5 Texas Department of Public Safety What is an active shooter. Demonstrate vital movements Explain active shooter considerations to avoid the shooters path. EPO #2: Demonstrate tactical movement as an individual and member of a team. EPO #3: Apply techniques to identify and control life-threatening bleeding. EPO #4: Explain the critical elements necessary to conduct a situational assessment for an ongoing active event. Apply basic techniques to effectively survive an active shooter event. Explain the critical elements necessary to conduct a situational assessment for an ongoing active event.
6 Definitions Immediate Action Rapid Deployment (IARD) The swift and immediate deployment of LEO resources to unknown or on-going life threatening situations where delayed deployment could otherwise result in death or great bodily injury to innocent persons. Active Shooter An active shooter is an armed person who has used deadly physical force on other persons and continues to do so while having unimpeded access to other innocent victims. The term active shooter does not necessarily mean the subject possesses a firearm but any other weapon and is willfully using deadly physical force.
7 Definitions Time Line of Violence The period of time from the suspects first violent action until his action is stopped or they transition to another activity. Incident Transition That point in the incident where the active shooter stops their violent action and tries to escape or barricades themselves.

18 Deadliest School Killing May 18 th, Bath Consolidated School. Bath Township, MI. Andrew Philip Kehoe. 45 Killed, mostly children injured Killed his wife then blew up his house. While firefighters were at his house he detonated hundreds of pounds of dynamite and pyrotol he had hidden in the school. During rescue ops drove up and detonated his vehicle, killing himself and several others. Additional 500 lbs of explosive found during the rescue in the school s south wing.
19 Texas Tower Incident August 1, 1966 Austin TX. Suspect, Charles Whitman. Killed 16 people (including wife, mother and an unborn baby. Wounded 31 (as far away as two blocks). Killed by two police officers.
20 Fort Hood, Texas Shooting November 5, 2009 Fort Hood Army Base Suspect: Nadal Malik Hasan (Army Major) Killed 13 Wounded 43 Shooting in and around a base Soldier Readiness Center FN 5.7 pistol (reloaded numerous times) Wounded by two police officers employing IARD Active Shooter tactics. FOR OFFICIAL USE ONLY 20
21 Sept. 26, 2016 West University. Nathan DeSai. Upset due to Law practice not doing well. Nine people shot. Suspect was dressed in military attire. Suspect s vehicle had 2600 rounds inside.
22 Washington Navy Yard Sept 16 th Washington D.C. Aaron Alexis. Age 34. Killed 12. Wounded 3. Killed by police.
23 Columbine High School April 20, Littleton CO. Suspects Harris and Klebold. Killed 13. Wounded 24. Both suspects planned to commit suicide.
24 Virginia Tech University Shooting Seung-Hui Cho. Shooter at Virginia Tech University. In Blacksburg Virginia. Born April 18,1984. Crime: Killed 32 wounded 24.

37 Texas Department of Public Safety Do not respond to any until you can verify who it is. Stay put if shots are fired. May have to defend your life from the shooter.
38 Law Enforcement Officer Theory Until proven otherwise any unauthorized intruder inside a building must be considered armed, dangerous, and capable of initiating and conducting a plan that includes the mass murder of innocents. Officers must quickly establish close contact with the intruder(s). This will reduce the potential for mass killing. The measure of effectiveness of a rapid deployment or rescue must be based upon the amount of innocent lives saved and not the final tally of those killed and injured. There should be minimal consideration that some citizens may feel intimidated by an aggressive response.
39 Main Goal Response Priorities The confrontation, capture or neutralization of the suspect, as soon as possible. Priorities of Life The lives of those in proximity of the shooter. The lives and safety of citizens in the area. The safety of Officers. The life of the suspect
40 Who is Going? Most likely LEO s. Non-traditional response. Minimum number of officers. Properly trained and equipped. Able to transition to a barricade situation. If not me, then who?
41 HB 910 Known as Open Carry. The bill requires anyone wanting to openly carry a handgun to obtain a license. Applicants must be at least 21. Current license holders grandfathered in.
42 Remember Be aware of your surroundings. Assess every situation. There is safety in numbers. Always have a plan.
