1 April 1st, 2015 San Mateo County Fire Chiefs Association Meeting Minutes I. Standard Business Matters 1. Call to Order The regular meeting of the San Mateo County Fire Chiefs Association was called to order by President Jim 13:17, April 1 st, The Meeting was held at the Sta. 28 Foster City, CA. 2 Affiliate Partners/Guests Present: Dave Pucci OES 2. Approval of Minutes A. Chief Myers motioned to approve minutes. Second by Chief Keefe. Motion carried Financial Report A. Chief Keefe presented Financial report ending 4/1/ Correspondence A. None 5. Announcements A. Interim Chief Kammeyer announced he has been selected as the new permanent Chief of Central County Fire Department. II. Executive Session 1. Reports for Deputy Chiefs; DC Maupin; DC Fisher; DC Downing A. Policy adoption flow chart presented to Chiefs as a draft (see attached). B. Plan of Work for both Training and Prevention groups was presented as a draft to the Chiefs. C. It is the desire of all that the training curriculum be set by the OPS group and then instructed by the TO s. D. COCE is set for the end of April. Dates to be published soon. E. Academy update on directors and funding; It is preferred to have 4 directors by all involved. The TO s are requesting that the involved agencies (those with recruits assigned to the Academy) pay a portion of the fees prior to start of the Academy. In doing this, the TO s budget will not be negatively affected. Chief Skinner motioned; Each agency will pay the TO s the cost of the CSM tuition and the TO overhead fee prior to the start of each academy. It was also agreed though not in motion for any additional cost to be paid at the conclusion of the academy. If there are excess funds, remaining funds would be reimbursed to agencies. Motion passed
3 F. FPO s are looking to hold meetings every other month. Still looking for law involvement with FPO s for Investigation call outs. G. Survey done on ST leaders and trainees. Presently there are 11 leaders and 9 trainees. Chief Myers requested the list as he holds the official list. 2. OES Update; BC Pucci A. Jeff Kearnan promoted to Captain. He will remain with OES. B. Flooding and Tsunami plans will be going to OPS. C. OES is requesting that a Chief be at the April 16 th Emergency Services Council meeting. Chief Skinner assured them we will have a representative. D. BC Pucci is working on a BC position presentation for OES. III. Continuing Business Fireview A. Project moving forward. CSM Advisory Committee A. Committee met with Technology Dean. B. Will be meeting every couple of months and update Chiefs as information becomes substantial. IV. Tablet Command A. Spreadsheet was distributed on each agencies request for the Tablet Command software. Presently we have a request totaling 138 licenses. It was agreed upon by all that we will fund in order, Battalion Chiefs (19), IDTs (3), Engines (61), Trucks (9) and Rescue/Ambulances (4) for a total of 96 licenses through the grant. If more licenses are available through the grant the additional 42 would be funded. If not, each agency will be responsible for the cost of the additional licenses for Chief Officers (30) and Support vehicles (12). New Business BC being notified of PD Events in jurisdiction A. BC Pucci advised there is a desire to notify on duty personnel of Code 30 and Tac Alerts. Chiefs approve of these notifications. B. It was discussed to have alerts such as missing persons go to duty Battalion Chiefs, BC can request a larger notification of the on duty crews if desired. C. BC Pucci to send Dan the Terrorism Policy and include a response for high risk events. 3. Liaison Committees - 3

Mobile Tech Group, Chief Kammeyer, Chief Jalbert, DC Nuckolls O. PG&E, Chief Balton P. Emergency Managers Group, Chief Keefe 4. Roundtable A. Chief Keefe, 1. Received 3 rd of brand new engines. Truck still coming. 2. Selling Seagrave Truck back to Seagrave. 3. Selling Belmont Reserve Truck. B. DC Long 1. DC Frank Fraone retiring. 2. The position will be backfilled on an interim basis along with subsequent positions on down through the ranks. C. Chief Kammeyer 1. The Vest grant will is being worked on. Lots of conversation about types of vest and who will get them. Chiefs have asked John to outfit companies and not individuals with vest of best quality and protection including plates for high caliper use. 2. Bill Euchner has been promoted to Med 8. D. Chief Ghiorso, 1. New entry level test in April. At least 1 for fall academy. 2. BC test in early fall. 3. Captains test in late fall. E. Chief Skinner, 1. New Hire test in April. 2 for fall academy. 2. Hired new Fire Prevention Officer. F. Chief Carnes 1. Recently held days of Airport drills. Went very well. 2. Plan on having quarterly drills and would like to include San Mateo County Fire Agencies at least twice a year. 3. Have put in place the Blue Card system with positive feedback and results. Spots are open to outside agencies on simulation days. - 4
5 4. Will be getting a 24hour BC for Airport. 5. Truck will be staffed with 3 next year and increasing to 4 the following year. G. Chief Myers 1. NCFA FF Academy starts April 20th, with 7 recruits. 2. New Engine received and ordering 1 more. 3. There is a current need for a ladder truck. H. DC Maupin 1. New Engine in San Carlos. IX.
