GRADE: O3-O4 BILLET: Regional JA LOCATION: Newport, Rhode Island LOC BILLET DESCRIPTION: Marine Judge Advocates in this billet are responsible for providing legal instruction to a wide array of students at the Naval Justice School ("NJS"). The USMC IMA Det, RLS, supports the fulltime staff at NJS by teaching classes in the fundamentals of military justice, relevant civil law to include legal assistance, operational law and trial advocacy. These classes are taught to junior, mid-level and senior judge advocates from all branches of the military, senior USN and USMC line officers, and USMC legal clerks. Responsibilities also include the preparation of course materials. The vast majority of drills are required to be performed Monday-Friday. All members of the RLS are required to complete the Government Travel Credit Card (GTCC) Training within two weeks of joining the RLS and to apply for and use a GTCC for official travel involving orders. Duty location would be at the MARSOC HQ, Stone Bay, Camp Lejeune, NC. The HQ is physically located in Sneads Ferry, NC, adjacent to the beach-town of North Topsail Island, and is close to Wilmington, NC, an excellent location for AT and longer drills. The Reserve ASJA would assist the SJA in advising the Commander, Staff, and 9 MSC Commanders on the full spectrum of MARSOC activities to include operational and international law matters, intelligence oversight, administrative and civil law matters, military justice, Special Operations Forces Peculiar issues, and coordination with geographic combatant commands across the globe, theater special operations commands, SOCOM,

The ASJA will also assist in pre-deployment training for special operations and enabling support personnel in authorities, rules of engagement, laws of armed conflict, human rights, applicable status protections (e.g. SOFA), fiscal (e.g. CERP) and ethics, amongst other things. MARSOC will accept applications for 4 to 12 months of ADOS/active duty. MARSOC will be flexible on duration. 8 BILLET: Fiscal Law JA LOCATION: Pentagon, Washington, DC BILLET DESCRIPTION: Billets within the Reserve Trial Judiciary Branch of the Reserve Legal Services Support Section (JRS): Trial Judge 0-6, Trial Judge 04-05, and Appellate Judge 0-6. The Military Judges Course, at The Judge Advocate General s Legal Center School, commences 15 April 2013 and we need sufficient time to conduct a selection board, secure funding from MFR, and prepare orders. ELIGIBLE PERSONNEL: 1) Judge Advocates successfully screened by the 2012 and 2013 Judicial Screening Boards. 2) Judge Advocates previously certified pursuant to UCMJ Article 26(b) and have served as Trial or Appellate Judges within the past 5 years. 3) Judge Advocates currently serving as Trial Judges in the JRS Trial Judiciary Branch. Duties include legal research and writing, advising and assisting the Associate Counsel for the Commandant, and performing the duties of the Associate Counsel for the Commandant during drills and AT, particularly in the absence of the Associate Counsel for the Commandant. The position supported is responsible for supporting all Headquarters Elements of the USMC on all procurement, competitive sourcing, and fiscal law matters. Reserve JA will serve in the billet of this Associate Counsel during periods of unavailability and otherwise assist in the execution of duties throughout the

This Associate Counsel for the Commandant is responsible for advising senior uniformed and civilian personnel at Marine Corps Headquarters and installations on legal matters pertaining to the Marine Corps land use and environmental compliance responsibilities including: the requirements of federal property acquisition and disposal laws (including BRAC), land use planning statutes (including the National Environmental Policy Act), natural and cultural resource laws (including the Endangered Species Act, the National Historic Preservation Act, laws relating to Native American protections, and the Migratory Bird Treaty Act), and environmental compliance statutes (including the Clean Water Act). The position supported also participates in oversight and guidance of the Marine Corps property acquisition and disposal efforts, land use planning program (including AICUZ), and natural and cultural resource management programs. Finally, the position supported participates in negotiations on behalf of the Marine Corps with the Congress, other federal agencies and state agencies. Responsibilities include drafting and advocating legislative initiatives, developing litigation strategies, research and preparing memoranda, and monitoring proposed legislation for impacts on the Marine Corps. Encroachment from land use and environmental laws, including that which results in litigation, has had a significant impact on the ability of the Marine Corps to train Marines.
