Heyen) Pages: 20 This instruction implements Air Force Policy Directive (AFPD) 36-26, Total Force Development and Management, 22 December 2015, by assigning responsibilities and providing guidance and procedures for managing the Air Force Reserve Seasoning Training Program (STP). It applies to all AFRC units to include Geographically Separated Units (GSU), Direct Reporting Units (DRU), and associate units. This publication does not apply to the Air National Guard. The following policy directives are utilized as references for this instruction: AFI , Air Force Training Program; AFRCI , Air Force Reserve Service Commitment Date Program; AFRCI , AFRC Reserve Financial Training and Management; AFRCI , Developing, Managing and Conducting Reserve Training; AFI , Volume I and II, Reserve Personnel Participation, and Reserve Personnel Training. Controlling authorities, requirements or commitments set by statute, DoD issuances or Air Force instructions will take precedence over this instruction. The purpose of this instruction is to define the Air Force Reserve Command (AFRC) Seasoning Training Program and provide guidance on effectively managing this program. Sections of this instruction will be used as an internal management tool to assist the AFRC Numbered Air Forces (NAF), wing training offices, force support squadrons (FSS), wing finance/resources advisors, unit commanders, and IR Readiness & Integration Organization (RIO) for Individual Mobilization Augmentees (IMA) in administering the AFRC STP Program. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with Air Force Manual (AFMAN) , Management of Records and disposed of in accordance with Air Force Records Information Management System

The authorities to waive wing/unit level requirements in this publication are identified with a Tier ( T-0, T-1, T-2, T-3 ) number following the compliance statement. Refer to AFI , Table 1.1, for a description of the authorities associated with the Tier numbers. Submit requests for waivers through the chain of command to the appropriate Tier waiver approval authority, or alternately, to the Publication OPR for non-tiered compliance items. Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using the AF Form 847, Recommendation for Change of Publication; route AF Forms 847 from the field through the appropriate functional chain of command. This publication may be supplemented at any level, but all Supplements must be routed to the OPR of this publication for coordination prior to certification and approval. 3 AFRCI MARCH Definition: Chapter 1 INTRODUCTION The AFRC Seasoning Training Program (STP) is designed to build a ready force. The purpose of this program is to provide a means to accelerate upgrade training to become a fully qualified mobilization resource. The program allows recent Enlisted and Officer Initial Skills formal school graduates to voluntarily remain on Active Duty for Training (ADT) orders for the purpose of training via On-the-Job Training (OJT) This program will be used as a tool to recruit, train and retain members in the US Air Force Reserve. STP is a training incentive program and will be offered each fiscal year provided funding and training capability exists Space/Cyber/Air Operations Personnel or other personnel who are included within progression tour guidance are not eligible for STP. For these personnel, seasoning training is accomplished via mission qualification training within the progression tour Misuse: Misuse of STP funds is not authorized. STP funding is based upon command and local training requirements to support a mobilized force and authorized for core task training in support of this requirement. Any other use will be considered an inappropriate use of STP funds. Instances of misuse will be reported to HQ AFRC/A1KE (afrc.a1ke@us.af.mil) or HQ AFRC/FMAR (afrc.fmar@us.af.mil) and the appropriate action taken to remove member from orders. (T-2) Local commanders in conjunction with the wing training office are responsible for implementing an effective STP and preventing any inappropriate use. Training effectiveness is measured through satisfactory progression of training completion. Units will track milestones and thoroughly document task completion to justify expenditure of funds. (T-2) 1.3. Program Overview: STP is designed as a means to accelerate training in core tasks as required by the Air Force Specialty Code (AFSC) for deployment eligibility. For the purposes of STP, members are considered trained once they have completed the mandatory core tasks required for upgrade to the 5-skill level or the qualified skill level for officer personnel Due to eligibility and funding differences, the AFRC STP is divided into two categories as described below: Seasoning Training Program 1 (STP 1) Eligible skills for STP 1 are identified through the annual Command Critical Skills Listing (CSL). Approved each fiscal year (FY), this listing identifies mission critical skills through pre-determined criteria. As exception, HQ AFRC/CC may approve additional skills not identified on the CSL for STP inclusion. Personnel should coordinate their individual issues/concerns with the respective HQ AFRC Functional Manager.

