This manual provides STARFLEET Strategic Operations awards policy, criteria, and administrative instructions concerning individual and unit awards, ribbons, and qualification badge processing and awarding Operatives in recognition of achievements and service. The SFSO Leadership from the Team Leader to the SFSO Director are responsible to implement the SFSO s Program and to recognize all deserving SFSO Operatives. Applicability. This manual applies to all units and operatives assigned to the STARFLEET Strategic Operations, unless otherwise stated. Reporting Authority. 9 Chapter 1 Introduction Section I Overview 1 1. Purpose This manual prescribes SFSO policy, criteria, and administrative instructions concerning individual and unit awards. The goal of the SFSO awards program is to foster mission accomplishment by recognizing excellence of SFSO operatives and motivating them to high levels of performance and service. Section II Responsibilities 1 2. Director, STARFLEET Strategic Operations The Director, STARFLEET Strategic Operations will a. Serve as the Headquarters, STARFLEET Strategic Operations policy proponent of the SFSO awards program. b. Establish policy, procedures, and standards for matters concerning awards and may make exceptions to this regulation and further delegate authority to make exceptions in accordance with the "Proponent and Exception Authority statement" in this manual. c. Exercise SFSO responsibility on matters concerning SFSO awards. d. Serve as the senior uniformed SFSO official on matters concerning SFSO awards s Director, STARFLEET Strategic Operations The s Director, STARFLEET Strategic Operations will- a. conduct and supervise all SFSO awards functions prescribed in this manual. The s Director, SFSO will act on behalf of the Director, SFSO when so delegated and directed. b. ensure that all Team Branches implements this manual. Section III Principles and Standards 1 4. Principles of support The SFSO s Program will direct a function to a. Enable award authorities to recognize operatives for valor, meritorious service, and achievement; and to document and record that recognition for historical purposes. b. Support the SFSO personnel life-cycle function of sustainment Standards of service a. s are a SFSO personnel function. b. Recommended awards will be expeditiously processed, and recorded in the STARFLEET Database (SFDB) and award certificates by the final approving authority within 60 days. c. Typed and ed recommendations will be the norm. d. A final record of each recommendation and the resulting decision will be maintained for historical purposes. AWARDS MANUAL 1 9

Recipients of awards should receive at presentation an award certificate (Ribbons are purchased by the individual from the SFSO QM). f. authorities may use and Decoration Boards to advise them on appropriate levels of recognition. Use of these boards is optional. Section IV Policy, Precedence, and Information 1 6. Objective and implementation a. The objective of the SFSO s Program is to provide tangible recognition for acts of valor, exceptional service or achievement and qualifications badges. b. Implementation of the provisions of this manual is a command responsibility. Administrative procedures will ensure the prompt recognition of deserving Operatives. c. Previous awards that have been awarded but afterwards were changes in criteria will have that award changed to the new equivalent award (MACO Community Service would change to a Curzon award) s with no equivalent award will be grandfathered and the operative will continue to retain the award (s) Categories of individual awards Individual awards are grouped into the following categories: Annual s, Training s, Service s, Unit s and Qualification Badges Time limitation a. Annual awards must be submitted on time in accordance with the Annual s submission dates that will coincide with the SFI International Conference. These dates will be announced at least 90 days prior to award submission deadlines. b. All other awards must be submitted no later than 90 days from the qualifying date for said award and no earlier then 30 days from the qualifying date for said award Reconsideration/Appeal of disapproved or downgraded award recommendations a. A request for reconsideration or the appeal of a disapproved or downgraded award recommendation must be placed in official channels within 60 days from the date of the awarding authority s decision. One time reconsideration by the award approval authority will be conclusive. b. Recommendations are submitted for reconsideration or appeal only if new, substantive and material information is furnished and the time limits specified in paragraph 1 9 above do not prevent such action. Requests for reconsideration or appeal must be forwarded through the same official channels as the original recommendation. The additional justification for reconsideration or appeal must be in letter format, not to exceed two single-spaced typewritten pages. A copy of the original recommendation, with all endorsements, and the citation must be attached. If the original recommendation is not available, a new/reconstructed recommendation should be submitted Duplication of awards a. Only one award will be awarded to an operative or SFSO unit for the same act, achievement, or period of meritorious service. b. The award of an award ribbon in recognition of a single act of heroism or meritorious achievement does not 2 STARFLEET STRATEGIC OPERATIONS

