3 INFORMATION FOR ORDERING OFFICES 1a. Awarded Special Item Numbers: SIN Description Guard Services 1b. Lowest Price Model Number and Lowest Unit Price for the Special Item Number Awarded in the Contract: Not Applicable to this Contract. 1c. Corresponding Commercial Job Titles and Position Descriptions See Price List 2. Maximum Order $200,000 per order. Pursuant to FAR 8.404, the Maximum Order is the threshold at which it is advantageous for an ordering office to seek further concessions from a Contractor. The Contractor may accept an order of any amount, including one exceeding the maximum order threshold. For an order in an amount above the maximum order threshold for the specific SIN in the contract, a Government purchaser should seek further concessions from the Contractor. When presented with such a request, the Contractor may grant additional concessions, offer the product at the existing contract price, or refuse the order. 3. Minimum Order: AlliedBarton Security Services requires a customer to order guard services under SIN for a minimum of 168 hours of service per week 4. Geographic Coverage (delivery area): 50 United States, Washington, D.C., Puerto Rico, and U.S. Territories. See attached regional pricing for specific geographic areas covered in this Contract. 5. Quantity Discounts: A volume discount 0f 0.5% will be allowed for billings in excess of $100,000 per month. 8. Prompt Payment Terms: Prompt payment is 0%, net thirty (30) days from date of invoice. 9a. Government Commercial Credit Card: Government purchase cards are accepted up to the micropurchase threshold of $2,500. 9b. 4 11a. Time of Delivery: The Contractor shall deliver guard services at the ordering agency within the number of calendar days after receipt of order (ARO), as set forth below. Delivery Time Special Item Number (Days ARO) Days The Contractor and the ordering agency may, in the alternative, negotiate a time for delivery of services as a part of the negotiated Statement of Work. 11b. Expedited Delivery: Faster delivery times than those set forth in paragraph (a) above are available from the Service Provider at a timetable and hourly rates that may be agreed to by the ordering agency and the Contractor. 11c. Overnight and 2-Day Delivery: Guard Services may be available on 1-day or 2-day notice for a period of service and at hourly rates that will be agreed to between the parties. 11d. Urgent Requirements: When the Federal Supply Schedule contract delivery period does not meet the bona fide urgent delivery requirements of an ordering agency, agencies are encouraged, if time permits, to contact the Contractor for the purpose of obtaining accelerated delivery of services. The Contractor shall reply to the inquiry within 3 workdays after receipt. (Telephonic replies shall be confirmed by the Contractor in writing.) If the Contractor offers an accelerated delivery time acceptable to the ordering agency, any order(s) placed pursuant to the agreed upon accelerated delivery time frame shall be delivered within this shorter delivery time and in accordance with all other terms and conditions of the contract. 12. Payment Address: AlliedBarton Security Services P.O. Box Philadelphia, PA Warranty Provisions: The Warranty is Standard Commercial Warranty. For the purpose of this contract, commitments, warranties and representations include, in addition to those agreed to for the entire schedule contract: (1) Time of delivery quotations for individual orders; (2) Any representations and/or warranties concerning the products and services made in any literature, description, drawings and/or specifications furnished by the Contractor. The Contractor warrants that guard services shall be performed by qualified individuals in accordance with generally accepted industry standards. For any breach of the above warranties, the Government s exclusive remedy and AlliedBarton Security Services entire liability shall be the recovery of fees paid to the Contractor for the unsatisfactory services. The above is not intended to encompass items not currently covered by the GSA Schedule contract. 16. Export Packing Charges: Not applicable to this Contract. 17. Environmental Attributes (e.g., recycled content, energy efficiency, and/or reduced pollutants): DESCRIPTION OF GUARD SERVICES Employment Requirements for All Guard Service Positions: All individuals in contracted Guard Service positions must meet the following employment requirements: United States citizenship or proof of the right to work within the United States. Minimum age requirement of 21 years of age. High School Diploma or GED. Ability to read, write, speak and understand the English language fluently. 3 years of recent security experience; or an Associate s degree or 60 credit hours of college coursework; or 3 years of military experience; or successful completion of the Police Officer s Standard Training (POST) course; or any reasonable combination of the above. Pre-employment medical/physical examination (renewed every 3 years). Physical stamina, with routine program of physical fitness. Pre-employment 5 panel drug screening. Psychological examination. Successful completion of the GSA suitability adjudication process (renewed every 2 years). Each individual contract may require an additional security clearance. 24b. Section 508 Compliance: 25. 6 Armed Guard COURT SECURITY OFFICER The primary function of the Officer is to protect life and property. This is facilitated by providing public safety to the client, employees, guests and the general public and safeguarding the client s property (buildings, office equipment, automobiles, valuables or anything within the client s premises) from being stolen, destroyed or damaged. As an Armed Officer, this individual will be required to have firearms training, annual firearms retraining, and firearms licensing. This position may also require some college, law enforcement or military experience; 2 or more years of security experience; and additional training as necessary. The primary function of the Officer is to protect life and property by controlling access to the Court by employees, visitors, and guests. This is facilitated by providing public safety to the client, employees, guests and the general public and safeguarding the client s property (buildings, office equipment, automobiles, valuables or anything within the client s premises) from being stolen, destroyed or damaged. As a Court Officer, this individual will be employed within a government court facility. He or she must also be trusted with confidential information and must be eligible to receive and retain security clearances. 