CALL TO ORDER AND INTRODUCTIONS The meeting was called to order at 10:00 am, on August 13 by Chair Christian. A quorum was present. 3 2. APPROVE June 11, 2015 TTC MEETING MINUTES (Attachment 1) Chair Christian asked if there were any questions or changes to the June 11, 2015 TTC Meeting Minutes. Motion: Approve the June 11, 2015 TTC Minutes. Mr. Benson moved, seconded by Mr. Thurlow. MOTION, PASSED Motion carried unanimously. 3. Public Comment Opportunity Chair Christian asked for public comments. No comments were put forth. No MOTION 4. Revised TAP Application Evaluation Criteria Mr. Farnsworth presented the revised TAP Application Criteria. Previous criteria weighted trails and sidewalks at a skewed advantage if they had even a small portion in poor or fair condition. The Bicycle and Pedestrian Committee met in June and prepared an alternative method for weighing trails in the evaluation process. This alternative plan would include a percentage to indicate how much of the trail is in poor or fair condition. Points would be calculated from the percentage given. The Bicycle and Pedestrian Committee also suggested that the Bicycle and Pedestrian Committee evaluate trails and sidewalks, as opposed to a sole member of Metro COG staff. Motion: Recommend Policy Board approval of the revised TAP evaluation criteria and evaluation of TAP applications performed by Bicycle & Pedestrian Committee rather than Metro COG staff. Mr. Atkins moved, seconded by Mr. Weil. MOTION, PASSED Motion carried unanimously Transportation Improvement Program Amendment #6 Mr. Maddox presented Amendment #6 to the Transportation Improvement Program (TIP). The amendment includes: Addition of Project : The re installation of an overhead sign on Interstate 29 at 13th Avenue South and slide repair. The project is being funded through the National Highway Performance Program (NHPP). The total project cost is $800,000 of which $720,000 (90%) is provided by NHPP IM and $80,000 (10%) is provided by NDDOT. Addition of Project : Purchase for replacement of one cutaway vehicle to replace the 2008 cutaway vehicle VIN# ending in The project was awarded FTA 5310 funding and will be matched by Fargo Transit (MATBUS). The total project cost is $60,000 of which $48,000 (80%) is provided by FTA 5310 and $12,000 (20%) is provided by Fargo Transit. a. Open Public Meeting on the Amendment #6 to the TIP. Chair Christian opened the Public Meeting on Amendment #6 to the Metropolitan Council of Governments Transportation Improvement Program (TIP) and asked for any comments. 4 b. Review any written comments received. No written comments were received. c. Close Public Meeting on Amendment #6 to the TIP. Chair Christian closed the public meeting on Amendment #6 to the TIP. Motion: Metro COG requests a favorable recommendation to the Policy Board for approval of the proposed Amendment #6 to the TIP. Mr. Weil moved, seconded by Ms. Van Beek. MOTION, PASSED Motion carried unanimously Draft Metro COG Transportation Improvement Program Mr. Maddox presented the Draft Metro COG Transportation Improvement Program (TIP). The TIP is a federally mandated requirement and core responsibility of a Metropolitan Planning Organization (MPO). It provides an organizational structure to address the major transportation issues facing the metropolitan area. It is produced annually as a staged, fiscally constrained capital improvements document. It is comprised of four elements representing a program of projects and services for fiscal years 2016 through All transportation projects in the region funded through MAP 21 and subsequent federal legislation are required to be included in the TIP, as are projects that demonstrate regional significance (as defined by the Metro COG Policy Board). All projects programmed in the TIP have been identified in, and are drawn from, the Metro COG Long Range Transportation Plan. Metro COG has received the final Minnesota Statewide Transportation Improvement Program (STIP) and the draft North Dakota STIP. Projects for the TIP include projects from both states STIPs. Chair Christian asked if the draft TIP includes all state projects and illustrative projects. Mr. Maddox stated that it does. Mr. Benson stated Cass County has one project slated for three years down the road that has been moved forward to Cass County has a budget hearing soon and will send the updated project list to Mr. Maddox after that. Mr. Maddox stated that Metro COG has a 30 day comment period. The draft TIP will be presented to both the TTC and Policy Board in August 2015 and the final will be presented in September A public meeting will be held as part of the TTC meeting on September 10, 2015 at 10:00 a.m. Ms. Van Beek stated all of the mobility manager projects for Transit Minnesota need to be removed from the draft as they will be covered by a paratransit grant from the state. Mr. Maddox stated he will remove them. A public input meeting will also be held on August 26 from 4pm 6pm in the Fargo Library Community Room to solicit public comment on the Draft TIP. Motion: To recommend Policy Board approval of the Draft Transportation Improvement Program (TIP) for the Metropolitan Area as shown in Attachment 5a, 452 nd Meeting of the FM Metro COG Transportation Technical Committee page 3 Thursday, August 13, 2015

