3 JPALS Program Overview JPALS is the next generation precision approach and landing system for DoD Supports all landing operations including fixed base, tactical, shipboard and special operations in virtually any weather condition Supports Joint Service, civil, and multi-national interoperability Highly mobile to support a rapid response world-wide Differential GPS-based precision approach assessed to be the most promising solution for fixed, tactical and shipboard operations Will replace legacy landing systems (ACLS, PAR and ILS) and Sea-Based TACAN Will be an ACAT ID program at Milestone B 3

5 Sea- and Land- Based Sea-Based Increment 1 Shipboard Relative GPS (SRGPS) Via a two-way data link, calculates a precise relative navigation solution through GPS signal processing and tight coupling with INS Enabling technologies Differential GPS solutions with accuracy and integrity Low probability of intercept, two-way UHF data link INS accounts for ship s motion Land-Based Increment 2 Local Area Differential GPS (LDGPS) Via a one-way data broadcast, provides GPS range corrections to derive a differentially corrected navigation solution Supports civil compliant GBAS and military precision approach modes Enabling technologies Military differential GPS with anti-jam Differential GPS solutions with accuracy and integrity 5

6 JPALS Program Status Plan was to jointly conduct Milestone B and enter joint System Development and Demonstration (SDD) for an initial Land-Based and Sea-Based JPALS capability POM 08 did not provide adequate RDT&E funding to enter SDD for a Cat I Land-Based system Primarily due to lack of User Support AFFSA does not want to commit to Land-Based JPALS until the FAA makes a decision on the way ahead for LAAS (GBAS) (decision by FAA in FY08) Resulting Program Actions Jointly modified the CDD to allow separate SDD for Increment 1 (initial Sea- Based capability) and Increment 2 (initial Land-Based capability) Increment 1 is scheduled to enter SDD in FY08 LB focus shifted to Increment 3 Technology Development efforts CAT II/III Emerging Threats 6