4 4 AFRCI MARCH STP 1 eligible skills are authorized to receive AFRC central funding, as available. STP 1 funding requests are processed through the online AFRC Skill Seasoning Web Tracking database ( STP 1 eligible skills are subject to change each FY. While certain skills may maintain eligibility across FYs, there is no guarantee that skills will remain on successive FY CSLs. To ensure AFRC central funding for STP 1, eligible members must begin seasoning tours prior to the end of the FY AFRC central funding is limited to 139 days (excluding travel time and leave). Trainees may only participate in the program for the maximum allowable days authorized for their AFSC. Extensions to the 139-day limitation are authorized using STP 2 or unit funds HQ AFRC Functional Managers will determine the maximum allowable days by AFSC The number of STP days authorized for each skill will be validated annually or within 90 days of release of new/revised Career Field Education and Training Plan (CFETP) A draft training plan for each skill, with the minimum requirements IAW AFI , must be provided by respective HQ AFRC functional managers to support all STP days requested. The validated plan will be published as the AFSC STP Master Training Plan Any increases or decreases in STP days must be supported by an updated AFSC STP Master Training Plan Seasoning Training Program 2 (STP 2) STP 2 eligible skills include all AFSCs, Special Duty Identifiers (SDIs) and Reporting Identifiers (RIs) not authorized by STP 1. Additionally, AFSCs which do not contain a 5-level within the career path may also be included. STP 2 funding requests are processed according to locally established policies The continued purpose for training is to become a fully qualified mobilization resource. To support the training requirement for SDIs, RIs and skills without a 5-level, a local training plan to justify STP training days must be established prior to STP participation which will include the mandatory tasks required for minimum skill proficiency along with accompanying estimated milestones Commanders may utilize STP 2 for Air Reserve Technicians (ARTs) provided the military (Part B) side of the ART position establishes the training requirement and the necessary training is required at an alternate location. Required training must be contained within the AFSC STP Master Training Plan Funding for STP 2 is distributed to the NAFs/ARPC each fiscal year. NAFs/ARPC, in turn, will distribute to their respective wings/locations. Funding distribution will be determined by each NAF and ARPC. Deviations from this method must be coordinated with HQ AFRC/FMAR (afrc.fmar@us.af.mil).

5 AFRCI MARCH Commanders may authorize the use of STP 2 following the completion of a STP 1 tour if additional training is required or if STP 1 eligibility has expired Local wing commanders or ARPC, as appropriate, must develop an annual STP 2 utilization plan. The purpose of the utilization plan is to bridge the gap between establishing unit training requirements and prioritizing support for distributed STP 2 funding. By strategically analyzing combined training requirements, this plan will assist senior leadership in determining critical upgrade deficiencies requiring program support. Significant deficiencies should be elevated to the HQ AFRC Functional Manager for awareness. STP 2 utilization plans will be required by the NAF or ARPC/FM to support funding distribution General Program Guidance: Wing and Unit Training Managers (UTM) and trainers must monitor participants actual training days. Due to the orders including additional days (leave and travel) outside of authorized seasoning training days, participants are only to train for the number of authorized days. Leave must be reconciled at the appropriate time Funding for trainers and rental cars are not funded via STP. However, commanders may authorize using unit funds Training status will be tracked through mandatory periodic monitoring of milestones. (T-2) Personnel are removed from orders if training tasks are completed prior to the scheduled tour completion. (T-2) Members awarded a 5-skill level during Seasoning Training will be removed from orders effective on the date the 5-skill level is awarded. (T-2) The unit training manager/monitor (UTM) is responsible for advising the wing training office and servicing FM of the withdrawal date. (T-2) In the absence of the UTM, the senior Air Reserve Technician (ART) should notify the wing training office to expedite processing. NOTE: Any delay in notification could potentially result in a debt incurred by the member For the purpose of preserving entitlements, STP orders must reflect the entire tour length. Commanders are to remain cognizant of the impact of entitlements when authorizing breaks in training Trainees on STP orders will not be allowed temporary duty (TDY) to attend schools or other training events unless previously approved in the AFSC STP Master Training Plan. This training must be solely for the purpose of completing core tasks required for skill level upgrade. If a member is required to attend training (e.g. Field Training Detachment (FTD), annual tour (AT), etc.) the STP order will be stopped, and upon completion of the training tour reissued for the remaining authorized days. (T-2) Members will use TDY for seasoning training ONLY after verification that no local capability or capacity is available. An alternate training location is not authorized for member s convenience. Alternate training locations must be previously approved in the

