2 BB and Airsoft Guns FYI.. Over the past several years, the Chapel Hill Police Department has received a number of reports related to the use of Airsoft rifles and pistols. Some incidents involved subjects shooting Airsoft pellets against the sides of homes and shooting across neighborhood streets at each other. Many of the incidents were frightening to those who observed them as the Airsoft weapons are very realistic models of actual handguns and rifles. These incidents have raised questions regarding the regulation of Airsoft Guns within the town limits of Chapel Hill. These regulations can be found in Chapter 11 Section 6 of the Town of Chapel Hill Code of Ordinances: Sec Discharge of firearms, BB guns. It shall be unlawful for any person, other than a law enforcement officer acting in discharge of his duties or a resident acting in defense of his own property, to discharge any gun, rifle, air rifle, BB gun, pistol or firearms of any description, within the town limits, except that, upon written permit given by the chief of police, an air rifle or BB gun may be used by a resident for the purpose of shooting squirrels or other predatory wild animals while said animals are on the property of said resident. Violation of this section shall constitute a misdemeanor and each violation is punishable by a fine of up to five hundred dollars ($500.00) or imprisonment for not more than thirty (30) days. The Chapel Hill Police Department encourages anyone who witnesses this, or any other type of suspicious or illegal activity, to report those incidents by calling

3 BARS Training Upcoming B.A.R.S. Training The Chapel Hill Police Department along with North Carolina Alcohol Law Enforcement Division would like to invite you and your employees to attend a Be A Responsible Server Program (BARS) for sellers and servers of alcoholic beverages. The purpose of this training is to familiarize new and veteran employees of ABC outlets with alcohol laws and regulations. This training will specifically deal with sales to underage, fraudulent identifications, sales to intoxicated persons and general ABC laws and regulations. The training is free of charge and you do not have to register before the class. The class schedule is listed below. The classes begin at 7:00 p.m., and end at approximately 9:00 p.m. Should you have any specific training requests or needs please contact Lt. 6 Annual Awards Ceremony Chapel Hill Police Awards Ceremony On January 31, 2012, the Chapel Hill Police held its annual Awards Ceremony in the Town Council chambers at Town Hall. The following employees were recognized for their outstanding contributions to the police department and the community: Employee and Officer of the Year: Awarded to an employee recognized by other employees for overall accomplishment, service and dedication as well as relationships with co-workers and the public. The 2011 recipients were Robert Reynolds - Technical Services and Officer Stephen Slagle Patrol Division. Meritorious Conduct Award: Awarded to those who provide outstanding and exemplary service in the performance of difficult and/or dangerous police operations. The performance must have been such as to merit recognition of key individuals for service rendered in a clearly exceptional manner. The 2011 recipient was Officer Preston Oppegard. Life Saving Award: Awarded to any employee who rescues or endeavors to rescue another person from any potentially fatal situation, or to any employee who renders emergency, lifesaving first aid. The 2011 recipient was Officer Eric Dallin. Medal of Valor: Awarded to an employee who, while serving in an official capacity, distinguishes themselves by acts of bravery in the face of danger. The act must be of such a nature that the employee was fully aware of the imminent threat to their personal safety. The 2011 recipient was Officer Terrence Fearrington. Medal of Honor: Awarded to any employee who, while serving in an official capacity, distinguishes themselves while defending others from armed and/or extremely dangerous suspect(s). The act must be such that without it, there would have been loss of life. The 2011 recipient was Officer Preston Oppegard. The Herman Stone award is named for Chief Herman Stone, who served here as Chief of the Chapel Hill Police Department from Chief Stone was renowned for his relationship with the community and this award commemorates Chief Stone s service. The characteristics of the award recipient are commitment to service, commitment to the values of fairness and respect for the individual, loyalty to the agency and to the community, and a demonstrated desire to serve people. This year s recipient was a team that is doing amazing things for the young people in our community: John French Human Services and Officer Kenny Lennon Community Services. Together, they have mentored a number of our local youth in variety of ways. During the summer months, and in collaboration with Chapel Hill Parks and Recreation, they coached and conducted Friday Night Basketball each week and ended the summer with a banquet for the participating players. They have continued to run the Visions program, which meets regularly with middle-school students as a support system during the school year. Group members are selected by recommendations from school resource officers, guidance counselors, and concerned parents. The group has 50 participants this year and the goal is to encourage and assist them to achieve great things in the classroom. They accomplish those goals by teaching weekly workshops and through educational and recreational field trips, tutoring, and community service projects. In February, the Visions group, in partnership with Chapel Hill Parks and Recreation, took campus tours of UNC-Pembroke and Fayetteville State University. Fifteen students attended each visit. In March, Visions took 15 students to the CIAA high school and middle school day. Over 2,000 students across the state participated in this event. The high school students were able to apply for colleges on the spot and 2 of our participants were accepted to Shaw and Saint Augustine from participation in this event. The middle school students learned about NASA and the opportunities they have for African American college graduates, and they learned about similar opportunities with NASCAR. We are proud to share the accomplishments of our employees.
