1 2016 PANHELLENIC COUNCIL RECRUITMENT AGREEMENT UNIVERSITY OF NORTH CAROLINA WILMINGTON CODE OF ETHICS We, the undergraduate members of women s fraternities at the University of North Carolina Wilmington, agree to promote honesty, respect and sisterhood through the adherence to the UNANIMOUS AGREEMENTS and the adopted amendments established by the National Panhellenic Conference. We support the following goals of membership: to increase the overall retention rates of potential new members, new members, and initiated members; for each chapter to reach quota and maintain strong quality sisterhood that transcends individual chapters; to promote Panhellenic as a whole through positive public relations, whether it be printed, electronic or spoken communication, including campus and community involvement; for continuous improvement and maintenance of high academic standards; to equally support one another through acceptance of differences; to uphold and demonstrate friendships and loyalty in thought, word, and action; to actively promote our sisterhood as a lifelong commitment. We shall lay aside competition in order to strive for unity, mutual trust and cooperation. As members of the University of North Carolina at Wilmington Panhellenic Council, we shall stand by these ideals, which guide our actions. It is the purpose of the University of North Carolina Wilmington Panhellenic Council and its Executive Board to ensure that Panhellenic member organizations and their women uphold the highest ethical principles during recruitment. It will be the duty of the Council to administer all recruitment rules and to distribute sanctions for violations of these rules in accordance with the National Panhellenic Conference Manual of Information. Furthermore, all parties participating in the recruitment process will respect and obey the letter and spirit of all National Panhellenic Conference Unanimous Agreements and are encouraged to impress upon their undergraduate and alumnae members that they shall do the same. These Unanimous Agreements and additional rules are stated within the NPC Manual of Information and within this document. They are as follows: DEFINITIONS 1. CHAPTER TOTAL AND MECHANICS 1.1. Chapter total is the maximum allowable chapter size as determined by the Panhellenic Council and includes both new and initiated members. NPC Unanimous Agreement: Each NPC fraternity chapter has the right to continuous open bid to reach quota or its total allowable size during the regular school year as defined by the school calendar Chapter Total As a provision, student members remaining off campus for an entire academic year need not be counted on chapter lists for total (i.e., study abroad, deployment, medical leave) Chapters may exceed total if they have bid matched to quota through formal recruitment Vacancies in Total When a woman negates her signed membership recruitment acceptance binding agreement (MRABA), refuses to accept her matched bid at the conclusion of formal

2 recruitment and does not participate in a ribbon or formal new member ceremony, this space in the chapter s pledge quota was not filled The chapter may immediately bid and give membership to another woman, even if the chapter is over total. However, if the chapter has received quota additions, the chapter may only pledge additional women to the established quota and not to the quota plus quota additions Evaluation of Total All chapter rosters must be updated prior to Formal Recruitment and are due to the Coordinator for Fraternities and Sororities by August 19 th, 2016 at 5pm. A $25 fine per CALENDER day for every day the roster is late. fine will be applied for each CALENDAR day the roster is late Immediately following bid day, all chapter rosters and New Member Forms must be updated Within 72 hours of bid day, UNCW Panhellenic will adjust to the median chapter size with the assistance of the RFM specialist. Automatically Adjusting Total (2013) To allow groups to achieve parity as quickly as possible at the conclusion of primary recruitment, total will be automatically adjusted annually no later than 72 hours following bid distribution. The adjustment will be to average chapter size unless the College Panhellenic adopts an acceptable alternative formula according to the Manuel of Information. NPC Unanimous Agreement: A College Panhellenic Council shall take no action that infringes on the sovereignty, rights or privileges of the individual NPC sororities. Infringements include the following: Requiring a scholastic grade point average as a condition for a woman s participation in the membership recruitment process. 2. POTENTIAL NEW MEMBER ELIGIBILITY 2.1 A PNM is considered any college woman who is unaffiliated. 2.2 A PNM must be a regularly matriculating (degree pursuing), full-time student at the institution to be eligible to participate in recruitment. Provisionally accepted students cannot be pledged by any of the NPC sororities. 2.3 Women who have not signed the MRABA are immediately eligible for bidding. 2.4 Women who have previously signed the MRABA and were matched are not eligible for bidding to another NPC organization until the next primary recruitment period. 2.5 Any woman who has had her membership broken by a NPC fraternity, or who has broken her pledge to a NPC fraternity, may not be asked to join another NPC fraternity on the campus until the next primary membership recruitment period. However, she may pledge the original NPC fraternity who first offered her an invitation for membership at any time before the next primary membership recruitment. 2.6 When a woman who has been given membership but not yet initiated transfers to another campus, her pledge is broken, and she is eligible to pledge an NPC fraternity on that campus at the earliest opportunity. 2.7 A PNM shall not be, or ever have been, an initiated member of a NPC group. If in doubt, please contact the NPC Office. 2.8 An undergraduate woman shall not be asked to pledge a NPC sorority during any recess except during a primary membership recruitment period and the ensuing continuous open bidding (COB) process when held immediately before an academic term.

