1 GUYMON PUBLIC SCHOOLS POLICE DEPARTMENT MISSION STATEMENT The primary mission of the Guymon Public Schools Police Department is to provide a safe environment for the students, faculty, staff and authorized visitors of the Guymon School District. The secondary mission of the Guymon Public Schools Police Department is to provide for the security of the properties of the Guymon School District and the property of students, faculty, staff and authorized visitors when on campus. 1

3 AGENCY JURISDICTION It is the purpose of this policy to establish the jurisdiction and any concurrent jurisdiction of the Guymon Public Schools Police Department and specify its responsibilities and authorities therein. Policy The jurisdiction of the Guymon Public Schools Police Department is on any real property owned, leased or occupied by the Guymon School District and in compliance with the City of Guymon and the Guymon Public School s Security Jurisdiction Agreement. (See Appendix item number (2.). Authority 1. School Resource Officers have the full authority granted police officers by Guymon School District Policy and shall have the authority to enforce state criminal statutes, municipal ordinances, and rules and regulations of the school. 2. Off the Guymon School District properties, a School Resource Officer's authority is limited to actions directly related to his/her official duty as a School Resource Officer for the Guymon School district. 3. Whenever a School Resource Officer is acting off campus, in his/her official duties as a School Resource Officer the City of Guymon shall be notified of the activity by a radio call to the City of Guymon Dispatch for documentation in police department logs. Responsibility 1. After consideration of the situation at hand, School Resource Officers are expected to take all steps necessary and consistent with their assignment. To protect life and property To enforce the statutes of the State of Oklahoma, municipal ordinances, Board of Education Policies and Procedures, and the laws of the United States. 2. School Resource Officers off the properties of Guymon Schools should avoid overzealous involvement in police situations. If an incident arises in which the School Resource Officer believes his/her or another's personal safety is jeopardized, the School Resource Officer should make every effort practicable to cause the appropriate action to be effected by the responsible law enforcement agency. A School Resource Officer may become involved in situations off the properties of the Guymon School District only when requested by district, county or municipal law enforcement agency to assist. Request for assistance by district, county, and local law enforcement agency should be by written contract (Taskforce), documented , written letter, or by documented police department radio log. 3

4 AGENCY JURISDICTION Procedures School Resource Officers who are on the scene of the situation with officers of another agency with jurisdiction will allow the other officer(s) to handle the situation if they want to. If the other officer(s) do not want to handle the situation, School Resource Officers will handle the situation. When a situation is reported to a Guymon School Resource Officer that occurred off campus the reporting party will be referred to the appropriate municipal agency. The School Resource Officer will assist the reporting party in any way possible in making contact with the appropriate authority. In situations involving runaways last seen at school, the Guymon School Resource Officer will refer the parent to the appropriate agency. If that agency refers the parent back to a School Resource Officer, the School Resource Officer will complete a report and initiate an investigation within the constraints of the law. 5 ALTERNATIVES TO ARREST The purpose of this policy is to define authority, guidelines and circumstances when sworn personnel may exercise alternatives to arrest. Policy General Instead of arresting a student who committed a minor offense or violation of school or School Board policy, the School Resource Officer may refer the student to school authorities for disciplinary action. Trespassing A person on a Guymon School Campus without a valid reason may, on the first offense, be issued a written Trespass Warning. The Trespass Warning will be on the currently adopted department form. At all times the person receiving the form will be asked to read and sign the form and will receive a copy of the form. This warning will only be valid for the amount of time prescribed by law. Following the written Trespass Warning, a letter will be mailed to the person receiving the Trespass Warning, or if a juvenile, the parents of the person receiving the Trespass Warning, explaining to the person that they were found to be on a Guymon Schools property without valid cause and the person is subject to arrest for trespassing should they return to any Guymon Schools property without permission of the local site administrator. 6 ARREST The purpose of this policy is to specify the procedures for any arrest made, with or without a warrant. Policy Without a Warrant, Felonies Upon making a felony arrest without a warrant, the arresting School Resource Officer will notify the Superintendent of Schools or Designee. The Guymon Schools Chief of Police will evaluate the information given by the arresting School Resource Officer to ensure the criteria for charges has been met and the burden of probable cause has been met. Adult prisoners will be booked into the Texas County Jail. Juvenile prisoners will be taken to Texas County Juvenile Detention, the City of Guymon Police Department, and/or released to a parent or handled in accordance with OJA policies and procedures. If the situation warrants, and time is not of the essence, the information can be submitted to the District Attorney's office and a warrant issued. Without a Warrant, Misdemeanors Adults: In accordance with the Oklahoma Campus Security Act adults arrested for a misdemeanor, when the municipality has an ordinance to cover the violation, will be handled by and filed through the municipality. If the municipality does not have an ordinance to cover the violation the information will be presented to the District Attorney's office for a warrant. Procedures Juveniles: When a juvenile is arrested for a felony on probable cause, the arresting School Resource Officer will contact the Texas County Juvenile Bureau and speak with an intake officer to ascertain if they want the juvenile detained. If so, the juvenile will be transported to the detention center with the necessary information. In all cases, when a student is arrested the Superintendent or Designee will be notified as soon as possible in the manner prescribed. Reference OPS.07. OPS

