2 Current MSA Gaps Training No training plan is in place (either a formal course or on the job training). Information sharing in the interagency arena requires specific procedures that differ from (military) communication standard procedures. Newly developed (NATO) MSA policy & procedures and adjusted technology should formally and systematically be educated and trained to ensure performance continuity and achieve operational effectiveness. Education & Training & Exercises are institutional and organizational

3 Current MSA Gaps Training MSA is not part of Navies traditional training Majority of the staff don t have previous experience National training centers are not yet covering this requirement Not enough training centers Legal issues/implications are not clear/part of training program Local specialties/knowledge is lacking Joint SA not covered

4 Current MSA Gaps Training HUMINT aspect is not considered Exercises are not addressing MSA directly Other agencies and merchant shipping needs training as well even bigger problem LL/LI are not available to improve training Different systems require specific training Cyber vulnerabilities are not addressed sufficiently New threats needs to be addressed cyber, environment, underwater, etc.

5 Capability Needs & Requirements Training Train and exercise MSA (practices for info sharing) Develop & coordinate a training plan (courses/on the job training) Increase training centers Develop a comprehensive training program to include standards, procedures, legal, intell, HUMINT, new threats and joint SA A Maritime Standing Task to maintain the network through exercises National exercise should be used for capability based training Exercises to include inter-agency and non-nato partner participation Development and use of Synthetic Exercises and Training Exercises to be used to improve interoperability and standardization On the spot exercise & training Optimize and include LI/LL to the training programs

Material Decreasing terrestrial sensor information MSA about small ships at sea (<300ts) caused by insufficient, shrinking number of sensors available at sea; platform centric data gathering MSA identification primarily relies on AIS; limited capability for positive identity verification -challenges such as dhows that are not carrying AIS Little use of space-based sensors

10 Current MSA Gaps Material No political motivation exist to provide assets and other resources to collect and disseminate information. No action plan for sharing and optimization of all available resources (satellites, coastal radars, military assets,...). Technical difficulty in interfacing the systems. Maritime communication architecture needs to be enhanced to a Maritime Mission Network to enable stakeholders effectively participate in MSA/MSO. The sensor based network must be enhanced by satellite based AIS and radar, as well more associated support units and the regular participation of airborne assets (AWCS and MPA) and UAVs.