3 GENERAL LOGISTICS AND GUIDELINES 3. RECRUITMENT DATES AND GUIDELINES 3.1 Pre-Formal Recruitment will commence on the final day of exams in spring This date will also coincide with the opening of registration for Formal Recruitment. 3.2 Formal Recruitment registration will open on Monday, May 9, 2016 and close on August 30th, 2016 at 11:59pm. In order to participate in Formal Recruitment, a student must meet the eligibility requirements stated in Section Two, register with UNCW Panhellenic Council, and pay a $40 registration fee by the start of the first round. Should a PNM have difficulty paying the registration fee, she should immediately contact the Vice President of Recruitment All administrative recruitment procedures will be conducted through use of the Interactive Collegiate Solutions (ICS) Recruiter Program. 3.4 A dual quota system shall be used during formal recruitment. Primary quota will consist of first-year students and secondary quota will consist of sophomores, juniors, and seniors. 3.5 Formal Recruitment will begin on Thurs September 1 st and will conclude on Bid Day, Tuesday September 6 th, Chapters should extend no bids through the continuous open bidding prior to the conclusion of Bid Day on September 6 th, Unrestricted COB begins immediately following Bid Day and is open to all chapters not reaching and/or maintaining chapter total throughout the academic year. If a chapter did not reach quota, they may COB to quota. Chapters can only fill those vacancies with a woman from the same classification (i.e., upperclass quota must be filled by an upperclass student) 3.7 Each chapter shall remain responsible for ensuring that recruitment events are values-based and reflective of the women s fraternal experience. 3.8 All bid day themes will be submitted to the VP of Recruitment by a predetermined date. Themes are not a first come, first serve basis. 4. ADMINISTRATIVE RULES 4.1 LACK OF KNOWLEDGE ABOUT THE RECRUITMENT RULES WILL NOT BE ACCEPTED AS AN EXCUSE FOR ANY RECRUITMENT VIOLATION, INCLUDING ALUMNAE AND NEWEST MEMBERS. 4.2 Each member organization must submit a complete plan outlining anticipated needs for each round of Formal Recruitment by June 1, 2016 to Campus Life, VP of Recruitment and the Coordinator of Fraternity and Sorority Life. [SEE APPENDIX A] 4.3 Each member organization must have its recruitment chair or proxy present at all recruitment chair sessions prior to Formal Recruitment. Failure to attend meetings without giving appropriate notice (at least 24 hours in advance) may result in a $25 fee per meeting missed. 4.4 Each chapter is responsible for educating its members on appropriate recruitment conversation as determined by the national organizations, the University of North Carolina Wilmington Panhellenic Council, and the National Panhellenic Conference. 5. PANHELLENIC OFFICERS, RECRUITMENT LEADERS, AND DISAFFILIATION 5.1 The following Panhellenic officers shall disaffiliate during membership recruitment: President, VP Operations, VP Programs, VP Recruitment, VP Finance, VP Records, Assistant VP Recruitment, and Recruitment Counselors. 5.2 Disaffiliation begins August 1, 2016 and ends at the conclusion of Bid Day.

