1 1002 Commerce Street Houston, Texas (713) Criminal Justice Training Center Basic Peace Officer Certification Basic Peace Officer Licensing courses are conducted at the Commerce Street Building: DAY COURSE Monday Friday; 8:00 AM to 5:00PM MORNING COURSE Monday Friday; 8:00 AM to 12:30 PM NIGHT COURSE Monday Friday; 5:30 PM to 10:00 PM Cadets are required to register online: /criminal-justice-training-center/pages/ Basic-Peace-Officer-Requirements.aspx Cadets will create an online profile and make any subsequent payments on this site. Cadets must download and complete both this application packet and the personal history statement provided. Approximately two weeks prior to the start date, prospective Cadets will be informed of a mandatory registration orientation. All prospective Cadets must attend one of two registration meetings and turn in all the required paperwork, NO EXCEPTIONS. Anyone not turning in the required forms and documents will not be allowed in class. Parking is available through the UHD parking office, located on the first floor of 1 Main Street (next to the police department). Parking for the full time academy is $90.00, and Part time academy is $ Motorcycles are $50.00 and $60.00 respectively. It is advised that Cadets take care of this prior to the first day of class. This course is designed to provide Cadets with preparatory training for the law enforcement profession. The Criminal Justice Training Center is dedicated to a blend of practical application and educational quality and has established a reputation of academic excellence. In order to be eligible to enter the Basic Peace Officer Certification Course you must comply with all the requirements as outlined.

2 As per TCOLE Rule 217.1, if you have any of the following, you cannot enter this Academy: 1. Any prior convictions for Felony Offense (No statute of limitation) 2. Any prior conviction for Class A Misdemeanor (No statute of limitation) 3. Any prior conviction of a Class B Misdemeanor (Within 10 years) 4. Any prior conviction of any offense of Family Violence (No statute of limitation) 5. Any open warrants, Class C Misdemeanor or above 6. A Texas Driver's License that is currently under Suspension, Revocation, or Cancellation Acceptance into the course is contingent upon completion of all of the steps listed below: To reserve a spot in a Basic Peace Officer Certification Course, you will need to complete the online registration and submit a NON REFUNDABLE $50.00 registration fee. Reservations are accepted on a first come first serve basis. If you are unable to attend your reserved class, you may credit the fee to another class within one-year. PER TCOLE RULE 217.1: The following must be completed and turned in prior to the first day of class. There will be a mandatory orientation approximately two weeks prior to the start of class to facilitate completing all paperwork. NOTARIZED Statement of Applicant (Included in the packet) 3. NOTARIZED Personal History Statement Personal History Statement, (available for download on our website). 4. FAST Electronic Fingerprint Form marked "Qualified" by TCOLE (letter will be sent to CJTC directly from TCOLE). NOTE: It takes three weeks for Academy to receive TCOLE Letter! 5. Form L-2, Declaration of Medical Condition and drug screen, completed by a licensed physician along with the Medical Screening Form (form AE-6, Front and Back). Try to run both tests run at the same location, so the form can be signed off by only 1 doctor. 6. Form L-3, Declaration of Psychological and Emotional Health, completed by a licensed psychologist/psychiatrist. 7. Certified copy of birth certificate. 8. High school diploma, or high school transcript, or G.E.D. 9. Copy of a valid TEXAS driver s license. (Out of State Cadets must have a Texas driver s license AND provide a three-year driving history from their previous state of residence.) 10. Military veterans must supply a copy of their DD214 (long form or page 4), showing Honorable Discharge. 11. If you are a veteran, you will need to have copies of all transcripts from other schools and a SMART transcript from military branch. Also include a Letter Certifying Eligibility. 12. Social Security card. (Original) Year driving record (DPS TYPE 2) 14. Agency employment letter to qualify for agency tuition discount. YOU MUST PROVIDE ALL COPIES AND BRING ORIGINAL DOCUMENTS Failure to provide copies and/or original documents will result in immediate dismissal from roster. COPY SERVICES WILL NOT BE PROVIDED AT ORIENTATION.

