2 Handoff: First years, mentors, friends, Career By Col. Brad Hinkle Commander, 190th Operations Group New enlistee? Retiree? Time flies! You may relate to this article or will in 20 years. September drill was a blast, participating or observing three promotion ceremonies and a couple retirement ceremonies and the ensuing celebrations and parties. It was a pleasure having one of our previous Wing Commanders, Lt. Col. Jerry Johnson, in the audience who was influential in my career. Chief Troy Abel and I referred to our intitial day of enlistment; Chief Purling administered the oath for us both 25 years ago. I decided to take a gander at my diary. Yes, diary. It started as a homework assignment at Johnson County Community College for my first college credit prior to attending Kansas University where it was referred to as a wash-out class. What I found in my diary were great memories, mentors, personal and professional ups and downs, and quite a few folks I owe a thank you to along the way. First a sampling of a few entries as a 22 year old to start my military career: 2 My diary includes military, civilian, and life (family) events. I also kept religiously a flight logbook for the first couple of years as a co-pilot in anticipation of my dream job as a civilian airline pilot. Little did I know my dream job as a 22 year old was not in sync with what became my dream job from age 30 to 50: full time employment with the Kansas Air National Guard! There are too many folks over 26 years to thank for their influence but I ll include a small sampling from the first two years as an enlistee and co-pilot taken from memory and my flying logbook sans ranks and potential nicknames. I promise you each one had some type of influence on the type of pilot or aircraft commander I d develop into. Thank You: Mr. Johnson, Mick Baier, Bill Blakley, Larry Dillon, Buck Lyle, Col Thomas, Taylor, Unrein, Pettigrew, Lang, Chuck Stratman, Remboldt, Burden, Rufus, Dearing, Olie, Brent Johnson, O Toole, Oliver, DeJesus, Goodwin, Curtis, DeJesus, Chris Stratmann, Perry, May, Roth, Fulton, Becker, Zillinger, Wobker, Lewis, Meyer, Prichard, Hoy, Morse, Kerns, Miller, Smith, Palmer, Austin, Seltman, Ballou, Palmer, Parcel, Darbro, Rogers, Deweese, Hannah, Treinen, Stucky, Fisk and Kinslow. These folks above shaped me at my influential beginning. There are too many to thank for the 23 ensuing years but you know who you are. The later years mainly encompass outside the cockpit duties in regards to professionalism and desk work and includes folks from every job on base. A special thank you to Col. Ken Folger, Col. Joel Darbro, and Lt. Col. Chris Gnagi who in April 2005 at a mid-point in my career had the courage to hire me back full time with the Coyotes. It was honestly the most significant day of my professional life in regards to military, civilian and family balance. Trust me, my diary entry on that day is too long to include in this article. Student Flight members and new enlistees, soak in as much as you can from as many as you can and realize life will keep moving on. One day 20 years old, the next 30 years old. Commanders, chiefs and supervisors will change. Take advantage of these sometimes brief encounters. Take the often good traits and discard the sometimes bad examples to develop into a replacement that exceeds your predecessors. Commanders, Chiefs, Supervisors and peers, ask yourselves what young men and women will you have a positive impact upon over the next couple of years and potentially influence towards a 20 year career? 3 Spotlight R&R: Strengthening the Coyote team By Capt. Casey Montgomery Commander, 190th Force Support Squadron We have all heard wing leadership urge us all to be recruiters. You may be wondering why recruiting is so important and some of us may have even rolled our eyes at the everyone s a recruiter request. Why do we need the help of every Coyote on base with recruiting and retention? We need your help, not because your actual Air Force job isn t important; not because you aren t already super busy; and not because our Recruiters don t know what they re doing. We need your help because the 190th Coyote Team needs more quality people like you to do our mission. The fact is that our unit is 92 percent manned. We currently have 50 enlisted vacancies and five officer vacancies. In addition to vacancies, current guidance allows us to go or 12 percent over authorized in every position. The Recruiting and Retention team is hard at work to enlist good quality people so that the 190th Air Refueling Wing can execute our mission. But even with all their efforts the unit has continued to Tech. Sgt. We need more potential applicants interested in joining the 190th and capable of meeting aptitude and physical requirements. To accomplish this the 190th needs supervisors actively engaging members throughout their career to improve retention rates. We need every Airman on base seeking out opportunities to lead, mentor, train and partner with other Airmen on base to sustain the high level of success, camaraderie, teamwork and family-like atmosphere our unit is known for. This requires all members to get involved with R&R efforts. A major wing initiative that will impact R&R is the 190th Wing app. The app will provide access to lots of 190th information as well as phone numbers and s to key personnel and services across base, including the R&R team. It will also list current job openings and benefits, making it easy to talk to friends and family members about opportunities at the 190th. Getting and keeping quality people like you in our unit is important. The KC-135 doesn t fly without people; our Recruiting & Retention Team front gate and the assets inside the fence are not protected without people willing to stand a post to protect us, and we do not get paid, get an indentification card, have lights that work, air conditioned offices and vehicles to drive without people. We do not defend our country and respond to state needs at the most critical moments without people. In summary, our unit relies on the high caliber of people we have across the Wing. Our leadership knows how hard you work in your job to be at the top of your game, ready to deploy on a moment's notice. I would never downplay your numerous responsibilities as an Airman, but I am pleading that everyone understand how hard the core R&R team is working and I ask that you also understand how much your support and efforts are needed to ensure 100 percent success for this wonderful unit. Sufficient manning numbers drive so many factors that we cannot afford to not make this our top focus. Nothing matters without good, quality people here to execute the mission. Heptinstall, Tech. Sgt. Egnoske and Senior Airman Long - are busy visiting schools, attending career fairs and community events, building and executing marketing efforts, meeting potential applicants, taking applicants to testing and physicals, doing job showings across base and scheduling enlistments. You may have heard 190th ads on local radio stations or seen our commercial at the Regal Movie Theatre in Topeka. The Retention office is busy meeting with members at various points in their careers to educate them on opportunities for using tuition assistance, post 9/11 and other benefits. Master Sgt. Lewis coordinates bonuses for qualifying career fields and she can assist members who may want to cross train. Lewis also counsels members who are eligible to re-enlist and she chats with members who are wishing to leave the unit. Lewis has also taken the initiative to spearhead some training opportunities for Wing members such as Crucial Conversations and PACE which are focused on building better communicators and better people in all aspects of our lives. 3