4 5.3 Those required to disaffiliate must sign a Disaffiliation Contract [SEE APPENDIX B]. This contract outlines all stipulations and failure to abide by this contract may result in an individual s dismissal as well as potential sanctions for her chapter. 5.4 Chapters shall not divulge the identity of any disaffiliated members. If any chapter divulges the identity of any disaffiliated members, it will result in a $25 fine and possible release of disaffiliated member. Please refer to the section entitled, Rules Governing Formal Recruitment for greater detail. RULES GOVERNING PRE-FORMAL RECRUITMENT 6. MARKETING 6.1 The Panhellenic Council, with assistance from the Office of Student Leadership and Engagement and the Recruitment Counselors, will provide all information about Greek Life to incoming students to generate interest for Formal Recruitment Recruitment counselors, with direction of VP and Assistant VP of Recruitment, will advertise Formal Recruitment through hanging banners, chalking, and/or production and hanging of flyers Advertisements of any kind may not promote individual chapters. 6.2 Beginning on Monday, May 9 th chapters cannot promote any individual chapter by stating Go (Specific Chapter) or #WhyIWent (Specific Chapter) until Bid Day running has concluded Chapters are allowed to say (Specific Chapter) Encourages you to Go Greek, #WhyIWentGreek, Go Greek! 7. MOVE-IN 7.1 To positively promote the Panhellenic and Greek communities, 75% of each Panhellenic chapter is required to participate in Freshman Move-In and remain for its entirety Chapters may only encourage women to participate in the formal recruitment process; they may not reference a specific chapter All members participating in Move-In must wear the Fraternity and Sorority Life t-shirt. Members are not permitted to wear any clothing or accessories with chapter letters, symbols, or colors while helping at the event A fine of $50 may be assessed if a chapter has less than 75% of members in attendance on Move-In day. Attendance will be taken during the designated t-shirt pick up time, as well as sporadically throughout the day. Should a member attend but not sign in during this designated time, without prior approval from the Coordinator for Fraternities and Sororities, they will not be counted towards their chapter s total. 8. INAPPROPRIATE CONTACT AND ACTIONS WITH PNMS 8.1 Inappropriate contact with PNMs shall be prohibited during Pre-Formal Recruitment through the conclusion of Bid Day. This contact is defined as, but not limited to, the following: Contacting PNMs by members who do not have a prior existing relationship with that PNM. This includes contact through social media outlets (e.g., Facebook, Twitter, Instagram, etc.) as well as texting or phone calls. Organizing gatherings or events for the purpose of chapter members to meet PNMs. Providing and/or purchasing alcohol. 8.2 No gifts may be delivered or personally given to PNMs at any time. This includes special note cards, stickers, flowers, etc. 8.3 At no time should PNMs enter a chapter suite for recruitment purposes or otherwise until the conclusion of the formal recruitment process.

5 9. Polish Week 9.1 Chapters may not reserve Campus Life facilities to practice cheering, bumping, etc. Panhellenic will receive a list from Campus Life with available rooms and assign chapters accordingly. 9.2 Chapters may reserve academic space for this week. 9.3 Chapters must meet with a Campus Life staff member to finalize room setups for recruitment. After this meeting, no additions may be made without approval from the VP of Recruitment. 9.4 All chapters must have at least 75% of their membership attend the opening program during polish week. 9.5 Chapters may continue to reserve classroom space through the week before recruitment for preparation. Any Campus Life requests must go through Panhellenic; however, many spaces will be reserved by Transition Programs and may not be accessible. RULES GOVERNING FORMAL RECRUITMENT 10. INTERACTION WITH PNMS DURING FORMAL RECRUITMENT 10.1 Member organizations shall adhere to the time schedule for each event, and maintain responsibility for prompt start and end times for each round. Chapters are responsible for opening the facility doors both at the start of the party and at the conclusion of the party. A round officially ends when the last PNM exits the room and the door closes Recruitment counselors will knock three times on the door of each chapter s room to signal the official time and start of each event. The knocks will be as follows: First knock- Five minutes prior to event start, chapters must be silent at this time; second knock- three minutes prior to event start and PNM list passed to chapter at this time; third knock- one minute prior to event start and chapter passes back list of PNMs to recruitment counselors Once the five minute knock has been made, chapter members, alumnae, and potential new members are not permitted to enter or leave the chapter facility All chapters must be silent at this point. Failure to remain silent will result in a $10 fine for each incident (party) All offenses of beginning a recruitment event early or ending late will result in a $25 fine for each party this occurs. Should an event begin late due to a Gamma Chi, the chapter will not be penalized Cheering or music may begin no sooner than one minute before the doors open (third recruitment counselor knock). At the official ending time of the event, all doors must close; singing, cheering, and music end; and all members and alumnae must be behind the doors Banging or pounding on doors, walls, windows, etc. will not be permitted at any time. Use of noisemakers is not permitted at any time. All offenses will result in a $25 fine There will be a knock practice scheduled for the week leading up to recruitment. While this is not mandated, lack of knowledge during rounds will not be excused No chapter member or alumnae shall either pressure a PNM to accept a bid or guarantee (promise) a PNM bid. This includes insinuating that they will be invited to the next round by saying, I ll see you tomorrow, or any other suggestive or misleading comments. Any incident that can be proven, will result in a $50 fine, as well as an additional educational sanction.

