1 Manual 1 Particulars organization, functions and duties [Section 4(1)(b)(i)] 1. Aims and objectives the organization: With the aim providing maximum benefit to the vulnerable section the Society including women and Children THIS Department was created during the year The aim the Department is to create an atmosphere where every individual will be in their best selves. It is also aimed at implementing different Social Welfare Schemes meant for persons with disability, the old, inform and indigent persons. This Department accepted the motto service in line with the age old thinking that service to mankind is service to God. 2. Mission / Vision: To provide social security to the old, infirm and indigent persons the Society and to provide support to Persons with Disabilities for their upliftment,upliftment. women in the field social,political and economical sector,nutritional support to 0-6 years Children. 3. Brief history and background for its establishment : The Holistic Development in terms material,resources,programmes and policies is the broad mandate the working the department Women & Child development,orissa. 4. Organization Charts: This department has an elaborate field formation with the District Social Welfare ficer(dswo) to assist the Collector, Sub-Divisional Social Welfare ficer (SSWO)to assist the Sub-Collector,Social Education Organizer(SEO) and Lady Social Education Organizer(LSEO) at the Block Level to assist the Block Development Officer in Block Administration in implementing the Social Welfare programmes.

2 Under the ICDS, there is a Project in every Block headed by a Child development project Officer(CDPO).Each ICDS Project is divided into 5-6 Sectors. Each Sector is headed by a Supervisor, who oversees the work Anganwadi Centers(AWC) functioning at the village level. 5. Allocation business: (1) District Social Welfare Officer- Overall supervision the District Social welfare section under the administrative Collector. (2) Senior.Clerk- Cash, Establishment,Bill, Budget, Assembly question, Vehicle, Meeting & Conference (3)L.Supervisor. Social Defense, Handicapped welfare, Child / Women welfare, MDM, SNP. Feeding Programme., 6. Duties to be performed to achieve the mission : Supervision, Monitoring, Visit as well for better implementation different Committee on different schemes as per the decision the Committee steps are being taken. 7. Details services rendered: (1) District Social Welfare Officer: One year Six months (2) Senior Clerk: : Ten Months (3) L. Supervisor.. Eleven Months. 8. Citizens interaction: Citizens having any difficulties in administration Block and project area are access to any ficial this department.

5 Manual 3 Procedure followed in decision-making process [Section 4(1)(b)(iii)] Letters/applications are being received by the ficers present in headquarters, during fice hours in working days only. Thereafter said application is being diarized by the concerned dealing Assistant. Then it is given to concerned dealing assistants who makes an entry in his log book which he maintains regularly. Thereafter, the Dealing Assistants put up the matter with his notes relating to its history if any, the prescribed provisions law, rules, and government circulars relating to this issue, present position, and availability funds if it involves financial expenditure and how far it is permissible under the provisions the law and rules. Then the files placed to DSWO who with his views passes on through ADM to Collector who is the final decision making authority. In some cases less importance DSWO takes his final decision at his level without the matter being referred to Collector. More over the applications are processed and finalized with in 15 days in any case. Sl.. 1 The flow process chart is given below.