4 Protecting our people protects our mission By Staff Sgt. Kayla Köhn 190 th Public Affairs The day-to-day mission for the Sexual Assault Prevention and Response Office is to educate, advocate and collaborate to respond to and stop sexual assault and its harmful effects on the Air Force. There were 92 reports of sexual assault, as of August, in the Air National Guard for fiscal year These reports included 21 restricted and 71 unrestricted reports. All Kansas Sexual Assault Response Coordinators and Victim Advocates are available to take reports from any Kansas National Guard member, regardless of the individual s unit, 1st Lt. Celeste Arnold, 190th Air Refueling Wing SARC said. That s the message the entire Kansas National Guard SARC team wants to emphasize to ensure service members are comfortable reporting. The Department of Defense admits that sexual assault is the most underreported crime in the Air Force and has implemented the Sexual Assault Prevention and Response program to combat the problem to include full-time SARCs at every Air National Guard wing as well as a full-time VA and SARC at Joint Force Headquarters. Arnold wants service members to understand that they can report any sexual assault that has occurred to them, or their dependents (18+); recently or many years past, even if it occurred prior to military service. Many service members are confused about the difference between restricted and unrestricted reporting. A restricted report keeps the identity of the victim and perpetrator confidential; the victim may receive healthcare, advocacy and legal services without notification to command or law enforcement. The wing commander is notified that a sexual assault occurred within the last 30 days, more than 30 days or prior to military service, with no personal identifiable data. An unrestricted report is recommended for victims who wish to not only receive care but also an official investigation of the crime. So that the investigation can be completed, the victim s unit and wing commander are notified. To file a restricted report, service members should reach out to the SARC, a victim advocate, or mental health professional only. To file an unrestricted, report service members can speak to all of the above plus their chain of command or law enforcement. If someone discloses a sexual assault to you as a wingman or friend, make sure they are safe, don t ask for details, direct them to the SAPR office and respect the individual s decision to make or not make a report. Many people in the wing are mandatory reporters (Equal Opportunity, supervisors, first sergeants, commanders and others) and must notify the chain of command about an alleged assault. Every case is different. If you re thinking about reporting or have questions about a situation you or someone you know has experienced please ask a SARC or VA first, Arnold said. Inquiries and questions will remain 100 percent confidential. 4

5 Medical Group health assessments evolve By Capt. Dan Arnold Medical Administrative offi cer, 190th Medical Group The Preventive Health Assessment Questionnaire will look very similar to last year s web health assessment, with a few changes. Just as we did last year, the Medical Group requests you to complete your PHAQ the month prior to your appointment for your annual physical exam in order for our medical providers to have the most complete picture during your exam or appointment. Most of you will have appointments in November. You will not be allowed to perform the PHAQ at the medical offices before your appointment as we have done in the past. Another change this yeart is the addition of a mental health assessment. A national contractor, Logistics Health Incorporated, will conduct the MHA over the phone for most unit members. Based on your selfevaluation, LHI will schedule a time to discuss your answers. LHI will call you within the 30 minute window that you agreed upon. Avoid call screening during your previously coordinated scheduled time because this will be an unfamiliar number. For this reason we are unable to allow the PHAQ to be completed just before your appointment. Please take the time to perform the customer service survey at the end of each process when offered. Troy Abel 190th Inspector General Superintendent Master Sgt. Joshua Smith currently serves as the traditional Superintendent of the 190th Inspector General s office where he assists leadership with the continuous assessment of the Wing s readiness to execute our mission. Smith enlisted in the 190th Air Refueling Wing in May of 2001 as a crew chief in the Aircraft Maintenance Squadron. In December of 2003, he became a full-time technician as an assistant crew chief on the flightline. Throughout his tenure as a crew chief, Smith participated in numerous operations supporting the global war on terror, to include Operations Enduring Freedom, Iraqi Freedom and 6 Northern Watch. In addition, Master Sgt. Smith participated in many deployments supporting our mission around the globe. In April 2009, Smith became the Unit Deployment Manager for the 190th Maintenance Group. As the UDM, he ensured the readiness of maintenance personnel and equipment for worldwide mobility and oversaw the execution of deployments and mobility exercises for the Maintenance Group. Master Sgt. Smith also maintained the deployment reporting tool and status of resources and training reports for the group as well as many other additional duties as assigned. In July 2015, Smith resigned from the fulltime technician force and accepted a position with the Kansas Division of Emergency Management as the Southeast Kansas Regional Emergency Management Coordinator where he assists counties with all hazards preparedness and disaster response. Smith remains a traditional Guardsman for the 190th as a part of the Wing IG team.