6 6 AFRCI MARCH 2017 AFSC STP Master Training Plan. For medical only, an alternate location will be acceptable if there is an approved Training Affiliation Agreement Members are not authorized to deploy or enter the Area of Responsibility (AOR) for training while on STP. Members participating in STP will remain mobility assets for their units and are subject to recall and mobilization. If recalled, mobilized or deployed, member will be taken off STP immediately and will be considered minimally qualified and mission capable; therefore, not authorized to return to STP status. If training is required upon return, it will be unit funded An alternate training location is authorized in the event a trainee resides within the commuting distance of another training location where training capability exists and is not within commuting distance of the trainee s unit of assignment. Coordination between unit of assignment and TDY location must occur to verify all items required for training are available prior to the member s reporting to the TDY location Requests for members using STP funding to participate in an alternate location not previously identified in AFSC STP Master Training Plan will be forwarded to HQ AFRC/A1KE (afrc.a1ke@us.af.mil) for HQ AFRC Functional Manager approval prior to processing orders Injuries occurring while on STP may require a Line of Duty (LOD) determination. If LOD is determined, trainees must be removed from STP orders and placed on unit special tour orders to avoid misuse of STP. Once medically cleared to return to training, trainees may resume STP, if otherwise eligible STP is voluntary and therefore members are not required to complete the entire number of days authorized. Participation is at the discretion of the member and the purpose of the Memorandum of Understanding (MOU) (Attachment 2) is to establish the time frame of availability. The MOU is an agreement between the member, supervisor/trainer and the commander and must be signed by all parties prior to participation If the allowable number of STP 2 days exceed 139, the STP order must reflect the entire tour length to prevent loss of entitlements. In the event the airmen lives outside the commuting distance of the base assigned, this would constitute a Permanent Change of Station (PCS) and the appropriate entitlements would apply. If the airman cannot complete the entire tour, the order may be curtailed Duties such as cutting grass, cleaning hangars, gate guard duty or any other details not associated with upgrade training are prohibited. Although Operational Readiness Inspections and Exercises are valuable experiences, they are not to be considered as authorized training associated with STP Tracking: The AFRC Skill Seasoning Web Tracking database is designed to assist with securing funding for non-aircrew individuals eligible to participate in the STP 1. As a stand-alone database and not real time, it relies on periodic Military Personnel Data System (MilPDS) refreshes; therefore, it is imperative to promptly update accurate MilPDS information for students returning from initial skills training.

7 AFRCI MARCH Access to the STP database ( is obtained via on-line request through the database. As a web-based system, obtain the most current web address from HQ AFRC/A1KE (afrc.a1ke@us.af.mil) The Budget Reporting System (BRS) runs a daily automated routine that imports all new requests and cancellations of existing requests from the AFRC Skill Seasoning Web Tracking database. Once files are transferred into BRS, the system automatically calculates upfront estimated cost for the tours. HQ AFRC/FM then issues the funding to the units in advance of the tour dates. The units must reconcile the estimated costs versus the actual cost of the tours, within BRS, on a monthly basis and submit the reconciliations to HQ AFRC/FMARB (afrc.fmar@us.af.mil) for funding adjustments Local wing commanders and ARPC must develop a plan to track STP 2 usage according to established requirements. (T-2)

