1 TYPHOON HAIMA (LAWIN) Thursday, 20 October :00 hrs (UTC+7) No.1 This situation update is provided by AHA Centre for the use of ASEAN Member States and relevant parties among ASEAN Member States. The information presented is collected from various sources including but not limited to ASEAN Member States, UN, IFRC, INGOs, & News Agencies. 1. HIGHLIGHTS Super Typhoon Haima made its landfall in Penablanca, Cagayan on 20 October 2016 at around 11:00 PM with maximum sustained winds up to 225 kph and wind gusts up to 315 kph. Extremely strong winds in combination with torrential rains were experienced across the northern Luzon region. The Government of the Philippines, through the National Disaster Risk Reduction and Management Council (NDRRMC), has been in the highest alert status which triggered various preparedness measures, including pre-emptive evacuation to more than 90,000 persons in Regions I, II, III, Calabarzon, V and CAR. The NDRRMC has also activated Disaster Response Cluster and deployed advance teams headed by the Office of Civil Defense Deputy Administrator for Operations to Cagayan Province to support preparedness measures. The AHA Centre has deployed two staff and one National ASEAN-ERAT member to Manila, Philippines to be on stand-by and also to liaise and coordinate with the NDRRMC on possible support from ASEAN. In addition, the Disaster Emergency Logistics System for ASEAN (DELSA) and the ASEAN Emergency Response and Assessment Team (ASEAN- ERAT) is on stand-by should the Government of the Philippines need additional resources. 1

SUMMARY OF DISASTER EVENT The AHA Centre captured the formation of Tropical Cyclone Haima (Lewin) in the Pacific Ocean since 14 October Tropical Cyclone Haima entered the Philippines Area of Responsibility (PAR) on the 17 October 2016 and intensified further to reach super typhoon status. The eye of Typhoon Haima made its landfall over Cagayan Province (17.6 N, E) on 19 October at around 11:00 PM local time as category 4 typhoon with maximum sustained winds up to 225 kph and wind gusts up to 315 kph. After sweeping through northern part of Luzon Island, the westward-moving typhoon has weakened and exited the Philippines landmass by 20 October It is forecasted to exit Philippine Area of Responsibility (PAR) on the evening of 20 October Before the typhoon landfall, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration(PAGASA) had placed Cagayan, Isabela, Kalinga, Apayao, Northern Abra and Ilocos Norte under Tropical Cyclone Warning Signal (TCWS) No. 5 which means that there is potential for very heavy to widespread damage in affected areas. Storm surges of more than 3 meters are also possible in coastal areas. The rest of Abra, Ilocos Sur, Mt. Province, Ifugao and Calayan Group of Islands were placed under TCWS No.4 which means that there is potential very heavy damage to high-risk structures and heavy damage to medium-risk structures. Past destructive destructive typhoons with similar tracks include Typhoon Megi (Juan) (2010), Typhoon Zeb (Iliang) (1998) and Typhoon Sarika (Karen) (2016) 2
3 Source: Manila Observatory While the assessment is still ongoing, the initial reports of the NDRRMC revealed that six road sections in Region III and CAR are not passable due to flooding and landslides. Power interruption were experienced in some areas in the provinces of La Union, Ilocos Sur (Region I) and Quezon (Calabarzon). Reports also indicated that the Cauyan Airport in Isabela Province is able to accommodate C-130 flights.. 3. ASEAN RESPONSE AHA Centre The AHA Centre has deployed two staffs and one National ASEAN-ERAT member to Manila, Philippines to liaise and coordinate with the NDRRMC. The team in Manila attended NDRRMC Response Cluster meetings to understand the extent of damage as well as emerging needs. The Disaster Emergency Logistics System for ASEAN (DELSA) and the ASEAN Emergency Response and Assessment Team (ASEAN-ERAT) have been put on standby should there be a need to deploy additional resources to the Philippines. 4. ASSESSMENT OF NEEDS The NDRRMC has identified some of the most immediate needs: Shelter (tents, tarpaulins); and Food and Water. 3
4 The NDRRMC has emphasized, however, that consideration will be given to resources that are already in the country. 5. ACTIONS TAKEN AND RESOURCES MOBILISED National and Local Government The Government of the Philippines has anticipated well the possible effects of the Typhoon Haima and made significant preparations that involved all government agencies. A total of 18,157 families/90,589 persons were pre-emptively evacuated in Regions I, II, III, Calabarzon, V and CAR. Coordinated by the NDRRMC, the Disaster Response Cluster was activated and has stepped up preparedness actions: Allocated Stand-by funds as well as food and non-food items worth of approximately USD 30,701,599. Prepositioned a approximately USD 2,550,000 worth of drugs, medicines, medical supplies and other logistics. Deployed personnel, equipment and vehicles from the armed force, police, fire protection, and coast guard to the potential affected areas. The NDRRMC Response Cluster Coordination Meeting convened at the OCD Headquarters in Quezon City to receive initial briefing on the impact of the typhoon. RECOMMENDATIONS The NDRRMC, at this stage, is prioritising in-country resources to manage the situation.
