3 DIRECTIVE NUMBER July 2005 CG (USV-JSC) SUBJECT: Decorations, Service Medals/s and Badges References: (a) USV-JSC (b) AR (c) DoD Dir UROSE This Directive: 1.1. rescribes USV-JSC olicy, criteria, and administrative instructions concerning individual and grou awards The goal of the USV-JSC awards rogram is to foster mission accomlishment by recognizing significant voluntary unaid contributions by members of USV-JSC and by motivating them to high levels of erformance service USV-JSC Awards rogram, as with similar rograms in other services, is to rovide tangible recognition for acts of valor, excetional service or achievement, secial skills or qualifications and acts of heroism not including combat. 2. ALICABILITY 2.1. This Directive alies to all members of the USV-JSC These rocedures will be followed, excet when, in the judgment of the commander, excetional circumstances dictate otherwise. 3. DEFINITIONS 3.1. Heroism. Secific acts of bravery or outstanding courage, or a closely related series of heroic acts erformed within a short eriod of time Distinguished himself by. A erson to have distinguished himself must, by raiseworthy accomlishment, be set aart from other ersons in the same or similar circumstances Duty of great resonsibility. Duty which, by virtue of the osition held, carries a high degree of the resonsibility for the successful oeration of a major command, activity, agency or roject. The 3

4 discharge of such duty must involve the accetance and fulfillment of the obligation so as to greatly benefit the interest of USV-JSC Major Command (MACOM). Within the United States Volunteers Joint Services Command, the following are major commands: 4. OLICY Headquarters, USV-JSC Regional Commands Brigades Grous Chalain Cors Medical Cors The governing regulation for the wearing and aearance of USV-JSC uniforms and insignia is USV- JSC Regulation 670-1, aroriate US Forces Services Regulations, and such additional modifications as shall be ublished from time to time as changes to this Directive The USV-JSC authorizes wear of all decorations received from any branch of federal service The USV-JSC authorizes wear of all decorations received from any branch of state service. Consult resective state regulation for order of recedence and order in which worn The USV-JSC authorizes wear of all decorations received from any branch of service of foreign countries, but only those countries with which the United States has a Statue of Forces Agreement (SOFA). RESONSIBILITIES 5.1. The J1, Assistant Chief of Staff for ersonnel will: Ensure the Award Section is adequately staffed to meet demands, and the Awards Board is roerly aointed 4

5 Issue revisions to this Directive as required Headquarters USV-JSC Awards Section will: romtly submit recommendations to Award Board for action ublish ermanent Orders of awards, and/or memorandums of downgrade or disaroval as required Maintain database of awards by individuals Commanders of USV-JSC Comonents. Commanders of Regional, Brigade and Grou will: Aoint MACOM Awards Officer, authorized to ublish MACOM level ermanent Orders for Awards in accordance with this Directive Forward recommendations in a timely manner that requires the aroval by Commander USV-JSC Make quarterly reorts and forward coies of MACOM ermanent orders of awards, as outlined in this Directive This directive will be followed, excet when, in the judgment of the Commander USV- JSC, excetional circumstances dictate otherwise. Conflicts will be resolved through recommended changes to this Directive. Commanders will not ublish regulations or instructions relating to this Directive. 6. 7 E1. ENCLOSURE 1 MEDAL AWARDS BOARDS, AWARD OFFICERS AND MACOM REORTS E1.1. USV-JSC AWARD BOARD. E The USV-JSC Awards Board is aointed by the National Commander on HQ USV- JSC Orders to review the awards described in aragrah E3 below. The USV-JSC Awards Board shall consist of at least three officers/senior NCOs assigned to HQ USV-JSC. At least one officer/senior NCO shall be a member of each Award Board. The Chief, Awards Branch shall serve as ermanent secretary of the board. The board may meet from time to time in erson, or may conduct their business by telehone or . E Awards Branch will rocess all incoming recommendations for awards for resentation to the board for their review and recommendation. After the board has comleted their review, Awards Branch will rocess the board s finding and forward them to the Commander, USV-JSC for his aroval. After the Commander has adjudicated the board s finding, Awards Board will out-rocess the Commander s decision into ermanent Orders and awards and or memoranda of downgrading and disaroval. While comlete records will be ket of this rocess, the entire rocess is confidential and not to be divulged for any reason. E1.2. MACOM AWARDS BOARDS E MACOM Commanders will aoint MACOM Awards Boards under MACOM Orders in the same way as the USV-JSC was aointed in aragrah E1.1. above. E The MACOM Awards Officer aointed under aragrah E1.4. below will serve as ermanent secretary and rocess MACOM recommendations for awards seeing that all recommendations of award described in aragrah E1.3. below are forwarded to National HQ Awards branch for adjudication IAW this directive. E1.3. AWARDS REQUIRING ACTION OF THE NATIONAL AWARDS BOARDS Recommendations for the following awards must be reviewed by the National Awards Board: E Distinguished Service E Legion of Merit E Meritorious Service E Rough Rider Commendation Award E Achievement E Det. of Veterans Affairs E Good Conduct E Theodore Roosevelt Service Award E Drill Attendance E General ershing Award E Off Site Honors E Recruiting Achievement 7