4 EFFECTIVE July 1, 2017, the total course fee for the Basic Peace Officer Course is $2, This covers all tuition, books, and other training materials; as well as insurance, range fees, targets, and ammunition. A $50.00 payment (online registration) is required prior at the time of registration of class in order to reserve a position in the Academy. Reservations are accepted on a first come, first served basis. If you are unable to attend your "reserved" class, your reservation fees may be credited to a future class upon request, within the same training year. All cadets are required to make a minimum payment of $1,000.00, by the first day of class using the online system. (Note*) After class roster is confirmed, all accounts will be activated to receive course fee related payments. There are 3 payment plans available for the Basic Peace Officer Course: 1. Pay the course in full prior to or on first class day. 2. $1, paid on first day of class and a CJTC Payment Schedule completed by each Cadet agreeing to pay $ within the first thirty days of class, and the remaining balance of $ paid within sixty days of class. 3. Eligible veterans can apply their Montgomery or Post 9-11 G.l. Bill to pay for the course. (Eligible veterans are exempt from paying $1, on the first day) Financial Aid for this course is not available through the University Third party loans are not accepted through UHD CJTC If you have additional questions, you may call between 8:00am and 5:00pm Monday through Friday.

5 Uniform Policy All cadets are required to wear the uniform described below for all classes and class related activities. No cadet will be allowed in class, or to participate in related activities out of uniform without advance approval from the Director or Assistant Director. Failure to have a properly cleaned uniform available for class will not be considered an excuse for absence. All cadets will be expected to be in the proper uniform and to maintain it in a clean and well repaired condition for the duration of their academy class schedule. Uniforms must be purchased PRIOR to the first day of class, and all cadets will be REQUIRED to report to their first day dressed in uniforms. Order forms, including cost, vendor information and uniform pick up location(s) will be provided at orientation. Only the following will be accepted as a cadet uniform for the UHD CJTC: SHIRTS 2 EACH SUMMER WINTER Navy blue polo shirt (short sleeve), academy logo and name embroidered on shirt. Navy blue polo shirt (long sleeve), academy logo and name embroidered on shirt. PANTS 2 EACH Navy blue in color BELT Black web, with brass military-style buckle. SHOES/ BOOTS Black leather, Western Boots are permitted, provided they are the same color throughout the boot, have a plain toe with no stitching or silver points. Military style boots, engineer boots, leather sport shoes or any other type of shoe/boot with large buckles or cleats will not be permitted. Shoes and boots will be clean with no mud or foreign matter on them and will be polished at all times. If low cut shoe are worn, socks will be either dark navy blue or black.

