3 COM KFOR S NEW YEAR ADDRESS COM KFOR S NEW YEAR ADDRESS LOOKING FORWARD As usual every New Year brings with it its share of hopes, expectations and opportunities, but also allows us to reflect on what we have achieved. This year is no different. We have proven ourselves to be an extremely dynamic and versatile force here in Kosovo and we have improved the security situation throughout the region by rethinking the way activities such as patrols, static observation posts and electronic surveillance were performed. Additionally, we continue to work with all parties to find a viable solution to the issues related to the Administrative Boundaries Lines. Over the last number of months we successfully promoted inter-religious dialogue amongst the Orthodox, Muslim and Christian religious leaders by organizing and hosting a trilateral meeting. Much progress has been witnessed in this area as principles of peace and tolerance were displayed. The road that was built at the Decane Monastery was a symbolic act that brought together, for the first time ever, the political and religious stakeholders of the town of Decane, namely the Mayor and the Abbot of the Monastery, changing dramatically the record of confrontation and incomprehension. Moving forward we remain committed to contributing to a safe and secure environment and maintaining freedom of movement here in Kosovo. The KFOR team is a multinational organisation with soldiers from 31 different countries all contributing in their own way to the success of the mission. The recent visit of NATO Secretary General, Mr. Stoltenberg, was the first visit of its kind in over four years and served to highlight some of our achievements. As outlined by Mr Stoltenberg: Sixteen years ago, NATO came here in the aftermath of bloodshed and war. Today, Kosovo is a very different place. Peaceful, stable, increasingly prosperous. Under a clear United Nations mandate, our mission has helped transform Kosovo into a safer place. And it has helped make the Western Balkans more stable. KFOR will continue to preserve a safe and secure environment and guarantee freedom of movement for all people in Kosovo. You have, in no small way, contributed to this new reality and we will continue to strive for a better future in the region. Be confident that you are held in the highest regard by the people of Kosovo. In recent independent surveys carried out amongst all ethnic groups, KFOR emerged as the international organisation perceived to be the most reliable. Of that you can be proud. We have already commenced 2015 in a most positive and productive way, moving forward with strong determination and commitment. 4 TRAFFIC SAFETY ROAD TRAFFIC SAFETY DURING WINTER Driving in KOSOVO especially in to winter weather conditions can be a very dangerous concern when operating military vehicles. In addition, most of the roads in KOSOVO are narrow, in bad condition, not illuminated during the night and without any road markings which makes crossing, particularly for large military vehicles, very difficult. Therefore it is essential to be familiar with all the chronicled determinations (SOP s) and the rules of protocol referring to road safety. Such SOPs are valid theatre wide. Beyond that, KFORpersonal should always keep in mind that self-responsibility before, during and after operating KFOR-vehicles is also extremely important. The following instructions are for your safety and the safety of everyone else! - Do NOT operate a vehicle under the influence of alcohol, drugs or medications - Always make certain that you had enough sleep or rest before operating a vehicle. - All drivers who are operating vehicles in the KFOR AOR and AOO have to be familiar with the SOP s and the traffic regulations in KOSOVO (vehicle movement codes, speed limits, traffic routes, location of minefields in the area of travelling and adequate maps) - Make sure, before you use a vehicle, that its reliability is guaranteed - Be capable of using emergency and winter equipment - Examine your tyres (snow tires), the tyre pressure and make sure that you have skid chains available - Dim lights must be used even during daylight - Always fasten seatbelts - NO cell phone usage when driving - Adapt your speed to the road conditions (hint for driving on an icy road: drive like having a raw egg between your boot and the accelerator pedal) - KFOR drivers (Blue Fleet, Green Fleet, national force vehicles) must follow the speed limit as shown on the posted traffic signs. 4