11 preclude an award for meritorious service at the termination of an assignment. Recommendations for award of an award ribbon for meritorious service will not refer to acts of heroism or meritorious achievements which have been previously recognized by award of an award ribbon. c. Continuation of the same or similar type service already recognized by an award for meritorious service or achievement will not be the basis for a second award. d. s from other SFI programs that do not allow wearing of other program awards are not bound by this paragraph. Example: SFMC does not allow its Marines to wear Marine and other SFI awards, therefore an Operative who belongs to SFSO and SFMC could be awarded an award for the same act or service. The SFSO Director has finale say if an SFSO award is warranted or not Succeeding awards For each succeeding act or period of meritorious service or achievement that justifies the award of a ribbon that has already been awarded previously, there are no devices used to denote additional awarding of the same award. 14 Chapter 2 STARFLEET Strategic Operations Ribbons Section I Overview 2 1. Objective a. This chapter explains SFSO policies and procedures on awarding SFSO Ribbon s. The chapter describes the various SFSO awards; the basis or eligibility requirements for the award; who is eligible to receive; and who is authorized to approve the award. It tells how to prepare, submit, and process recommendations for SFSO awards. b. The objective of the SFSO s Program is to ensure operatives of the SFSO receive tangible recognition for acts of valor, exceptional service or achievement Wearing SFSO s with other STARFLEET s SFSO Operatives are NOT authorized to wear SFSO s with other STARFLEET/SFA/SFMC/SFMED/Region or any other entity. Section II STARFLEET Strategic Operations s 2-3. STARFLEET Strategic Operations Ribbons a. The following awards are officially recognized by The STARFLEET Strategic Operations. These awards recognize STARFLEET Strategic Operations Operatives and Units for outstanding and significant duty, deeds, accomplishments, and achievements. s that are issued by other commands from with in the STAR- FLEET Strategic Operations are listed in the Annexes of this manual. b. Carefully read the award criteria in order to determine the appropriate award for recommendation. All awards are listed in descending order of precedence. An explanation of the ribbons and any devices are described later in the manual. 2-4 GARTH CROSS OF GALLANTRY ed to an Operative who, while an Operative of the SFSO, distinguishes himself or herself conspicuously by gallantry and intrepidity at the risk of his or her life to save another individual (s) who live is also threatened. The recommender of this award must submit official evidence supporting the Operatives actions. ed on an as needed basis. Issuing Authority: Director, SFSO 2-5 PIKE STAR OF VALOR 6 STARFLEET STRATEGIC OPERATIONS

15 ed to an Operative who, while serving in any capacity with the SFSO, distinguished himself or herself by extraordinary heroism not justifying the award of the Garth Cross of Gallantry. The act or acts of heroism must have been so notable and have involved risk of life of the victim, but not that of the Operative. ed on an as needed basis. Issuing Authority: Director, SFSO 2-6 ARCHER DISTINGUISHED SERVICE CROSS ed to any Operative who, while serving in any capacity with the SFSO, has distinguished himself or herself by exceptionally meritorious service to the SFSO in a duty of great responsibility. The performance must be such as to merit recognition for service that is clearly exceptional. Exceptional performance of normal duty will not alone justify an award of this decoration. In order to receive this award, the SFSO Command Staff (Deputy Directors and above) must vote at least a 2/3 majority to be awarded. ed annually. Issuing Authority: Director, SFSO 2-7 OPERATIVE OF THE YEAR ed to any SFSO Operative who has shown best overall dedication and involvement to the SFSO and his/her SOU; and has made significant accomplishments to it. Normally, the SFSO Command Staff selects the top candidates for this award from among the Branch Operative of the Year recipients in the various SFSO Branches, (RANGER, SEALS, HAZARD, RECON, INTEL and MACO) and then passes those names on to the Director for his selection of the final recipient. ed annually. Issuing Authority: Director, SFSO 2-8 BRANCH OPERATIVE OF THE YEAR ed to any SFSO Operative who has shown best overall dedication and involvement to the SFSO and his/her SOU; and has made significant accomplishments to it. Normally, the Branch Commanders select the top candidate for this award from among the Outstanding Team Member s who are (assigned to that particular branch) recipients in the various branches, and then passes those names on to the Deputy Director Operations for his selection of the final recipients. ed annually. 