2 ALFONZO "B" BEASLEY: Based on my professional training and experience as a police officer investigating the TOWERSIDE criminal street gang and a review of police reports, sheriff's records, photographs, and other documents, it is my opinion that Alfonzo Beasley ("Beasley") is an active member of Defendant TOWERSIDE gang. I personally know Beasley whose moniker is "B." During June 1, 0 San Francisco Sheriff's Department classification and interview, Beasley admitted membership in TOWERSIDE. Beasley does not report to live in the Proposed Safety Zone. EVIDENCE OF GANG ACTIVITY - CRIMINAL CONDUCT On November, 0 at :1 p.m. Beasley was arrested for trespass at the Britton Courts Development located at Rey Street. (Police Incident Report No. 01.) According to the report, SFPD officers responded to a call from a security guard who works at Britton Courts that saw Alfonzo Beasley was loitering in front of Rey on Mercy Housing property. Beasley had been admonished for loitering and trespassing by security as well as SFPD officers. Beasley was detained and arrested for trespassing. While detained, Beasley called the officers "bitches" and "faggots." On June, 0 at :0 p.m., SFPD officers patrolling the area surrounding the Brick Homes (00 block of Argonaut) when they heard three gun shots coming from the Sunnydale Housing Development. (Police Incident Report No ) According to the report, SFPD officers saw Beasley get into a Camaro and "peel out" from an alley connecting the 0 block of Garrison Street to the unit block of Kelloch St. Beasley slowed the vehicle down eventually opening the door and falling out of the car stating, "I just got shot, someone park my car!" 3 Camaro and drove the vehicle into the Heritage Homes housing area, located on the 0 block of Rey Street. Beasley told officers that he was shot in the area of Sunnydale Avenue and Hahn but was not very cooperative throughout the investigation, stating he did not see who shot him. During the investigation of this incident, SFPD officers noted that the Camaro had three gunshot holes on the exterior. A search of the vehicle revealed a handgun, a bullet, and a cell phone. Beasely was arrested on weapons and gang charges. Beasley was subsequently convicted of carrying a loaded firearm in a vehicle or public place. On October, 0 at :1 p.m. SFPD officers were in the area of Sunnydale Avenue and Schwerin Street when they heard several shots being fired. Multiple Ingleside units responded. (Police Incident Report No. 01.) According to the report, SFPD officers recovered spent shell casings from a mm handgun in the park area adjacent to Garrison and Kelloch Streets. While searching the area for potential victims officers made contact with know TOWERSIDE gang members Beasley and Ennis "Kiss" Johnson. Beasley and Johnson were in a nearby vehicle lying down on the front seats which were reclined all the way back. Both Beasley and Johnson stated they didn't see who fired the gun and refused to answer any questions. On November, 0 at :1 p.m., SFPD officers observed Beasley exit a vehicle in the Mission Police District near 1 Treat/th Street. (Police Incident Report No. 01.) SFPD officers observed Beasley remove an object from his front waistband, and hide it behind a parked vehicle's front tire. That hidden item was a semiautomatic handgun. Beasley was also found to be in possession of four gold diamond rings wrapped in tissue and $0. Beasley was arrested for being a convicted felon in possession of a firearm. 4 On October, 0 at :1 p.m., Beasley was observed loitering with a known TOWERSIDE member in the area of Garrison Avenue, in the Proposed Safety Zone. (Field Interview Report No. 000.) On February, at : p.m., Beasley was observed loitering with known TOWERSIDE members including Corey "C Baby" McCroey at 0 Rey Street, in the Proposed Safety Zone. (Field Interview Report No. 000.) On March 1, at : p.m., Beasley was observed loitering with known TOWERSIDE members including Orlando "Anthony" Ware and Corey "C Baby" McCroey at the intersection of Sunnydale Avenue and Rey Street, in the Proposed Safety Zone. (Field Interview Report No ) On March 1, at : p.m., Beasley was observed loitering with known TOWERSIDE members including Kalaan "KK" Johnson and Marcus "Young Monz" Gaines at the intersection of Sunnydale Avenue and Rey Street, in the Proposed Safety Zone. (Field Interview Report No. 001.) On