7 CHAIN OF COMMAND The purpose of this policy is to establish a written directive establishing the Chain of Command for the Guymon Public Schools Police Department. Policy The Chain of Command is as follows Executive Director of Operations - Superintendent or Designee Chief of Police The Chief of Police is charged with the day to day operations of the Department and answers to the Superintendent or Designee. School Resource Officer. The School Resource Officers each answer directly to the Chief of Police. 7

8 CODE OF ETHICS It is the purpose of this policy to establish a directive requiring all sworn School Resource Officers of the Guymon Public Schools Police Department to abide by a code of ethics adopted by this department. Policy All employees of the Guymon Public Schools Police Department will adhere to the following: LAW ENFORCEMENT CODE OF ETHICS As a Law Enforcement School Resource Officer, my fundamental duty is to serve mankind; to safeguard lives and property; to protect the innocent against deception, the weak against oppression or intimidation, and the peaceful against violence or disorder; and to respect the Constitutional rights of all men to liberty, equality and justice. I will keep my private life unsullied as an example to all; maintain courageous calm in the face of danger, scorn or ridicule; develop self restraint; and be constantly mindful of personal and official life. I will be exemplary in obeying the laws of the land and the regulations of my department. Whatever I see or hear of a confidential nature or that is confided to me in my official capacity will be kept ever secret unless revelation is necessary in the performance of my duty. I will never act officiously or permit personal feelings, prejudices, animosities, or friendships to influence my decisions. With no compromise for crime and with relentless prosecution of criminals, I will enforce the law courteously and appropriately without force or violence and never accepting gratuities. I recognize the badge of my office as a symbol of public faith, and I accept it as a public trust to be held so long as I am true to the ethics of the police service. I will constantly strive to achieve these objectives and ideals, dedicating myself before God to my chosen profession: LAW ENFORCEMENT. Reference OS

9 CONSTITUTIONAL COMPLIANCE The purpose of this policy is to establish a written directive governing procedures for assuring compliance with all applicable constitutional requirements including but not limited to Interviews and Interrogations, Access to Counsel, Search and Seizure, and Stop and Frisk. This written directive should also assure that all constitutional safeguards are conveyed to non-english speaking or hearing impaired persons in a manner that they clearly understand. Policy All School Resource Officers will be trained with regard to the protection of individual's civil/criminal rights, Miranda warnings, proper search and seizure and stop and frisk tactics. Supervisors will ensure that the following standards are strictly adhered to: Procedures A. Miranda Warning(s) All persons arrested for a criminal offense will be informed of their constitutional rights prior to any questioning about the offense. Every time an arrested person is questioned about his/her involvement in a criminal offense; he/she shall receive a Miranda warning prior to questioning. Any written statement that is being taken from a suspect should be on a Miranda warning form. Juvenile suspects will receive the Miranda warning in the presence of their parent or guardian before a statement is taken. B. Interview/Interrogation Confessions will not be coerced or involuntary. The arraignment will not be unnecessarily delayed. The Miranda warning will be given prior to questioning of a person in custody. An opportunity to seek legal counsel will be provided. C. Search and Seizure School Resource Officers will adhere to the principles of the fourth amendment and most current court decisions concerning searches and seizures. This includes but is not limited to stop and frisk situations. D. Non-English Speaking and Hearing/Speech Impaired Individuals School Resource Officers will utilize interpreters when dealing with individuals who do not speak or understand the English language or are hearing/speech impaired. During school hours, School Resource Officers may utilize school personnel who are trained in these areas. After school hours, School Resource Officers will solicit help from neighboring agencies. 9

