Call to Order The meeting was called to order at 4:00 p.m. B. Roll Call Commissioners: Others: Jim Meehan, Chair, present Lisa Liddell, Secretary, present Debra Birkholz, Commissioner, present Terrie Rameaux, Staff Liaison, present Mike Funk, Assistant City Manager/HR Director, present C. Approval of Agenda Commissioner Birkholz motioned to approve the agenda. Commissioner Liddell seconded. Ayes: All The motion passed. D. Approval of Minutes: Commissioner Liddell motioned to approve the Meeting Minutes for June 1, Commissioner Birkholz seconded. Ayes: All The motion passed. E. New Business 1. Consider Approval of Background Investigations for the Public Safety Director/Police Chief Finalists Ms. Rameaux addressed the Commission and answered questions regarding the request to approve the background investigations of the top three candidates. Commissioner Meehan motioned to approve the Background Investigations for the top three Public Safety Director/Police Chief Finalists. Commissioner Liddell seconded. The motion passed. Ayes: All

3 F. Unfinished Business G. Commission Presentations Commissioner Birkholz discussed the public forum that was held as part of the search process. She attended the forum and felt that it was very interesting and a valuable addition to the process and something that we should continue to do in the future. H. Staff Presentations I. Adjourn Commissioner Meehan motioned to adjourn the meeting at 4:08 pm. Commissioner Liddell seconded. Ayes: All The motion passed.

4 D MEMORANDUM TO: FROM: Police Civil Service Commission Terrie Rameaux, Human Resource Coordinator/Staff Liaison DATE: February 5, 2018 SUBJECT: Approval of Rotation of Chair and Secretary Introduction / Background In accordance with MN State Statute 419, the Commission is to hold a mandatory meeting the first Monday in February. This is the time when the Chair s seat rotates to the Commission member who is currently in the last year of their term. Commission Member Lisa Liddell is in the last year of her term which expires 12/31/18. This is also the meeting in which a new Secretary is elected. Past practice has been the Commission member in the second year of their term serve as Secretary. Commissioner Debra Birkholz is in the second year of her term which expires 12/31/19. Budget Impact N/A Recommendation It is recommended that the Commission motion to approve the rotation of Commissioner Lisa Liddell as the new Chair for 2018 and Commissioner Debra Birkholz as the new Secretary for Attachments None

A renewed focus on Community-Oriented and Problem- Oriented Policing. 2. Increased effectiveness through technology and human intelligence in the areas of crime trends, locations of concern, and persons known to have frequent police contacts. 3. Ensure employee wellness includes a body-mind-spirit approach STRATEGIC PLAN OBJECTIVES: 1. Determine and utilize best practices to identify and target crime, disorder, offenders, and locations. 2. Engage our community partners and stakeholder groups to enhance our problem-solving efforts by gaining insight from others experiences. 3. Increase communication within the department and with the citizens to increase awareness, safety concerns or suggestions, and focus attention on trouble spots in the city. 4. Implement Department s newly-created Strategic Plan to ensure resource allocation fulfills the mission. 5. Set all officers on a training path to accomplish today s mission and enhance personal and leadership development for the future -- includes tactical skills and knowledge-based training. 6. Develop a department-wide training plan that emphasizes personal development, high performing teams, and addresses both skill and knowledge-based training. Ensure police department has equipment and supplies suitable to carry out job related tasks.