8 8 AFRCI MARCH Eligibility: Chapter 2 ELIGIBILITY STP 1 and STP 2 are available to traditional reservists (TR) and Individual Mobilization Augmentees (IMA) participating for pay and points and in good standing with the Air Force Reserve. It is not designed for use by Active Guard Reserve (AGR), ARTs (reference paragraph for exception) and Participating Individual Ready Reserve (PIRR) or any other member who has already obtained their 5-skill level (enlisted) or qualified (officer) Eligible enlisted members include non-prior service (NPS), prior services, retrainees and other members graduating from a 3-skill level awarding formal training. Members who are awarded a 3-skill level and did not attend Enlisted Initial Skills Training (e.g., awarded via Transportation Proficiency Course (TPC), Field Training Detachment (FTD), Military Occupational Specialty (MOS) conversion, have an approved 3-skill level waiver or an AFSC without a 3-level technical school, etc.) are also eligible To be eligible for STP 1, all enlisted participants must have a STP 1 eligible skill (3-level Control Air Force Specialty Code (CAFSC)) and be in either Training Status Code (TSC) B (upgrade training for initial award of the 5-skill level) or F (upgrade training for award of a subsequent 5-skill level due to retraining). The eligibility window to complete STP 1 is 12 months (TSC B) or 9 months (TSC F). The eligibility window is waived for STP 2. Additionally, the TSC requirement for SDIs, RIs, and AFSCs, which do not contain a 5-level identified in para , is also waived For STP 1, the enlisted seasoning eligibility window starts the day they are entered into upgrade training (TSC B/F) regardless if the member is actively participating in seasoning. The date entered training should be the day after graduation from technical school or award of the skill level due to MOS Conversion, TPC or FTD attendance or approval of 3-skill level waiver. Example: If member is entered in TSC B one month prior to being loaded in the STP database, they have only 11 months remaining to participate in program. Example: If member graduated 3-level school and returned to home station to complete computer-based training (CBT) requirements prior to award of the 3-skill level, the STP eligibility will begin on the day following the member completion of the 3-skill level requirements and entering into TSC B/F Eligible officers include those graduating from Officer Initial Skills Training within 9 months from graduation. Seasoning training is not designed for duty position training All participants must: Be in good standing with the Air Force Reserve to include a record of satisfactory participation and not denied reenlistment based on performance, attitude, bearing or behavior Be medically cleared as able to participate in activities required for training to include currency of physicals, immunizations, dental exams and have a current and passing Fit to Fight score.

9 AFRCI MARCH Be assigned to Duty Status Code (DSC) 00 (Present for duty) Possess a security clearance at the appropriate level to actively participate in required training.

10 10 AFRCI MARCH HQ AFRC/A1KE will: Chapter 3 GENERAL RESPONSIBILITIES Be responsible for the overall development/management of the STP to include policy/guidance, program budget and AFRC Skill Seasoning Web Tracking database administration Coordinate with HQ AFRC/FMAR on any issues concerning disbursement and management of STP funds (i.e., additions, cancellations, curtailments, etc.) Provide periodic training as needed to field offices to ensure program awareness and continuity Publicize annual AFSC STP Master Training Plan(s) in support of STP 1. Also, coordinate any exceptions to the AFSC STP Master Training Plan(s) with the HQ AFRC Functional Manager HQ AFRC Functional Manager will: Annually review/validate required AFSC STP Master Training Plan(s) in coordination with HQ AFRC/A1KE. Additionally, updated AFSC STP Master Training Plan(s) are required within 60 days of receipt of a revised/new CFETP In support of STP 2, provide guidance to designated field subject matter experts (SMEs) for development of local training plan(s) Recruiting Service will: As an incentive, ensure each eligible applicant is briefed on the potential STP opportunities Commanders or RIO Detachment, as appropriate, will: Sign or designate an official to sign Memorandum of Understanding (MOU) authorizing member(s) to participate in STP Ensure receipt of monthly updates of the trainee s STP progression from the UTM. As a point of emphasis, updates should contain milestones of trainee s satisfactory training progression and status of completion of required documentation Coordinate with the trainer or unit providing training whenever concerns exist Raise program concerns with HQ AFRC/A1KE (afrc.a1ke@us.af.mil) for awareness and resolution Force Support Squadron (FSS) or RIO Detachment, as appropriate, will: Brief participating STP personnel on benefits/entitlements/laws pertaining to STP. Note: pay particular attention to length of tour to ensure PCS/TDY rules are considered. Breaks in tours are not authorized for the specific purpose of circumventing the PCS rules Issue DD Form 214, Certificate of Release or Discharge from Active Duty, to members on continuous tour for 90 days or longer.