5 with subsequent submittal to the North Dakota and Minnesota Departments of Transportation for inclusion in their respective Statewide Transportation Improvement Programs (STIP). Mr. Benson moved, seconded by Ms. Leshovsky. MOTION, PASSED Motion carried unanimously. 7. Amendment to the Unified Planning Work Program (UPWP) Chair Christian presented the amendment to the UPWP. The UPWP is the only document that the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) approve. Additional modification in the form and content has also been incorporated into the proposed amendment to reflect content usually contained in UPWPs. Major additions to the 2016 element of the UPWP include: 105. Public Participation Plan (PPP) Update and Maintenance Updated Metro COG Public Participation Plan. PPP Update to be done in house by Metro COG staff Congestion Management Process (CMP) Development of a Congestion Management Process for the FM Metro area. CMP will be developed in house by Metro COG staff Transportation Safety Planning Establish a Regional Safety Committee and develop a Regional Transportation Safety Plan for the FM Metro area. Safety Plan will be developed inhouse by Metro COG staff Transportation Funding Analysis Identify transportation funds available to the FM metro area and provide an annual Funding Availability Report Regional Freight Plan Establish a Regional Freight Committee and develop a Regional Freight Plan. Plan development will be by a consultant West Fargo Comprehensive Plan Update Metro COG will work with the City of West Fargo to solicit and hire a consultant to develop an Updated West Fargo Comprehensive Plan. The Plan will be developed by a consultant Rail Corridor Consolidation and Feasibility Analysis Metro COG will, through a consultant selected through a competitive selection process, develop a regional railroad master plan for the Metro COG region Civil Rights / Title VI Staff will review, update and maintain the Metro COG Title VI and Limited English Proficiency Plans, as well as produce an annual report of Title VI activities in the Metro COG region. Mr. Thurlow asked how having a regional freight plan would impact the movement of freight. Chair Christian responded it would help the transportation plan account for the flow of freight. It will also identify the first and last mile efforts in the region and how to identify major shippers and routes through the area, as well as other items. Mr. Thurlow was concerned that by calling it a freight plan, it implies that Metro COG will plan for the movement of freight. 6 Mr. Thurlow was also concerned that item 613 would be an inadequate use money and time, as BNSF may not use any of the study in future railway planning. Mr. Thurlow stated that the previous railway study was not utilized by the jurisdictions. Chair Christian stated the last plan was done in 2004 and most of the recommendations of that plan have been accomplished or debated. The scope of the new plan is still being developed. Chair Christian was aware that BNSF does not need to respond to the study, but it may make them more aware of current issues. Mr. Weil asked if there any particular items the Policy Board wanted Metro COG to look into with the rail studies. Chair Christian stated it was more to look at overall rail safety. Mr. Atkins stated that the bottom line is that the jurisdictions would have to pay to relocate rail, and therefore it would not be feasible. Chair Christian stated recommendations for consolidations and closings could come from such a project. Mr. Weil asked what kind of local match would go into a study such as this. Chair Christian stated in most scenarios, it would be 80 percent federal funds and 20 percent local funds. Mr. Thurlow asked for an estimation of the cost for the project. Chair Christian stated it would be $160,000 for the project. Mr. Thurlow stated he was not specifically concerned regarding the funds, but he did not want to see money spent for the sake of spending if it would be on a project that would not achieve anything. Chair Christian agreed that doing a study just to do it is never a benefit to anyone. As the scope becomes more defined, the purpose of the study will become clear. Chair Christian was looking for a recommendation to the Policy Board on the draft UPWP, which can include additional discussion on the railroad study. Mr. Kline stated the railroad issues that could be scoped on a detailed level. A project such as this could make suggestions for ways to alter and fix current problems and it could identify multiple issues that are undefined at a regional level. Mr. Atkins stated Moorhead is hoping to get funding from the state for grade separation. Motion: Forward to the Metro COG Policy Board a favorable recommendation to approve the proposed amendments to the Unified Planning Work Program, with additional discussion on the rail studies. Mr. Thurlow moved, seconded by Mr. Atkins. MOTION, PASSED Motion carried unanimously. 8. Minnesota Department of Transportation Federal Functional Classification Map Update Mr. Burns presented the update for the Functional Classification Map. Metro COG and the Minnesota Department of Transportation (MnDOT) have been working cooperatively to update the Federal Functional Classification (FFC) network for Clay County in Minnesota. This system is critical in helping to define the role a particular roadway may play in moving vehicles throughout the transportation network. In addition, the FFC system is used to determine which facilities are eligible for funding under the Federal aid program. 452 nd Meeting of the FM Metro COG Transportation Technical Committee page 5 Thursday, August 13, 2015