10 CONSTITUTIONAL COMPLIANCE Racial/Ethnic Profiling The purpose of this section is to comply with Oklahoma Statutes Title 22, Section 34.3, Section 34.4, and Section 34.5, regarding Racial Profiling. It is the policy of the Guymon Public Schools Police Department to prohibit the use of race or ethnicity as a sole factor in determining probable cause or Articulable Suspicion to justify the detention of an individual, or the investigatory stop or traffic stop of a motor vehicle or pedestrian. Racial Profiling is defined as the detention, interdiction or other disparate treatment of an individual based solely on an individual s ethnic or racial status. The race or ethnicity of an individual shall not be the sole factor in determining the existence of probable cause to take into custody or to arrest, detain, etc., an individual; or in constituting a reasonable suspicion that an offense has been or is being committed, so as to justify the detention of an individual or the investigatory stop of a motor vehicle. Violation of O.S. Title 22, Section 34.3, 34.4, and 34.5 is a misdemeanor offense. If the investigation of a complaint of racial profiling reveals the School Resource Officer was in direct violation of state law and this department s written policy regarding racial profiling, the Guymon Public Schools Police Department shall take appropriate action consistent with applicable laws, rules, ordinances or policy. For the purposes of this section, Probable Cause is defined as that which would lead a reasonable and prudent person to believe that a crime has been or is about to be committed. Articulable Suspicion is defined as suspicion that a crime has been or is about to be committed that can be effectively explained/defended orally or in writing. References OPS O.S O.S O.S

11 LIMITS OF AUTHORITY It is the purpose of this policy to establish a written directive that defines the special, but limited Law Enforcement authority vested in sworn personnel of the Guymon Public Schools Police Department. Policy Authority 1. School Resource Officers have the full authority granted police officers by Guymon School District Policy and State of Oklahoma Statutes. 2. Off the Guymon School District properties, a School Resource Officer's authority is limited to actions directly related to his/her official duty as a School Resource Officer for the Guymon School District and granted by Oklahoma State Statutes and in accordance with our Campus Security Jurisdiction Agreement with the City of Guymon (see Appendix item 2) 3. Whenever a School Resource Officer is acting off campus, in his/her official duties as a School Resource Officer of the Guymon Police, the municipal agency responsible for the area in which the School Resource Officer is acting will be notified that the School Resource Officer is acting in that jurisdiction. Responsibility 1. After consideration of the situation at hand, School Resource Officers are expected to take all steps necessary and consistent with their assignment. To protect life and property To enforce the statutes of the State of Oklahoma and the laws of the United States. 2. School Resource Officers off the properties of Guymon Schools should avoid overzealous involvement in police situations. If an incident arises in which the School Resource Officer believes his/her or another's personal safety is jeopardized, the School Resource Officer should make every effort practicable to cause the appropriate action to be effected by the responsible law enforcement agency. A School Resource Officer may become involved in actions off the properties of the Guymon School District only when requested by local law enforcement agency(s) to assist. School Resource Officers are not to be first responders on incidents occurring off the Guymon School District properties unless viewed by the Officer. Procedures The Guymon Public Schools Police Department is responsible for enforcing the criminal laws of the State of Oklahoma on the properties of Guymon Schools. The Guymon Public Schools Police Department is not responsible for enforcement of school rules, policies or regulations. School Resource Officers of the Guymon Public Schools Police Department are not School Administrators and are not to act as such. 12 MISSION It is the purpose of this policy to establish a written Mission Statement that defines the purpose of Guymon Public Schools Police Department. Policy The primary mission of the Guymon Public Schools Police Department is to provide a safe environment for the students, faculty, staff and authorized visitors of the Guymon School District. The secondary mission of the Guymon Public Schools Police Department is to provide for the security of the properties of the Guymon School district and the property of students, faculty, staff and authorized visitors when on campus. 12

