Purpose. To outline policy for Navy Band's physical readiness and weight control program, and Navy Band s appearance standards. 2. Cancellation. NAVBANDINST F. 3. Background. Reference (a) provides guidance and direction on Navy physical readiness standards. Navy Band physical appearance standards reach beyond the established body fat standards of reference (a). Due to the high-visibility of this Presidential support unit, Navy Band members must present an exemplary image in formation and individually. Consequently, personnel must present an appearance of, and possess, correct body fat percentage and military bearing. 4. Policy. Every Navy Band member is responsible for achieving and maintaining acceptable physical readiness, appearance, and weight. Members failing to achieve standards hinder their units and compromise Navy Band mission effectiveness. Physical appearance is independent of body fat standards and personnel appearing overweight will be appropriately counseled. 5. Responsibilities a. The Commanding Officer/Leader is responsible for the overall administration and management of the activity Physical

2 Readiness Program and individual appearance standards. The Commanding Officer/Leader will: (1) Appoint in writing a Command Fitness Leader (CFL), and assistants as needed, to carry out the responsibilities and receive proper training as outlined in reference (a). (2) Ensure a sufficient number of personnel are CPR Qualified as outlined in reference (a). (3) Devote Command time to activities that promote physical readiness, appearance and body fat standards. Schedule appropriate General Military Training sessions. Conduct ongoing program evaluation. (4) Ensure all command data for Physical Fitness Assessments (PFAs) is entered within PRIMS. (5) Provide guidance on evaluating, frocking, advancement, transfer, separation, or reenlistment of enlisted personnel who do not comply with this instruction, in addition to reference (a). (6) Provide direction on marking fitness reports (FITREPS), and, withhold promotions, transfer, or separation of officers who do not comply with this instruction, in addition to reference (a). b. Command Fitness Leader will: (1) Become thoroughly familiar with components of references (a) through (c) and advise the chain of command on all command fitness matters. (2) Complete COMNAVPERSCOM approved CFL training course as soon as possible upon assignment as CFL. Obtain (and maintain current) CPR certification. (3) Schedule and announce official PFAs per reference (a). Ensure proper completion of all command data for PFAs is entered in PRIMS. (4) Prepare a letter of referral to medical for those members with positive answers on the Physical Activity Risk Factor Questionnaire (PARFQ). 2

3 (5) Conduct Body Fat Assessments and Physical Readiness Tests per reference (a). Follow all testing and measuring requirements and safety precautions in conjunction with the Command Safety Coordinator and medical department. (6) Supervise and instruct assistant CFLs in conducting the PRT and body composition measurements. Obtain CPR training for members of the command who help monitor the PRT. (7) Report any injuries related to the Physical Readiness Program to the Command Safety Coordinator. (8) Provide command with results of each PFA: Initiate administrative action as a result of Body Fat and PRT failures; provide the chain of command a list of PFA results for use in evaluations, Fitreps, and incentive awards. (9) Supervise the Fitness Enhancement Program (FEP). Closely monitor members assigned to the FEP and provide monthly progress reports to the Executive Officer/Assistant Leader. (10) Serve as the Command Health Program Manager per reference (b). Obtain and maintain updated physical readiness resources for use by command personnel. (11) Use PRIMS to manage data on command members and ensure PFAs are completely entered within 30 days. Ensure FEP is managed appropriately within PRIMS. c. Chain of Command will: (1) Provide leadership by example to encourage increased levels of physical readiness, compliance with body fat standards, and outstanding personal appearance. (2) Allow for time in the schedule for band members to complete three 50-minute exercise periods per week. (3) Ensure each link in the chain of command is aware of members requiring assistance in meeting physical fitness, appearance or body fat standards. Members will be identified and appropriately counseled. d. Unit Leaders and/or Office Supervisors will: (1) Assume the authority to maintain the strictest standards within their unit by identifying members of their 3

4 unit/office who need assistance in meeting physical fitness, appearance or body fat standards, regardless of the results from their most recent official PRT or body fat measurement. Members may be weighed and/or taped at any time and assigned to FEP if their Unit Leader believes that their appearance is substandard and suspects that they are in excess of the maximum body fat standards. Supervisors may also exercise other options as motivators, such as periodic inspections, Extra Military Instruction, or removal from a performing status. (2) Assist in scheduling command required and optional physical fitness related activities. (3) Communicate with other unit leaders to maintain an equitable standard throughout the command. e. Each band member will: (1) Maintain a lifestyle and prudent diet that promotes optimal health and meets or exceeds physical readiness. Develop a regular, year-round, fitness program of aerobic, flexibility, and muscular strength and endurance exercises for a minimum of 50 minutes, at least 3 times per week. (2) Answer Physical Activity Risk Factor Questionnaires completely and truthfully. Promptly seek medical attention as necessary to resolve any resulting problems. (3) Report for fitness testing with a level of fitness that ensures safe participation. Failure to adequately prepare will not excuse the individual from being tested. (4) Report injuries or illnesses that may put them at risk of injury during the PRT, FEP, or individual physical conditioning. (5) Participate in the PFA and FEP unless medically waived by an Authorized Medical Department Representative (AMDR). Members diagnosed with a physically limiting medical condition must have their level of required participation in the physical readiness program documented by an AMDR. (6) Comply with the requirements of reference (a) 4

5 6. Action a. Individual Physical Fitness Assessment. Physical Activity Risk Factor Screening, Body Composition, and exercise events will be conducted twice yearly per reference (a) and documented on Officer FITREPS and Enlisted Evaluations or FITREPS per reference (c). At the discretion of the CO, Quarterly weigh-ins will be conducted between PFA assessments. b. A failure of either the BCA or PRT component of the PFA constitutes a PFA failure. Any member failing the PFA will be placed on FEP after being cleared by medical. Maximum allowable Navy body fat limits are: Age(years) Male 22% 23% Female 33% 34% c. Any member who does not comply with stated standards is subject to administrative and statutory action as outlined in reference (a). Such action will include an adverse Page 13 entry, may include administrative separation, delaying or withholding promotion, advancement, or ineligibility for frocking or reenlistment. A positive Page 13 entry will be made once the member has achieved body fat and physical readiness standards for at least three consecutive PRT cycles. d. Per reference (a), the command will enter results of PFAs for all command members into Physical Readiness Information Management System within 30 days of PFA test completion. e.
