2 Objectives Define the Exceptional Family Member Program (EFMP) integrated process Define each component s role Explore the roles and responsibilities of EFMP-FS Identify ways Key Spouses can assist 2

4 EFMP-Medical Component Supports program through screening, enrollment and assignment coordination MTF documents/evaluates the medical and/or educational needs of spouses, children, and dependent adults who: Require special medical services for chronic conditions Receive ongoing services from medical specialist Have significant behavioral health concerns Receive early intervention or special education services Enrollment initiated several ways: Routine medical appointment Referral from school Screening during reassignment process Medical diagnosis is confidential
5 EFMP-Assignments Component Considers the medical and/or educational needs if determined required services are not available at current or projected location Coordinates reassignments w/ assignment teams If condition(s) meet criteria, assignment limitation code Q placed on sponsor s personnel record at the base MPS Enrollment ensures EFMs are documented and receives additional medical review prior to Airman departing location Sponsors are still subject to worldwide assignment, TDY, and unaccompanied tour regardless of FM enrollment FM enrollment does not adversely affect a sponsor s selection for promotion, PME, or assignment selections
6 EFMP-Family Support Component A&FRC staff provides coordination of family support services on and off the installation Support to EFMs with physical, developmental, emotional or intellectual impairments/disabilities Services provided through information and referral Provides respite care support services Short-term child care to help reduce family s stress Establishes/maintains contact with federal, state and local resources Markets program to leadership, sponsors, families and overall community Refers families to the MTF for screening if needed Provides warm hand off to EFMP-FS at gaining location
7 EFMP-Family Support Component cont. Resources and workshops/support groups are offered on a regular basis by A&FRC Military Child Education Coalition (MCEC) training MCEC trainings range in subject from special needs to helping families through varying challenges EFMP camps open to all EFMs with special needs Camps range from therapeutic horseback riding, bowling, music therapy to golf clinics and art activities DirectSTEP and Special Ed Connections resources Self-paced ecourses consist of legal information, best practices, and info on all special education topics Available to parents, on and off-base professionals and school district personnel
8 Key Spouse Role Maintain awareness of EFMP process and key players Help educate community and raise program awareness Help dispel any rumors Refer families to A&FRC for needs assessment, resources, information and referral to appropriate agencies on or off-base KS not expected to be Subject Matter Expert (SME) on the EFMP
9 EFMP Wrap Up Three components of the AF s EFMP EFMP-M is responsible for screening and enrollment EFMP-A considers needs when services are not available at projected location EFMP-FS provides resources and coordination of family support services through information and referral to local, state and federal resources KS should help raise awareness, educate and refer families to local A&FRC for assistance 9

11 Objectives Discuss different types of crisis/disasters that affect military communities Identify resources to assist service members and their families following a crisis Define the role of a KS/KSM during/following a crisis Discuss how the Air Force Personnel Accountability and Assessment System can be of service to leadership, Airmen and families 11
12 Emergency Family Assistance Center (EFAC) Consolidated staging area where military members and their families obtain: Disaster relief assistance and support Current leadership information Contingency services 24/7 activation during significant catastrophic event Natural: floods, hurricanes, tornados, typhoons, etc. Man-made: toxic spills, nuclear/enemy attacks, Noncombatant Evacuation Operations (NEO) and repatriations, etc. Installation Commander activates the EFAC; A&FRC coordinates EFAC activities 12
13 AFPAAS Affected families complete assessment in AFPAAS Completed assessments are visible to AFPC/DPF which assigns cases to the closest A&FRC A&FRC Case Managers support affected families until needs are met or returned to assigned duty station 13
14 KS/KSM Role Coordinate with unit leadership regarding disaster response Assist with rumor control Provide information to unit families Volunteer to assist with EFAC operations 14

16 Objectives Define Personally Identifying Information (PII) Describe why PII must be safeguarded Identify responsibilities to safeguard PII Explore common ways a PII breach occurs Discuss what actions a KS/KSM should follow to protect PII 16
17 Personally Identifying Information Personally Identifiable Information (PII) is information about an individual that identifies links, relates, or is unique to, or describes him or her. PII is also described as information which can be used to distinguish or trace an individual s identity, such as their name, social security number, date of birth, place of birth, mother s maiden name, or biometric records, including any other PII which is linked or linkable to a specified individual. 17
18 How to protect PII When not in use should be placed in an out of sight location Utilize Privacy Act Cover Sheet Only use in official capacity Official need only 18
19 KS/KSM Responsibilities Protect unit rosters Shred outdated documents Use unit rosters for official business only Do not discuss sensitive unit information Report PII violation immediately to the CC or designated POC 19