5 TRAFFIC SAFETY - Keep a safe distance behind the vehicle in front of you - Reduce the speed of the vehicle even if traffic signs authorize higher speed limits especially when people or animals are close to the edge of the road - Slow down when the motorway is getting foggy, rainy or snowy, on bridges and when approaching intersections - Always keep in mind that the local drivers may not have winter tyres or have bald tyres but are still driving - The driver next to you may not drive as you are used to. That means their style is more aggressive and risky. Therefore be patient and use defensive driving techniques. - Make sure that you know the destination of your trip, the length of the trip and at least one alternative route to get there - Do not try to make up for lost time! Right now, during wintertime, it is life threatening to speed. The aim of this article is to raise awareness of drivers and commanders of all ranks, to the risks and possible life threatening situations they are likely to encounter whilst driving in the KFOR AOR or AOO. 6 NATO SECRETARY GENERAL VISIT OF NATO SECRETARY GENERAL TO KFOR On the 23rd January 2015 NATO Secretary General Mr. Jens Stoltenberg, visited Camp Film City NATO KFOR Headquarters in Pristina. This was the first such visit in over four years. Mr Stoltenberg who was accompanied by Admiral Mark E. Ferguson III Commander JFC Naples, was welcomed to the camp by COM KFOR, Major General Francesco Paolo FIGLIUOLO The NATO Secretary General was briefed by KFOR Commander and the international HQ Staff on the latest developments in the current security and socio-political situation in Kosovo. In particular, they highlighted the important results achieved by KFOR to ensure a secure environment, thus allowing the development of better social and economic conditions for all citizens of Kosovo. After the briefing, Mr. Stoltenberg met with the Representatives of the International Community in Kosovo, namely the UNMIK Head of mission, the EU Special Representative, the EULEX Head of Mission, and the OSCE Head of Mission. During these talks, the great importance of the comprehensive approach and the mutual cooperation among the International Community Organizations in order to enhance the stability and the overall security of the Kosovo were underlined. NATO Secretary General was also received by Ms. Atifete Jahjaga, Mr. Isa Mustafa, Mr. Hashim Thaçi, Mr. Branimir Stojanović, and Mr. Haki Demolli. Mr. Stoltenberg confirmed that NATO would continue to support security in Kosovo, promoting progress and dialogue in the area. PICTURE: Afrim Hajrullahu (2) 6

7 NATO SECRETARY GENERAL During the visit, the NATO Secretary General also had the opportunity to speak to KFOR service-members deployed in Camp Film City. He expressed his pride for the excellent results achieved by KFOR, in improving the overall security situation in Kosovo, thanks to the professionalism, dedication and devotion of its soldiers. 8 CHARITY CONCERT NEW YEAR S CHARITY CONCERT A New Year s Charity Concert was held at the Mother Theresa Catholic Cathedral in Pristina on 13 January The concert was performed by the Wehrbereichsmucikkorps III Erfurt, Germany under the skillful hand of conductor Lieutenant Colonel Roland Kahle. The event was hosted by the German Embassy and the German Contingent at KFOR Headquarters and sought to raise funds for local charitable project. It was generously sponsored by those in attendance. Appoximately fifty musicians and their experienced conductor performed a variety of various musical genres with ease. For around two decades, the renowned orchestra has captivated audiences at home and abroad. These gala concerts, chamber concerts and solemn military ceremonial 8

