This policy applies to all U.S. military members, and U.S. civilian employees (where applicable) assigned to, visiting, or performing temporary duty (TDY) at the 31st Fighter Wing (31 FW), Aviano Air Base, Italy (including tenant organizations, Reservists and Air National Guard members on Title 10). All military personnel, (regardless of branch of service or component), permanently assigned, attached, TDY, or on leave in Italy are subject to the articles of the U.S. Republic of Italy Status of Forces Agreement (SOFA), and the Uniform Code of Military Justice (UCMJ). Any conflict between this document and formally promulgated instructions, regulations, or other such orders is to be resolved in favor of the instruction, regulation, or order. Commanders at all levels are responsible for the application of and compliance with this instruction. Refer recommended changes and questions to this publication to the Office of Primary Responsibility (OPR) using the AF IMT 847, Recommendation for Change to Publication; route AF IMT 847s through the appropriate chain of command. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with Air Force Manual (AFMAN) , Management of Records, and disposed of in accordance with the Air Force Records Disposition Schedule (RDS) located in Air Force Records Management System (AFRIMS):

Commander s Responsibility. Commanders ensure all newly assigned members to their units review the Community Standards within 30 days of their arrival. 2. Customs, Courtesies and Conduct. Failure by military members to obey (the mandatory provisions in this paragraph (or section)) is a violation of Article 92 of the UCMJ We are guests in Italy. All members of the Aviano community, to include any family or guests, are subject to Italian law. Our conduct on and off-duty is extremely important to U.S.-Italian relations. All Airmen, DoD civilians, and family members are expected to behave in a manner that reflects positively on the United States Air Force (USAF) and our Nation. U.S. service members will execute appropriate customs and courtesies to all Italian Air Force personnel. This includes paying the proper respect for the Italian Flag and Anthem during retreat. Members in uniform must come to attention and render the appropriate salute during the playing of both the Italian and American Anthems. All members in civilian attire should stand quietly and face the music or flag until the last note of the American Anthem is played. It is customary for members in civilian attire to place their right hand over their heart during the playing of the American National Anthem All Airmen, sister service members, DoD civilians, and dependents are prohibited from: Acting in a manner that reflects poorly or unfavorably upon the United States of America Exhibiting disrespectful or derogatory action/conduct or speech directed toward any individual Using foul and/or obscene language or being loud and obnoxious in public in such a manner that brings unfavorable attention on the military member or the United States of America Wearing offensive or profane clothing, including hats, and/or accessories with slogans that are offensive or could be interpreted to be offensive, or which contain words that are considered to be obscene or inappropriate. Offensive is defined as profanity, pictures or phrases that are sexual in nature, reference to drug use, or racial slurs Displaying or affixing obscene, profane bumper stickers or emblems on privately owned vehicles Sleeping in a club, bar, restaurant or other public place due to intoxication Punching, hitting, kicking or otherwise striking/damaging any public or government property. This includes any Italian campaign posters Littering on or off-base.

3 AVIANOABI JUNE Personal Protective Equipment. Failure by military members to obey (the mandatory provisions in this paragraph (or section)) is a violation of Article 92 of the UCMJ. All personnel who ride bicycles, skateboards, in-line skates, roller blades, etc., must wear the approved protective equipment IAW AFI , US Air Force Traffic Safety Program and AABI , Motor Vehicle Traffic Supervision. Additionally the wear of knee, wrist and elbow pads is highly encouraged for all roller blades, roller skaters and skateboarders. 4. Fitness and Safety. Failure by military members to obey (the mandatory provisions in this paragraph (or section)) is a violation of Article 92 of the UCMJ To provide maximum protection for personnel participating in physical fitness activities, such as running, jogging, riding bicycles, skateboards, in-line skates, roller blades, etc., in a traffic environment (roads and streets), personnel in civilian attire are highly encouraged to wear brightly colored upper outer-garments during the day and a reflective upper garment during the night. A reflective safety belt or vest should be worn as part of the upper outergarment during the hours of darkness Personnel who run in formation on the Area F perimeter road will have road guards wearing reflective vests positioned in the front and rear of the formation and will run with the flow of traffic. During the hours of darkness, road guards will carry and use flashlights to alert vehicle operators of their presence All personnel riding a bicycle, rollerblading or running in military formations on Aviano Air Base roadways will do so with the flow of traffic Individual joggers and walkers, running on roadways, will conduct their exercise activities against the flow of traffic in single file Personnel will perform exercise or physical activity in appropriate areas and will avoid runway intrusions or becoming a hazard to flight line activities. 5. Visitor and Escort Policy (Non-DoD ID Cardholders). Failure by military members to obey (the mandatory provisions in this paragraph (or section)) is a violation of Article 92 of the UCMJ In accordance with (IAW) DoDD , DoD ID cardholders must comply with local policy when escorting non-dod ID cardholders (U.S. or foreign nationals) onto the installation. Contact the local Office of Special Investigation (OSI) or the 31 SFS Visitor s Center or contractor s gate for specific requirements Unless accompanied by their sponsor, DoD ID card holders under 18 years of age and high school students are prohibited from visiting the Aviano single unaccompanied dormitories. 6. Local Area Off-Limits Establishments. Failure by military members to obey (the mandatory provisions in this paragraph (or section)) is a violation of Article 92 of the UCMJ. The 31 FW/CC reserves the right to designate off-limits establishments as needed to maintain discipline, health, morale, safety and welfare of assigned service members and families. Members who enter off-limits areas or establishments are subject to the actions under the UCMJ.

