the 2005 total of 63. The number of officers killed in shootings declined by nearly 12 percent between 2005 (59) and 2006 (52). The 52 officers killed by gunfire last year was nearly 28 percent lower than the decade-high number of 72 officers shot to death in Thirty-seven states, the District of Columbia and Puerto Rico all lost officers during California, with 16, had the highest number of officers killed in the line of duty last year. This was followed by Virginia (10), Florida and Texas (9 each), and Illinois (8). Including the names being added this year, the states with the most names on the National Law Enforcement Officers Memorial are California (1,420), Texas (1,326), New York (1,287), Illinois (928), and Ohio (723). The 2006 names include five federal law enforcement officers (including two from the US Border Patrol) and two military police officers (from the US Air Force Security Police). There are now 928 federal officers and 36 military police officers whose names are engraved on the Memorial. Of the 237 historical cases being added to the Memorial this year, 39 date from the 19th Century and another 165 are from the first half of the 20th Century. The oldest historical case being added this year involves the August 1827 ambush beating of Watchman Gerrard Arnold, of the Alexandria (VA) Police Department. Watchman Arnold was beaten to death by a man in a drunken rage in retaliation for an inadvertent remark made to his wife during an attempted arrest, a remark for which Watchman Arnold had apologized. 3 A Matter of Honor Ambitious Campaign Announced for National Law Enforcement Museum With three former US Attorneys General at his side and two former US Presidents participating via videotaped message NLEOMF Chairman and CEO Craig W. Floyd formally unveiled plans on February 28 for the nation s first-ever National Law Enforcement Museum. The NLEOMF also launched the public phase of its fundraising campaign, called A Matter of Honor, with a goal of raising $80 million to build this living legacy and tribute to American law enforcement. When its doors open in 2011, the National Law Enforcement Museum will be the largest and most interactive and comprehensive museum of its kind in the world. Located just steps away from the National Law Enforcement Officers Memorial, the 90,000-square-foot, underground Museum will be a handson interactive classroom an inspiring glimpse behind the badge that will peel away the mystery, debunk the myths, and help our citizens come to better understand and appreciate the vital role that law enforcement has played throughout our nation s history, Floyd said. Former Presidents Lead Campaign Former Presidents Bill Clinton and George H.W. Bush are the national honorary co-chairs of the A Matter of Honor Campaign. Joining them as honorary members of the campaign committee are former Attorneys General Edwin Meese, Dick Thornburgh, and John Ashcroft all three of whom spoke at the announcement along with Janet Reno, Benjamin Civiletti, and William Barr. Other members include US Senator Ben Nighthorse Campbell (Ret.), former Deputy Attorney General Eric Holder Jr., author Joseph Wambaugh, and actress Marlee Matlin. The news conference included a presentation by the Museum s architect, Davis Buckley, whose works include the National Law Enforcement Officers Memorial and the National Japanese American Memorial in Washington, DC. Exhibition designer Christopher Chadbourne, whose portfolio includes exhibit design for the National Museum of the Marine Corps and the Mount Vernon Educational Center, also spoke. A moving speech by Jean Hill national president of Concerns of Police Survivors and the mother of Harris County (TX) Deputy Barry Hill, who was killed in the line of duty in December 2000 reminded everyone of how meaningful the Museum will be to survivors and other members of the law enforcement family. The Museum s dramatic entrance will invite visitors into the 90,000-square-foot underground facility. The Museum s five galleries will engage, captivate, and educate visitors from all walks of life. Lanier, and former Attorneys General Edwin Meese and Dick Thornburgh. $29 Million Raised to Date During its first year alone, the National Law Enforcement Museum is expected to bring more than half a million visitors to Washington, DC, and generate $550,000 in new tax revenue for the city. The NLEOMF is working closely with the administration of DC Mayor Adrian M. Fenty, who also spoke at the kickoff, and other city officials to bring this important addition to DC s cultural and tourism community. To date, the fundraising campaign has raised more than $29 million, with major initial contributions from Motorola, DuPont, Mag-Lite, Advanced Interactive Systems (AIS), and the Police Unity Tour, whose $5 million commitment is the largest thus far. America s law enforcement community continues to be a major supporter of the Museum; some 35 different law enforcement organizations have donated $100,000 or more. How to Contribute Gifts to the A Matter of Honor Campaign can take two forms: Outright giving, in which the donor makes an immediate gift of cash, marketable securities, or other property. Pledge commitment, payable over three to five years. All pledges must be confirmed in writing through a pledge commitment form and fulfilled by cash or gifts of assets acceptable to the Museum. 