1 EOP Standard Revision Review for Project Emergency Operations Phil O Donnell September 20, 2018 EOP-004 Event Reporting Below is a summary of changes between EOP and EOP which becomes effective on 4/1/2019. Most significant change is the retirement of Requirement 3 such that entities no longer must be able to document validation of contact information within their Operating Plans for EOP-004 R1 R1 No Change R2 R2 Slight wording change to attempt to clarify what must be reported and when Each Responsible Entity shall report events per their Operating Plan within 24 hours of recognition of meeting an event type threshold for reporting or by the end of the next business day if the event occurs on a weekend (which is recognized to be 4 PM local time on Friday to 8 AM Monday local time). Each Responsible Entity shall report events specified in EOP Attachment 1 to the entities specified per their event reporting Operating Plan by the later of 24 hours of recognition of meeting an event type threshold for reporting or by the end of the Responsible Entity s next business day (4 p.m. local time will be considered the end of the business day). R3 Each Responsible Entity shall validate all contact information contained in the Operating Plan pursuant to Requirement R1 each calendar year. 2 EOP Standard Revision Review for Project Emergency Operations 2 EOP-005 System Restoration from Blackstart Resources Below is a summary of changes between EOP and EOP which becomes effective on 4/1/2019. The only new requirement that TOP s must be aware of is the new requirement 8.5 which requires the transition of resources and demand control back to the Balancing Authorities explicitly be included in the an entities Annual Restoration Training. R1 R1 Each Transmission Operator shall have a restoration plan approved by its Reliability Coordinator. The restoration plan shall allow for restoring the Transmission Operator s System following a Disturbance in which one or more areas of the Bulk Electric System (BES) shuts down and the use of Blackstart Resources is required to restore the shut down area to service, to a state whereby the choice of the next Load to be restored is not driven by the need to control frequency or voltage regardless of whether the Blackstart Resource is located within the Transmission Operator s System. The restoration plan shall include: Reworded and Added implement a restoration plan which allows removal of the old R7 & R8. Each Transmission Operator shall develop and implement a restoration plan approved by its Reliability Coordinator. The most significant change is the addition of an administrative requirement for the RC to perform a review of its neighboring RC Restoration plans within 60 days of receipt of the restoration plans. If the restoration plan cannot be completed as expected the Reliability Coordinator shall utilize its restoration plan strategies to facilitate System restoration. The Reliability Coordinator shall coordinate or authorize resynchronizing islanded areas that bridge boundaries between Transmission Operators or Reliability Coordinators. If the resynchronization cannot be completed as expected the Reliability Coordinator shall utilize its restoration plan strategies to facilitate resynchronization. The changes are minor in nature and do not increase any compliance obligations for Entities.