13 MUTUAL AID It is the purpose of this policy to define the circumstances and authority under which routine mutual law enforcement assistance may be exchanged between Guymon Public Schools Police and neighboring law enforcement agencies. Policy The law of the State of Oklahoma provides that each political subdivision within the state is empowered to make and enter into Mutual Aid Agreements with other contiguous political subdivisions. This would, of course, include the Guymon School District's ability to enter into Mutual Aid Agreements with the City of Guymon. Mutual Aid Guymon Public Schools Police Department does have a formal Mutual Aid Agreement with neighboring agencies. Guymon Public Schools Police Department has entered into an Extension of Jurisdiction with the City of Guymon. Guymon Campus School Resource Officers, when near enough to do so, will respond to an emergency call for assistance from an officer of any agency. When requested in a non-emergency and upon approval of the Superintendent or Designee, an officer of the Guymon Public Schools Police will assist an officer of a neighboring agency. Guymon School Resource Officers will always be authorized to respond on an Officer Needs Help Call when the location is reasonably close to the officer's present location. 13

14 OATH OF OFFICE It is the purpose of this policy to establish the procedures for sworn officers of the Guymon Public Schools Police Department to take the oath of office prior to assuming sworn status. Policy Prior to assuming sworn status, all personnel will take an oath of office to enforce the law and uphold the Constitution of the United States, the Constitution of the State of Oklahoma and Guymon School Board Policy. The Oath of Office will read as follows: GUYMON PUBLIC SCHOOLS POLICE DEPARTMENT OATH OF OFFICE I,, having been duly appointed as a School Resource Officer of the Guymon Schools and a Peace Officer of the State of Oklahoma, do solemnly swear that I will defend, enforce, and obey the Constitution and Laws of the United States, the State of Oklahoma, and the policies of the Guymon Schools Board of Education. That I will protect the rights, lives and property of all citizens and uphold the honor of the police profession, with my life, if need be. Procedures Each officer will sign the Oath of Office and have it notarized. Upon request the officer will be furnished with the names of notaries within the district that will notarize the Oath of Office at no charge to the officer. 14

15 PROPERTY AND EVIDENCE CONTROLS The purpose of this policy is to establish guidelines for maintaining the integrity of the evidentiary chain of custody. Policy It is the policy of the Guymon School Resource Officer to ensure that the evidence in its custody can be properly secured and stored, readily retrieved, and that any changes in its custody have been properly and fully documented. Processing Evidence and Property Any member of this agency who has evidence or property to be placed in the property room shall make an inventory of that property or evidence including a full description, the location the property was found or taken, the name of the owner or responsible person (if known) and the name of the officer collecting the item(s). The officer collecting the evidence or found property shall properly package and mark all property and place it in an evidence locker and secure the locker. Only the officer collecting the property shall handle the property unless assistance is needed for some reason. In all cases keep the number of persons handling property to a minimum. Impounding Evidence The Chief of Police shall designate a property officer for the Guymon Public Schools Police Department. The Property Officer is responsible for receiving, storing, maintaining, releasing, and accounting for all property. The Chief of Police will appoint additional persons to work with the Property Officer. It is the responsibility of the Property Officer to advise these others of all procedures to follow in order to maintain the integrity of all evidence and property held by the Guymon Public Schools Police Department. When property or evidence is left in the evidence locker it should have a property tag attached and include all information listed above concerning the evidence or property. All drugs should be weighed prior to entering the property room and weighed before leaving the property room. The Property Officer is responsible for establishing a numbering system and logging system for property held by Guymon Schools Police. The numbering system should provide each piece of property held to be identifiable by a unique number. The logging system should allow the history of any item to be easily viewed. Storage of Evidence The Property Officer is responsible for assigning the storage location for each item within the property room. Evidence requiring added security will be stored in a more secure area, designated by the Property Officer. 15