May, around :0 p.m., SFPD officers saw a large group of known TOWERSIDE gang members and associates including Beasley, Marcus "Young Monz" Gaines, Edgar "Arrow" Floyd, and Corey "C Baby" McCroey congregated on Rey Street between Towerside and Heritage Avenues, in the Proposed Safety Zone. (Police Incident Report No. 01.) According to the report, as SFPD officers approached, Corey McCroey and Beasley begin to distance themselves from the group. Corey McCroey's right hand was concealed under the front of his black hooded sweatshirt as if holding a firearm. Corey McCroey fled from officers to evade capture. SFPD officers would later apprehend Corey McCroey and recover a loaded firearm from his person. Corey McCroey was arrested on illegal weapons possession charges. On September 1, 0 at :0 a.m. SFPD officers responded to Garrison Avenue on a report of terrorist threats. (Police Incident Report No. 000.) According to the report, the victim described to SFPD officers that there have been problems between the guys who hang out at Garrison and Sunnydale Avenues and those who hang out in the Sunnydale Housing Development. The victim, who walks up toward Sunnydale Avenue and Hahn Street to catch the bus to work, told SFPD officers that Boston started accusing the victim of being a snitch. The victim described that Boston drove up to the victim's residence and said, "What's up bitch, you still talking shit?...bitch I'll shoot you... I'll shoot your mom, your brother, and your son too. Bitch I stay strapped with a bullet proof vest." Boston gestured as if he was going to shoot the victim. The victim further described having seen Boston hide a large black automatic-looking gun, similar to an assault rifle, in the parking lot across from 1 Garrison. 7 According to the report, Boston was arrested without incident. SFPD also found marijuana and approximately $00 on Boston's person. On July, 0 at approximately :1 p.m., SFPD officers patrolling the area of Sunnydale and Garrison Avenues, were flagged down by Personnel Protective Service Guard ("PPS"), the security guards at the Heritage Homes Development. (Police Incident Report No. 00.) According to the report, PPS guards told SFPD officers that they fear for their safety because of Boston has become increasingly aggressive and threatening. On July, 0, Boston threatened PPS workers stating, "Yeah, y'all got guns...we got guns too!! AK 's... the kind that'll go right through vests." On August, 0 at 1: p.m. SFPD officers were patrolling the area of Sunnydale and Garrison Avenues when they saw numerous TOWERSIDE gang members including Boston, Frederick "Ace" Glaspie, and Byron Smith (deceased), inside the Britton Court Housing Development. (Police Incident Report No. 000.) According to the report, as SFPD officers approached, Smith looked over his left shoulder toward the group and said, "five-o", signaling that the police were there. Boston started running, taking officers on a chase throughout the Britton Courts development, stopping briefly to bury a small off white object wrapped in plastic. SFPD officers eventually apprehended Boston, who resisted arrest. Officers recovered a plastic bag of suspected marijuana from Boston's person and two clear plastic bags of suspected methamphetamine, which Boston had buried in the loose dry dirt. Additional investigation revealed that Boston is not on any lease at the Britton Courts Development and that management confirmed that Boston is a continuing problem on the property. Boston was convicted of possession of a controlled substance. On October 1, 0 at : p.m., Boston was observed loitering with known TOWERSIDE members including Byron Smith (now deceased) at 0 Rey Street. (Police Incident Report No. 0.) 8 away order from the area. SFPD officers arrested Boston who violently resisted arrest, punching at least one police officer. On January 1, 0 at :1 p.m., Boston was observed loitering at Sunnydale in violation of his release terms. Boston was arrested for violating the court-ordered stay away order. (Police Incident Report No, 0000.) On April, 0, Boston was convicted of violating the court-ordered stay away order. This conviction stemmed from an incident occurring in March 0 (Police Incident Report No. 00.) On July, 0 at : p.m. SFPD officers were patrolling the area of 0 Britton Court when they saw a large group of people congregating. (Police Incident Report No. 