9 CHARITY CONCERT performances represent the ensembles exceptional versatility and high musical standards. Their repertoire on the night ranged from arrangements of classical works to original compositions, swing, pop and film soundtracks. Naturally, international march arrangements formed an integral part of their repertoire. The ensemble on the night was composed of professional and regular soldiers. From the bass clarinet to the piccolo, the tuba to the trumpet almost all woodwind and brass instruments were represented. Additionally, the orchestra had a lavish percussion apparatus with a versatile rhythm section. The event attracted many dignitaries including the German Ambassador, H.E Mrs. A. Viets, COM KFOR Major General Francesco Paolo FIGLIUOLO, Director NLAT, Brigadier General P. Braunstein and the German Sneiro National Representative, Colonel Dr. A. Holscher. 12 JLSG JLSG MARKS 5 YEARS IN KFOR On 10th January 2015, the Commander of the 10th Rotation, Col Franz Josef MADNER of the Joint Logistic Support Group (JLSG), welcomed COM KFOR, Major-General FIGLIUOLO, DCOM KFOR Brigadier General WALDNER, COS KFOR Brigadier General SCHOLES, DIR NLAT Brigadier General BRAUNSTEIN, distinguished officers and other guests of the KFOR mission during a ceremony marking the 5th Anniversary of JLSG in KFOR at Camp Film City. In 2005, the JLSG concept was developed to concentrate and streamline the logistic Command and Control structure on operational level and reducing the logistical footprint of contributing nations and was adopted by NATO. As conditions in Kosovo changed, KFOR was faced with adapting the size and structure of its forces and the JLSG enabled KFOR to synchronize all of the available resources in theatre to ensure maximum effectiveness and efficiency. In 2009 NATO decided to test this theoretical concept in an already ongoing mission. Then in January 2010, the first and only JLSG in a NATO mission reached its fully operational capability. After 5 years, the Joint Logistic Support Group had become an integral part of the KFOR Operation with growing importance. During the last five years, tens of thousands of personnel and thousands of containers have been moved and processed through the KFOR Airport of Debarkation (APOD) SLATINA, more than 53 million of litres fuel delivered, kilometres of roads built and engineering projects completed throughout the KFOR Mission area. Out of the participating 31 nations in KFOR, 15 are represented in the JLSG HQ. Four nations 12

13 JLSG (Switzerland, Austria, Ukraine and Italy) proudly provide units to the JLSG and ready to give maximum support to KFOR in the fields of Movement and Transport, Fuel Supply via our contractor EXFIS, Engineering, EOD / IEED, Camp support and when needed, with appropriate capabilities to ensure Freedom of Movement. In his opening address, Col Madner stated that : Looking forward, I strongly believe that the KFOR JLSG should be developed to expand its responsibilities, its means and capabilities in order to set conditions for TCNs and NSEs to facilitate the support of our soldiers on the ground, to reduce the logistics footprint and to save costs for the nations. If the establishment of the JLSG in KFOR can be called a story of success, it is because Commanders and Nations believe in the vision of mutual supporting each other according to the motto EXAMPLE ENDEAVOUR ENTRUST. COM KFOR provided an address to the JLSG troops and honourable guests, where he underlined once more the current and future importance of the JLSG in KFOR and for the concept itself NATO, thanking the troops for all their efforts and dedication to the KFOR mission. Just last month, I had the honor to attend the ribbon cutting ceremony for the new Decane Monastery road. Because of JLSG s engineer support, KFOR was able to help the Monastery and the people of the town of Decane reach their mineral springs safely. It is a project that not only helped build a road, but also to build a connection between two communities. It was a project that made me proud to share the capabilities of the JLSG. After his address, COM KFOR awarded selected members of the JLSG HQ and subordinated Units the Non- Article 5 Medal for their significant contributions during their tour of duty within JLSG and KFOR. The 5 year Anniversary parade concluded with the departing of the official party to the Ratezky March and festivities of the Austrian, German and Swiss contingent and the JLSG Team at the multifunctional tent. 14 CSM ACTIVITIES CSM KFOR FRAMEWORK OF ACTIVITIES- NCOS AND ENLISTED SOLDIERS CHALLENGE. On 16 and 17 December 2014 the first edition of the KFOR NCO and ENLISTED Soldiers CHALLENGE took place; this event was conducted by the KFOR CSM. The purpose of the challenge was to recognize and reward the best female and male NCO and ENLISTED SOLDIER, working in Camp Film City through a friendly competition based on soldiering activities. 