6 If the individual is identified during the recruitment process, the chapter will be immediately notified by a Panhellenic executive board member No sorority may refer negatively to any other sorority during any recruitment event. This includes questioning a PNM about her event schedule Chapter members shall not promote placing only one chapter on the preference card at the close of formal recruitment (also known as Single Intentional Preferencing) if the PNM has attended more than one preference party No intentional gifts are to be taken away from any chapter event during the formal recruitment process by any PNMs. As per NPC, Eliminate all gifts, favors, preference letters or notes for potential new members until they have accepted bids. Intent: To reduce recruitment costs and avoid inappropriate actions that could be misinterpreted by potential new members. A. Giving anything to a potential new member or doing anything that could be construed as promising a bid violates recommended NPC recruitment procedures. B. Poems or letters presented to potential new members during preference can easily be interpreted as promises of a bid; therefore, they shall not be used. C. Symbolic items used as part of a preference ceremony (i.e., a pearl or flower) are not considered gifts and are not to be taken from the recruitment event No chapter member or alumnae may enter the recruitment room, once the five-minute knock has occurred. If the chapter has a separate voting room, they may come and go as they please. If found in violation, a $100 fee will be assigned. NPC Unanimous Agreement: Each Sorority Chapter shall prohibit the use of alcoholic beverages in membership recruitment and Bid Day Activities. NPC Unanimous Agreement: Each Sorority Chapter shall prohibit the participation of men in membership recruitment and Bid Day activities. 11. BUDGET 11.1 The limit for recruitment expenses shall be $1,500 per chapter during formal recruitment. The budget shall include decorations, food, serving items, rental equipment, and other necessary supplies. A $50 fee will be assessed for every $25 spent over $1, A final expenditure report is due to Panhellenic Council by 5 PM on Monday, September 21, A $25 fee will be assessed for each day this final budget report is late Panhellenic will provide a budget layout form to all chapters. 12. GENERAL GUIDELINES FOR ROUNDS AND FACILITIES 12.1 No skits or performances of any kind will be allowed throughout formal recruitment Any violations listed below will result is a misuse of facility letter to your organization, in addition to fines Chapter members are only permitted to hang decorations from pipe and drape. Nothing should be hung from the ceiling, beam, or walls. Any and all facility policies must be followed as outlined in the individual contract between facility provider and chapter. Cleaning or damage charges may be imposed if chapter members do not follow policies as outlined in the facility agreement No glitter is allowed to enter the facility. Should glitter be seen, even if in a storage bin, the chapter will be assessed the $100 fine per incident. Please note, this fine is assessed from Panhellenic. Campus Life has the right to charge an additional fine should they see fit.