11 AFRCI MARCH Update member s Reserve Section Code and DSC Review physical profile limitations Verify security clearance status before entering into training For retrainees, prior to entering into a STP tour, verify retainability requirements, High Year Tenure (HYT) and Active Duty Sanctuary Wing Training Manager or RIO Detachment, as appropriate, will: Establish internal suspense for students returning from 3-level AFSC awarding schools. Update of CAFSC and training information at the earliest is imperative to ensure tours can be input into the AFRC Skill Seasoning Web Tracking database in a timely manner Verify AF Form 2096, Classification/On-the-Job Training Action, (award of 3- skill level and TSC) has been processed and updated in MilPDS (enlisted only). Initiate the document when Unit Training Manager (UTM) is not available If STP 1 participant, validate AFRC Skill Seasoning Web Tracking database, for eligibility approximately 7-14 days following update of CAFSC/TSC information in MilPDS Ensure Career Development Course (CDC) for all members is ordered and issued to the member and supervisor/trainer (if UTM not available) Ensure members accept or decline (in writing) the STP MOU with their intentions and sign/date the document. If the member declines, provide a copy of the STP MOU to the UTM. If the member accepts, provide the original STP MOU to the UTM for continued processing (Senior ART if UTM is not available) Ensure completed STP MOUs are received from the unit. If STP 1 eligible, update the AFRC Skill Seasoning Web Tracking database with start/stop dates to initiate the funding process For STP participants, maintain a copy of all documents related to member s STP tour. Documents must include STP MOU, orders and all relevant training correspondence All travel orders must be reviewed for accuracy (e.g., tour dates according to STP MOU; no rental car authorization on STP 1 funding; member is in Training Category Code (TCC) MC (Mission/Mobility Qualification Training) (block 20 on the 938), etc.) Members are not authorized to begin participating in the STP without approved orders. Members must be in appropriate military status in the event of accident, injury, emergency, etc The authorized number of days within the travel orders will contain the STP tour, leave days (accrue 2.5 days per month) and travel, if applicable. Ensure the UTMs are aware to track actual STP authorized training days during the tour to prevent training during authorized leave periods. Member must use accrued leave while on the STP orders or sell it, if eligible.

12 12 AFRCI MARCH Maintain the STP MOU for STP non-participants according to transitory file disposition instructions. If a non-participant elects to participate in a later date, a new STP MOU is required Brief the STP participants on individual duties and responsibilities (when UTM is not available) Establish internal validation processes to ensure all training is being accomplished and documented. Additionally, ensure all training records are maintained as required for Staff Assistance Visits (SAV) and Unit Compliance Inspections (UCIs) Review the AFRC Skill Seasoning Web Tracking database weekly (at a minimum) to ensure accuracy. Ensure all trainees on active database tours are on orders and participating. Cancellation of tours within the database must take place before the end of the tour. Once the tour ends, tours are entered into the database history and cannot be cancelled Unit Training Manager or RIO Detachment, as appropriate, will: Home Station: For all 3-level school graduates, ensure AF Form 2096 (award of 3-skill level and training status code (TSC)) has been processed and updated in MilPDS (enlisted only). Also, ensure the CDC for all members is ordered and issued to the member and supervisor/trainer. According to local guidance, the wing training office may complete the AF Form 2096 and/or order the CDC to expedite processing For STP participants, ensure the STP MOU is briefed, completed and signed. For STP 2 participants, ensure funding availability before establishing tour dates. For training accomplished at a TDY location, coordinate the STP MOU with the assigned trainer for signature Forward a copy of the member s approved STP orders to the wing training office Immediately notify the wing training office and local FM or ARPC/FM, as appropriate before amending STP orders (AF Form 973, Request and Authorization for Change of Administrative Orders) to terminate the tour or make other adjustments as may be appropriate if member is not progressing satisfactorily Verify any STP break in training authorized by the member s commander and documented on the STP MOU. Breaks in training to circumvent PCS requirement are not authorized; abuse could result in member indebtedness to the government Validate training capability (equipment/trainer) and capacity by verifying AFSC STP Master Training Plan, Master Task List and accelerated milestones. Ensure these tools are available for a qualified Trainer/Certifier throughout the duration of the STP tour Records documentation and validates expenditure of STP funding. Prior to entering into the STP tour, ensure milestones are established, followed and briefed to the member along with expectations of the program. Establish training record for the member and monitor progress of monthly (at a minimum). Ensure all training is thoroughly documented.