15 CSM ACTIVITIES The competitors were tested in physical fitness, first aid, reports and communication procedures, navigation and orientation skills. They were judged by a multinational panel of Senior Non-Commissioned Officers. Beyond the specific result of each category, the challenge was an excellent opportunity for soldiers of different nations to meet each other and create friendships. A special thanks must be given to CSM Alex Nelson, Command Sergeants Major U.S Balkans National Support Element, and to OR-9 Peter NEDELKO (SVN-A) NLAT Senior Enlisted Advisor for the support that I received from them. 16 NL AT NLAT CHANGE OF COMMAND CEREMONY On the 14th January 2015 the NLAT Change of Command Ceremony from BG Peter Braunstein to BG Werner Haumann took place in Camp Film City. Organized by the NATO Liaison and Advisory Team, it was attended by COM KFOR, Major General Francesco Paolo Figliuolo, representatives of NATO HQ Brussels, several embassies, Defence Attaches, the Minster of the KSF and the Senior echelon of the Kosovo Security Force (KSF) including the COM KSF, Commander Land Forces Command and the Director of Operations MKSF. Embedded in the ceremony and led by LTC Roland Kahle was the Wehrbereichs-musikkorps III from Erfurt, Germany in order to underline the separate parts of the ceremony with a dedicated piece of music and the NATO-anthem to close the official part of the ceremony. In recognition of the dedicated work of BG Braunstein towards the KSF, an honour platoon of the KSF was part of the formation, besides the whole NLAT-personnel, led by the NLAT Chief of Staff. Speeches were delivered, started by BG Braunstein with a short review about his tour from 25th August 2014 to the 14th January COM KSF closed his very personal and emotional speech by awarding BG Braunstein with the medal of merit of the KSF for his personal dedication in the support of the development of the KSF and his improvement of the relationship between the NLAT and the KSF. COM KFOR also highlighted the very highly respected personality of BG Braunstein in his effort towards a fruitful and beneficial relationship between the NLAT, KFOR and the KSF as true partners in the theatre. Prior the official transfer of responsibility for the NLAT to BG Haumann, Major General Figliuolo decorated BG Peter Braunstein with the NATOmedal for Non Art.5 Operations in the Western Balkans. 17 NL AT PICTURE: Afrim Hajrullahu (2) the official transfer of responsibility, the NATO-flag was first transferred from BG Braunstein to Major General Figliuolo, who passed the flag and the accompanied task and duty to the new Director NLAT BG Haumann. The ceremony was followed by a small reception, where all guests could address their thoughts and feelings to BG Braunstein and meet the new Dir NLAT BG Werner Haumann. Brigadier General Peter Braunstein will be remembered as a true believer in the importance of a truthful and transparent relationship between the NLAT as the main coordinator of assistance and support and the KSF. He highlighted the increasing public awareness of NATO s unified efforts in the field of SFA and Capacity Building and Training to include the need for close coordination and cooperation with bilateral assistance available to the KSF from many partner nations. 18 MNBG-W OPERATION BOZIC : MISSION ACCOMPLISHED! THE SNOW DIDN T AFFECT MNBG-W S OPERATIONAL ACTIVITY On the 6th and 7th of January, the service members of MNBG-W conducted operation BOZIC in order to guarantee an adequate, but discreet, security cordon for the religious celebration of the Orthodox Christmas. The operation mainly concerned the snowy area around the Orthodox Monastery of Dečani/Decane, one of the most sensitive points in the west sector. At dawn on the 6th January, MNBG-W increased their presence in the area of the Dečani/Decane Monastery, one of the sensitive sites for which KFOR is First Responder. This responsibility requires that KFOR provides constant surveillance on the site and has direct responsibility for the security of the monastery and the Monks that live within. In spite of the heavy snow fall of the previous days, the specialist vehicles and the members of the Italian Platoons of P-Coy executed the operation to the highest standards. This came as no surprise as the personnel are specially trained for movement in mountains and snowy terrain. BV-206 S7 tracked