Failure by military members to obey (the mandatory provisions in this paragraph (or section)) is a violation of Article 92 of the UCMJ Roads and areas off-limits to all Government Motor Vehicles (GMV): Via Menegoz: the road behind Area D between Area E and the railroad underpass From the railroad underpass and Via Garibaldi (the serpentine road leading to the roundabout by Aviano Inn) Via Sacile in Aviano, the left hand turn before the traffic light at the grey mall Roads north of mountain highway including those leading to Piancavallo, Barcis and Mezzomonte Via Pedemonte: the road leading to the mountain highway (accessed by turning left out of Area 1) The town of Castello di Aviano and all roads leading into this town Exemptions to off-limits roads and areas: Emergency response vehicles (law enforcement, medical and fire response) and GMVs conducting official business may proceed on off-limits roads and through the underpass only when responding to emergencies or as directed by 31 SFS Emergency Communications Center DSN Emergency response vehicles performing normal transit between Areas 1 and 2 and the flight line will adhere to the above policies and use the main road through Aviano. Command and Control vehicles may operate on off-limits roads and through the underpass at the discretion of unit commanders The 31st Civil Engineer Squadron (31 CES) Housing Flight is exempt in entirety from this policy for the purpose of local housing acquisition and inspection Armed Forces Network (AFN) for transmitter servicing and film shoots only Traffic Management Office (TMO) for the purpose of quality control visits during household goods inspections TDY personnel who are lodged north of mountain highway may use their GMV to drive to their lodging site (i.e., GMVs may be used for transport to lodging at Hotel Prata Plana on the road to Piancavallo) Public Affairs photographers/videographers for the purpose of documentation, especially during alert response Outdoor Recreation (ODR) and Aviano Youth Programs (AYP), 31 FSS, may traverse the Piancavallo and Barcis off-limits roads to conduct sponsored ODR/AYP trips and programs. 8. Dress and Appearance. Failure by military members to obey (the mandatory provisions in this paragraph (or section)) is a violation of Article 92 of the UCMJ The following have been authorized IAW AFI , Dress and Appearance of Air Force Personnel:

5 AVIANOABI JUNE The sage green fleece is authorized in all facilities from 1 October through 1 May and must only be worn over the ABU blouse. It is not authorized to be worn solely over the t-shirt, thermal underwear or other undergarments Watch caps (black and sage green) may be worn outside from 1 October through 1 May when wearing authorized outer garments or physical training uniforms (PTU) Coveralls for Transient Alert (TA) Blue coverall or jumpsuit is authorized for TA personnel. Brightly colored cloth accouterments will be worn; placement of the MAJCOM patch will be centered on the right breast pocket; wing patch will be centered on the left breast pocket; and unit patch will be placed ½ inch above nametape and centered above the right breast pocket inch x 4-inch US flag will be worn on the wearer s top left sleeve with flag centered top to bottom when arm is bent at 90 degrees inch x 4-inch Italian flag will be worn on the right sleeve in the same manner as above inch x 8-inch oval TA patch centered and sewn on back. Patch will have Italian flag background, F-16 straight-on view, and 2 blue stars. The words Transient Alert embroidered on top, Follow Me below F-16 and Aviano Air Base, Italy along the bottom all capitalized Tan crew neck T-shirt worn underneath TA uniform or morale T-shirt is allowed on morale days Watch caps (black or sage green) may be worn with the TA uniform as indicated in para APECS (all-purpose environmental clothing system) and IRS (improved rain suit) may be worn with the TA uniform IAW, para / /6.1.9./ Off-Base Uniform Wear: All military members assigned to Aviano AB are restricted from wearing military uniforms to include PTUs, outside secure military installations with the following stipulations: Members are authorized to wear uniforms off-installation while attending a host nation event in an official capacity or to execute mission-related operations, training, and exercises. If any of these events involves 30+ personnel, Threat Working Group coordination and 31 FW/CC approval are required via esss Members are authorized to wear uniforms during domicile-to-duty travel and travel between areas of Aviano AB via private, government, or rental vehicle. Members are encouraged to conceal or remove their uniform during transit Convenience stops (e.g., restaurants, stores, off-base post office, etc.) in uniform are not authorized. Members are authorized to stop for fuel at fullservice stations as long as they remain inside the vehicle.