7 Mr. Burns stated the biggest change was Highway 75 changed from a principal arterial to a minor arterial. Also, MnDOT included two categories for collectors: major and minor. Chair Christian stated Clay County Engineering was intending to contact MnDOT. Mr. Burns stated Ms. Retzlaff of MnDOT had not heard anything from Clay County. Motion: Metro COG requests a favorable recommendation to the Policy Board for approval of the final Minnesota Department of Transportation Federal Functional Classification network for Clay County, Minnesota and the City of Moorhead, Minnesota. Mr. Thurlow moved, seconded by Mr. Atkins. MOTION, PASSED Motion carried unanimously. 9. Draft West Fargo Comprehensive Plan Scope of Services Chair Christian presented the draft Scope of Services. The City of West Fargo requested a Comprehensive Plan be added to the 2016 UPWP and West Fargo officials developed a Scope of Services. Chair Christian noticed there have been a lot of amendments to previous contracts due to changing the scope or additional work has been completed by the consultant. He stated that he would like to minimize the amendments on the original scopes of service in the future. To help with this effort, Chair Christian stated that all scopes of services will be presented to the TTC for considerations and recommendations. Mr. Weil stated West Fargo has seen phenomenal growth over the last decade. The City of West Fargo is looking forward at street systems and infrastructure to stay ahead of growth. Chair Christian stated the RFP will be advertised in September or October with the intent that the project will begin in January. Mr. Zander asked what some of the required public input methods are and stated West Fargo left it open ended for the consultant to develop. Chair Christian stated that all consultants must have a battery of public input techniques that they can use to bring the public to the table. Mr. Zander stated that West Fargo also discussed Metro COG annual dues. He was concerned that the project may bring to light certain problems that may require more work from the consultant and he was not sure how to indicate that in the scope of service. Chair Christian stated that he has seen language in contracts to indicate that changes may happen. Ms. Leshovsky asked if West Fargo utilized growth area plans. Mr. Weil stated not particularly. Ms. Leshovsky stated the last time Moorhead did a comprehensive plan, they used growth area plans and she found it useful. Mr. Weil stated West Fargo develops land use plans that may be of use to the scope of service. No MOTION 10. Draft Hawley Comprehensive Plan Update Mr. Altenburg presented an update to the draft Hawley Comprehensive Plan. The Plan has had Study Review Committees (SRC), Focus Group meetings and one public involvement meeting. It has addressed land use plans, sidewalk plans, goals, objectives and policies. 452 nd Meeting of the FM Metro COG Transportation Technical Committee page 6 Thursday, August 13, 2015

8 Mr. Altenburg stated the project is on track with deliverables throughout the project. A second public involvement meeting will be held in September and a final draft is anticipated by mid October. Hawley expects to adopt the plan, as well as a standalone Sidewalk/Multimodal Improvement Program in November or December. No MOTION 11. Update on Southwest Metro Transportation Plan Ms. Gray of SRF Consulting presented the SW Metro Transportation Plan update. The purpose of the project is to identify future roadway systems, plan for and prioritize future projects, study complex and costly options, and identify the impact of not pursuing the connections studied. Ms. Gray outlined study areas, growth projections, and land use plans. She stated SRF looked at different outcomes depending on how Horace will grow through SRF also used the 2040 population numbers for West Fargo to estimate traffic flow, as it is growing faster than the Long Range Transportation Plan (LRTP) had originally estimated. Ms. Gray further described the steps SRF has made, the information collected, the best fit scenarios for 2020, 2030, 2040, and with cost estimates, and what they plan to do to finish the project. Ms. Gray stated the next steps include laying out the jurisdictional responsibilities, preparing for right of way and corridor preservation, access management, and preparation of the draft report. Mr. Weil queried regarding the development of Horace and how Horace is preparing for it. Ms. Gray stated Horace is looking at sewer development, if Fargo can provide sanitary service, or if Horace can expand waste water lagoons. Ms. Gray stated Horace cannot approve any