7 Chapters must remove all trash from the facility after each round. Chapters are individually responsible for disposing of trash properly as outlined in their facility agreement. Failure to do so may result in a $50 fine No member, alumnae, or potential new member may enter a facility prior to the time listed on the official UNCW Panhellenic recruitment schedule. All offenses will result in a $100 fine Decorations cannot be displayed on doors, windows, or in entry areas of recruitment facilities. UNCW Panhellenic Council will cover windows for each facility. Please let a member of the executive council know before a round starts if your windows have not been covered. All offenses will result in a $50 fine Chapters are responsible for providing name tags for each collegiate member and alumnae during recruitment. Alumnae must be clearly distinguished from collegiate members (e.g., wearing different clothing, alumna printed on name tag) All pictures, slide shows, or videos of members of the Panhellenic Executive Board and recruitment counselors must be appropriately covered. No chapter member may reveal the affiliation of any of the disaffiliated persons, reference 5.4 for violation consequences All pictures, slide shows, or videos must be in a tasteful manner. No alcohol or illegal substances may be seen. Similarly, chapter members should not appear under the influence in any of the above. Please see Appendix F for more details Balloons and ice sculptures are not permitted in any round of formal recruitment. Balloons can be present at Bid Day Chapters must turn in membership lists according to the times listed on the official recruitment schedule. A fee of $50 will be assessed for the first thirty minutes late, with $25 added for each additional thirty minutes late (unless time has been extended by the Panhellenic Council). 13. CAMPUS LIFE RULES 13.1 Campus life has their own set of fines for violations and has the right to charge any individual chapters on top of the Panhellenic fines Chapters must remove all trash from the facility after each round. Chapters are individually responsible for disposing of trash properly as outlined in their facility agreement. Failure to do so will result in a cleaning fine and possibly a damage fee Decorations must not impede egress boundaries, entrances, exits, doorways, etc Items may not be taped, tacked, stapled, or glued to anything including but not limited to: painted surfaces, drapes, or window, window treatments, art, wall hangings, etc Glitter, confetti, paint, glue guns and power tools are not allowed Chapters may not stand on Campus Life chairs to hang decorations. Should Campus Life staff find a chapter standing on chairs, they will assess a minimum $50 fine per chair to the chapter Groups requiring outside delivery must be present for delivery and removal and must not be before or after designated room access time For Burney B ONLY: No member or advisor may use the back door for safety purposes. 14. FIRST ROUND (PHILANTHROPY) 14.1 Each potential new member will visit all ten Panhellenic chapters Philanthropy round will be held in designated campus facilities and each event will be 30 minutes long No food is allowed. Ice water may be served with no added décor Any public address to the PNMs by chapter members should focus on philanthropy and community service aspects of membership.

8 14.5 A visible, up-to-date financial board shall be displayed throughout this round No more than two brag tables are allowed and should be decorated appropriately and tastefully. Any additional tables will result in a $50 fee per table as well as the removal of any extra tables. 15. SECOND ROUND (SISTERHOOD) 15.1 Each potential new member may visit up to seven chapters Sisterhood round will be held in designated campus facilities and each event will be 45 minutes long No food is allowed. Ice water may be served with no added décor Any public address to the PNMs by chapter members should focus on sisterhood and leadership (on campus and within the community) A visible, up-to-date financial board shall be displayed throughout this round All videos must be submitted to the VP of Recruitment for approval by August 1 st, A $25 per day fee will be applied for each CALENDAR day the video is late. If video in room is different than video approved by Panhellenic, the chapter will receive a $250 fine No more than two brag tables are allowed and should be decorated appropriately and tastefully. Any additional tables will result in a $50 fee per table as well as the removal of any extra tables. 16. PREFERENCE ROUND 16.1 Each potential new member may visit up to three chapters for no more than one hour each Preference parties will be held in designated campus facilities One non-alcoholic beverage of choice and three finger foods may be served during this round Chapters will not be permitted to use real candles where wick is still present. If you are planning on using candles, cut off the wick. Use of candles is limited to electric candles. Any real candles will result in a $100 fine and will be confiscated before the start of the event. 17. FOLLOWING PREFERENCE ROUND 17.1 Upon conclusion of preference ceremonies, PNMs may sign a Membership Recruitment Acceptance Binding Agreement (MRABA). By completing the MRABA: A PNM is willing to accept an invitation to membership from any women s fraternity that she lists on the agreement A PNM may limit her choices to one or list the maximum amount of chapters from which the PNM is willing to accept an invitation to membership. To list a chapter on the MRABA, the PNM must have attended the preference party for that chapter A PNM cannot add, delete, or change the order of her preferences once the MRABA has been submitted and entered into ICS Once a PNM confirms the MRABA, the PNM is bound by the one-calendar-year rule [See Section 2 for more details] If a PNM does not receive an invitation to membership from a group the PNM listed, the PNM is eligible for continuous open recruitment Once all MRABAs have been signed by PNMs, bid matching will commence Quota additions, as outlined in the NPC Manual of Information, will be utilized immediately following bid matching. Quota additions will never include a woman who lists a single intentional preference on her MRABA Quota additions shall never include a woman who failed to accept or attend any membership recruitment event for which there was room in her membership recruitment schedule.

