6 DISTRICT MANAGER S REPORT PUEBLO WEST METROPOLITAN DISTRICT 109 E. INDUSTRIAL BLVD. February 23th, 2016 Dear Pueblo West Residents, The District s Utilities and Fire Departments successfully responded and resolved several concerns since our first meeting in February that demonstrated the competence and forward thinking of our Pueblo West local government employees and Board of Directors. Last week, the Utilities Department identified an issue with the 24-inch South Outlet Works pipeline that currently provides Pueblo West residents and businesses with water. Further excavation and assessment efforts took place to determine the extent of the problem, but there was no immediate cause for concern. Discussions with Colorado Springs Utilities, the Colorado Bureau of Reclamation and Pueblo County were initiated to temporarily allow Pueblo West to utilize the SDS Northern Outlet Works while Pueblo West conducted a more detailed assessment of the problem. A temporary agreement was reached between the Colorado Bureau of Reclamation and Pueblo West, with the assistance of Colorado Springs Utilities and Pueblo County. This agreement allowed for the opening of the Northern Outlet Works for water delivery into Pueblo West for the duration of this last weekend. Parties will reconvene Monday, February 22 nd to finalize outstanding issues for a longer temporary agreement that will allow Pueblo West to fully address the problems with the 24-inch South Outlet Works pipeline. The Fire Department successfully responded and fought a four acre brush fire on February 19 th that was exacerbated by 50 mph winds. The Department used aggressive attack and fast structure protection to prevent the fire from damaging two homes that were threatened by the fire. The Department also responded to a vehicle that hit a residential home on February 16 th near South Quantico Drive and South McCulloch Blvd. The Fire Department worked with the Pueblo Regional Building Department to ensure the building s corner was shored up before removing the vehicle. Pueblo West Metro District will be holding a mail-in election on the 3rd day of May, At that time, two directors will be elected to serve 4-year terms. Eligible electors of the Pueblo West Metropolitan District interested in serving on the board of directors may obtain a selfnomination and acceptance form online or from the Designated Election Official, Harley Gifford at Pueblo West Metropolitan District, 109 E. Industrial Boulevard, Pueblo West, Colorado. The Office of the DEO is open Monday through Friday from 8:00 a.m. to 5:00 p.m. The deadline for submission of self-nomination and acceptance forms is 5:00 p.m. on February 26 th, If 1

7 you have not already registered to vote, we encourage you to register to vote online at Fire and EMS: The Department had a routine amount of calls during the last two week period. However, one noteworthy day occurred on February 10 th when C shift ran 18 calls during the period between 0700 and 0700 hours on February 11 th. There were two additional calls between 0615 and 0700 on the 10 th which added an overall 24 hour period of 20 calls for service. Of these calls, a mixture of fire and EMS responses kept the very Department busy. C shift managed multiple calls simultaneously, including five calls within one hour and one involving a cardiac arrest with CPR in progress. I am pleased to report that crews regained pulses in the field and as of this report the patient is still hospitalized. Overall, the staff did an incredible job managing one the busiest shifts in recent history. A reorganization of offices at Station 1 is underway and will allow better reception of visitors to the station who may be seeking a burn permit, meeting with our fire inspector or just needing general information. Our captain s office will also be situated closer to the station crews for optimal interactions and management on each shift. Crews participated in the Pueblo West Chamber Business Expo and command staff attended Active Shooter training presented by the Pueblo County Sherriff s Office that was briefed at the Metro District s administration building. Pueblo West Fire Department Responds to Vehicle Hitting Home on South McCulloch Blvd. Pueblo West Fire Department successfully fought a 4 acre brush fire with 50mph winds that threatened 2 local homes Water and Waste Water Utilities: As part of their normal daily and weekly inspections, the Utility Department identified an issue with the 24-inch South Outlet Works pipeline that currently provides Pueblo West residents and businesses with water. The Department 2

8 conducted excavation and assessment operations to determine the extent of the problem and worked with the Colorado Bureau of Reclamation, with the assistance of Colorado Springs Utilities and Pueblo County to gain a temporary agreement to receive water from the SDS North Outlet Works 36 pipeline over the weekend. Once a longer term agreement is in place, the Utilities Department will conduct a more detailed inspection of the 24 pipeline and begin coordinating repair efforts to return redundancy of supply to the community. Utility Operators are going through the annual 8 hours chlorine handling training at Treatment Plant 1. The Utilities Department also completed seven new water services during the month of January Excavation of South Outlet Works 24 Pipeline by PWMD Utilities Department Excavation of South Outlet Works 24 Pipeline by PWMD Utilities Department Streets and Roads Division: District crews conducted a number of maintenance related operations on potholes, grading and repairing of gravel roads, and poly patch in advance of 2016 Chip Seal project priorities. A. Pot Holes: Streets and Roads crews have been working on pot holes from the public call in list. For the last two weeks pothole maintenance has been limited due to the number of employees required to work Poly Patch operations on Purcell. However, the following areas were repaired over the last two weeks: Cellini, Sequoya, Hayden, and Saki. B. Grading/Repairing Gravel Roads: Streets and Roads crews worked in conjunction with Pueblo County Crews on the following roads over the last two weeks: The following roads were graded along with drainage repairs. Pueblo County crews will start with the grading on : Matt, Charlo, Durango, Loma Linda, Challenger, Maverick, Desierto, Morales, and Idledale. 3

9 C. Poly Patch: Crews started to Poly Patch in advance of the 2016 Chip Seal project on Purcell and Linden to Liberty Point. This was the Department s major focus and required 70% of the Streets and Roads field work force. Per agreement, Streets and Roads has a short window of time to utilize the machine and maximize its use in advance of upcoming chip seal projects. Poly Patch was halted due to Red Flag Day/high winds since poly procedure calls or an open flame to the heat spreader device during road application. Community Development: The Department received a number of laudatory comments related to the reduction in tumbleweeds so far this season. It appears that the District s proactive mowing and detailed planning by the Fire, Public Works, and Community Development Departments has had a positive impact on mitigating the problem this winter. Community Engagement: Facebook engagement has increased 78% in the first two weeks of February compared to the same period a month ago (274 engaged users to 154). Moreover, Pueblo West Metro has doubled the number of posts over the same period. This increase in engagement has led to an improvement in the number of online impressions we ve made within the community. In the first two weeks of February, 8 Facebook posts have reached 2,250 unique Facebook users a total of 2.2 times per person, for a total of 5,046 impressions. Engagement is increasing as a percentage of total audience as well. In the first two weeks of February, 12% of our total audience interacted with Facebook content. This is compared to 7.9% of total audience engaging with content during the first two weeks of January. Parks and Recreation: The Department highlighted the start of the youth basketball program that required the use of an additional school because of the increased number of participants playing this season. The Department has set the date for this year s fishing derby that will be conducted on April 9 th. Building contractors initiated locates, fenced in the lower maintenance building, and are now waiting for permitting to demo the old building and start construction of the new one. The blinking lights and signage for the most recently constructed Safe Routes to School trail have been completed. 4