16 SEARCH AND SEIZURE It is the purpose of this policy to establish a written directive which governs search and seizure, with or without a warrant by agency personnel. Policy Students shall not have any reasonable expectation of privacy from school administrators or teachers in the contents of school lockers, desks, or other property. School personnel shall have access to school lockers, desks, and other property in order to properly supervise the health, safety and welfare of students. School lockers, desks and other areas of school facilities may be opened and examined by school officials at any time and no reason shall be necessary for such search. A. Search Without Warrant 1. Search without Warrant of students Guymon School Resource Officers upon probable cause shall have the authority to detain, search or authorize the search, of a student while on any school premises or while attending any function sponsored or authorized by the school. Search or authorize the search of any school property in the possession of a student, for dangerous weapons or controlled dangerous substances as defined in the Uniform Controlled Dangerous Substances Act, Intoxicating Beverages or low point beer, as defined by Section of Title 37 of the Oklahoma Statutes, or for missing or stolen property if said property be reasonably suspected to have been taken from a student, a school employee or the school during school activities. The search shall be conducted by a person of the same gender as the student being searched and shall be witnessed by at least one other authorized person. The extent of any search conducted shall be reasonably related to the objective of the search and not excessively intrusive in light of the age and gender of the student and the nature of the infraction. In no event shall a strip search of a student be conducted by school personnel. No student's clothing except cold weather outerwear, shall be removed prior to or during the conduct of any warrantless search. The School Resource Officer(s), or authorized school personnel shall have the authority to detain the student to be searched and to preserve any dangerous weapons, controlled dangerous substances, intoxicating beverages and low point beer, or missing or stolen property that might be in the student's possession, including the authority to authorize any other person(s) they deem necessary to restrain such student or to preserve any dangerous weapons, controlled dangerous substances, intoxicating beverage and low point beer or missing or stolen property. 2. Vehicle Inventory All vehicles that are subject to impound by an officer of this department shall be inventoried and a record made of the vehicle contents 16

17 SEARCH AND SEIZURE 3. Search of Prisoner Prior to Transport Officers of the Guymon Public Schools Police Department, prior to transporting prisoners, either adult or juvenile, will conduct a frisk or field search of that prisoner, for officer safety. B. Seized Property It shall be the policy of the Guymon Public Schools Police Department upon receiving property, whether it be found property or property obtained in an investigation to collect, identify, preserve, and document all property coming into an officer's possession, and maintain the chain of custody of such property. 1. All property coming into an officer's control shall have a Property Bag with all available information placed on the bag including the case number, date, time and place the property was obtained, from whom the property was obtained, the reporting officer, a complete description with serial number, if applicable, and if a criminal offense the correct charge. 2. The property will be placed and secured in an empty property locker. 3. A completed UCR of the incident will be turned in. 4. All seized property and the property room shall be under the direct control of the property officer designated by the Chief of Police and under the direct supervision of the Chief of Police. Definitions School official shall be defined as a district administrator, school principal, assistant principal, counselor, or teacher. At no time shall a School Resource Officer employee be considered or conduct themselves as a school official. Procedures In all cases members of the Guymon Public Schools Police Department will follow Oklahoma and Federal laws governing searches not covered in this section. Whenever possible a male officer will search a male suspect, a female officer will search a female suspect. A systematic search will be conducted from head to toe, by hand and patting down all areas of the prisoners body to reveal any weapons. When this is not possible use the following procedure: In most cases there will be an administrator, faculty member, or female on duty to assist. There is also the alternative of contacting an outside agency. In other words, try all possibilities. If officer or citizen safety is a factor the frisk can be done with the back of the hand. When frisking a prisoner of the opposite gender, a systematic search will be conducted as if it were of the same gender. The officer will use the back of the hand; it will be done in a professional manner, no derogatory remarks or inappropriate facial expressions. In all situations there will be a witness present and in all cases the shift supervisor needs to be present. If a weapon(s) are found it should be removed as quickly and safely as possible. 18 TASK FORCES It is the purpose of this policy to require involvement (if requested) of this agency in any task force or interagency team to be governed by a written contract. Policy Prior to any participation in any task force or other interagency involvement or team, a contract must be approved and signed by Guymon Schools and the governing body of all agencies involved. This contract must address, at a minimum, the following: Operational objectives Operational control Participation levels Participant qualifications Compensation of participants Responsibilities for action of participants Responsibilities of the governing bodies regarding participants Personnel policies Any other items deemed necessary by the Superintendent or Designee, Chief of Police, or the Board of Education 18