8 E Qualification Training. E MG Leonard Wood roficiency Award E Emergency Service Training E Military Indoctrination E VA Honors Citation Unit Award E National Commander Outstanding Unit Award E1.4. AOINTMENT OF AWARDS OFFICER. E The J1, Assistant CoS of ersonnel shall aoint an officer as Director of Awards. This officer has overall resonsibility for the USV-JSC awards rogram and the awards rocess. As additional duties, this officer is to be aointed: E Assistant J1 to ublish all HQUSV-JSC ermanent Orders which shall be reserved for the announcement of awards. E ermanent Secretary of the USV-JSC Board. E MACOM Commanders shall each aoint an officer to serve as the MACOM Awards Officer as their rimary duty. As additional duties, this officer is to be aointed: E Assistant G1/S1 to ublish all MACOM ermanent Orders which shall be reserved for the announcement of awards. E ermanent Secretary of the MACOM Award Board. E1.5. REORTS REQUIRED TO BE MADE BY MACOM S. MACOM Commanders are resonsible to reort to this headquarters, ATTN: J1 quarterly, the numbers of awards issued by their command on ermanent Orders. Coies of the ermanent Orders announcing the awards will be attached to the reorts. Totals on each succeeding reort are to be cumulative so that the 4 th quarter reort become the annual reort. Reorts for the rior calendar year are required at this HQ NLT 30 days after the end of the quarter. E1.6. TIMELINESS OF RECOMMENDATIONS FOR AWARDS. It is highly desirable that recommendations for awards be written as soon after the action or service as ossible so that awards will have the greatest imact on the USV-JSC member receiving the award. Also, in the case of awards for heroism, where eyewitness statements and suorting documents are required, that the accounts of what haened are still fresh in everyone s memory. E To encourage timeliness, recommendations have u to 12 months to submit their recommendations for award. The USV-JSC Award Board will not consider recommendations for action more than 12 months rior to the dates the board meets. E An excetion to the rule will be given to recommendations for awards for heroism. However, the recommendation must still have full and comlete eyewitness statements and any other suorting documents deemed necessary by the board. 8