new subdivisions until the sewer/septic systems are improved or built. Ms. Gray further informed the TTC that SRF ran workshops with city leaders in Horace. Mr. Benson stated it was eye opening for city leaders in Horace, as Horace had not updated its land use map. Horace is learning what it needs to be prepared for in the future with the build out of Fargo and West Fargo. Mr. Weil asked how the East/West corridors worked with the Sheyenne Diversion. Mr. Benson stated that a recent study indicated that there would only be crossings at 40 th Avenue, 76 th Avenue, and 100 th Avenue. Mr. Benson and Mr. Weil felt West Fargo and Cass County should further discuss these issues with the Diversion Authority. No MOTION 12. Food Commission Update Mr. Altenburg presented an update regarding the Food Commission. This commission is made up of 11 members, including six elected and five at large members. The Commission first met in March 2015, and has been meeting bi monthly. The first two meetings were informational. The Commission has developed blueprints for urban agriculture, including urban bee keeping and urban growing, which are allotment gardens to be purchased or rented each year. 9 No MOTION 13. Jurisdictional Roundtable Discussion Mr. Atkins stated the City of Moorhead is going to run the signal system as one combined system. Mr. Benson stated Cass County is processing its preliminary budget. One of the key factors of this discussion is the reconstruction of County Road 17 will be performed in 2016 rather than He also stated 12 th Avenue North will have construction in Chair Christian asked if the 12 th Avenue construction is still using roundabouts. Mr. Benson replied that 9 th Street will remain, but not County Road 17. Mr. Weil stated the 32 nd Avenue and Main Avenue projects are on track. Metro COG will compile data and statistics for the Bike Share program and it will be presented as an annual report. This information will be incorporated in the Metro Profile. 14. No public comments were received at the public open house. The intent of the public meeting is to consider the Metro COG Final Draft TIP. The public was notified of the proposed Draft TIP as per the adopted Public Participation Plan (PPP). Public comments will be accepted by Metro COG until 12:00 noon September 10, Pending your recommendation, the Final TIP will be forwarded to the Metro COG Policy Board for consideration on September 17, The project list is provided as Attachment 3-A. 47 Attachment 4-A North Dakota MPO Planning Support Program MASTER AGREEMENT The purpose of this agreement is to outline the general scope of the North Dakota MPO Planning Support Program and specify the contractual relationship among the program partners that will govern the overall project. The partners in this agreement include: the North Dakota Department of Transportation, the Bismarck-Mandan Metropolitan Planning Organization, the Fargo-Moorhead Metropolitan Council of Governments, the Grand Forks-East Grand Forks Metropolitan Planning Organization, and the Advanced Traffic Analysis Center of the Upper Great Plains Transportation Institute at North Dakota State University. 1. PROGRAM DESCRIPTION The main emphasis of this program is on enhancing specific planning processes such as travel demand modeling, traffic operations support, Intelligent Transportation Systems (ITS) support, primarily for North Dakota metropolitan areas, with expected benefits to other small to medium size areas. The targeted enhancements aim at providing robust modeling systems that can effectively support the transportation decision making process with responsive and accurate answers while minimizing resource requirements for developing models and supporting their operations. The program provides for annual core program goal and objective related activities funded by annual payments from the partners as well as additional eligible program activities which are advanced by each individual partner through addendum. 1.1 Program Goals and Objectives (Core Programs) The primary focus will be to support modeling needs in North Dakota. The ultimate goal of this program is to develop a resource for transportation planning modeling suited for small to medium size urban areas. Secondary goals will be for support of MPO needs in the areas of ITS, traffic operations, and other MPO planning support functions. Specifically, this program will: 1. Support MPO transportation planning model improvements, especially in the area of model refinement techniques, through targeted improvements to model elements (zones, networks, trips, model input parameters, methods), model calibration for local conditions, and identifying data needs for supporting models. 2. Explore potential applications of new modeling tools or systems, including taking advantage of recent developments in modeling software, ITS, traffic operation analysis tools, and the next generation models which combine transportation planning and operations. 3. Facilitate greater institutional cooperation by providing a neutral source for modeling expertise and advice that would support MPOs, NDDOT, consulting engineering firms, and other small to medium size cities across the nation.