000.) According to the report, as SFPD officers approached Boston began to run. SFPD officers saw Boston and began to run away from them in a full sprint as they gave chase. Boston jumped on the trunk of a parked Gold, DR, Chevy Corsica (#RDS). Boston ran across the top of the car to the hood and attempted to jump the fence. Boston slipped and quickly kicked two place boards out and jumped through the fence which led to an adjacent parking lot. SFPD officers quickly turned and ran up the walkway which led to the adjacent parking lot. SFPD officers saw Boston jumping down from the above hole in the fence. Boston began to run eastbound through the walkways as they gave chase. SFPD officers yelled out "Stop" as they chased Boston. Boston ran eastbound through the main lot on Britton Court, through the walkway by the laundry mat, southbound through the walkways towards Sunnydale Ave, and then eastbound through the walkways in an attempt to lose the officers. Boston ran through an open gate at 1E Britton Court and slammed the gate closed to stop my pursuit. SFPD officers opened the gate and saw Boston jumping the south fence adjacent to E Britton Courts. 9 On April, 0 at :00 a.m. SFPD officers responded to 1G Loehr Street to arrest Boston for two outstanding warrants. (Police Incident Report No. 00.) According to the report, SFPD officers received information that Boston was at that address with other known TOWERSIDE members. SFPD officers arrested Boston. On September, 0 at 1: p.m., SFPD officers on patrol in the area of 1 Brookdale Avenue made contact with Boston. (Police Incident Report No. 000.) According to the report, Boston was picking up his girlfriend from the Sunnydale Housing Development. Boston admitted to SFPD officers that he was a Towerside gang member, and stated that he should not be in this area. Alsedee "Jizz Mac" Green and two other DBG members saw Boston and taunted him, one of them stating, "so that's who that bitch is fucking with." On October, 0 at : p.m. SFPD officers received a report that Boston was at the Britton Courts Housing Development with an AK- rifle. (Police Incident Report No. 0.) According to the report, SFPD officers made contact with Boston but did not recover a weapon. 1 EVIDENCE OF GANG ACTIVITY - ASSOCIATION 1 1 On July, 0 at :0 p.m., Boston was observed loitering with a known TOWERSIDE member (now deceased) at Britton Street, in the Proposed Safety Zone. On April, 0 at : p.m., Boston was observed loitering with known TOWERSIDE member Michael "Snacks" Punzal at Geneva Avenue, just outside the Proposed Safety Zone. 10 On June, 0 at :0 p.m., SFPD officers executed a search warrant at Britton Street, in the Proposed Safety Zone, related to a shooting that occurred in the Tenderloin Police District. Boston was observed in the company of known TOWERSIDE members and/or associates including Edgar "Arrow" Floyd and Cedric "CD" McCroey. (Police Incident Report No. 00.) On June, 0 at :0 a.m., Boston was observed loitering with known TOWERSIDE members, including Howie "Howie T" Dixon, at Sunnydale and Garrison Avenues, in the Proposed Safety Zone. HOWARD "HOWIE T" DIXON: Based on my professional training and experience as a police officer investigating the TOWERSIDE criminal street gang a review of police reports, sheriff's records, photographs, and other documents, it is my opinion that Howard Dixon ("Dixon") is an active member of Defendant TOWERSIDE gang. I personally know Dixon, whose moniker is "Howie T." Dixon does report to live in the Proposed Safety Zone. EVIDENCE OF GANG ACTIVITY - CRIMINAL CONDUCT On April, 0, at : pm, members of DBG and TOWERSIDE congregated at Blythdale Avenue and Hahn Street. Alsedee "Jizz Mac" Green, along with ten other DBG members and associates including Raymond "Boo Gotti" Rodgers and Aliton "Tiggz" Woodson were present. 