16 2-9 OUTSTANDING TEAM MEMBER AWARD This award is awarded to an outstanding Team Operative who has demonstrated exemplary service and achievement above all other SOU Operatives. ed annually to one Operative per SOU. Actions or service must be listed in the SOU s MSR to be eligible. Recipients of this award will compete for the Branch Operative of the Year. ed annually. Issuing Authority: Recommend by the SOU Team Leader and approved by the Director, SFSO STARFLEET MEDAL ed to any Operative who, while serving in any capacity with the SFSO, has distinguished himself or herself by exceptionally meritorious service to STARFLEET and the SFSO in a duty of great responsibility. The performance must be such as to merit recognition for service that is clearly exceptional. ed annually. Issuing Authority: Commander, STARFLEET 2-11 DIRECTOR S MERITORIOUS SERVICE AWARD ed to any SFSO Operative who has distinguished himself or herself by exceptionally meritorious conduct in the performance of outstanding services and achievements within the SFSO. The performance must have been such as to merit recognition of key individuals for service rendered in a clearly exceptional manner. ed annually. Issuing authority: SFSO Director 2-12 SFSO OPERATIVE MEDAL ed to any Operative who, while serving in any capacity with the SFSO distinguished himself or herself by a single act of heroism or extraordinary achievement. Performance of the act of heroism must be evidenced by voluntary action above and beyond the call of duty. The extraordinary achievement must have resulted in an accomplishment so exceptional and outstanding as to clearly set the individual apart from his or her Operatives. ed on an as needed basis. 17 2-13 IN HARMS WAY AWARD to any Operative that is injured/hurt in the line of duty while representing SFSO. The request for this award will be determined by the SOU Team Leader. The final decision will be made by the SFSO Command. This decision is final. ed on an as needed basis. Issuing authority: SFSO Director 2-14 SFSO COMMENDATION AWARD to any Operative to recognize an Operative who has distinguished himself or herself by meritorious achievement, or meritorious service to STARFLEET and the SFSO. ed on an as needed basis. Issuing Authority: SFSO Director 2-15 SFSO ACHIEVEMENT AWARD ed to any Operative of the SFSO who distinguished himself or herself by meritorious service or achievement of a lesser degree than required for award of the SFSO Commendation. ed on an as needed basis. Issuing Authority: SFSO Director 2-16 SECTOR COMMENDATION AWARD (* Note: This award is not available at this time) to any Operative to recognize an Operative who has distinguished himself or herself by meritorious achievement, or meritorious service at the Sector level. ed on an as needed basis. Issuing Authority: Quadrant Commanders 2-17 SECTOR ACHIEVEMENT AWARD (* Note: This award is not available at this time) ed to any Operative of the SFSO who distinguished himself or herself by meritorious service or achievement at AWARDS MANUAL 9 17

Issuing Authority: Quadrant and Sector Commanders 2-18 ADMIRAL FORREST AWARD (LEADERSHIP POSITIONS) This award is for the Service in the Command staff of SFSO for a minimum of 1 year. If the staff member moves up to a higher position then they are eligible to wear the previous position ribbon until the staff member completes the 1 year requirement for the next Ribbon. If the Staff member moves out all together from the Staff or takes a lower position, the Staff member is eligible to continue the highest class ribbon earned. ed on an as needed basis. First Class - Director Third Class - Deputy Directors Fifth Class - SFSO Staff (other) Second Class - Assistant Director Fourth Class - Branch Commanders Sixth Class - Sector/Quadrant Chiefs (* Note: Currently not in use) Issuing Authority: Director, SFSO Note: ONLY 1of these ribbons is worn MERITORIOUS UNIT COMMENDATION AWARD This award is given to an SFSO unit which exemplifies meritorious service either by demonstrating consistently outstanding performance over time, or by performing a particular task or service to a high standard of excellence (one award per unit per year maximum). (Unit must also have a 100% reporting history for that particular year). ed annually. Issuing Authority: Director, SFSO (One per year awarded to each branch) 2-20 TEAM LEADER S COMMENDATION This award is given by a SOU TL/Branch Chief/Deputy Directors and the Director to an Operative under his command who exemplifies meritorious service either by demonstrating consistently outstanding performance over time, or by performing a particular task or service to a high standard of excellence. Receipt of this award neither nominates the Operative for, nor precludes him from, receiving additional recognition such as the Archer. ed on an as needed basis. 10 STARFLEET STRATEGIC OPERATIONS