Provide training opportunities on developing and improving transportation planning models, including innovative practices in data collection and representation, use of GIS, and new modeling techniques. 5. Increase the number of qualified civil engineering students who can support modeling position needs in North Dakota, including at the NDDOT, MPOs, and consulting engineering firms. 6. Ensure ITS support functions are in place. 7. Provide software systems support by evaluating new software and facilitating the upgrading of existing software and associated enhancements. 8. Facilitate MPO joint modeling, ITS and traffic operations discussions and training on an annual basis through quarterly steering committee meetings and annual training on travel demand modeling updates. 9. Facilitate and provide support and training for the development and maintenance of a traffic data web mapping portal which may include continuous and short term counts. 10. Review and consider requests from the NDDOT and MPO s in regards to other Transportation Planning activities such as performance measures, transit planning support, and others as determined by the Steering Committee. These requests would only be performed by addendum as noted below and may involve other Centers and Programs within UGPTI Program Activities (To be advanced by addendum) The range of activities included in this program is based on the goals and objectives developed by the program partners. Given the variety of issues that affect travel demand modeling and forecasting, ITS, and traffic operations, the scope of activities included in this program is expected to be vast. The procedure for conducting program activities is outlined in the following section (Section 2). 2. PROCEDURES This section outlines the procedures for handling program activities. The signing of the master agreement by all relevant parties provides the legal framework for conducting activities encompassed by the program. The process for initiating an activity that is part of this program will consist of: 1) a request from one of the participating agencies, 2) a scope of work (short proposal) developed by ATAC, and 3) a signed addendum MPO Master Agreement Page 3 of 18

50 2.1. Activity Requests An agency may request a technical assistance activity by submitting a written request in accordance with this agreement. The request should include the following information: 1. Agency name and contact person 2. Nature of the work requested 3. Desired output (deliverables) 4. Time frame (desired start and completion date) 5. Available resources (budget) 6. agency/private entity participation 2.2. Activity Scope of Work Upon the receipt of a request in the proper form, ATAC staff will contact the requesting agency within 2 weeks and indicate if time/resources allow the completion of the requested work. ATAC will develop a Scope of Work (SOW) that will describe their approach in meeting the requested activity. The SOW will include the following: 1. Detailed description of work a. 51 2.4. Authorized Model Use The parties to this agreement recognize the importance of preserving the integrity of their respective travel demand models as well as the need for rapid turnaround on traffic forecasting for project development. Therefore, the following policies apply: 1. ATAC is designated as the entity responsible for developing, calibrating, maintaining, and updating these models per authorized requests. Modifications and use of the models will be performed by ATAC or MPO staff for their respective model. Any modifications to the models performed by consultants on behalf of the MPO s to support sub-area studies or LRTP s must be forwarded to ATAC to incorporate into the Base Model as requested by the respective MPO. 2. NDDOT, MnDOT (for bi-state MPO s), FHWA, FTA, MPO staff and MPO member units of government shall have full access to the models. Those entities have authority to directly request traffic forecasts from ATAC staff and respective MPO for specific projects or scenarios which do not involve modifications to the models input parameters. ATAC staff will process the request and supply the data to the requestor as rapidly as possible. ATAC will notify and supply the resulting forecasts to the respective MPO. ATAC shall direct all requests for model information from sources other than the identified planning partners first to the appropriate MPO and receive authorization from the appropriate MPO prior to releasing any information regarding the model. 3. No adjustments to any particular base case model will be made without the permission of the respective MPO. The respective MPO will have the authority to determine the current model and the authenticity of any other model for their specific area. a. Under no circumstances will any of the above parties release any MPO s travel demand model to any agency not listed above without permission from the respective MPO. All requests for using travel demand models currently covered by this agreement must be pre-approved by the respective agency and other third parties for use of that agency s model (i.e., parties to this agreement). 3. ORGANIZATIONAL PLAN 3.1. Steering Committee This program will be guided by a steering committee consisting of representatives from the participating agencies. Additional public agency or private sector representation may be considered upon approval of the steering committee. The committee provides guidance to the program priorities and assists ATAC researchers in developing annual work plans to serve the various agency needs. The steering committee will meet quarterly with two in person meetings at a location and date acceptable to participants along with two video conference meetings MPO Master Agreement Page 5 of 18