13 AFRCI MARCH Report STP progress on a monthly basis during Status of Training briefing to the commander and send a copy to the wing training office. Updates should contain milestones of trainee s satisfactory training progression and status of completion of required documentation Temporary Duty (TDY) Location: In the event STP training is held at a non-afr location, the following items are provided to encourage facilitation of a successful training tour: Maintain contact with the STP participant s unit of assignment for completion of the STP MOU, AFSC STP Master Training Plan and all relevant material, orders, etc Validate training capability (equipment/trainer) and capacity by verifying the AFSC STP Master Training Plan, Master Task List and accelerated milestones. Ensure these tools are available for a qualified Trainer/Certifier throughout the duration of the STP tour In-process the member as an augmentee to unit. Verify member has travel orders which correspond with the STP MOU. Report any discrepancies with the member s unit of assignment Develop a tracking system to monitor the member s progress. Report progress to the member s unit of assignment UTM monthly (at a minimum). Ensure all training is thoroughly documented Maintain up-to-date emergency contact information on the member Supervisor/Trainer will: Ensure appropriate training capability exists prior to member entering STP. If training capability becomes unavailable, STP is no longer authorized or funded. Issues must be immediately addressed through appropriate personnel and finance channels. Training capability is defined as having a trainer(s) and equipment available. Funding for trainers is a unit responsibility. If a training capability does not exist on the base the member is assigned, a unit with a training capability nearest to the unit of assignment or nearest to the member s primary residence (whichever is most cost effective) will be used. Selection of a TDY location solely for the convenience of the member is not authorized Brief the Master Task Listing (MTL) and AFSC STP Master Training Plan with accelerated milestones to member prior to STP participation. Note: Enlisted Members Only Track and monitor progression using the member s training record, MTL, MTP and accelerated milestones. Ensure all training is thoroughly documented Notify the unit/wing training manager and wing FM or RIO detachment, as appropriate, of any break in training prior to modifying the STP order Immediately notify unit/wing training manager and wing FM or RIO detachment, as appropriate, if member is injured in the line of duty or if the member is suspected of committing a Uniform Code of Military Justice (UCMJ) offense Member will:

14 14 AFRCI MARCH Be actively participating for pay and points and be in good standing prior to and through completion of the STP tour Process through the FSS and unit or RIO detachment, as appropriate, after graduation from an initial skills school or awarded a 3-skill level via waiver, TPC, FTD, MOS conversion, etc. If TDY location for seasoning is the same as the member s final course; member will remain at TDY location Sign and date the STP MOU regarding STP participation intent along with STP guidelines, policies, procedures and participation. Note: this is required regardless of training location ( /faxed copy acceptable) Be medically cleared to participate in training activities. If no longer able to participate due to medical reasons, the STP tour will be terminated Ensure any break-in-training is authorized, in writing, by the unit commander, based upon initial request for STP (exceptions will be considered on an individual basis and approved through unit commander) Bring copies of the following items to the training location: Travel orders Completed and signed STP MOU Training Records (if not using electronic databases such as Air Force Training Records (AFTR), Training Business Area (TBA) or Automated Life-Sustaining Equipment Records Tracking System (ALERTS)) AFSC STP Master Training Plan with the accelerated milestones Attend UTA at training location for the duration of STP. Any deviations must be coordinated with unit and trainer. Dual compensation is not authorized Not return to home station for UTA if STP training is provided at an alternate location. STP trainees are considered constructively present when TDY under STP to an active duty base that does not have a Reserve unit.