19 Issuing Authority: Director, SFSO 2-21 MISSION LEADER AWARD This is awarded to Team Leaders and Senior Team Leaders that have lead a bona fide mission that has been sanctioned by the SFSO Director. A Planning/preparation form for this mission has to be reviewed/approved by the SFSO Director. ed on an as needed basis. Issuing Authority: SFSO Director 2-22 SPECIAL PROJECTS AWARD This award is awarded to an Operative who has shown exceptional service to the team/ship by completing a special project (s). Projects has to be approved by SFSO Command prior to start of the project. ed on an as needed basis. ed on an as needed basis. Issuing authority: SFSO Director 2-23 FIVE MISSION AWARD This award is awarded to any Operative that is associated with five or more missions/tasks. Associated indicates planning stages and/or participation in the actual mission approved by SFSO Command prior to the mission start. ed on an as needed basis. Issuing authority: SFSO Director 2-24 SFSO HONOR GUARD AWARD This award is given to any Operative who serves as a member of a Color/Honor Guard at a regional or STARFLEET function representing SFSO and wearing an authorized SFSO uniform. ed on an as needed basis. 20 2-25 GUARDIAN AWARD to an Operative who has undertaken extreme or lengthy travel on behalf of the SFSO. The two important criteria are extreme or lengthy and on behalf of the SFSO. The Operative must have done more than simply attend (i.e., served on a panel, worked on the Security detail, etc.) Likewise, the Operative must have attended as a SFSO Operative for the entire time. ed on an as needed basis. Issuing authority: SFSO Director 2-33 PATRIOT SERVICE AWARD ed to any Operative who served honorably in any Armed Forces for a minimum of 1 consecutive year of Active Duty Service. ed on an as needed basis. Issuing authority: SFSO Director 2-34 RECRUITING RIBBON and MASTER RECRUITING AWARD Recruiting is very much a part of the SFSO. It is how the SFSO grows, and therefore special recognition is bestowed upon those who take time to grow the SFSO's membership. The SFSO Recruiting Ribbon is awarded to an Operative who successfully recruits Ten members into the SFSO. If an Operative has been particularly successful in recruiting and has successfully recruited 30 individuals into the SFSO, they are authorized the Master Recruiting Ribbon. To be eligible for this award, an Operative must submit a list of the members that they have successfully recruited (see below for criteria) to the Assistant Deputy Director (Operations), who upon verification will certify to the SFSO Director that the nominee is responsible for recruiting the names submitted, if the recruit in question has appeared on any SFSO roster prior to recruitment and that the required retention time has been met. The list must include the name, SCC numbers, the date joined STARFLEET and the date on which the individual joined the SFSO by changing their affiliation in the STARFLEET Database. A recruit is considered to be successfully recruited if: 1) An individual who is not a member of both STARFLEET and the SFSO, joins STARFLEET and elects to be a member of the SFSO by changing the affiliation option in the STARFLEET Database to either SFSO and then subsequently renews their membership at the end of their first year. However, these individuals must not have appeared on any SFSO unit roster prior to their selection to count toward satisfying the total number of recruits 14 STARFLEET STRATEGIC OPERATIONS

Note: ALL SFA Doctorates must each be the single major doctorate or masters and NOT a duel degree DAYSTROM ACADEMIC EXCELLENCE AWARD The Daystrom Academic Excellence is awarded, automatically, to any Operative who completes 1000 courses from SFA. An Operative does not have to earn this award in any particular order. Issuing Authority: SFSO Director 2-38 MAJOR HAYES AWARD The Major Hayes are team awards for the MACO, HAZARD TEAM, SEALS, RANGER, RECON, and INTEL. Completion of the Team Branch Grade 2 Certification based on the Operatives assigned SOU. Only 1 ribbon is authorized to be worn and it is based on what team the Operative is currently assigned to. If an Operative has earned a previous team award that is different from their current team but has not qualified for the new team, then they can keep wearing the previous team award until such time they have earned the new team award. ed on an as needed basis. Issuing Authority: Director, SFSO 2-39 CHIEF PETTY OFFICER AWARD The SFSO Chief Petty Officer is only award to Enlisted Operatives who completes all of the courses listed in the SFSO NCO Academy. 