Briefing on June 23, 2014 at NDU, at Ft McNair Initial step in Special Area of Emphasis (SAE) process to become one of the subject matters in the PME institutions. 6 Requirements Development Partnership Meeting on 28 May to discuss partnership opportunities for training with ALU, OSC Course Director, Bill Latham J4, Lee Tate OCS Plans & Programs, ODASD(PS) Anna Carter Army Services, Stephanie Lopez Army G4, Randy Lewis, Dan Mathews DPAP, Contingency contracting, Bill Reich HCI - invited 6

7 Requirements Development Partnership Basic requirements development training at ALU has broader application we may be able to build on. Joint Staff and ODASD Program Support have initiated broadening this capability to multiservice applicability Partnership allows us to leverage additional training source for services audience. 7

8 Requirements Development Partnership SA will work with HCI to acquire additional instructors, increase training capability. What is our steady state? How many people do we need to train? How frequently do they need to be trained? The topics and sample scenarios taught in the class are entirely appropriate for OCS but Is there a difference in the educational training requirement for A&AS vs logistics services vs medical services? Example: feedback from early SAWs was that PWS for grass cutting was too simple, not representative of the actual services 8

9 Service Acquisition FIPT Working Group Report to FIPT: QUESTION On training documentation Is it possible to standardize documenting SA training in personnel records? To quantify who needs training? Discuss how your organization/service documents and tracks training and if you think it could translate to DoD. (Are lists maintained by region? Are they accessible to commands? ) ANSWER from representatives Each provided brief explanations about how their organizations handle tracking certifications Significant discussion on training capacity for DAU, the military departments and agencies. The majority indicated a desire to work with current systems and leave control of information at the Service/agency level. 9

10 Service Acquisition FIPT Working Group Report to FIPT: QUESTION on training documentation by non-government entities Are there possible third party options for documenting training? (Recommendations on possible suitability for DoD application.) Are there other options (not covered by third party and DoD) for tracking certifications and training received outside of the service or agency? ANSWER Options included commercial off the shelf (COTS) software and every organization accomplished this task differently Some members favor centralized management of training/tracking for services acquisition teams, Also a discussion that decentralizing management of training allows better access to and management of limited resources. 10