6 6 AVIANOABI JUNE Unless an emergency arises, exiting the vehicle in uniform off-base is prohibited Members will not wear uniforms while commuting via motorcycle, bicycle, or as a pedestrian Members will not wear uniforms while using host nation public transportation or taxi services Members will not wear uniforms to accompany children to off-installation bus stops. Junior ROTC cadets will also not wear uniforms at off-installation bus stops Members residing in off-installation temporary lodging will not wear uniforms in public areas The waiver authority for off-base uniform wear is the 31 FW/CC and specific questions regarding uniform wear and force protection shall be directed to the 31 SFS Antiterrorism Office. 9. Consumption of Alcoholic Beverages and Open Containers. Failure by military members to obey (the mandatory provisions in this paragraph (or section)) is a violation of Article 92 of the UCMJ The legal drinking age on base is 18 years of age Glass bottles are prohibited at all outdoor events on base Military personnel, civilians, and family members will not bring alcoholic beverages to military affiliated functions where alcohol will be sold (e.g., 31 FSS sponsored events, etc.) You may only consume alcoholic beverages on base within facilities authorized to serve alcohol, picnic areas, dormitories and housing units, and at squadron or wing events (such as hail and farewells, birthdays, 31 FSS-sponsored social and sporting events) You may not walk to and from events, buildings, facilities, etc., while possessing an open alcoholic container, including, but not limited to, an open glass or plastic bottle, can or cup. You may not enter or leave the base while possessing an open alcoholic container FW/CC may restrict or prohibit the sale, purchase, possession, or consumption of alcohol during wing exercises and inspections, or when required by military necessity. 10. Canvassing, Soliciting, and Peddling Among Employees. Failure by military members to obey (the mandatory provisions in this paragraph (or section)) is a violation of Article 92 of the UCMJ. Canvassing, soliciting, or peddling among employees during working hours or in federal facilities is not allowed except for officially approved events, e.g. Combined Federal Campaign. However, this does not preclude office collections for fellow workers or passive activities such as "For Sale" notices on unit bulletin boards. This restriction does not apply to conducting labor organization membership drives during lunch periods or after duty hours. For other restrictions that involve commercial solicitation and sales to subordinates, refer to the Joint Ethics Regulation.

