4 Letter from the presidet I am proud to preset the Joit Special Operatios Uiversity s (JSOU) Academic Year 215 FactBook, our aual summary of courses, erollmets ad achievemets. As stakeholders i SOF educatio, my itet is to provide you the focus ad scope of our activities for your aalysis ad feedback. I my opeig remarks to our studets, I remid them that JSOU is their learig istitutio ad, as such, they must be ivolved i the what ad the how of our teachig. I urge you to do likewise ad participate i shapig JSOU to be the uiversity our special operatios commuity expects! Academic Year (AY) 215 saw a levelig of the remarkable growth JSOU has experieced over the past 5 years. While total attedace icreased by over 1, studets (+1%), this is due primarily to a correspodig erollmet icrease i courses coducted exclusively through o-lie distace learig. While I remai committed to a bleded learig format for most curricula, this icrease was welcomed ad idicates a tred I pla to cotiue. Studet cotact hours cofirm a similar levelig tred although cotact hours from studets i traditioal residet courses icreased cosiderably (+35%). This ca be attributed to two factors, a icrease i the umber of formal course offerigs (ow at 52 with more i developmet) ad the coversio of several mobile educatio team (MET) programs ito formal courses. Overall, we averaged a solid 34 hours per studet for all scheduled activities (excludig distace learig), a 1% icrease from the previous academic year. A major AY15 success was the establishmet of a Desig Thikig academic program. This was tasked by the US- SOCOM Commader i Jauary 215, ad quickly evolved ito a three course curriculum. Erollmet rose steadily throughout the year with several SOCOM Directors, Compoets ad TSOCs requestig mobile team versios for their staffs ad leadership. All were well received ad I aticipate demad for these courses will icrease sigificatly i AY16. O the accredited curricula side, two ew certificates are uder developmet: the 4-course Advaced Special Operatios Itelligece Certificate ad the 3-course Advaced SOF Chaplaicy Certificate. Both will award postgraduate level credit ad have pilot courses scheduled i AY16. These are i additio to the Foudatios of SOF Certificate that cotiues to be popular ad is curretly uder review by Norwich Uiversity for partial iclusio ito their Masters of Iteratioal Relatios program. Educatio for the SOF elisted force cotiues to thrive. A complete re-look ad update of the Joit SOF Seior Elisted Academy curricula was accomplished i record time ad full implemetatio is scheduled with Class 2 eterig i early AY16. This complete revisio provides a improved studet cetered curriculum, adds a orgaizatioal leadership Capstoe project ad emphasizes the seior elisted leader s role i the future SOCOM eterprise. It also facilitates better itegratio of Iteratioal studets ito the course ad icreases familiarizatio with Preserve Our Force ad Families (POTFF) programs. Demad for the Career Educatio Program o-lie courses for E6 ad E7s (CEP 1, CEP2) cotiues to grow ad both will be fully reviewed ad updated i AY16. Summit cotiues as the keystoe of SOF seior elisted educatio, as demostrated by most Compoet ad TSOC Seior Elisted Leaders couted amog its alumi. The JSOU Iteratioal Egagemet curriculum cotiued to support all Theater SOCs with total erollmet remaiig just uder 2, iteratioal studets from 71 OCONUS courses ad 8 local courses. Of ote was JSOU s leadership i several key programs, icludig the Priciples of Resistace i Moder Warfare semiars for SOCEUR, a series of Strategic Semiars with Colombia s Cetro Regioal de Estudios Estratégicos e Seguridad (or CREES), the Fuerzas Comado Seior Officers Semiar i support of SOCSOUTH ad the SOCNORTH Regioal Symposium o Combattig Trasatioal Orgaized Crime. JSOU developed ad was approved for a fourth Couterterrorism Fellowship Program (CTFP) course, aimed at the GO/FO levels, to complete a career-log array of CbT focused courses. I early AY15, JSOU was formally admitted as a NATO Partership Traiig ad Educatio Cetre (PTEC) ad was successfully reviewed for formal NATO accreditatio of our Iteratioal Courses. Durig the Summer 215, JSOU re-established the SOF Educatio Coferece as a aual evet, the first