17 We assess if this operation remains on schedule, it will allow increased refinery at the BOR by reducing the HFO storage limitations. It will also allow for less MNF-W Fuel Pushes and eventually will lead to the elimination of the need for the MNF-W Fuel push convoys. Trains will also allow transport of bulk goods required for other businesses. Efforts to fix the fuel shortage in western Ninewa are in progress. Western Ninewa has been short for quite sometime due to both successful AQI attacks on bridges as well as the inefficient method of fuel distribution in Ninewa. Rifles is currently organizing all available fuel trucks from Tall Afar, Sinjar, Rabiyah, and Biaj under a Coalition Escort to the Baji Oil Refinery. This event will occur in the next 2 days with a CF presence at the refinery to ensure a rapid turn around and successful short term solution for fuel in the West. There are two fuel pushes scheduled. On 30 JAN 08 a 3IA escort element, accompanied by 3IA MiTT element will link up with 6 tanker trucks vic Tal Afar and escort them to Bayji Oil Refinery (BOR) to receive emergency shipment of kerosene for return transport to Tal Afar region. The convoy will also be escorted by SWT. The second fuel push is an un escorted ground convoy from the BOR to Diyala, Date and frequency TBD. Non Lethal Traveling Judges heard 3 cases on Sunday. The judges will be escorted back to Baghdad on 1 Feb. One person was convicted of terrorism, and received a life sentence. One person was convicted of terrorism, but because crime predated the Anti Terrorism law of 2005, he received the maximum sentence of 15 years. However, due to his age of 70 and his ill health, the court determined that he was an undue burden on the prison system and released him. One hearing on a case resulted in a reversal by the Court of Cessation. Based on evidence that a Baddush inmate convicted of beheading 20 people on videotape was actually in custody when one of the murders occurred, the Court returned one charge of murder to CCC-I for rehearing. In Diyala, Governor Raad is pushing to convince the central government of his wayahead for CLCs in Diyala. He wants to hire them initially as provincial facility protective services and eventually transition them as a labor force to fill vacant jobs within the various ministries throughout the province. Important in this initiative is that the Governor recognizes the issue and has developed a plan of action to remedy the situation. MND-CS White Eagle: The overall situation in the MND-CS AOR remains STABLE, with no attacks against CFs or ISF during this reporting period.

20 There were 19 attacks in the IGFC s AO, one was effective. The IA conducted 16 C&S along the IGFC s AO which resulted in 41 Detainees. Most important events: This morning the PM issued an order to NOC and to the AL Mosul Dam director to stop Using the Dam for military and civilian Traffic. 24 Jan at 1000, the Ninewa IP Leader was killed along with another IP KIA, 7 IP WIA, and 1 LN WIA with a Suicide Bomber attacked whom was wearing a LT IP uniform; the IP Leader was inspecting the building which was destroyed the day before due to planting explosives inside the buiding which resulted in 12 LNs KIA, 89 LNs WIA, and 5 IA WIA; the IA got a tip about a Cache in that building but the EOD team discovered the trap and while they were trying to flee the site the explosion occurred wounding the 5 men. at 2200, an IED exploded on the Sistany representative in Karbala, resulting in wounding the sheikh, killing 2 of the sheikh s body Guards and wounding another 2.