9 STATEMENT OF APPLICANT In accordance with Chapter 1701, Occupations Code and Texas Law Enforcement Officer Standards and Education Rules S217.1 Enrollment Standards and Training Credit I attest that I meet the current enrollment standards: A. In order for an individual to enroll in any basic licensing course, the provider must have on file documentation that the individual meets eligibility for licensure and: 1. a high school diploma; or a high school equivalency certificate; or 2. for the basic peace officer training course, an honorable discharge from the armed forces of the United States after at least 24 months of active duty service; 3. is fingerprinted and is subjected to a search of local, state and U.S. national records and fingerprint files to disclose any criminal record; 4. has never been on court-ordered community supervision or probation for any criminal offense above the grade of Class B misdemeanor or a Class B misdemeanor within the last ten years from the date of the court order; 5. is not currently charged with any criminal offense for which conviction would be a bar to licensure; 6. has never been convicted of an offense above the grade of a Class B misdemeanor or a Class B misdemeanor within the last ten years; 7. has never been convicted or placed on community supervision in any court of an offense involving family violence as defined under Chapter 71, Texas Family Code; 8. for peace officers, is not prohibited by state or federal law from operating a motor vehicle; 9. for peace officers, is not prohibited by state or federal law from possessing firearms or ammunition; 10. has been subjected to a background investigation; 11. examined by a physician, selected by the appointing or employing agency, who is licensed by the Texas Medical Board. The physician must be familiar with the duties appropriate to the type of license sought and appointment to be made. The appointee must be declared by that professional, on a form prescribed by the commission, within 180 days before the date of appointment by the agency to be: a. physically sound and free from any defect which may adversely affect performance of duty appropriate to the type of license sought; b. show no trace of drug dependency or illegal drug use after a blood test or other medical test; and c. for the purpose of meeting the requirements for initial licensure, an individual's satisfactory medical exam that is conducted as a requirement of a basic licensing course may remain valid for 180 days from the individual's date of graduation from that academy, if accepted by the appointing agency; 12. examined by a psychologist, selected by the appointing, employing agency, or the academy, who is licensed by the Texas State Board of Examiners of Psychologists. This examination may also be conducted by a psychiatrist licensed by the Texas Medical Board. The psychologist or psychiatrist must be familiar with the duties appropriate to the type of license sought. The individual must be declared by that professional, on a form prescribed by the commission, to be in satisfactory psychological and emotional health to serve as the type of officer for which the license is sought. The examination must be conducted pursuant to professionally recognized standards and methods. The examination process must consist of a review of a job description for the position sought; review of any personal history statements; review of any background documents; at least two instruments, one which measures personality traits and one which measures psychopathology; and a face to face interview conducted after the instruments have been scored. The appointee must be declared by that professional, on a form prescribed by the commission, within 180 days before the date of appointment by the agency; a. for the purpose of meeting the requirements for initial licensure, an individual's satisfactory psychological exam that is conducted as a requirement of a basic licensing course may remain valid for 180 days from the individual's date of graduation from that academy 13. is a U.S. citizen. B. For the purposes of this section, the commission will construe any court-ordered community supervision, probation or conviction for a criminal offense to be its closest equivalent under the Texas Penal Code classification of offenses if the offense arose from: 1. another penal provision of Texas law; or 2. a penal provision of any other state, federal, military or foreign jurisdiction. C. A classification of an offense as a felony at the time of conviction will never be changed because Texas law has changed or because the offense would not be a felony under current Texas laws. D. A person who fails to comply with the standards set forth in this section shall not accept the issuance of a license and shall not accept any appointment. If an application for licensure is found to be false or untrue, it is subject to cancellation or recall. E. Schedule an appointment to be electronically fingerprinted by MorphoTrust USA at one of their ldentogo enrollment centers. a. Internet based scheduling is the quickest and most convenient way to obtain a fingerprint appointment. i. You may begin the process now by simply clicking on this link: ii. Academy Number: LE iii. Provide all required pre-enrollment data and select a convenient date and time for your appointment. b. If you prefer to schedule over the telephone, you must: i. Have your Service Code ready (11G4J8), then call (888) ; ii. MorhphoTrust will prompt you for the Service Code (11G4J8); iii. Provide all required pre-enrollment data and select a convenient date and time for your appointment. 2. Arrive at your scheduled appointment with photo identification and fee ($39.75). a. 16 IMPORTANT NOTICE Fingerprint Search is to be done WITHIN 90 DAYS of the Basic Peace Officer Class START DATE! If for any reason you postpone your start date longer than 90 days from your Fingerprint Search, you must resubmit your fingerprints for another search, within 90 days of new class. Note: The University of Houston Downtown Criminal Justice Training Center will be notified by the State if you have successfully passed the background and are allowed to attend training. This process takes approximately three weeks; DO NOT WAIT UNTIL THE LAST MINUTE!!! You cannot attend training until the Academy receives a cleared background notification. These findings are only good for 90 days, so don t go too soon; best time to have them done is approximately one to two months before projected start date.
