5 Retirement of Undersheriff Jim Hull Jim s career with the Sheriff s Office spanned over 40 years. Jim s leadership was instrumental in the implementation of many improvements which raised the professional standards of the Office. We wish him and his wife, Diane, happiness in their well-deserved retirement.

6 DIVISION SUMMARIES Administration Case Reports In 2015, the total number of case reports transcribed was 10,769; a slight decrease from the year prior. This number reflects original reports only, and doesn t reflect the actual number of reports transcribed by the Team Coordinators. They are also transcribing any supplemental reports that are completed by the original officer or any of the supporting officers (i.e. tech units, detectives, other road officers) involved with a single case Case Reports Transcribed On November 1, 2015, the three (3) Team Coordinators began transcribing Incident Reports from the Corrections Deputies and this resulted in the transcription of an additional one hundred sixty-two (162) reports. The Corrections Division Incident Reports include inmate rule violations, disciplinary, suicidal, and Administrative Lockdown, to name a few.

7 License to Purchase Gun Permits In 2015, the number of License to Purchase Permits our office issued increased by 32% In addition to issuing License to Purchase Permits, each county is responsible for the actual entry/registration of each gun purchased within their county (this includes guns purchased by CPL holders, guns purchased from FFL dealers and guns purchased from an individual/inheritance). 8 Concealed Pistol License (CPL) Law changes pertaining to CPLs were effective December 1, 2015, under Firearms Act 372 of 1927, eliminating the county concealed weapon licensing boards (AKA County Gun Boards), throughout the State of Michigan. Issuing CPLs is now a duty of the Michigan State Police. This impacted the Sheriff s Office by requiring the Sheriff s Office to collect the fee for fingerprinting, which prior to December 1 the County Clerk would collect this fee as part of the application fee. We are also required to issue a receipt with language specific to the CPL, stating that if the applicant does not receive their license in the mail within 45 days, the receipt serves as their license New CPLs Issued * *Includes the month of December. In addition to the new applicants, there were 658 renewals that were processed as well. If arrested, one s CPL will be suspended until their case is adjudicated. CPL holders who are convicted will have their CPL revoked/suspended for a period of either three (3) years, eight (8) years, or permanently depending on the crime they were convicted on. 9 Freedom of Information Act (FOIA) Requests The Freedom of Information Act (Act 442 of 1976) was amended as of July 1, The impacts to our office consisted of changes in fee limits and required invoice itemization. At the county level, the decision was made to waive any fee of $20.00 or less, directly impacting revenue. From July 1 December 31, we collected payment on twenty-four (24) requests out of 330, with the fees waived on the remaining requests. We filled one hundred and four (104) traffic crash report requests, and these also had the fee waived FOIA Requests Sex Offender Registration Act Law changes occurred in 2014, requiring agencies to collect a $50.00 annual fee from each offender when verifying the first time in that year. Verification takes place based on the offender s date of birth and according to their Tier category. For example, a Tier 3 offender born in May will need to verify in the months of February, May, August, and November, with the annual fee due in February. The offender has the whole month to verify with the local police agency. Our office saw an increase of approximately 3% in verifications in 2015.

12 Tickets In 2015, 8,670 tickets were issued by deputies; 3,549 of those were for speeding. Tickets Issued Total Number of Tickets Speeding Tickets

13 Traffic Crashes Our deputies handled 1,825 traffic crashes; of which, nine (9) fatal crashes were investigated by our crash reconstruction team, an increase of 100% from Personal Injury Accidents Car/Deer Accidents Property Damage Accidents Animal Control In 2015, Animal Control Officers responded to 1,428 calls. Typically, there are one or two hoarding investigations going on at any given time. During times when Animal Control is not on duty, Road Patrol deputies will respond to calls that require an immediate response. Courthouse Security Courthouse Security is made up of certified deputies and reserve deputies. In 2015, security monitored over 80,000 people that came into the county building to conduct business. As well as providing courthouse security, deputies made two hundred nine (209) arrests (subjects with outstanding warrants and for probation and parole violations), and fingerprinted ninety-four (94) juveniles and one hundred sixty-one (161) adults at the order of the courts.

14 Specialized Teams and Units Traffic Team Three (3) road patrol deputies make up our Traffic Team. The Secondary Road Patrol Grant (Public Act 416 of 1978) provides funding, administered through the Department of State Police s Office of Highway Safety Planning (OHSP). Number of Miles traveled 80,084 Total Number of Traffic Stops 3,206 Number of Traffic-related Verbal Warnings 2,104 Number of Traffic-related citations issued 1,512 Number of OWI arrest involving alcohol 49 Number of OWI arrest involving drugs 8 Number of alcohol offenses resulting in open container in vehicle arrests 18 K-9 Teams Our K-9 Teams responded to 204 calls in These calls include searching vehicles, tracking suspects, instructional programs at schools, and finding missing persons. K-9 Teams train approximately 1,200 hours every year. In late May, Deputy Haas and his K-9, Medo, were successful in locating a 2-year old boy who had wandered away from his home. Marine Patrol Unit Sixteen (16) part-time deputies and one (1) seasonal full-time Sergeant make up the Marine Patrol Unit, patrolling twenty-nine (29) bodies of water in Allegan County. These deputies logged a total of 3,889 hours. These hours consist of patrol, equipment maintenance, boating safety training, unit trainings, and public demonstrations.