19 UNUSUAL OCCURRENCES The purpose of this policy is to have a plan for requesting or providing aid to other agencies in unusual occurrence situations. Policy Unusual Occurrences on Guymon Schools Properties The properties of Guymon Schools lie within the municipal boundary of the City of Guymon. The properties of Guymon Schools all lay within the boundaries of Texas County. Should a disaster occur it will be the policy and procedure of Guymon Public Schools Police Department to contact the municipal department having jurisdiction at the site of the disaster and request assistance of their personnel having specialized training in this type of situation. Personnel of the Guymon Public Schools Police Department will turn the situation over to the municipal agency upon arrival and remain available to assist the municipal agency in whatever manner possible. Should the municipal agency refer the situation to another agency, personnel of the Guymon Public Schools Police Department will cooperate fully with that agency. If, after referring a disaster to a municipal agency, that agency is unable to take command of the situation it will be referred to the Texas County Sheriff's office and the officers of the Guymon Public Schools Police Department will cooperate fully with the Sheriff's Office, making whatever staffing or other resources available to them. Requests for Assistance from Other Agencies In the event of a disaster, natural or man made, outside the jurisdiction of the Guymon Public Schools Police Department this agency will send officers to assist only under the following conditions: Chief of Police receives a specific request for assistance Officers can be sent to assist without significantly jeopardizing the responsibilities of the Guymon Public Schools Police Department Sending officers does not violate any policy of the Guymon Schools Board of Education or Guymon Public Schools Police Department Volunteer Services Any employee can volunteer their services in a natural or man made disaster without violating this section if: The officer uses normally scheduled time off in order to assist The officer is not unable to report to work on time and perform normally because of time spent assisting The officer understands that he/she will not be compensated by the Guymon Schools Police Department for time spent assisting. Definitions Unusual Occurrence is defined as an emergency situation caused by a man made or natural disaster or by a civil disturbance. 19

20 WANTED, MISSING AND RUNAWAY PERSONS The purpose of this policy is to establish guidelines for entering persons into NCIC as wanted or missing. Guymon School Resource Officers will handle wanted, missing and runaway persons according to the procedure listed here. Definitions Abducted Child: A child that has been taken by fraud, persuasion or open violence. Amber Plan: The Amber Plan alert is an early warning system available for use by law enforcement to alert the general public when a child has been kidnapped and the police believe the child is in danger. It is hoped that the early warning distributed by the state radio and television early warning system will coerce a kidnapper into releasing a child, for fear of being caught. Runaway: A child who absences himself/herself from the home is a runaway. Missing Person: A person who is missing and reason is unknown. Truant: A child, under the age of 18 who is not at school, home or with a parent or guardian. Procedure Abducted Children During the investigation of an abducted child, the Amber Plan may be utilized to aid in the recovery of the abducted child. The accuracy of the initial information is crucial to provide a timely response and adequate allocation of resources. Upon receiving a report of an abducted child, the officer will interview the person reporting the abduction. Once the officer has verified that the child was abducted the officer will use the following criteria to notify the Amber Plan Coordinator. If the child is 15 years of age or younger, or a person having a proven mental or physical disability; and The officer believes the child is in danger of serious bodily harm or death The officer will contact the Amber Plan Coordinator who will determine if the criteria to activate the Amber Plan have been met. If the Amber Plan criteria have been met the Amber Plan Coordinator will cause the Amber Plan to be activated. If the Amber Plan Criteria are not met the case will be investigated as normal even though the Amber Plan could not be activated. Runaways Since a child can only run away from home, when it is determined that a child is a runaway the parents will be referred to the municipal agency responsible for the city of their residence. If, for some reason, that agency refuses to handle the report and investigation, Guymon School Resource Officer will handle the situation as a Missing Person. 20