held i four years. This educatio workshop was opeed by Geeral Votel ad provided a forum for brigig together SOF educators to discuss priorities ad methodologies. This year s theme was Providig Iovative Educatio through Ulimited Access Learig, a prelude to operatig effectively i JSOU s ew academic facility. Although occupacy of the ew facility was expected i the Fall 215, curret estimates for opeig have slipped util mid However, as the structure takes fial shape, it promises to be a sigificat additio to USSOCOM s growig educatio capability, providig a ideal veue for a variety of courses, semiars, workshops ad professioal developmet activities for may years to come. The process for postgraduate level accreditatio cotiues as a high priority although slightly behid the aticipated pace. A major hurdle was overcome i August 215 whe the Special Operatios Commad Requiremets Board (SOCREB) approved the JSOU 2.6 cocept, the trasformatio of JSOU ito a postgraduate accredited istitutio. This was further edorsed at a later SOCREB that approved the mapower growth required to maitai higher level accreditatio, develop the correspodig postgraduate curricula ad provide the support fuctios ecessary to operate effectively i the ew facility. Directly supportig these efforts is the pheomeal growth i the US- SOCOM Library, ow operated by JSOU. With over 15 scholarly databases, 9, collectio items ad a growig o-lie ad e-book capability, it provides a SOF-wide eterprise resource. Combied with sufficiet fudig already programmed for FY16 ad FY17, the opeig of the ew JSOU Academic Buildig ad a revised JSOU Charter curretly i staffig, AY16 will see the culmiatio of years of plaig ad the fulfillmet of the JSOU visio described by all previous USSOCOM Commaders. Ceter for SO Studies ad Research Faculty ad Staff Ceter for Cotiuig Educatio Elisted Academy To accomplish its missio, JSOU employs a extremely diverse workforce, all of whom are hired or assiged uder a variety of staffig programs. The staff ad faculty iclude active duty, active reserve, temporary duty reserve military persoel, govermet civilias, civilia cotractors, private cosultats, guest lecturers, ad speakers. Simply put, the uiversity could ot perform as well as it does without the diverse efforts of all of these people. Departmet of Academic Affairs College of Special Operatios USSOCOM Research Libary JSOU s active duty military persoel are assiged by USSO- COM or the service compoets. Reserve compoet military persoel serve i whatever way best supports the orgaizatioal missio as directed by JSOU leadership. Govermet civilias are hired through the U.S. Civil Service persoel system, ad o-govermet civilias are hired i accordace with appropriately submitted ad fuded cotracts. Adjuct faculty ad guest speakers/lecturers are hired o a as eeded basis to support specific educatioal requiremets. Active duty ad reserve military persoel are typically assiged to specific educatio support requiremets, i.e., to act as course directors or subject matter experts, but some are assiged to support missio ad uit admiistratio positios. Govermet civilias ad civilia cotractors also fill both educatio ad support roles. Persoel fudig is obtaied from stadard ad ostadard sources. For example, reserve persoel positios are ot fuded by JSOU, while some civilia staff positios are paid for by limited grats or ufuded requiremet requests. All faculty members atted the Faculty Developmet Course (FDC) or a approved substitute course. The FDC prepares JSOU faculty members ad other selected SOF istructors to develop ad teach curriculum while creatig active learig eviromets focused o higher levels of learig through the use of various teachig methodologies. The curriculum is based o the Joit Professioal Military Educatio Istructioal Systems Desig (ISD) model applied i the joit SOF eviromet. Istructors are categorized as: istructor, seior istructor, ad master istructor. The accreditatio process effectively drives orgaizatioal performace by cotiuously moitorig the improvemet of the educatioal system. Accreditatio examies the whole istitutio, icludig the programs, the cultural cotext ad the commuity of stakeholders, to determie how well the parts work together to meet studet eeds. AY15 