15 # of Patrol Hours # of Safety Compliance Checks # of Warnings One hundred sixty-nine (169) students were certified in one of seven (7) classes that were offered and taught by members of the marine patrol. Reserve Unit The Allegan County Reserve Unit is comprised of thirty-seven (37) community volunteers, including seven (7) who are cross trained as Mounted Deputies. These deputies assist the Sheriff s Office in various law enforcement and traffic duties throughout the year. In 2015, Reserve Deputies logged a total of 8,618 hours. These hours consisted of various details such as traffic control, property checks, guarding hospitalized inmates, and working numerous sporting and community events (County Fair, B93 Birthday Bash, and Martin Dragway). Additionally, Reserve Deputies are encouraged to do ride-a-longs with Road Patrol Deputies and are required to attend monthly meetings and department trainings (firearm, defensive tactics, first aid). Victim Services Unit (VSU) Members of this unit provide assistance to victims and families of victims during a traumatic life event (for example, fatal vehicle crashes, suicides, homicides, etc.), or any time called upon by law enforcement. There are currently ten (10) volunteers, and in 2015, these individuals responded to twenty-six (26) calls for service, which included natural deaths, death notifications, suicides, homicides, fires, and fatal vehicle crashes. Investigative Services Investigative Services is under the leadership of Captain Mike Larsen. This unit consists of three (3) Detectives assigned to general cases, one (1) Detective assigned to Criminal Sexual Conduct (CSC) cases and one (1) Detective assigned to the West Michigan Enforcement Team. In 2015, five hundred twenty-three (523) cases were investigated by these detectives. Detectives also provided assistance to law enforcement deputies investigating cases that were not assigned to the Investigative Services division. This is an increase in

16 cases from the year prior by 2%. Amongst these cases, there were five (5) homicides and a significant increase in other violent crimes. Criminal Sexual Conduct (CSC) Cases Allegan County continues to have a significant number of CSC cases where the victim and suspect are related. In most of the remaining cases, although not related, the victim and suspect are known acquaintances. Allegan County continues to see very few cases where there was no previous association between victim and suspect. CSC Cases Detectives worked in collaboration with Safe Harbor Children s Advocacy Center while investigating fifty-nine (59) of these cases. Sadly, many of these cases involved multiple child victims.

17 Breaking and Entering Cases Breaking & Entering Cases Several groups of individuals committing multiple B&E s were a major contributing factor for the increase. One hundred twenty-one (121) B&E cases were closed due to arrests. Fraud Cases In 2015, Sheriff s Office Detectives also saw a significant increase in fraud cases, an increase of 27% from the year prior. This includes the illegal use of credit cards, forgery, counterfeiting, and embezzlement. FRAUD Illegal Use of Credit Cards Forgery/Counterfeiting Embezzlement 11 7

18 Emergency Management Allegan County Emergency Management and Staff updated the Emergency Operation Plan and it was submitted for FEMA approval. The department continues to roll out training for Active Shooter scenarios and writing Incident Action Plans (IAPs) for first responders. The office also collected and redistributed school drill notice forms to first responder agencies and observed many of the drill demonstrations. In 2015 we completed two Full-Scale exercises and many table-top exercises testing the strengths of plans and identifying gaps in our response and recovery capabilities. Emergency Management supported over sixteen (16) incidents coordinating response, resource allocation and recovery efforts. Allegan County in partnership with the City of Plainwell created a Back-up Emergency Operations Center (EOC) inside the Plainwell Department of Public Safety. This includes phone lines, tables and chairs, projectors and dry-erase boards. This facility will be tested in 2016 as part of the Palisades Nuclear Power Plant exercises and certified by the Federal Emergency Management Agency (FEMA) at that time. Our Local Emergency Planning Committee (LEPC) members have completed over thirty-nine (39) site visits with TIER II hazardous materials facilities and created off-site response plans to share with local first responders and the community. The LEPC continues to work on their three year strategic plan, with the emphasis of completing response plans, conducting a commodity flow study on our major transportation corridors and public chemical awareness seminars.

Community Service Total for All Programs This reflects our overall Corrections philosophy by utilizing inmate programs that reduce bed days and better prepare incarcerated individuals for reentry into our community. The Meth Diversion Program saw a significant increase from the year prior and this is due to the fact that two (2) inmates were accepted into the program, each having a sixmonth sentence; however serving for forty-five (45) days only. Typically in years past, only one (1) inmate has been accepted into the program. Senior Meals Preparation In the summer of 2015, we began working on plans to produce senior meals on a daily basis at the Corrections Center, utilizing the new kitchen and the assistance of inmate workers. The Project Management Team, Corrections Command Staff, and Senior Services members met to plan and prepare for this, and through their planning, we began providing fresh, hot delivered meals to seniors daily starting on January 1, 2016.

21 New Inmate Programs New Vehicles Inside Outside Dad: This program focuses on becoming a better parent, and is taught by Deputy Jim Kimber to all interested male inmates. Five (5) inmates completed the 6-week program that started in December, 2015; and the program is continuing strong in Vocational Navigator: A workbook based program providing steps on starting a career after incarceration by establishing proper role models and mentors. This program is utilized in the Community Reentry Unit. The new Ford Supercrew for the D.E.B.T.S. Crew The new Transport Van to drop off and pick up multiple prisoners at one time.

22 Community Involvement For his Eagle Scout project, Alex Carrier built a range shelter at the law enforcement shooting range in Allegan County.

23 In October, a couple of our own heroes participated in Allegan Public Schools Dawson Elementary Heroes Walk-A- Thon fundraiser. In November, staff members were given the opportunity to sport a goatee at work! Each member who chose to do so was required to make a $40 donation to Cops for Christmas, and to keep the goatee for December, January, and February, they were required to donate to the United Way Campaign. In December, Road Patrol Deputies, Reserve Deputies, and Detectives participated in the Annual Shop-with-A- Cop event, which takes place at the Plainwell/Otsego Meijer. There were 150 Middle School students that participated.