7 (excluding firearms see Armed Officer ); some college, law enforcement or military experience; 2 or more years of security experience; responsibility for carrying mace, handcuffs or other restraining devices; and additional training as necessary. Controlling access to the Court by employees, visitors, and guests. Testify in administrative hearings, civil and criminal proceedings. Escort defendants to and from courtroom. Stand guard during court proceedings. Checks courtroom for security Conduct risk assessments and ACCESS CONTROL OFFICER The primary function of the Officer is to protect life and property. This is facilitated by providing public safety to the client, employees, guests and the general public and safeguarding the client s property (buildings, office equipment, automobiles, valuables or anything within the client s premises) from being stolen, destroyed or damaged. As an Access Control Officer, this individual monitors facility ingress and egress, verifies and issues identification as requested by the client and oversees deliveries. This position may also require one or more of the following: basic computer skills; some college experience; high-level customer service skills; and additional training as necessary. Monitor facility ingress and egress Verify and issue client-required identification Oversee package deliveries GENERAL SECURITY CLERK The primary function of the General Security Clerk is to protect life and property and provide general clerical support. This is facilitated by providing public safety to the client, employees, guests and the general public and safeguarding the client s property (buildings, office equipment, automobiles, valuables or anything within the client s premises) from being stolen, destroyed or damaged. 8 As a General Clerk, this individual must also be trusted with confidential information and must be eligible to receive and retain security clearances. This position may also require one or more of the following: basic computer skills; some college experience; high-level customer service skills; and additional training as necessary. Answer telephone, take and deliver messages General clerical duties such as typing, filing, mail receipt, sorting and delivery, database entry and maintenance. ALARM MONITOR The primary function of the Alarm Monitor Officer is to protect life and property. This is facilitated by providing public safety to the client, employees, guests and the general public and safeguarding the client s property (buildings, office equipment, automobiles, valuables or anything within the client s premises) from being stolen, destroyed or damaged. As an Alarm Monitor Officer, this individual must also be trusted with confidential information and must be eligible to receive and retain security clearances. This position may also require one or more of the following: experience operating communications systems and knowledge of communications procedures and terminology; experience with the maintenance of communications systems and central alarm monitoring systems; computer skills; some college experience; high-level customer service skills; and additional training as necessary. Perform operator-level maintenance of equipment Operate and monitor systems and communications Conduct fire and security system and alarm testing Respond to emergencies and alarms, such as fire and intrusion and provide instructions. 9 The primary function of the Security Dispatcher is to protect life and property and operate security radio and telephone communications. This is facilitated by providing public safety to the client, employees, guests and the general public and safeguarding the client s property (buildings, office equipment, automobiles, valuables or anything within the client s premises) from being stolen, destroyed or damaged. As a Security Dispatcher, this individual must also be trusted with confidential information and must be eligible to receive and retain security clearances. This position may also require one or more of the following: basic computer skills; some college experience; high-level customer service skills; and additional training as necessary. Monitor radio and telephone communications Coordinate emergency communications on-site and with emergency personnel. Daily reporting, radio and telephone logs. CORRECTIONS OFFICER The primary function of the Corrections Officer is to protect life and property. This is facilitated by providing public safety to the client, employees, guests and the general public and safeguarding the client s property (buildings, office equipment, automobiles, valuables or anything within the client s premises) from being stolen, destroyed or damaged. As a Corrections Officer, this individual must also be trusted with confidential information and must be eligible to receive and retain security clearances. This position may also require one or more of the following: basic computer skills; some college experience; high-level customer service skills; and additional training as necessary. 