2 Purpose Discuss all issues relating to PN precision strike capabilities including aircraft acquisition, training, and all associated issues tied to FY case.

3 BLUF Acquisition and integrated training on the 1206 case will require a synchronized effort on the part of all stakeholders from pre-contract through mission execution.

4 Facts and Assumptions Facts: Currently PN can not conduct precision strike No current PN equipment (RW/FW) is capable of precision strike without significant modification PN can not conduct strike without US advisor (in assist role) during Year 1 (Possibly Year 2) of the proposed PGM program Assumptions: It will take 3-5 years to establish and build a stand alone PGM capability Development of the Kill chain with US Embassy, US Mil, ROYG (MOI and MOD), YAF PN pilots and MX go to CONUS based English Language Training utilizing existing ELT FMS case line ASAP. Laser Guided Munitions and GPS weapons are options (National Exception to Policy may be required)

5 Proposal PN pilots and US CAAs execute assist mission in new build weaponized border patrol aircraft Purchase 4 Archangel aircraft with full DS/Weapons Suite for immediate delivery (6 months) 6 x US CAA pilots & 6 x CAA MX to Archangel training immediately (see timeline chart) On or About Mar 1 Group 1 PN Archangel pilots (5 x F-5 pilots) to English Language Training-ELT- (Utilize existing FMS ELT case line) Group 2 PN pilots proceed to ELT NLT 3 months after group 1 pilots 1 Oct 13: 10 x PN F-5 MX to English Language Training-ELT (Utilize existing FMS ELT case line) PN and US pilots rally in CONUS upon completion of PN flying training for 4-6 week training spin-up Entire package pushes in country and begins executing assist mission (1 PN pilot per 2 aircraft formation) with CLS/CAA/PN MX package COA 1 (Probable) for 6 SOS training location is in-country (or with Djibouti option) COA 2 (Most Probable) for 6 SOS training location is in nearby ally nation (UAE, Jordan, etc ) 6