Highlights ad Accomplishmets USSOCOM s missio has evolved rapidly sice September 21 as has the eed for a iovative ad educated special operatios force. For more tha 15 years, JSOU has bee workig to itegrate ad trasform the educatioal missio ad academic processes to accommodate the ever-expadig chages i the world of special operatios. Durig AY15, JSOU successfully met its goals by tailorig ad expadig course offerigs, aggressively pursuig faculty developmet, implemetig the use of techology, ad utilizig METs for course delivery to remote locatios. JSOU also icreased its educatioal itegratio with joit ad service PME istitutios. As JSOU has prepared to move ito its ew campus, it has trasformed its orgaizatio ad staffig i order to maximize the positive impact o educatio these ew state-of-the-art facilities will provide. Departmet of Academic Affairs The Departmet of Academic Affairs is resposible for esurig that JSOU academic procedures comply with Joit Staff ad USSOCOM regulatio ad policy ad that all relevat accreditatio stadards are met ad appropriately documeted. O behalf of the uiversity, the departmet submitted a legislative proposal for Natioal Defese Authorizatio Act (NDAA) 17 to obtai Title-1 hirig authority for select faculty positios which will provide JSOU the flexibility i hirig eeded to obtai the best faculty for its rapidly evolvig program of courses. This authority will allow JSOU to cotiue to develop the quality ad breadth of its educatioal capability ad best support the USSOCOM Commader s Priorities. Academic Affairs cosists of five divisios: Admissios, Curriculum Maagemet, Distace Learig, Educatio Techology, ad Istitutioal Effectiveess. The Admissios Divisio kept up with icreased demad by erollig over 12, studets for distace learig, i-residece ad off campus courses, additioally they geerated over 4 studet trascripts. Studet services produced a ew studet hadbook to comply with accreditatio stadards. The highlight for the divisio this past year was its lead role i the successful re-accreditatio effort with ACCET. The academic resource ceter cotiues to shie as over 15 studets received idividual couselig which resulted i umerous matriculatios through JSOU s curret articulatio agreemets with Excelsior College, St. Leo Uiversity, Uiversity of South Florida ad Norwich Uiversity. The Uiversity of Charlesto, West Virgiia has expaded their agreemet to iclude acceptig JSOU s graduate level course credits. The Curriculum Maagemet Divisio oversaw the developmet ad implemetatio of curricula for six ew courses i AY15 ad major revisios for four more. Additioally it iitiated developmet for 11 courses ad oversaw geeral maiteace for 46 courses already i the curriculum. The Faculty Developmet Divisio provided istructio to 68 studets through the MOIC, Methods of Istructio Course-Abbreviated (MOIC-A) ad the Faculty Developmet Course Pilot. I May 215, a MOIC was coducted at Tabuk, Saudi Arabia, to a group of Saudi officer ad elisted istructors. I AY15, JSOU istituted a three-tier course review process, with 15 courses udergoig a departmetal review, 19 goig before the curriculum review committee, ad 11 udergoig a presidetial review. This three-tier review process was commeded by ACCET ad is beig icorporated by that orgaizatio as a curriculum best practice. The Distace Learig Divisio maaged strog growth i JSOU s bleded, fully olie ad web-ehaced course offerigs. I Academic Year 215, early 7 percet of all erolled JSOU graduates completed a course usig the JSOU olie platform, kow as the e-campus. JSOU s first fully olie course (Itroductio to Special Operatios Forces) has grow by 251 percet sice goig olie i 212, graduatig more tha 2,5 studets i Academic Year 215. Services provided to olie studets cotiue to grow ad iclude academic advisig, e-books offered through the library, access to databases ad techical assistace. The team provided computer ad audiovisual support for 14 class, breakout ad coferece rooms. The divisio also provided support for day-to-day operatios, maiteace, ad traiig support for JSOU Program Executive Offices, directorates, faculty ad staff, ad iformatio techology support to o- ad off-site traiig classes ad cofereces. Additioally, the divisio provided portal maagemet