12 "CB" Justin, and Diondre "D-Nice" Young. Green asked SFPD officers if they would just let the two groups fight. Members from both groups taunted one another yelling, throwing hands in the air, and challenging and taunting one another. On September 1, 0 at :0 p.m., SFPD officers arrested Dixon for illegal firearms possession and participation in a criminal street gang near the area of Sunnydale Avenue and Santos Street. (Police Incident Report No. 00.) According to the report, SFPD officers known TOWERSIDE gang member Diondre "D-Nice" Young walking towards rival DBG territory with his arms inside of his shirt appearing to conceal a weapon. Young got inside of a black Mercedes Benz driven by Dixon and began travelling eastbound on Sunnydale from Britton. SFPD officers stopped the vehicle and recovered the following: marijuana, suspected ecstasy, and suspected Vicodin (without a prescription) from Dixon's person; a loaded handgun wrapped in cloth located in the trunk of the vehicle; and additional marijuana from the back seat of the vehicle. At Ingleside Police Station, SFPD officers recovered a white hockey mask, a black face mask, over $0 in currency, two Apple laptops, rifle stock, a camera, cell phone and notebook. 1 1 EVIDENCE OF GANG ACTIVITY - ASSOCIATION On November, 0 at :1 p.m., Dixon was observed loitering with known TOWERSIDE member Vincent " VC" Floyd at Rey Street, in the Proposed Safety Zone. DEON "UNO" DOGAN: Based on my professional training and experience as a police officer investigating the TOWERSIDE criminal street gang and a review of police reports, sheriff's records, photographs, and other documents, it is my opinion that Deon Dogan ("Dogan") is an active member of Defendant TOWERSIDE gang. 14 During a January, 0 San Francisco Sheriff's Department classification and interview, Dogan admitted membership in TOWERSIDE. Dogan does report to live in the Proposed Safety Zone. EVIDENCE OF GANG ACTIVITY - CRIMINAL CONDUCT On January, 01 at : p.m. Dogan was arrested for possession of cocaine base for sale at Sunnydale and Garrison Avenues. (Police Incident Report No. 000.) According to the report, SFPD officers seized small individually wrapped white rocks of suspected crack cocaine. On May 1, 01 Dogan was convicted of felony transport and sales of controlled substances. On April 1, 0 at 1:0 a.m. SFPD officers observed individuals wearing ski masks while sitting in a vehicle at Schwerin Street. (Police Incident Report No. 0.) According to the report, as SFPD officers attempted to make contact with the individuals, Dogan drove away at a high rate of speed driving recklessly, without due regard for other vehicle or pedestrian safety. SFPD officers followed the vehicle into the area of Argonaut where one individual jumped out of the car. The chase ended at a dead end parking lot at 0 Blythdale Avenue, where Dogan and another known TOWERSIDE member (SMITH) ran away. SFPD officers recovered an AK- assault rifle in the vehicle, with a 0 round capacity, a sawed off Remington shotgun, a hockey mask with black electrical tape on the front, black gloves, two black wool caps, and a blue ski mask with holes for the eyes and mouth from the vehicle. Dogan was later apprehended and subsequently convicted of carrying a concealed weapon. On April 1, 0, Dogan was convicted in Alameda County of second degree burglary. On May 1, 0 at :01 p.m., SFPD officers responded to a call that six shots were fired in the area of Garrison. (Police Incident Report No. 00.) 15 report, upon arrival at the location, SFPD officers saw several known TOWERSIDE gang members including Dogan, Vincent "VC" Floyd, and Brandon Perkins (now deceased), at the corner of Garrison Avenue and Rey Street. Suddenly, Dogan started walking away from the group with both hands in his parka's pockets. SFPD officers investigated the area surrounding Garrison Avenue finding a bullet hole in the front door of the residence, the bullet from that shot penetrating the front door and finally resting in the cassette portion of her home stereo sitting on top of the television set. SFPD officers observed another bullet hole in the garage door where the bullet penetrated the garage door and landed inside an adjacent sheetrocked wall inside of the garage. On October, 0 at : p.m. SFPD officers conducted a traffic stop at Oakdale Avenue and Palou Street. (Police Incident Report No. 01.) According to the report, Dogan was in the front passenger seat of the vehicle. SFPD officers recovered a loaded firearm from underneath Dogan's seat. Dogan later admitted to SFPD officers that he purchased the pistol for $00.00 just four days earlier from an unknown person, somewhere in the Bayview district. Dogan also stated that the pistol was a revolver and estimated that there were six rounds in the weapon. Dogan was arrested for illegal weapons possession and subsequently convicted of federal charges. Dogan is currently in custody and should be released within the year.