9 Chapters may exceed total if they have bid matched to quota through formal recruitment; chapters may not offer any bids outside of the formal process once they have reached or exceeded total Snap bidding is an option available to chapters that do not fill quota. Chapters may offer bids to PNMs whose preferences were not matched. This process only takes place before bids are distributed. Snap bidding is not intended to fill spaces in chapter total and is limited to any woman who participated in formal recruitment If a chapter is eligible for snap bidding, the chapter advisor will be contacted by the Coordinator for Fraternities and Sororities for a list of women they would like to offer a snap bid. Snap bidding calls shall only be made by the Panhellenic Council or the Coordinator for Fraternities and Sororities Recruitment counselors will distribute written invitations for membership to each PNM matched through the formal recruitment process on Bid Day Chapters will have 1 student representative and advisor present on bid day for new members to meet, sign-in, and direct to the chapter s assigned bid day room. 18. RULES GOVERNING CONTINUOUS OPEN BIDDING FOLLOWING FORMAL RECRUITMENT 18.1 Following the formal recruitment process, any chapter that has not reached or maintained total may continue to bid during the academic year If a woman is not pinned to the chapter she accepts a bid from, that group may recruit her spot even if the chapter is over total. See NPC Manual of Information for more details Continuous open bidding is open to any unaffiliated, fully matriculated woman at UNCW All chapters who are under total will receive a list of women eligible for Continuous Open Bidding as soon as possible after formal recruitment. The list will be distributed electronically to chapter presidents and recruitment chairs Chapters are to work with the Coordinator of Fraternity and Sorority Life to create a correct roster. Each chapter must turn in the membership form within 1 week of an accepted bid A COB Binding Agreement shall be completed by the new member, witnessed, and submitted to the Coordinator of Fraternity and Sorority Life within 24 hours of an accepted bid. This only includes women who receive bids outside of the formal recruitment process. VIOLATIONS AND SANCTIONS Panhellenic Council follows all guidelines set forth by NPC for addressing all alleged recruitment violations. 19. REPORTING RECRUITMENT VIOLATION 19.1 Chapters should first and foremost communicate with the VP of Operations about violations to the above Code of Ethics and Recruitment Agreement The VP of Operations will deliver the violation form to the president of the accused chapter, distribute additional copies form to relevant parties, and mediation will be scheduled as soon as possible A PNM has the right and ability to speak with her recruitment counselor if she feels as though a chapter is violating a recruitment policy. After the PNM informs her Recruitment Counselor of the violation, the Recruitment Counselor will immediately inform the VP or Assistant VP of Recruitment of the violation The VP or Assistant VP Recruitment will then contact the VP of Operations of the accused organization and explain what she has heard Incidents that need to be addressed immediately will be dealt with on a case-by-case basis during the Formal Recruitment process by the VP of Recruitment and the Coordinator of Fraternity and Sorority Life.

10 19.6 The VP of Operations will deliver the violation form to the accused chapter president and mediation will be scheduled after the Formal Recruitment process. 20. MEDIATION PROCESS 20.1 Mediation shall be closed to the public. All participants in the mediation shall keep strict confidentiality. The participants shall be representatives from each fraternity involved, including a chapter advisor or the complaining party if other than a fraternity The mediator begins by setting the ground rules regarding the behavior of all involved in the mediation. Each side should be allowed to tell her version of the events in an uninterrupted, civil manner. Each party is encouraged to take notes so that if questions arise that need answers, they can ask those questions later after each side has had the opportunity to give information. The parties should be advised that it might be necessary for the mediator to meet with the parties individually to reach an agreement. In the caucuses (individual meetings), the parties may give the mediator information that she/he cannot divulge to the other party without specific clearance. The mediator may need to meet with the parties separately more than once and may spend different amounts of time with each side At the conclusion of the mediation, the mediator meets with the parties and their chapter advisor to complete the Record of Mediation. They will write an agreement, or in case no agreement was reached, they will identify a list of issues. Both parties will sign the agreement or the list of issues. The list of issues will be used in a judicial hearing that will follow at a later date. The proper procedure for a judicial hearing is found with the NPC Manual of Information. 21. JUDICIAL HEARING 21.1 If a successful outcome is not reached during any mediation, a judicial hearing can be held If any party is not happy with the outcome of a judicial hearing, an appeal can be made. 22. SANCTIONS FOR RECRUITMENT VIOLATIONS 22.1 Any chapter found responsible of a recruitment violation will be appropriately sanctioned by the Vice President of Operations and if need be, the Judicial Board Sanctions will be set in order to educate the chapter charged and to benefit the community. Examples include monetary fines, delivery of recruitment workshops, and apology letters.