support services by developig, ehacig, ad sustaiig JSOU webpage, database, ad applicatio developmet servers ad providig software support to both JSOU iteral ad exteral customers. The Istitutioal Effectiveess Divisio spearheaded JSOU s reaccreditatio efforts with ACCET that led to a five-year re-accreditatio certificatio with 14 of the 29 areas beig selected by the re-accreditatio team for commedable otatios i their report to the ACCET Board of Goverors. All 29 areas ispected were rated at or above stadards. I additio, the divisio cotiued the multi-year process of positioig JSOU for ehaced accreditatio that will eable JSOU to award graduate-level credit. As part of our quality assurace program, the divisio processed over 8, studet surveys ad provided aalytical support to JSOU leadership. Lastly, over 4 graphic support requests were completed supportig JSOU operatios. College of Special Operatios I AY15, the College of Special Operatios cotiued to refie its existig course cotet to better serve the special operatios kowledge-seekig commuity ad alig the curriculums evaluatio criteria to be readily recogized as valued college credit by SOF-friedly parter uiversities. Three ew courses were piloted ad the requisite aalysis ad plaig for a additioal two certificate programs i AY16 were iitiated. Support to the PME commuity through three ew SOF Chairs at the Army War College, Air War College, ad Marie Corps Uiversity icluded revised SOF elective materials, ew case studies, ad fudig subject matter expertise i areas relevat to the teachig of special operatios i the itermediate ad seior service colleges ad their programs. Coupled with teachig electives i the Joit Forces Staff College s Joit ad Combied Warfightig School s JPME II programs i Tampa, FL ad Norfolk, VA ad the 16 PME visits to HQUSSOCOM the College taught ad/or hosted more tha 3,2 studets, to iclude several hudred i the geeral/flag officer ad seior civilia executive-level CAPSTONE ad APEX programs. The USSOCOM Research Library stepped up its capability ad resources i aticipatio of movig ito its ew facility i 216. I additio to acquirig several ew databases i support of HQUSSOCOM staff, JSOU faculty ad studet research, the library purchased a Discovery system capable of coductig searches for iformatio simultaeously across multiple databases. Elisted Academy I AY15, the Career Educatio Programs (CEP) for elisted SOF provided joit professioal military educatio to more tha 9 persoel i the grades of E-6 through E-9. The Joit Special Operatios Uiversity-Elisted Academy (JSOU-EA) is composed of four courses that cover the full cotiuum of SOF elisted educatio from the tactical to the strategic levels. The four courses programs are: Joit Fudametals, Eterprise Maagemet, Joit Special Operatios Forces Seior Elisted Academy (JSOFSEA) ad Summit. Fudig for the courses is provided through the Five-Year Defese Pla (FYDP), ad USSOCOM Program Objective Memoradum facilitated educatioal iitiatives for the joit elisted special operator. Joit Fudametals targets the SOF operators ad eablers at the etry level (E-6). Taught exclusively through distace learig (DL) over a eight-week period, five times a year, the course program objectives are to develop skills i writte, oral ad visual commuicatios, geerate creative thikig, ad evaluate ethical decisio makig. Studets also aalyze the history, uique fuctio ad the orgaizatio of the USSOCOM Eterprise, from the headquarters to the sub-compoet commads. The course is coducted twice aually with a projected erollmet of 12 to 13 studets per course program. Summit is taught i a bleded learig format: eight weeks olie followed by three weeks of residet ad extership learig. Ceter for Cotiuig Educatio The Ceter for Cotiuig Educatio fialized the reorgaizatio i AY15 by trasitioig the Istitute for Professioal Developmet to the Istitute for Staff Educatio. The four Istitutes that ecompass JSOU s cotiuig educatio requiremets are: Istitute for Staff Educatio, Istitute for Plaig ad Operatios, Istitute for Seior Educatio, ad the Istitute for Global Operatios. CCE also proposed to realig select reserve positios withi HQ USSOCOM to JSOU i order to augmet curret istructors with reservists from the Army, Air Force, ad Navy.