52 The steering committee will consist of the ATAC Director, the NDDOT Assistant Local Government Engineer and/or the NDDOT Planning and Asset Management Engineer, and the 3 respective MPO Directors. Any member can send a designee and additional representatives to the meetings. ATAC will facilitate the scheduling and agendas for all steering committee meetings. During the fall steering committee meeting, the steering committee will provide ATAC with work estimates to assist in budgeting staff time for the following calendar year. In addition to the partnering agencies, the steering committee will solicit participation/feedback from other technical groups, such as MnDOT s Traffic Demand Modeling Coordinating Committee. ATAC will be actively involved with MnDOT s Traffic Demand Modeling Coordinating Committee and inform them of our modeling efforts. At the spring meeting, ATAC staff will provide the steering committee with technical training and program updates consisting of one day intended to cover new concepts to be considered and advanced in travel demand modeling Internal Program Management The program will be internally managed at ATAC which will work on developing and supporting its activities. In addition to ATAC staff, expertise from other UGPTI researchers and faculty/students from NDSU departments will be utilized when needed. Key staff involvement from ATAC includes: Director Provide overall management for the program, including coordination with the steering committee, programming work activities, and allocating resources to the program. Travel Demand Modeler Perform technical aspects of the program. The position will be in charge of updating, maintaining, and running the travel demand models for the member MPOs. In addition, this position will supervise undergraduate/graduate student(s) that will assist in the modeling efforts. ITS Specialist Provide ITS support services to MPO s. Traffic Operations Engineer Provide traffic data collection and analysis as needed to support travel demand modeling and other specific studies. IT Administrator Provide database and server support for traffic data collection applications MPO Master Agreement Page 6 of 18

53 Undergraduate/Graduate Research Assistant(s) Assist the Travel Demand Modeler, ITS Specialist and Traffic Operations Engineer by providing data collection and data entry functions. In addition, this position will be used for verifying the various network elements of the travel demand models and traffic operations studies. Administrative Assistant Provide administrative support to the program. The position will primarily be responsible for maintaining accounting for the program, as well as assisting in correspondence with the steering committee and arranging committee meetings. NDSU s Sponsored Programs Administration will be responsible for approving all program activities as outlined in this agreement. This office is the authorized signatory for NDSU. 3.3 Quality Control/Quality Assurance (QC/QA) To ensure high quality service to the partnering agencies, several activities will occur, which include the following: 1. ATAC will employ an experienced Travel Demand Modeler on a full-time basis to perform the modeling services and supervise part-time staff. 2. ATAC will employ a full-time ITS Specialist to support MPO and NDDOT ITS requests. 3. ATAC will employ a full-time Traffic Operations Engineer to support related MPO requests. 4. ATAC will employ Undergraduate/Graduate Research Assistant(s) on a part-time basis for verifying various network elements of the travel demand models. 5. ATAC will adopt specific TDM based QA/QC procedures as presented in Attachment FUNDING ARRANGEMENT/BUDGET Funding for this program will consist of two main sources: participation fees and activity-specific fees Participation Fee Each of the four agencies participating in the program will contribute an annual base participation fee of $10,000. This fee will provide participants access to the information developed through the program activities and allow ATAC to develop the core program. The fee will be billed annually on or about November 1 of each program year and quarterly for the NDDOT Activity-Specific Fees Agencies requesting technical assistance activities will reimburse ATAC for work conducted under this program. The cost for these activities will be negotiated between the requesting agency and ATAC MPO Master Agreement Page 7 of 18

54 4.3. Facilities and Administration NDSU will retain the current F & A percentage rate (43.2%) of all program contributions. 5. Effective Duration Duration of the agreement will be three years, beginning October 1, 2015 through September 30, Cancellation/withdrawal policy Any party that wishes to withdraw from this agreement can do so upon submitting a written notice at least 60 days prior to the intended withdrawal date. 7. Appendices Appendix A and E of the Title VI Assurances and Appendix B, attached, is hereby incorporated into and made a part of this agreement. 8. Agreement Execution Each of the Parties to this Agreement represents and warrants it has authority to execute this Agreement. 61 ATAC Quality Assurance/Quality Control for MPO Travel Demand Models ATACs goal for its travel demand modeling (TDM) program is to provide the best reliable travel forecasts to its stakeholders using state-of-the-art practices and available data. All input assumptions, methodologies, and processes used in the models will be validated against ground truths and the state-of-the-art in modeling practices; model forecast outputs will be checked for consistencies and reasonableness; and model outputs, limitations, and outliers will be communicated to all stakeholders through technical memorandums and through the provision of output files in formats specified by MPOs and other stakeholders. To achieve this goal and to enhance the confidence, credibility and to provide reasonable and reliable forecasts, the following Quality Assurance (QA)/Quality Control (QC) checklist and procedures will be applied to all TDM projects ATAC develops for its stakeholders. The QA/QC checklist is not all-inclusive and is a minimum guideline that ATAC will use to assure TDM model outputs are reliable and consistent. This QA/QC will be amended for specific projects or scenarios if the need arises. The QA/QC document is divided into three main parts which are critical in providing reliable, reasonable and consistent TDM forecasts. These include: model parameters, model data, and model output. 1. TDM Model Input Parameters/Model Assumptions TDM Model input parameters are the mathematical relations that are applied to input data to generate a desirable output e.g. trip generation rates, BPR curves, gravity model equation etc. To ensure ATAC uses the most up-to-date input parameters, the following procedures will be applied: i. ATAC will use locally generated input parameters where available ii. ATAC will compare model parameters with previous studies, parameters from studies from similar geographic/socioeconomic areas, and from credible national data from sources such as FHWA and ITE iii. ATAC will document any new assumptions that are project specific and communicate them to stakeholders for approval iv. ATAC will document all model parameters, differences from previous studies, limitations, and communicate this information to its stakeholders for review v. ATAC will propose local data collection efforts that will improve on TDM forecasts vi. ATAC will have a minimum of two staff review all model scripts for accuracy. In addition, ATAC will provide the model to consultants or other peer reviewers to check for scripting accuracy upon proposal by the MPOs. The individual model review proposal will contain an optional task and budget for peer reviews requested by the respective MPO MPO Master Agreement Page 15 of 18