10 POLICE OFFICER The primary function of the Police Officer is to protect life and property and provide deterrence against unauthorized and/illegal activities. This is facilitated by providing public safety to the client, employees, guests and the general public and safeguarding the client s property (buildings, office equipment, automobiles, valuables or anything within the client s premises) from being stolen, destroyed or damaged. As a Police Officer, this individual must promote law and order and intervene to protect individuals and property as necessary. This position may also require one or more of the following: meet firearms qualifications, be knowledgeable of laws (laws of arrest, search and seizure, rules of evidence, criminal law, labor law), law enforcement procedures, interviewing skills, basic computer skills; some college experience; high-level customer service skills; and additional training as necessary. Promote law and order. Conduct preliminary criminal and procedural investigations. Complete and maintain investigative files and reports. Control physical evidence. Collect and analyze reported security incident. Assist local law enforcement as necessary. DESCRIPTION OF OTHER GUARD SERVICES PROJECT MANAGER Candidates for this position should be highly motivated, results orientated self-starters with a strong professional image. They must be well motivated, able to work well independently and make decisions. Excellent communication skills (written/verbal) are required. Also necessary are strong leadership and coaching skills. Internal candidates must be in his/her current position a minimum of six months, all previous performance ratings must be satisfactory or above, and the candidate must have no disciplinary actions within the last six months. This individual will have overall responsibility for maintaining the account, to include responding to customer s needs/concerns, managing officers and overseeing all administrative functions. Hiring/Terminating: The project manager has the ability and authority to hire and terminate his/her employees. Safety: Develop/maintain programs outlining site specific hazards for security officers, including vehicle/driver s safety, slip/fall hazards. Operational Procedures: Develop/maintain/ review Operational Procedures so that a valid site specific Operational Procedures Manual (OPM) and Post Orders are always available for emergency reference by the security staff. Security Officer Training: Provide site specific initial On The job Training (OJT) to each security officer utilizing an approved training plan and the OPM. Procedures: Conduct formal contractual re-training for each security officer at the account. Uniforms: Maintain Uniform and appearance standards as outlined in the AlliedBarton Handbook. Conduct seasonal uniform changeover and retrieve uniforms from resigned and terminated employees. Overtime: Identify and maintain adequate staffing levels to minimize/eliminate overtime. 11 Scheduling: Meet all contractual scheduled hours. In addition to the audit standards, provide a yearly vacation schedule for subordinates in order to plan for vacation coverage. Policies: Enforce AlliedBarton Policies as outlined by the AlliedBarton Handbook and executive memos. Standards & Audit Compliance: Meet and exceed Operational Audit Standards. Equipment: Identify equipment utilized at the account, including vehicles, and maintain shift inventories/maintenance checklists/follow ups. Off-Hour Visits: Visit each shift of assigned account, provide documentation required by District Manager instructions and participate in weekend management program. Security Officer Performance Evaluations: Objectively evaluate Officers every six months in a faceto-face meeting. Recognition: Utilize the recognition program for solid and top performers. Counseling: Review substandard performance with employees face-to-face and provide coaching and training to increase performance. Document counseling, training and coaching. Disciplinary Actions: Enforce AlliedBarton standards as outlined in the AlliedBarton Handbook. Delegating & Developing Subordinates: Identify top performing Officers and assist in their management development by delegating routine supervisory responsibilities. Recommend subordinates for the Practical Supervision Program. Promptly communicate AlliedBarton promotional opportunities/job postings. Support Groups: Efficiently communicate needs to support groups and negotiate realistic deadlines. Client Communications: Meet with and listen to client. Proactive approach to client needs. Account: Be responsible for assigned account/ security officers seven days a week. Although supervision is in place, the Project Manager will be provided with a pager to facilitate around the clock contact. The Project Manager must respond to all pager contacts promptly. Logs: Review all security logs and tours and reconcile against shift responsibilities, post orders, and monitored and unmonitored patrols. Incident Reports: Review all incident reports prior to submitting to client and coordinate preliminary investigations when required. Training: Submit complete and accurate training documentation: OJT checklists, re-training follow-up with agendas. Personnel: Maintain accurate personnel records and update as necessary. Financial: Be responsible for payroll information and financial stability of the account. Recruiting: Consistently communicates staffing needs through the computerized Requisition Form, while assisting the Recruiting department in identifying quality candidates. ASSISTANT PROJECT MANAGER Candidates for this position should be highly motivated, results orientated, self-starters with a strong professional image. They must be well motivated, able to work well independently and make decisions. Internal candidates must be in his/her current position a minimum of six months, all previous performance ratings must be satisfactory or above, and the candidate must have no disciplinary actions within the last six months. This individual will act as second in command to Project Manager for maintaining the account, to include responding to customer s needs/concerns, managing officers and overseeing all administrative functions. The Assistant Project Manager will also act as Project Manager in his/her absence. Basic duties include assisting in all of the following: Safety: Develop/maintain safety programs outlining site specific hazards for security officers, including vehicle safety, driving safety. Operational Procedures: Maintain/review Operational Procedures so that a valid site specific Operational Procedures Manual (OPM) and Post Orders are always available for Emergency reference by the security staff.