26 Chapter 3 STARFLEET Strategic Operations Qualification & Skill Badges Section I Overview 3 1. Objective a. This chapter explains SFSO policies and procedures on awarding SFSO Qualification/Skill Badges. The chapter describes the various SFSO badges; the basis or eligibility requirements for the badge; who is eligible to receive; and who is authorized to approve the badge. The request for award of badge is via the SFSO online awards request of by use of the SFSO s form. b. Qualification and skill badges are ONLY authorized for wear on the Class D specialized Duty Uniform for that particular branch. (i.e.. The Battle Dress Uniform or one of its variations) 3 2. Order of precedence There is no award precedence for qualification/skill badges. It is totally at the discretion of the Operative to wear or not to wear a specific qualification/skill badge that has been authorized to wear. Section II STARFLEET Strategic Operations Qualification/Skill Badges 3-3. Qualification/Skill Badges a. The following qualification/skill badges are officially recognized by the STARFLEET Strategic Operations. These badges recognize STARFLEET Strategic Operations Operatives for completion of certain requirements for the respective badge. Badges that are issued by other commands from with in the STARFLEET Strategic Operations are listed in the Annexes of this manual. b. Carefully read the badge criteria in order to determine if the Operative qualifies for that particular badge. All authorized badges with in SFSO is listed below excluding any badges from the separate branches awards manuals as authorized by SFSO Director. 3-4 SFSO AEROSPACE WINGS Completion of the STARFLEET Strategic Operations Additional Skill Certification-Aerospace. Issuing Authority: Director, SFSO Must provide copy of the SFSO Aerospace Certification Certificate 3-5 MACO AEROSPACE WINGS Criteria - Completion of the STARFLEET Strategic Operation Additional Skill Certification-Aerospace. 18 STARFLEET STRATEGIC OPERATIONS

The Operative must be assigned to a SOU for 1 year at the time of the badge being awarded. 28 Appendix A SFSO TWOK Ribbon Mounting BAR ATTACHMENT Just like the contemporary military, the ribbon bar holder attachment allows you to pin your ribbons to your uniform. The ribbon bar size is dependent upon the number of ribbons you are authorized to wear. The largest ribbon bar available is for thirty-two (32) ribbons. Depending on the number of awards the Operative has been awarded will determine the size of the bar and eventually the Operative will have to use two ribbon bar holders. Example: If the Operative has all 39 ribbons awarded, the best option is for a thirty (30) ribbon bar holder and a nine (9) ribbon bar holder. The difference between U.S. Military award placement and STARFLEET Strategic Operations is the U.S. Military wear the lowest award from left to right, starting on the bottom row and working your way upward from the view point of the individual wearing the awards. The highest award is the most top right award. The rows are in groups of three ribbons starting with the lowest award on the bottom left. In the STARFLEET Strategic Operations, the awards are worn similar to the above description with the exception that the rows start from the top with the most highest award and works its way down to the lowest. (See Figure 1-1, Figure 1-2 and Figure 1-3) * Please note that the available Ribbon Bar holders come in two basic styles. One with a 1/8 space in-between rows and One with no spaces in-between rows. 34 Appendix C SFSO TOS Ribbon Mounting ATTACHMENT - There are several ways to attach the TOS era awards. They range from using Velcro, Stitch or Glue. There are additional ways to securing the ribbons by using any one of the methods mentioned above but doing so on a separate piece of clothing or other backing and then using Velcro, magnets or even pins to secure your ribbons to the uniform itself. Again all have pros and cons that only the individual Operative can decide. The order of precedence does not change. But Figures C-1 and C-3 shows three of several possible configurations of the order of precedence from 1 ribbon to 39 ribbons. Notice the pattern of how the ribbons are added on. As the Operative earns more awards, the awards will begin to shift and jump around based on the order of precedence. Spacing between ribbons The spacing between ribbons is really up to the individual Operative. There is no real answer, however using screen captures of canon resources, its estimated to be about 1/32 of an inch but no grater than 1/16 of an inch.