9 E1.7. ELIGIBILITY FOR AWARDS. All members of USV-JSC are eligible for awards excet any USV-JSC member whose records are flagged. During the eriod any member s records are flagged, no recommendation for award will be submitted. Any that reach the USV- JSC Award Board will be disaroved. Some of the reasons for which ersonnel records may be flagged are: E Under susension for discilinary reasons. E Under investigation for cause. E Non ayment of membershi dues. E Failure to meet education and training requirements. E Missing too many monthly drills. The flag is automatic if any of the above conditions exist. The USV-JSC member again becomes eligible when all flagged conditions have been rectified. E1.8. WHO MAY RECOMMEND FOR AWARD. In general, anyone may recommend a member of the USV-JSC for award. E Members within the USV-JSC who are not a art of the regular chain of command may recommend for award rovided they submit the recommendation for endorsement to the level of the chain of command immediately above them. E ersons out side the USV-JSC may also recommend for award. As a matter of courtesy, this tye of recommendation should be submitted to the battalion or MACOM commander of the USV-JSC member being recommended. E In either case, if the award recommended is listed in aragrah E1.3. above, it must be endorsed at each level of command with whatever additional recommendations are desired, whether ositive or negative, by the various commanders and finally sent to Commander USV-JSC ATTN: USV-JSC J1 to be reviewed by the USV-JSC Awards Board. 9

The broad categories of awards include the following: E Individual Awards E Decoration for valor or achievement E Good Conduct Medal (for NCOs only) E Service medals E Combat and secial skill badges and tabs E Foreign individual awards E Certificates and letters E Unit Awards E Unit Decorations E Streamers E2.2. United States Volunteers- Joint Services Command Decorations. E The Distinguished Service. This ribbon is awarded to any USV-JSC member who, while serving in any caacity with the USV-JSC, distinguishes her/himself by excetionally meritorious service in a duty of great resonsibility. The term duty of great resonsibility alies to a narrow range of ositions and requires evidence of consicuously significant achievement. This award is resented by the National Commander or other erson of high military or olitical office. E The Legion of Merit. This ribbon is awarded to any individual (usually a key individual) of the IJSV-JSC, the Armed Forces of the United States or amicus (military official or current or ast holder of ublic olitical office) who distinguished her/himself by excetionally meritorious assistance in the erformance of outstanding services to the USV-JSC. The term key individuals aly to a narrow range of ositions. This award is resented by the National Commander or other erson of high military or olitical office. E The Meritorious Service. This ribbon is awarded to any USV-JSC soldier who, while serving in any caacity with the US-JSCV, distinguishes him/herself by outstanding meritorious achievement or service comarable to that required for the Legion of Merit, but in a osition of lesser, though considerable resonsibility and recognition of service. This award is resented by the Regional Commander or other erson of high military or olitical office. E The Rough Rider Commendation Award. This ribbon is awarded to any USV- JSC soldier who, while serving in any caacity with the USV-JSC, distinguishes him/herself by meritorious achievement or service. (The Commendation is not awarded to general 10

11 officers.) This award is resented by the Regional Commander or other erson of high military or olitical office. E The Achievement. This ribbon is awarded to any USV-JSC soldier who, while serving in any caacity with the IJSV-JSC by meritorious service or achievement of a degree than required for award of the Commendation. (This is not awarded to general officers.) resentation is made by the Brigade Commander or other erson of high military or olitical office. E The Deartment of Veterans Affairs Honors. This ribbon is awarded by the Deartment of Veterans Affairs Director of the National Cemetery at which honors duty is erformed. The USV-JSC soldier who, while serving as a member of a USV-JSC burial detail, must comlete a minimum of 25 funeral services at a National Cemetery. The Grou Commander will make the award. E The Good Conduct. This ribbon is awarded only to USV-JSC NCOs in recognition of exemlary behavior, efficiency and fidelity under rescribed conditions as to time and ratings. A distinctive clas is awarded for each successive eriod of three years service that meets the requirements. The Grou Commander will make the award. E The Theodore Roosevelt Service Award. This ribbon is awarded to any USV- JSC soldier who, uon successful comletion of her/his basic/orientation or higher level training, and uon comletion of 200 hours of demonstrated fidelity through faithful and exact erformance of duty which roduces desired results and whose behavior has been such as to deserve emulation. This ribbon is awarded only once. The Grou Commander will make the award. E The Drill Attendance. This ribbon is awarded to any USV-JSC soldier who serves a minimum of one year of service with 100% drill attendance. (The Commander may authorize the substitution of no more than three (3) drills er year. Aroval must be obtained in advance of the scheduled drill). The Grou Commander will make the award. E The GEN ershing Award. This ribbon is awarded to any USV-JSC soldier who has comleted three (3) years of continuous service under honorable conditions. E The Off-Site Honors. This ribbon is awarded to any USV-JSC soldier who has erformed burial honors duties at 25 cemeteries other than a cemetery of the Deartment of Veterans Affairs. The Grou Commander will Make the award 11

