1 NOTICE OF POSITION OPENING: WADENA COUNTY DEPUTY SHERIFF POSITION The Wadena County Sheriff s Office located in west central Minnesota is seeking applicants for the position of full time Deputy Sheriff. Wadena County Sheriff s Office is a progressive, competitive office with many advances in technology, including full computer function in patrol vehicles, such as e-citation, e-charging, full record and report capabilities. Wadena County Sheriff s Office is an aggressive proactive Sheriff s Office. POSITION TITLE/DESCRIPTION: Deputy Sheriff: Duties to include, general patrol, answering complaints, investigations, civil process service, special events, warrants, SWAT, TZD shifts and many other opportunities. A complete job description is available upon request. POSITION STATUS: Fulltime, weekly rotating shifts, 2080 hours per year. MINIMUM QUALIFICATIONS: Must possess POST license, computer skills. INFORMATION: Job Title: Deputy Sheriff Number of Employees in this position: 20 Department: Job Title of Supervisor: Pay Grade: FLSA: Date: Sheriff Office Sergeants/Chief Deputy 54 Non Exempt July 26, 2016 II. GENERAL PURPOSE OF JOB. Deputy Sheriff General Purpose: A Deputy Sheriff provides, on a 24-hours basis, protection of social order and individual rights, life and property from criminal and environmental loss. The Deputy Sheriff provides emergency services, serves as a determent to crime, investigates complaints and crimes, enforces the law, executes arrest and search warrants, and provides a number of other public services for the citizens as needed. Deputies work in several areas of responsibility that vary greatly in the amount of time necessary to perform essential duties. These areas include patrol, civil process, court security, warrants and transports, investigations, and narcotics. Page 2

4 Essential Duty 1: Patrol: County rural areas, rural communities and towns; enforce local ordinances and promote community policing; preform duties of water, ATV and snowmobile patrol; care and maintenance of Law Enforcement vehicle, equipment and uniform; prepare and file all necessary reports for the agency or other governmental agencies. Essential Duty 2: Criminal investigation: Taking complaint reports; providing first response to crime scenes; providing emergency first aid; protecting crime scenes; gathering information and evidence; interviewing and interrogating victims, witnesses, and suspects; citing or arresting violators; preparing reports; making controlled buys and seizures of suspected controlled substances, and testifying in court as needed; assisting agency s Investigator. Essential Duty 3: Traffic Enforcement: Enforcement of traffic laws and the investigation of violations. Monitoring obedience to traffic laws; directing traffic; investigating traffic accidents; providing first aid; preparing reports; issuing citations; arresting violators; gathering information and evidence; interviewing and interrogating victims, witnesses, and violators; and testifying in court as needed. Non-traffic, non-criminal complaints and events: Providing rescue and response to medical emergencies; assist fire departments and other agencies; conduct death investigations; monitor and protect property and conduct property watches; investigate complaints and suspicious persons and activities; investigate animal complaints; assist citizens in need; report to the Sheriff any potentially hazardous problems so the proper county departments are notified; provide crime prevention awareness; be a liaison between citizens and other agencies and organizations. Enforce DNR, Off Road Vehicle, Boat and Water, and Snowmobile law and regulations. Respond to water and other calls for rescue, investigate accidents and complaints, monitor and ensure proper use and compliance, enforce trespass laws, educate public and provide awareness for rules and regulations and the safe operation of land and watercraft; conduct inspections of watercraft; prepare and file necessary paperwork for grants related to water, ATV and snowmobile patrol. Assist conservation officers as necessary. Provide presentations and service to persons, groups, organizations, and communities for public events. Provide traffic control, escort, and promote public safety. Set up exhibits; provide security; provide instruction and information relating to a broad range of topics including, child safety, seat belt usage, car seats, alcohol and chemical awareness, crime and fire prevention, civil defense and severe weather safety, and other events. Additional duties: assist Emergency Management Director during disaster situations; manage or assist with FTO program; team member of Emergency Response Team; assist in the continued evaluation and implantation of new policies and procedures; special duties as assigned for Crime Prevention, Canine, TZD, Field Training Officer, Training Officers (Instructor level; EVOC, Defensive Tactics, Firearms, Use of Force, Taser). 5 Essential Duty 4: Civil Process: Provide service of civil process for Orders, Writs, Executions, Summons, Subpoena, Notices; service of Orders For Protection and other orders relating to domestic abuse situations; ensure the safety of parties in dispute, conduct Sheriff s sales, foreclosures, and other process as ordered; prepare and file all necessary paperwork with agency s records department and courts. Essential Duty 5: Warrant Service and Prisoner, and other Transport: Arrest persons as ordered by the court; transport prisoners as necessary to appear before a court or as directed; transport prisoners to the Department of Corrections; transport prisoners between facilities; and transport mental health patients. Essential Duty 6: Court and Courthouse Security: (Court room Bailiff) Provide security for the courts and court building; providing information and directions to citizens within the court building; monitor security of prisoners within the courts and court building; transfer of inmates from jail to court and back to jail; secure and prepare court room prior to and after proceedings; manage detection equipment; collect unauthorized weapons or materials of those in attendance to the court room; act a secure presence ensuring the Judge, Jury, Staff and Public remain safe while court is in session; secures the Judge s chambers if needed and answers to any request the Judge may have; maintain a clean, orderly and supplied court room; inform the inmates of what is expected of them during proceedings and assist them with administrative paperwork; effectively communicate and plan with Court Administration to make sure the flow of the court is constant and on time. V. EDUCATION and/or EXPERIENCE: Education X Level 1: No prior experience or training. Level 2: Less than high school education; Level 3: High school diploma or general education degree (GED); Level 4: One year certificate from college or technical school; Level 5: Associate's degree (A. A.) or a two-year college or technical school certification or degree; Level 6: Bachelor's degree (B. A.) from four-year college or university; Level 7: Master's degree (M. A.) Level 9: Doctoral degree (Ph. D.) Degree, if required, would be in what field(s): Criminal Justice or related field. Experience: (Minimum experience needed to gain entry into or apply for the position) Page 5
