3 Purpose Present constraints, limitations, and planning factors for group discussion with regard to proposed FY 14/15/ CT aviation proposal training, manning, and budget:

4 Facts and Assumptions Facts: Further training with PN forces at US English Language Training (ELT) will be required in FY and possibly beyond Additional initial skills contractor training will be required through at least FY15 Solid numbers on available PN pilots/mx available to train on C-08 and proposed Border Patrol Aircraft are required in order to ensure personnel to operate and maintain any future year aircraft buys. Assumptions: CT aviation proposal consisting of a mix of C08s and dedicated border patrol aircraft is accepted 106/FMF will be a player for the next 3 years Continued engagement is cheaper than later direct involvement

5 6 SOS CT Aviation Recommendation Continue procurement of airdrop & medevac modified C-08s as dedicated light lift assets for PN 1 st SQDN. Purchase dedicated armed reconnaissance to replace PN F-5 SQDN. Initial versions should be recce only with hard points. Phased approach: PN pilots/mx learn to operate & maintain aircraft along with basic airborne reconnaissance training. Additional capabilities (weapons) as skills develop. 5

8 English Language Training Based on FY13 lessons learned any future ELT training should be based on a competition model: Example: 6 contractor training slots for pilots in Jan 14, 10 pilots arrive at DLI 1 Oct. knowing that only 6 slots exist. The top 6 ELT scores will go to training, remaining pilots are sent home to continue study and may return in following FY. This competition will put a focus on getting the most out of limited time available at DLI(not a focus on getting the 80 but rather competition to do better than their peers) Additionally this will filter back to squadron and show that studying prior to arrival in CONUS will help your score. This system sets a time limit at DLI so that the ELT program does not drain program money by continually dragging on (ref. FY13 model). 106 cases are Pseudo FMS: there is no min-score for contractor training and the training contracts should reflect that. 8