4 Guidelines for Leaving Tributes at the Memorial During National Police Week and throughout the year, there is a long-standing tradition of leaving objects at the National Law Enforcement Officers Memorial to honor those fallen heroes whose names are inscribed on its walls. These tributes add to the overall beauty and meaning of the Memorial. However, to help protect and preserve the Memorial, there are some guidelines that must be followed when leaving tributes: Use only blue paper tape when affixing an item to the Memorial wall. The surface of the Memorial, as well as your materials, can be easily damaged if other materials are used. Duct tape, electrical tape, masking tape, gum, and bumper stickers should never be adhered to the walls. Blue paper tape can be found in hardware stores and will also be available upon request at the Memorial. Do not leave burning candles at or on the Memorial. Do not leave items of value that you want to retrieve. The NLEOMF takes no responsibility for any object left at the Memorial. The site is not patrolled, so items may disappear or be damaged. If you wish to keep an item left at the Memorial, remove it by midnight on Wednesday, May 16. After National Police Week, all items left at the Memorial are deemed to be the property of the NLEOMF. At the end of the week, the NLEOMF will consider items left at the Memorial for its collection of artifacts for the National Law Enforcement Museum. If you wish to have your item considered, please: Mark the back or bottom of the item with the fallen officer s name and wall section number. Try to keep the item protected from the elements while at the Memorial; sealable plastic bags and lamination can be used to prevent water damage. After May 16, NLEOMF staff may choose to save items and accession them into the National Law Enforcement Museum collection, or staff may respectfully dispose of the items. Questions? Peace Officers Memorial Day: Fly Your Flags at Half Staff on May 15 It s the law of the land: all flags of the United States should fly at half staff on May 15, to commemorate Peace Officers Memorial Day. At the request of the NLEOMF, Congress established this legal requirement (P.L ) in It provides a richly deserved tribute to the nearly 18,000 law enforcement officers who have died in the line of duty while serving our communities. 7 A Safe Haven for Survivors Concerns of Police Survivors National Conference National Police Week can be an emotional time for everyone, in particular for the survivors of officers killed in the line of duty and their co-workers. To help these survivors better cope during National Police Week and throughout the year Concerns of Police Survivors (COPS) is once again offering a series of seminars in conjunction with National Police Week. During the National Police Survivors Conference, law enforcement survivors from all across the nation will gather for in-depth grief work and issueoriented information sharing. The National Police Survivors Conference is one of the ways in which COPS provides survivors with strength and support. The seminars, which take place on May 14 and May 16, include special sessions for surviving co-workers, significant others, fiancés, and extended family members. Children under the age of 18 can participate in the COPS concerns of police survivors website Kids/Teens Program. Every group of survivors has access to mental health specialists and support from survivors of previous years. While COPS does ask that participants in the Survivors Conference register in advance, the organization makes every effort to accommodate individuals who may need help during National Police Week. In addition to offering programs and services for law enforcement survivors, COPS provides reference materials and guidance for law enforcement agencies. COPS believes that assistance, understanding, compassion, and hope for the future for survivors all begin with a caring, prepared agency. For more information, call (573) or visit Memorial Podcast Now Available While in DC, Take a Guided Walking Tour of the Memorial The National Law Enforcement Officers Memorial is more than an elegantly designed and moving tribute to America s law enforcement heroes. It is also a treasure trove of law enforcement history. Visitors to the Memorial can now experience some of that architecture and history through a free, self-guided podcast walking tour of the site. 8 News in Brief Officers of the Month Honored The NLEOMF is proud to announce recent recipients of the Officer of the Month award: January 2007: Officer Kevin Trees, Louisville (KY) Metro Police Department. Officer Trees is recognized for his commitment to eradicating drug trafficking and other neighborhood problems, and for his tenacity in overcoming a personal tragedy the partial amputation of a leg following a motorcycle accident to return to the force as a full-time officer. February 2007: K-9 Officer Keith Klopfer, Florida Department of Agriculture and Consumer Services, Office of Agricultural Law Enforcement. Officer Klopfer and his partner, Blizzard, consistently lead their unit in arrests and other activity. Recently, Officer Klopfer, on his way home to be with his pregnant wife who had gone into labor, still stopped to assist with a serious traffic crash and ensure that help arrived before continuing on. March 2007: Detective Kenneth