21 WANTED, MISSING AND RUNAWAY PERSONS Missing Persons Missing persons shall be handled as per state law. Whenever a child who was last seen on Guymon School property is reported missing, Guymon Schools Resource Officer shall initiate an immediate investigation. The child shall be entered NCIC as soon as possible with all available information used in the entry. After the report is filed, the Investigator shall maintain contact with the parent of the child and shall close the case as soon as it is learned that the child has been located. Upon notification that the child is located, the child shall be cleared from NCIC. If it is determined that the child was a victim of some other crime the Investigator will refer that to the appropriate agency or investigate if found that another crime occurred on Guymon School property. Adults reported as missing who were last known to be on a Guymon School property shall also be investigated by this department. Adults will be entered NCIC with all available information as soon as possible. After the report is filed, the Investigator shall maintain contact with the next of kin of the missing adult and shall close the case as soon as it is learned that the adult has been located. Upon notification that the missing adult has been located, the missing adult will be cleared from NCIC. If it is determined that the adult was a victim of some other crime the investigator will refer the case to the appropriate agency, or investigate if found that another crime occurred on Guymon School property. A missing child, under the age of 12 must be entered by the Guymon Police Department s dispatcher. A missing adult must be entered NCIC and should be entered after it is reasonably sure that the adult cannot be located. The adult should be entered within 24 hours of the time reported missing. Truants If a child is voluntarily absent from school or was seen voluntarily leaving school during the day that child is not a missing person. When it is reported to the Guymon School Resource Officer that a child is truant from Guymon Schools the School Resource Officer will attempt to locate that child. If the child cannot be located and the parents want to report the child missing the parent will be referred to the appropriate agency in the city of the residence. If for some reason that agency refuses to investigate, Guymon Schools Resource Officer will investigate as a missing person. Wanted Persons Guymon Schools Resource Officer will file all felony charges through Texas County. When a warrant is issued it will be the responsibility of the Texas County Sheriffs Office to enter any wanted person into NCIC. 21

If YES, ACTIVATE THE AMBER PLAN If NO, answer question Do the police believe the child to be in danger of serious bodily harm or death? If YES, ACTIVATE THE AMBER PLAN If NO, DO NOT ACTIVATE THE AMBER PLAN. 22

24 Duties of School Resource Officer Guymon Public Schools 1. Abide by school board policies and shall consult with and coordinate activities through the school principal but shall remain fully responsive to the chain of command of the law enforcement agency in all matters relating to employment and supervision. 2. Develop expertise in presenting various subjects: particularly in meeting federal and state mandates in drug abuse prevention education and shall provide these presentations at the request of the school personnel in accordance with the established curriculum. 3. Encourage individual and small group discussions about law enforcement related matters with students, faculty, and parents. 4. Refrain completely from functioning as a school disciplinarian. The School Resource Officer is not to be involved in the enforcement of disciplinary infractions that do not constitute violations of the law. 5. Attend meetings of parent and faculty groups to solicit their support and understanding of the School Resource Officer program and to promote awareness of law enforcement functions. 6. Serve as a member of the Safe School Committee and will be familiar with all community agencies which offer assistance to youths and their families such as mental health clinics, drug treatment centers, etc., and may make referrals when appropriate. 7. Confer with the principal to develop plans and strategies to prevent and/or minimize dangerous situations on or near the campus or involving students at school related activities. 8. Perform duties as determined by the principal other than those regularly assigned to school personnel such as lunchroom or hall duty. (Nothing herein is intended to preclude the SRO from being available in areas where interaction with students is expected). 9. Abide by school board policy and applicable law concerning interviews should it be necessary to conduct formal law enforcement interviews with students or staff on property or at school functions under the jurisdiction of the Guymon School Board. 10. Take law enforcement action as necessary and notify the principal of the school as soon as possible: whenever practicable advise the principal before requesting additional enforcement assistance on campus and undertake all additional law enforcement responsibilities 11. at the principal s direction. 12. Give assistance to officers in matters regarding the duties of SRO s whenever necessary. 13. In order to assure the peaceful operation of school related programs, SRO s will, whenever possible, participate in or attend school functions. 14. Reaffirm their roles as law enforcement officers by wearing their uniforms, unless doing so would be inappropriate for scheduled school activities. (The uniform will also be worn at events where it will enhance the image of the officers and their ability to perform their duties.) 15. Coordinate with the principal and be responsible for law enforcement and security activity at extra curricular events as determined by the principal. 16. Monitor the school premises while school is in session and authorized extra-curricular activities of the school for the presence of illegal drugs, gang related activities, and other violations of the law. 17. Develop expertise in recognition, enforcement and prevention of gang related activities in or upon school property. 18. Develop operational procedures in conjunction with other law enforcement agencies to investigate, document, report and track gang related activities upon school property. 19. Report all investigative activities relating t illegal drugs and gang activity to the principal. 20. Develop and provide gang activity training to school personnel at the request of the principal. 21. Coordinate K-9 drug screens of the school premises, including but not limited to vehicles on school property, in accordance with approved policies of the school. 24
