1 CHIEF WATER TREATMENT OPERATOR SANTA FE IRRIGATION DISTRICT DEFINITION To plan, organize, direct and supervise operational activities associated with the District s drinking water treatment plant, lake management, and raw water conveyance systems within the Operations Department; to review reports, records, logs, and trends and directs operational changes while ensuring all regulatory requirements are met; and to perform a variety of technical tasks relative to assigned area of responsibility. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Operations Manager. Exercises direct supervision over assigned technical personnel. ESSENTIAL DUTIES - Duties may include, but are not limited to, the following: Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for water treatment plant operations; implements policies and procedures. Plans, prioritizes, assigns, supervises and reviews the work of staff involved in the operation of the District s water treatment plant. Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; prepares various reports on operations and activities. Participates in budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for chemicals and supplies; monitors and controls expenditure. Plans, organizes and participates in the work of assigned staff; participates in the selection and training of assigned personnel; provides day-to-day supervision and establishes performance requirements for assigned staff; regularly evaluates performance and provides direction and coaching for performance improvement and development; recommends merit increases and other rewards to recognize performance of and motivate assigned staff; recommends to Department Manager disciplinary action to address performance deficiencies, all in accordance with the District s personnel policies, procedures, practices and MOU provisions. Analyzes source water samples to set plant flow rates and blends to meet performance requirements.
2 Page 2 Writes operational procedures and manuals for the operation of the treatment plant, lake management and raw water conveyance systems. Ensures that the operation of the Treatment Plant Systems complies with all State and Federal standards. Compiles data related to plant operations; completes and submits a variety of weekly, monthly and annual operational reports; prepares and submits water quality/treatment reports required by the State and Federal Government. Monitors operations to ensure proper processing of water to meet local, State and Federal regulations; directs adjustments to treatment processes and chemicals as necessary to ensure proper water quality. Operates water treatment plant facilities including disinfection, coagulation, flocculation, sedimentation and filtration equipment including pumps, valves, motors, feeders, and related equipment. Operates water transmission facilities by regulating flow throughout the system using control valves and pump stations via electronic and computer control systems; acknowledges and responds to alarms from treatment plant and distribution system; takes appropriate action to resolve issue. Inspects plant and related equipment for proper functioning; troubleshoots, diagnoses and corrects control system and equipment malfunctions; coordinates with System Maintenance Supervisor. Oversees the procurement process for all treatment plant chemicals and operational services. Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints. Conducts plant tours and presents technical papers/reports at seminars and board meetings. Supports the District s safety program; ensures subordinates follow safety practices in work; enforces safety procedures; educates employees on safety rules, regulations and codes, safe work habits, and potential hazards presented by their work. Responds during emergency situations, as required, including those occurrences after normal working hours and HAZMAT related events, such as hazardous release incidents. May perform standby duty and follow the standby duty procedures, including the response time requirement of sixty (60) minutes.
3 Page 3 Builds and maintains positive customer-focused service processes and working relationships with co-workers, other District employees and the public using principles of good customer service. Performs related duties as assigned. MINIMUM QUALIFICATIONS Knowledge of: Principles and practices of operating and maintaining a complex water treatment and distribution system. Equipment, tools and materials used in the operation and maintenance of water treatment and distribution facilities. Principles and practices of supervision, training and performance evaluations. Principles and practices of budget monitoring. Principles and practices of safety management. Pertinent local, State and Federal laws, ordinances and rules. Modern office equipment and methods including use of applicable computer applications. Use of SCADA systems. Use of CMMS systems Databases used to generate compliance reports for regulatory agencies and internal use. Appropriate safety precautions, procedures, practices and regulations, particularly as related to confined space entry, traffic control, process safety management, stored energy protection, heavy equipment operations, defensive driving, electricity, and hazardous chemicals. Ability to: Organize, implement and direct water treatment plant operations/activities. Develop, recommend, interpret, explain and enforce pertinent District and department policies, procedures, rules and regulations.
4 Page 4 Resolve difficult operational activities. Interpret and apply complex regulations. Assist in the development and monitoring of an assigned program budget. Perform work in accordance with safety regulations, guidelines and practices. Interpret and apply District policies, procedures, practices and MOU provisions, including but not limited to those in the Administrative Code. Operate and use modern office equipment including a computer and applicable software. Operate a vehicle observing legal and defensive driving practices. Establish and maintain effective working relationships with those contacted in the course of work. Communicate clearly and concisely, both orally and in writing. Plan, organize, supervise, train, motivate, coach and evaluate the work of assigned personnel. Experience and Training Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Experience: Three years of increasingly responsible experience in the operation and maintenance of a water treatment plant comparable in size and complexity to Santa Fe Irrigation District; including two years providing technical and functional supervision over assigned personnel. Training: Education as required by the State of California Department of Public Health to obtain and retain a Water Treatment Operators, Grade 5 Certificate and a Water Distribution Operators Certificate, Grade 4. License and Certificate
5 Page 5 Possession of, or ability to obtain by appointment date, a valid California driver s license and ability to maintain insurability under the District s Vehicle Insurance Policy. Possess of a valid California Department of Public Health Water Treatment Operators Certificate, Grade 5 (T5). Possess of a valid California Department of Public Health Water Distribution Operators Certificate, Grade 4 (D4). Physical and Mental Requirements Know and understand all aspects of the job. Analyze work papers, reports and special projects. Identify and interpret technical and numerical information. Observe and problem solve operational and technical policy and procedures. Sit at a desk for long periods of time. Twist to reach equipment surrounding desk. Perform simple grasping and fine manipulation; use telephone. Write or use keyboard to communicate through written means. Lift or carry weight of 50 pounds or less. In accordance with Cal/OSHA regulations, the employee shall maintain physical condition that allows them to act as First Responders Awareness Level (FRA) for HAZMAT emergencies, as determined by District physician. Employees in this class are required to wear respirators regularly. In accordance with Cal/OSHA regulations, employees are prohibited from having facial or head hair which impairs the effectiveness of respirator equipment. ENVIRONMENTAL FACTORS Work is normally performed in a temperature controlled office environment subject to typical office noise. Some duties require field visits in an outdoor environment subject to outdoor conditions including extreme heat and cold and wet, humid conditions, fumes and/or airborne particles. Duties may be performed near moving mechanical parts and on slippery and uneven surfaces with exposure to toxic or caustic chemicals and risk of electric shock.