15 AFRCI MARCH HQ AFRC/FM will: Chapter 4 FINANCIAL MANAGEMENT PROCESSES Process STP data from HQ AFRC/A1KE into the Budget Reporting System (BRS) database management system Utilize Personal Accounting Symbol (PAS) code to route the transaction from HQ to the proper wing (OBAN). Unit FM s must ensure that their Organization Assignment Table (OAT) in BRS is maintained to reflect all assigned organizations and their associated full eight character PAS codes Ensure the BRS database management system for STP is programmed to reject incoming transactions that are found to be in error such as duplicates, conflicting tour dates, errors in PAS codes, etc. BRS reports will show an audit trail to include cancellations Immediately contact the HQ AFRC/A1KE for discussion and resolution should the system pass a transaction in error Issue centrally managed STP tour funds at least twice a month following the approval of the fiscal year Appropriations Bill and receipt of official funding. Note: STP dollars are used for the purpose of OJT ONLY and cannot be utilized for other unit requirements, i.e. annual tour, ancillary training, exercises, etc. Any TDY for training, of 140 consecutive days or more, is paid as a Permanent Change of Station (PCS), and the applicable rules cannot be waived Wing/Unit FM will: Wing FM offices will access BRS database management system for a listing of all tours identified for their respective OBAN. BRS reports will identify tours that have been funded, as well as those scheduled for funding Receive STP funds and ensure allocation to the wing level PBAS STP work center and related Responsibility Center/Cost Center (RC/CC) codes for travel if applicable. The Wing FM will also certify orders and assist the unit training manager with validation of STP orders and related coding Brief members on Joint Federal Travel Regulation (JFTR) information Wing FMs are required to process reconciliation procedures on a quarterly basis to validate the accuracy of STP funding levels after the fiscal year appropriations bill is signed and official funding is issued. (PRIVACY ACT STATEMENT OF 1974 APPLIES) AUTHORITY: 10 U.S.C and E.O. 9397, Secretary of the Air Force: powers and duties; delegation by. PRINCIPAL PURPOSE: To establish and acknowledge training responsibilities in support of the Air Force Reserve (AFR) STP. ROUTINE USES: None. DISCLOSURE IS VOLUNTARY: Use of the SSN is required to establish positive identification. Other information is required to ensure members have acknowledged program requirements. Failure to provide the information may result in elimination from STP consideration. NAME: UNIT: (Type or Print Legibly) A. ACKNOWLEDGEMENT 1. Seasoning Training Program (STP): STP was designed to build a ready force by allowing 3-Skill Level and Initial/Mission Qualification formal school graduates to voluntarily remain on Active Duty for Training (ADT) orders to assist in accelerating training to the mission capable level. Mission Capable is defined as being qualified to perform the tasks required at the current duty position. This does not mean the member is on orders until being awarded the actual 5-skill level. The number of days allowed to participate is determined by each Air Force Reserve Functional Manager within current policy. A. Do I want to participate?yes / NO B. Does a training capability exist at the member sunit of YES / NO assignment/duty location or a suitable TDY location? 2. If the response is NO to either of the two questions above, acknowledge initial STP counseling below along with the signature of your Unit Training Manager or unit representative. The member and Supervisor/Trainer/Certifier must initial the following items, as applicable, indicating acknowledgement: 1 Trainee agrees the Commander may terminate STP participation at any time, in accordance with established administrative procedures. 2 Trainee agrees to work diligently to complete all assigned tasks in the prescribed timeframe. 3 Trainee agrees to attend Unit Training Assemblies (UTA) while participating in the STP. Note: Members TDY to a Seasoning location will not return to home station for UTAs. 4 Trainee are encouraged to use all leave accrued during participation in the STP while on STP orders. Member has the option to sell the leave if it is not used. 5 Trainee understands STP days cannot be divided into parts to avoid a PCS. If the allowable number of STP days exceeds 139, the STP order must reflect the entire tour length. MBR TNG REP N/A 6 Trainee understands they are NOT allowed to deploy on STP orders or return to STP after returning from a deployment. MBR TNG REP N/A 7 Trainee understands they will not remain on STP orders to have an elective surgery procedure and be placed on convalescent leave. 8 Trainer agrees to ensure and use the appropriate Master Training Plan (MTP), Master Task Listing (MTL), equipment and Accelerated Milestones throughout the STP.

20 20 AFRCI MARCH Supervisor/Trainer agrees to monitor and document the Reservist s progression using the trainee s training record and any other tool deemed appropriate. 10 Supervisor/Trainer agrees to notify the Base Education and Training Manager of any changes in the STP specific to the trainee. 11 Trainee understands the STP will end if no longer able to participate in training activities due to medical reasons (i.e., pregnancy, dental concerns, etc.) 12 Trainee is aware of all initialed items above and will research any items with questions (for clarification) in applicable instructions such as AFRCI , AFRCI , etc. 3.