7 AVIANOABI JUNE Leave and Travel Policies. Failure by military members to obey (the mandatory provisions in this paragraph (or section)) is a violation of Article 92 of the UCMJ Leave and pass management are the unit commander s program. IAW AFI , Military Leave Program, is mandatory All active duty Airmen assigned to the 31st Fighter Wing shall provide notification to their supervision prior to leaving the country of Italy, whether on a pass, leave, or in another status. Notification must be provided prior to the member departing their duty location. For enlisted members, provide notification to the first senior noncommissioned officer or commissioned officer in the member s chain of command. Officers will notify their immediate chain of command supervisor. In the event the above are not available, members will notify the next higher person in their chain of command The travel notification requirement does not replace a member s duty to obtain a force protection brief from security forces personnel before visiting certain countries. 12. Ration Control. Failure by military members to obey (the mandatory provisions in this paragraph (or section)) is a violation of Article 92 of the UCMJ The purpose of the Ration Control Program is to help prevent black marketing, detect violators, and to ensure the availability of duty-free goods to all authorized patrons. Black marketing is the act of reselling duty-free goods purchased in a duty-free facility to persons not authorized to purchase duty-free goods. Black marketing is a criminal offense punishable under the UCMJ as well as Italian customs laws. Rationed items (fuel, tobacco, and liquor) and designated electronic or other goods that may be controlled under Service or local regulations shall not be transferred to individuals who are not eligible for tax-free goods; however, non-rationed tax-free items may be transferred if they are considered a bona-fide gift and the value is less than 50 dollars Purchasing for individuals not authorized to use Army and Air Forces Exchange Services and the Defense Commissary Agency is also considered black marketing. 13. Pet Owners Policy. Failure by military members to obey (the mandatory provisions in this paragraph (or section)) is a violation of Article 92 of the UCMJ. Each member assigned to Aviano AB, adopting, or purchasing a pet must register their pet(s) with the Aviano Veterinary Treatment Facility (AVTF) no later than 30 days after arrival, adoption or purchase. In addition, all dogs, cats and ferrets must be micro-chipped. If the pet has not been fitted with a microchip, the member will accomplish micro-chipping within 30 days of arrival, adoption or purchase. If member places the pet up for adoption or sale, they must notify the AVTF immediately of the pet s transfer to new ownership. If deceased pet, contact vet clinic for further instructions. 14. Base and Community Appearance and Recycling. Failure by military members to obey (the mandatory provisions in this paragraph (or section)) is a violation of Article 92 of the UCMJ Base Appearance Aviano Air Base is our community and a reflection of the United States Air Force. All personnel are expected to police the installation to keep our community as presentable as possible. It is everyone s responsibility to ensure refuse and recyclable materials are disposed of properly in clearly marked containers around our facilities and

8 8 AVIANOABI JUNE 2017 throughout the base. Facility managers will ensure that all areas within 50 feet of their facilities are kept clean and in accordance with base appearance standards. Additionally, all units assigned on Aviano Air Base will be assigned sectors which will be maintained on a monthly basis. The 31 CES will maintain the map and the 31 FW/CCM will be the POC for the wing Trash and Recycling in the Community In Italy, recycling is required by law and non-compliance may result in fines. At home, separate trash in accordance with community rules. Each community in the region has different recycling requirements and each town has specific guidelines for recycling. Trash bins designed for glass, cans, plastics, paper, cardboard, wet waste and nonrecyclable dry waste are placed either throughout each community or you are given individual containers to separate the wastes. Bringing personal items on base for the intent of disposal is prohibited. Information specific to your community is posted at For details on maps indicating the nearest ecological platform where you must take items not collected at the curb please contact off-base recycling. This list includes but is not limited to: large bulky items to include large pieces of cardboard or plastics that do not fit in your curbside container; automotive tires/batteries/oil; cooking oils; household appliances; electronics; lawn clippings; plastic outdoor furniture, etc. Disposal can be coordinated through the community recycling liaison office by calling Ecological platforms are not allowed to accept non-recyclable dry waste or wet waste; you have to dispose of these items in the appropriate containers provided by the communities Dormitory residents are allowed to dispose of their waste at the Base Recycling Center by showing the operator their room key as proof of the base residency Waste can only be disposed of in your community and only at your community ecological platform. It is illegal to bring and dispose of waste on Aviano AB IAW Environmental Italian Law, Legislative Decree (D.Lgs.) 152/2006 and Municipality Dispositions. Dumping trash outside of designated trash collection and recycling areas is illegal and punishable under, Abandonment of Waste, Art. 255 of the Italian Legislative Decree. Italian law states that a violation of community trash disposal policies, by abandoning, dumping, and discarding, waste and other unwanted items, is punishable by a fine of 300 to Fireworks. Failure by military members to obey (the mandatory provisions in this paragraph (or section)) is a violation of Article 92 of the UCMJ. For safety purposes, all personnel assigned, attached, or TDY to Aviano Air Base are prohibited from possessing, purchasing, selling, distributing, or detonating fireworks. 16. Privately Owned Weapons. Failure by military members to obey (the mandatory provisions in this paragraph (or section)) is a violation of Article 92 of the UCMJ. U.S. privately owned weapons are not allowed in Italy. Privately owned weapons include but are not limited to: handguns, shotguns, and rifles. Additionally, local area law does not normally permit usage and open carry of airsoft and paintball guns in public places. However, there are requirements identified by local Italian laws that require paintball guns and airsoft guns to be limited to in

9 AVIANOABI JUNE muzzle velocity power to a level of 7,5 joule or less. Additionally, this requirement is typically met when the manufacturer or importing entity certifies to the Italian government that the equipment has been tested and does not exceed the power restrictions imposed by Italian law. 17.