11 RECRUITMENT AGREEMENT Each member of your chapter participating in Fall Formal Recruitment is to sign this Agreement. These sheets are due to the VP Recruitment by August 1, I, as a member of the University of North Carolina at Wilmington s Panhellenic Council, agree to uphold the regulations set forth for formal recruitment. I realize that penalties may be brought against my chapter if violations occur. I also agree to promote the Panhellenic community in a positive and supportive manner, and to uphold the highest ethical principles as a Panhellenic woman at UNCW.

12 APPENDIX A: OUTLINE FOR FORMAL RECRUITMENT For each round of formal recruitment, Panhellenic council will ask that each chapter work through a detailed plan to submit to the council and also the manager of the space the chapter will use. The plan will ask for items like structure of rounds, technology needs, placement of physical items in the room, etc. and will be added to this agreement at a later time. APPENDIX B: PNM BILL OF RIGHTS Recruitment Guests Bill of Rights as created by the National Panhellenic Council The right to be treated as an individual The right to be fully informed about the recruitment process The right to ask questions and receive true and objective answers from recruitment counselors and sorority members The right to be treated as a capable and mature person without being patronized The right to ask how and why and receive straight answers The right to have and express opinions to recruitment counselors The right to confidentiality when sharing information with recruitment counselors The right to make informed choices without undue pressure from others The right to be fully informed about the binding agreements implicit in the preference card signing The right to make one s own choice and decision and accept full responsibility for the results of that action The right to have a positive, safe, and enriching recruitment and new member experience

13 APPENDIX C: DISAFFILIATION CONTRACT UNCW PANHELLENIC COUNCIL DISAFFILIATION CONTRACT I,, in accordance with the privilege and responsibility of serving as a Recruitment Counselor or Panhellenic Council officer, agree to disaffiliate from my chapter to serve the UNCW Panhellenic community effective August 1, 2016, through the end of Formal Recruitment I am bound to and responsible for the following stipulations: I will keep my sorority affiliation confidential and take all necessary steps to prevent its disclosure in social and/or professional settings. This includes removing certain revealing information from all social media. If for any reason my chapter affiliation is revealed to anyone not associated with the UNCW Panhellenic Council during the contract period, I will be relieved of my duties immediately and without due cause. If I am asked to help out with Orientation in June, I will promote the Panhellenic community and will not discuss my individual chapter. I will not participate in any phase of my chapter s recruitment process, including preparation or discussion, effective immediately upon my selection. I will attend all mandatory training sessions, meetings, or events required of my position. Should a conflict arise, I will seek approval for my absence in advance. I understand that not attending may result in a fine or dismissal from my position. All Gamma Chis and Panhellenic executive board members must be present for their training during Polish week. Failure to attend will result in a $50 fine per day for the chapter and possible dismissal from Gamma Chi position. I will not display ANY Greek letters, insignia, or other evidence of affiliation or preference in my attire or jewelry, the décor of my living quarters, or on my vehicle. I will abide by strict silence, which begins on Freshman move-in day on August 13, In observance of strict silence, I am to have no direct or indirect contact with members of my own chapter. I will actively participate in Freshman move-in and help the other volunteers move everything. I will not facilitate, encourage, or allow any PNM to take part in a guessing game and/or state her thoughts on my or other Recruitment Counselors affiliations. I will not disrespect fellow Recruitment Counselors, Panhellenic Council and its member organizations, PNMs, or any member of the FSL community. I agree to abide by the all Recruitment rules and the NPC Unanimous Agreements in the execution of my duties. I will provide PNMs with the most positive, honest, and unbiased guidance possible in an effort to facilitate a successful recruitment experience. I will hold my fellow recruitment counselors accountable to these stipulations and inform the Assistant VP of Recruitment immediately of any violations. I understand that a violation of this agreement will result in my immediate termination at the discretion of the Panhellenic Council executive officers. Additionally, my termination may result in actions taken against me by the UNCW Panhellenic Judicial Board as well as possible sanctions for my chapter. Signature Date