6 X Level 1: No previous related work experience required. On-the-job training is provided the employee in all major aspects of the job. Level 2: At least 3-6 months related previous experience is required to gain entry into the job. Level 3: At least 6 months to one year previous and related work experience is required to gain entry into the job Level 4: At least 1 to 3 years of prior work related experience is required to gain entry into the job. Level 5: At least 3 to 5 years of prior related work experience is needed to gain entry into the job. Level 6: At least 5 to 8 years of prior related work experience is needed to gain entry into the job. Level 7: At least 8 or more years of prior and related work experience is needed to gain entry into the job. VI. CLIENT RELATIONS/PUBLIC RELATIONS: A. Internal Client Relations: 1 County and State Departments Review court matters with County Attorney s Office, Court Administration, Corrections, and Juvenile Probation. Problem solving and community policing with Social Services, Public Health, Highway Department, and others. 2 Coroner Act as deputy coroners to aid in death investigations and transportation of bodies as needed. 3 Office Staff Coordinate completion of case materials and reports. B. External Public Relations/Contacts: Other Law Respond to calls for service and render Page 6
7 1 Enforcement Agencies aid as necessary. Coordination of investigations and operations related to criminal and non-criminal matters. 2 Citizens and Public Respond for calls for service and assistance as necessary. Contact public as complainants, victims, witnesses, and suspects in the course of investigations and conflict resolutions. 3 Other Agencies and Businesses In the course of investigations and problem resolution, contact schools, businesses, fire departments, and other governmental groups. C.Governmental/Regulatory Agencies: 1 State of MN Prepare mandated reports for the State of MN in regard to several incidents routinely investigated. 2 Peace Officer s Standards and Training Board Deputies are issued a license and must meet standards and requirements to maintain and renew this license. Law Enforcement conduct and policy are monitored for compliance. 3 District Court Execute and enforce orders of the court. Page 7
8 VII. OTHER REQUIRED KNOWLEDGE AND SK A. Other Knowledge Required Knowledge Of 1. Broad knowledge, interpretations and comprehension of MN State Statutes including traffic, criminal, civil, juvenile, ATV and snowmobile codes. Also knowledge of relevant Federal law, local ordinances, civil procedure, and case law, including rules of evidence. Knowledge of data privacy laws. 2. Broad knowledge of Law Enforcement methods and practices to include, investigation, identification, detection, arrest, search and seizure, interrogation, and other applicable topics. Knowledge and skill both intellectual and physical related to a licensed peace officer in the State of Minnesota, mandated by the Peace Officers Standard and Training Board. Knowledge of patrol duties, civil process, transports and court procedures. 3. Knowledge of computer databases available for investigation, research, archive of documents, and record management systems. Knowledge of mathematics, including basic Task # Page 8
9 functions, ratios, percentages; and interpretation of court decisions, policies, spreadsheets, drawings and diagrams, and other relevant documents. 4. Knowledge of vast array of Law Enforcement related subjects designed to aid in Deputy safety and minimization of risk to the Deputy, the public, and the agency, while performing tasks to maximum effectiveness and efficiency. Ability to express clearly in writing of reports, testify in court in a clear verbal manner, work well with others and communicate effectively orally, written and electronically. Knowledge of various office equipment including computers, software programs, fax, printer and telephone system. B. Other Required Skills Skill In 1. Skill in operating motor vehicles during emergency and high risk situations. Emergency First Aid and CPR. Handling hazardous materials. Knowledge of infectious diseases, infection control, blood borne pathogens and protective equipment. 2. Skill in interacting and communicating with people of different social, economic, and ethnic backgrounds. 3. Skill in the care, maintenance, and safe operation of a variety of firearms, impact weapons, Tasers, and chemical agents and other law enforcement equipment. 4. Skill in making quick decision-making under Task # Page 9
10 stress. Maintain alertness and awareness. Maintain a professional demeanor. VIII. CERTIFICATES, LICENSES, REGISTRATIONS. Minnesota Board of Peace Officer s Standards and Training license. Or eligible to be licensed Valid driver s license. IX. PHYSICAL DEMANDS Occasionally sitting in an office setting; Walking and standing when assisting the public; Frequently sitting in an automobile for long periods of time; Occasionally lifting and carrying up to 60 pounds; Occasionally running down a fleeing suspect; Occasionally using physical force to bring a combative suspect under control. X. ADDITIONAL INFORMATION: Deputies will work in hazardous environments including severe weather, flooding, blizzard conditions, lightning, and extreme cold. Deputies are in situational hazards based upon response to emergencies, i.e., driving at high speeds, stopping in high speed traffic areas, exposure to vehicular traffic, chemical spills, clandestine drug labs, farm accidents, crop spraying, other biohazards, and confrontations with armed persons.