vehicles were deployed, these vehicles which are issued to Alpini Units are particularly suitable for movement on rough terrain and snow. Foot patrols were also conducted in the woodland area surrounding the monastery, using skis and snowshoes for easier movement on snow, and so to ensure a comprehensive monitoring and a complete surveillance of the area. P-COY s Moldavian Platoon conducted motorized patrols along the main access routes to the monastery, in order to guarantee the freedom of movement in the area. In Camp Villaggio Italia an Austrian Platoon was ready to intervene as a Crowd Control asset in support to the Italian Platoon deployed as QRF in Camp Sparta, while the Slovenian Company guaranteed a QRF for any need that may have arisen. 19 MNBG-W squads carried out many patrols in the Serbian enclaves inside MNBG-W s sector, paying particular attention to the religious sites. The religious ceremony was held in a calm and relaxed climate, and a delegation from MNBG-W, including the Commander Col. Carlo Cavalli, accepted the invitation of the abbot of the Monastery of Dečani / Decane, father Sava Janjic, to take part in the religious ceremony followed by Christmas lunch with the monks. Afterwards Father Sava Janjic received the President of the Republic of Kosovo Atifete Jahjaga and the Prime Minister of Kosovo Isa Mustafa. The day continued without any major tensions, but always under the careful supervision of MNBG-W s men, in constant contact with the TOC stationed at Camp Villaggio Italia. This operation has highlighted the excellent amalgamation between units of the different nations that make up MNBG-W, which have once again joined forces to achieve a common goal. The training followed the BI- Strategic Command Directive 40-1 on Integrating UNSCR 1325 and Gender Perspective into the NATO Command Structure. After a joint planning process by KFOR GENAD, KSF GE- NAD and NLAT Subject Matter Experts a training package was created targeting the Leadership of KSF to inform them about the UN normative basis surrounding Women Peace and Security, obligations, purpose and benefits of including gender perspective and regarding gender dimensions in PSO. The topics selected were: Gender in PSO - Terms, definitions, tasks and tactical use of gender perspectives. Gender Analysis - How to understand influencing factors and its impact on the operational environment. Conflict related sexual violence - Consequences to the individual and society, the impact on peace processes and how to mitigate the phenomena used as a tactic of war. Female participation Benefits of including women in Peace processes and challenges thereof. The training conducted was a mixture of lectures and group work with different case studies and was well received by the KSF. Maj Lotta EKVALL GenAd COMKFOR 20

21 PROFILES Military education: I entered the Hellenic Non-Commissioned Officers School in 1991 and graduated in 1993 as Engineer Sergeant. I have attended all Basic and Advanced Training Courses of the Engineer School as well as the Engineer Platoon Leader Course in ENTEC in Munich Germany. My career started in 716 Engineer Battalion and over the years I fulfilled a number of command and staff appointments in Engineer Units and Formations, to include posts in NATO HQs AFSOUTH, Naples, Italy and the NRDC-GR in Thessaloniki. In the framework of my duties I was involved in NATO-led operations in the Balkans (Bosnia-Herzegovina in 1996 and Kosovo in 2012). In 2011 and after attending the Warrant Officers School, I was promoted to 2nd Lieutenant. This is my third deployment abroad. Although it is not always easy to be far from home, my family is very supportive of my deployment here in Kosovo. Before I left, he told me he is going to miss me, but to give it my all while I am in Kosovo so the time apart won t be in vain. I have a very loving and supportive family. They are constantly telling me how proud they are of me, and they are always encouraging me especially on those days I am really missing home (holidays, birthdays, etc.). Our faith in God is strong so they do not worry about me, but they always pray for me and our military. They are anxiously awaiting my return, but in the meantime, we enjoy video chatting, and s. Hobbies: I love spending time with my loved ones, reading, writing, singing, volunteering in my church and helping out in the community. 21