62 2. TDM Model Input Data Model input data are a critical part in TDM forecasts and any errors in the input will be propagated in the output resulting in unreliable forecasts. Two main model data are used in all TDM - network and socioeconomic data. In addition, data that is used for validating and calibrating TDM models are crucial in providing credible forecasts. ATAC will implement the following procedures to ensure model input data are accurate: i. Network Data a. ATAC will have a minimum of two staff formally review all network changes b. ATAC will use the aid of all additional data e.g. most recent aerial photos, on-line maps, DOT/MPO information, and approved network improvement to formally review all network changes c. ATAC will conduct a random review of several links on the network with well-known and documented network attributes to guarantee accuracy d. ATAC will implement an automated process in the TDM software that will check for differences between network changes and a baseline network e. ATAC will provide updated networks to stakeholders for review and comments before models are run f. ATAC will communicate with stakeholders and document the different network scenario assumptions that need to be integrated into the baseline (base year or future year) g. ATAC will communicate with stakeholders periodically and provide them with the most up-to-date networks ii. Socioeconomic Data a. ATAC will have a minimum of two staff members verify socioeconomic data changes b. ATAC will compare and communicate to stakeholders all socioeconomic data differences between current and baseline/ previous model c. ATAC will check any changes in TAZ structure to ensure it meets preset guidelines and communicate this information to stakeholders iii. Data Used for Calibration/Validation a. ATAC will have a minimum of two staff verify ADT counts on the networks b. ATAC will do a random comparison of at least 20 different ADT count locations and compare with previous ADTs for consistency c. TDM Model Outputs and Documentation Model output is the final and most important piece in TDMs since it is used by stakeholders to make the decisions that necessitate the creation and development of TDMs. To ensure that each model output is consistent and reliable, ATAC will implement the following QA/QC procedures. i. All base year model output developed by ATAC will be validated against preset criteria based on national and local guidelines or project specific guidelines ii. A minimum of two staff will check all model output for inconsistencies and outliers and compare each scenario with baseline scenarios, document the model output differences and provide this information to stakeholders iii. ATAC will provide model output in formats preset by stakeholder for each project iv. ATAC will provide a written technical memorandum for each project detailing the model input, model output, parameter changes, comparison to baseline output, any outliers, explanation for these outliers and steps taken to address them v. Technical Memorandum will be reviewed by ATAC for technical accuracy and content by a minimum of two ATAC staff vi. 64 ATAC Quality Assurance/Quality Control for ITS Architecture ATAC assisted the ND MPOs in creating their original Regional ITS Architectures (RA) in Further, the RAs have been updated based on recommendation from FHWA and request from the MPOs via addenda to the Master Agreement. In order to increase confidence in the accuracy and the validity of each RA, ATAC follow a Quality Assurance (QA)/Quality Control (QC) process that falls under two parts: methodology, and data checking. 1. RA Development Methodology ATAC will continue to follow a methodology that consists of maintaining a knowledge base of the latest ITS and architecture changes between updates, and promoting stakeholder engagement and review during updates. Specifically, the following procedure will be applied: i. ATAC will monitor development on the National ITS Architecture, which is the source for RA development, and ensure the RAs compliance with the national architecture; ii. ATAC will monitor development on the Turbo Architecture software (Turbo) and ensure that each RA update uses the most up-to-date version of Turbo; iii. ATAC will continue to engage the FHWA ND Division s ITS Engineer in RA development to ensure compliance with the latest FHWA guidelines; iv. ATAC will continue to follow an iterative approach to RA development. The approach relies on continuous feedback from the stakeholders, and refinements on the RA by ATAC which are again presented for stakeholders review until consensus is reached; 2. RA Data Check and Report Generation ATAC will continue to follow a process that reviews the accuracy of data entered into the Turbo database and the outputs generated using Turbo to ensure it reflects the regional needs. Specifically, the following procedure will be applied: i. ATAC will have a minimum of two staff review and verify the inventory of elements and their correspondence to stakeholders; ii. This effort compliments similar work done for Clay County, Minnesota that was approved in August of 2015 by the Metro COG Policy Board. While there have been periodic updates to individual facilities, a comprehensive update to the Cass County network has not been completed since As such, and due in large part to the substantial growth in areas of the county, many roadways on the network need to be revised in order to ensure Metro COG and jurisdictions within Cass County are able to identify those facilities most critical to the efficient movement of traffic in the area. Many local jurisdictions have and use local classification systems that meet the