Robinson, Overland (MO) Police Department. With more than a dozen chief recognition awards Ofc. Kevin Trees Ofc. Keith Klopfer Det. Kenneth Robinson during his career, Detective Robinson has distinguished himself in investigating child abuse, sexual abuse, and juvenile offenses. NOBLE Pledges Support to the Museum Efforts to build the first-ever National Law Enforcement Museum received another boost in early March, thanks to a $100,000 pledge from the National Organization of Black Law Enforcement Executives (NOBLE). We are very excited that, through the National Law Enforcement Museum, the complete story of law enforcement in America will be told, including the unique contributions that African- Americans have made in protecting our communities and advancing the law enforcement profession, said NOBLE National President Jimmie Dotson. NOBLE is one of the founding organizations represented on the NLEOMF s Board of Directors. NOBLE joins a growing list of more than 30 law enforcement organizations that have donated $100,000 or more to the Museum. NLEOMF Golf Classic this November For the eighth year in a row, golfers will be able to show their support for the NLEOMF by participating in the world s largest law enforcement golf event. The National Law Enforcement Officers Memorial Golf Classic will take place November 4-9, 2007, at some of the most sought-after golf courses in Myrtle Beach, SC. Any golfer male or female, with or without a USGA handicap is invited to participate in this exciting golf event, with 100 percent of the proceeds contributed to the NLEOMF. Last year, the Golf Classic raised $87,000, bringing its seven-year total to $254,000. Registration is limited to the first 1,500 golfers who sign up. 9 Split-Second Decision Making AIS Sponsors Museum s Use of Force Training Simulator Every day, America s law enforcement officers make split-second, often life-and-death decisions. When the National Law Enforcement Museum opens in 2011, visitors will be able to experience the urgency and stress of those decisions through Advanced Interactive Systems, Inc. s PRISim Judgmental Use of Force Simulator. The $1.2 million partnership between AIS and the Museum will allow visitors to test their decision-making ability in a wide variety of unpredictable situations within the safety of AIS s PRISim simulator. In the Being an Officer Gallery, visitors will experience how police recruits are transformed from average citizens into law enforcement officers. Roughly halfway through their training, most recruits begin to put their newly acquired knowledge into practice, as they train with a variety of weapons. AIS s PRISim Video-Based Judgment Training Simulator provides highly realistic use-of-force training that develops the skills required for personnel armed with both lethal and non-lethal weapons. The PRISim simulator delivers all the hard realities of a real-life operational encounter: the judgment calls, sudden fear, partial understanding, blindside surprises, and eye-blink responses that are all part of the training that prepares trainees for the real world. With the Museum, everyday citizens will be able to experience these same situations and the challenges law enforcement officers face in responding to them. Museum Acquisitions Rare Handcuffs, Eliot Ness Artifact Are Added The National Law Enforcement Museum continues to expand its collection, including the recent addition of a rare pair of 19th Century handcuffs. These handcuffs are referred to as Lilly after their inventor, believed to be either a doctor or a Sergeant in the US Army. All accounts suggest that Lilly went insane later in life and died in a pair of these handcuffs. The rigidity of the cuffs not allowing for shoulder movement suggests they were quite painful to wear. Developed in the early 1860s, the handcuffs gained notoriety when they were used on the conspirators in the President Lincoln assassination while the suspects were held at the Washington Navy Yard in DC shortly after their capture. All of the conspirators were hanged in July 1865, two days after the conclusion of the trial. The Library of Congress holds an extensive Civil War glass negative collection, which includes a number of negatives by Alexander Gardner of the conspirators after their arrest, in which they are shown wearing the Lilly handcuffs. Another recent acquisition is the Museum s first Eliot Ness-related artifact. Most people are familiar with Ness s time in Chicago as an agent of the Treasury Department s Bureau of Prohibition, where he investigated, among others, Al Capone. However, it is not widely known that in 1935, Ness became Director of Public Safety for the City of Cleveland, and was charged with cleaning up the city s police department. The 1936 Cleveland Police Rules and Regulations book that is now part of the collection includes a reminder from Ness to each officer to familiarize himself with the contents of this manual and conduct himself in accordance with its precepts. In addition to this small volume, the Museum owns a first edition of Ness s autobiography, The Untouchables, published posthumously in 1957, and a Lilly handcuffs, ca number of popular-culture items from the TV show by the same name, which starred Robert Stack. The Museum continues to look for objects, documents, images, and oral histories related to law enforcement in the United States.