12 E The Recruiting Achievement. This ribbon is awarded to any USV-JSC soldier who has recruited five (5) volunteers into the USV-JSC. To be eligible for this award and subsequent awards, are based uon any 12 month eriod. The Grou Commander will make the award. E The Qualification Training. This ribbon is awarded to any USV-JSC soldier who has satisfactorily comleted an authorized training course in suort of any aroved USV-JSC non-emergency mission, e.g., ESGR, hysical Security, SIMDET, etc. The Brigade Commander will make the award. E The Emergency Service Training. This ribbon is awarded to any USV-JSC soldier who comletes a course offered by the Federal Emergency Management Agency s Emergency Management Institute, other aroved courses, e.g., First Aid/CR, etc. The Brigade Commander will make the award. E The Indoctrination. This ribbon is awarded to any USV-JSC volunteer who comletes a rescribed course of training covering the following subjects: E Standards of Conduct E rofessional Relationshis E Military Ethics E Military Justice E Job erformance E Drug and Alcohol Abuse E Equal Oortunity and Treatment E Financial Resonsibility E olitical Activities E ublic Statements E Dress and ersonal Aearances E ersonal Grooming E Uniforms E ersonal Aearance in Civilian Clothes E hysical Fitness E articiation Requirements E Identification Card E rocurement of Uniform items E Enrollment in Corresondence Courses and Maintaining ersonal Records rior service soldiers are NOT exemt from this training, i.e., to be awarded this ribbon, a USV- JSC Volunteer must comlete this course. The Brigade Commander will make the award. E The National Commander s Unit Award. This citation is awarded to the unit which has distinguished itself by outstanding service or achievement. (The standard of service or achievement should be at a level comarable to that for individual award of Meritorious Service Award). This is a green ribbon enclosed in a gold colored metal frame with laurel leaves. This citation is intended to foster unit morale and rovide incentive and esrit de cors. It is worn on the right breast area of the Class A&B uniforms, the Dress Blue Uniform and the Dress White Uniform. The National Commander will make the award. To be eligible, a unit must meet the following basic criteria: 12

13 calendar year. E The unit must maintain a 90% or greater drill attendance for the E The unit must have received, during the calendar year, any form of commendation (in writing), from the Brigade or higher Commander. E Volunteers assigned or attached on orders to the unit during the eriod of time when the citation was earned are authorized to wear this award as a ermanent art of their uniform. E Volunteers assigned to the unit after the citation has been awarded are authorized to wear the citation only while assigned to the unit. E The Distinctive Unit Insignia (DUI). The USV (1/2 size, Gold color) is the only Distinctive Unit Insignia authorized on the Class A, Class B, Dress Blue and Dress White uniforms. Males wear the DUI centered and 1/8 inch above the right fla of the uniform, or ½ inch above unit awards if worn. Females wear the DUI centered and ½ inch above the namelate (right side) or ½ inch above unit awards or foreign badges, on the aforementioned uniforms. Non-Commissioned Officer wear the USV (1/4, gold color) on the Beret Flash. E The Regimental Distinctive Unit Insignia. Each of the regiments of the Army has a regimental DUI. Soldiers affiliated with the regiment are authorized to wear the regimental DUI. Males wear the regimental DUI centered and 1/8/ inch above the USV DUI or ½ inch above foreign badges if worn. Females wear the regimental DUI centered and ½ inch above the USV DUI or ½ inch above foreign badges, if worn. 13