17 APPENDIX F: Video Guidelines The purpose of these video guidelines is to provide each Panhellenic chapter an opportunity to display its chapter in an individual and creative way to potential new members, while simultaneously upholding both individual chapter and Panhellenic values. Deadlines Dates will be released at the beginning of the Fall Semester Prior to Recruitment by the VP of Judicial/Standards 1. The final video must be submitted to the VP of Recruitment by August 1, General Guidelines 1. Photo and video clip Guidelines: a. There shall be no alcohol or drug use or paraphernalia (cups, bottles, cans, etc...) in the videos. b. Video may not exceed 8 minutes in length. c. There shall be no inappropriate or disrespectful costumes or dress in the videos. d. There shall be no men in the videos, with the exception of men participating in specific community service or chapter philanthropy events. e. All Gamma Chis and Panhellenic Executive Board members must be covered in all pictures/video. f. If any of the above are seen during the video screening by the VP/Asst. VP of Recruitment, chapters will be asked to make changes and resubmit once changes are complete Fines 1. A $25 per day fee will be applied for each CALENDER day the video is late. 2. If video in room is different than video approved by Panhellenic, the chapter will receive a $250 fine

18 REVISED 11/24/15 DRAFT Set Fines (As outlined in the recruitment agreement) All chapter rosters must be updated prior to Formal Recruitment and are due to the Coordinator for Fraternities and Sororities by August 19th, 2016 at 5pm. A $25 fine per CALENDER day for every day the roster is late. 4.3 Each member organization must have its recruitment chair or proxy present at all recruitment chair sessions prior to Formal Recruitment. Failure to attend meetings without giving appropriate notice (at least 24 hours in advance) may result in a $25 fee per meeting missed. 5.4 Chapters shall not divulge the identity of any disaffiliated members. If any chapter divulges the identity of any disaffiliated members, it will result in a $25 fine and possible release of disaffiliated member. Please refer to the section entitled, Rules Governing Formal Recruitment for greater detail A fine of $50 may be assessed if a chapter has less than 75% of members in attendance on Move-In day Once the five minute knock has been made, chapter members, alumnae, and potential new members are not permitted to enter or leave the chapter facility (unless an extreme situation arises i.e. illness). All chapters must be silent at this point. Failure to remain silent will result in a $10 fine for each incident (party) All offenses of beginning a recruitment event early or ending late will result in a $25 fine for each party this occurs. Should an event begin late due to a Gamma Chi, the chapter will not be penalized Banging or pounding on doors, walls, windows, etc. will not be permitted at any time. Use of noisemakers is not permitted at any time. All offenses will result in a $50 fine No chapter member or alumnae shall either pressure a PNM to accept a bid or guarantee (promise) a PNM bid. This includes insinuating that they will be invited to the next round by saying, I ll see you tomorrow, or any other suggestive or misleading comments. Any incident that can be proven, will result in a $50 fine, as well as an additional educational sanction No chapter member or alumnae may enter the recruitment room, once the fiveminute know has occurred. If the chapter has a separate voting room, they may come and go as they please. If found in violation, a $100 fee will be assigned The limit for recruitment expenses shall be $1,500 per chapter during formal recruitment. The budget shall include decorations, food, serving items, rental equipment, and other necessary supplies. A $50 fee will be assessed for every $25 spent over $1, A final expenditure report is due to Panhellenic Council by 5 PM on Monday, September 21, A $25 fee will be assessed for each day this final budget report is late Chapters may not stand on Campus Life chairs to hang decorations. Should Campus Life staff find a chapter standing on chairs, they will assess a minimum $50 fine to the chapter No glitter is allowed to enter the facility. Should glitter be seen, even if in a storage bin, the chapter will be assessed the $100 fine per incident. Please note, this fine is assessed from Panhellenic. Campus Life has the right to charge an additional fine should they see fit Chapters must remove all trash from the facility after each round. Chapters are individually responsible for disposing of trash properly as outlined in their facility agreement. Failure to do so may result in a $50 fine. 18

Please let a member of the executive council know before a round starts if your windows have not been covered. All offenses will result in a $50 fine Chapters must turn in membership lists according to the times listed on the official recruitment schedule. A fee of $50 will be assessed for the first thirty minutes late, with $25 added for each additional thirty minutes late (unless time has been extended by the Panhellenic Council) & 15.7 All rounds: No more than two brag tables are allowed and should be decorated appropriately and tastefully. Any additional tables will result in a $50 fee per table as well as the removal of any extra tables All videos must be submitted to the VP of Recruitment for approval by August 1 st, A $25 per day fee will be applied for each CALENDAR day the video is late. If video in room is different than video approved by Panhellenic, the chapter will receive a $250 fine Chapters will not be permitted to use real candles where wick is still present. If you are planning on using candles, cut off the wick. Use of candles is limited to electric candles.