specifications of local code or requirements. The FFC is a separate system that is developed with criteria created by the Federal Highway Administration (FHWA). The FFC is crucial in helping to define the role of roadways along the transportation network and is used to determine which facilities are eligible for funding under the Federal-aid program. Attachments 5-A and 5-B are the draft FFC network maps for Cass County and the Fargo metropolitan area, respectively, and Attachment 5-C contains a table listing the alterations to the system, the mileage affected, and the reason for the adjustment. The draft network was developed using guidance from the FHWA as well as the North Dakota Department of Transportation (NDDOT) and used multiple data sources including traffic count data, roadway attribute data, and the most up-to-date aerial photography in order to properly classify each roadway. Data that was created as part of Metro COG s Southwest Metropolitan Transportation Plan was also used in the rapidly-changing area south of the current urbanized area. Metro COG staff requests that TTC representatives carefully review the draft FFC network maps and distribute to relevant staff within their organizations. 73 Attachment 6-A Draft Scope of Services for Incident Management Plan This RFP provides for the tasks necessary to assist Metro COG and local stakeholders in the development of a comprehensive, coordinated Traffic Management Plan for the freeway system in the Fargo-Moorhead metropolitan area. Outlined below is the scope of work that will guide development of the Alternate Routes/Traffic Incident Management Plan for the Fargo-Moorhead Metropolitan Area. Metro COG has included the following scope of work to provide interested consultants insight into project intent, context, coordination, responsibilities, and other elements to help facilitate proposal development. At minimum, the consultant shall be expected to establish detailed analysis, recommendations and/or deliverables for the following tasks: Task 0 Project management Task 1 Project Development and Planning Task 2 TIM Plan Development Process Task 3 Complete TIM Plan Task 4 Training Task 0 Project Management This task involves activities required to manage the project including staff, equipment and documentation. It also includes the preparation of progress reports, documenting travel and expense receipts, preparing and submitting invoices and, if required per contract, maintaining a project website. Participation in monthly progress meetings with Metro COG and preparation of agenda and keeping minutes for these meetings is included. Task 1 Project Development and Planning This task involves activities required to research and develop a detailed plan for the traffic incident management planning effort. It is anticipated the consultant will meet with local stakeholders and the North Dakota and Minnesota Departments of Transportation for input into the necessary steps for this planning effort. The output of this effort will be a detailed action plan for the development of the comprehensive, coordinated TIM plan, with emphasis on an alternate routes plan. This may include, and not be limited to: Identifying additional Fargo-Moorhead area incident management stakeholders; Identify incident management and ITS resources available; Identify and develop recommendations for overcoming agency institutional issues; Identify alternate routes which minimize conflicts (e.g. left turns, deficient bridges, height and width restrictions, railroad crossings, school zones, hospitals, etc.) Identify issues as would be presented by local or regional flooding;

74 Identify and develop recommendations for implementing the incident management plan; Developing innovative and out-of-the-box recommendations for the TIM plan; and Determine capital and operational costs, including personnel equipment, training and other associated costs required to maintain an effective TIM program. Task 2 TIM Plan Development Process This task involves all the activities required to obtain the necessary stakeholder input for the development of the comprehensive and coordinated TIM plan. It may include, and not be limited to: Setting up stakeholder meetings and workshops, as determined by the approved planning process; Sending out meeting invitations and other steps to assure the necessary stakeholder participation; Address all other necessary preparations for stakeholder meetings (e.g. arranging for meeting locations, preparing presentation materials, providing necessary presentation equipment and tools, etc.); Facilitate the discussion at stakeholder meetings; Document meeting progress and input and communicate that information with appropriate parties; and Perform the necessary steps between meetings, consistent with the approved action plan, so that progress is maintained for the accomplishment of the final TIM plan. Task 3 Complete TIM Plan This task involves activities and resources required to develop the Drafts and Final Traffic Incident Management Plan, in both electronic and hard copy formats. The consultant will produce a total of three (3) drafts of the TIM plan for review and input and a Final TIM for presentation and distribution to the stakeholders, Metro COG Transportation Technical Committee and the Metro COG Policy Board. 78 Development of FM Ride Source The FM Ride Source Directory provides the metropolitan area of Fargo and West Fargo, North Dakota and Moorhead and Dilworth, Minnesota with a list of transportation services primarily for people with disabilities and people over age 60. All of the transportation services, including private transportation providers and government supported transit, are available to the public. This information is also available at The FM metropolitan area is a regional medical center and a hub of human and social services. The population needing access to these services is growing and transportation is an important part of living independently. This directory is designed to make it easier to find all of the specialized transportation options in one place. FM Ride Source was first printed in 2010 in place of the Directory of Transportation Services published annually by Fargo-Moorhead Metropolitan Council of Governments (MetroCOG) since This is a joint mobility management project of Fargo-Moorhead Metro Area Transit (MATBUS) and MetroCOG. MATBUS is jointly operated by the Cities of Fargo and Moorhead.
