2 Communications The Communications Division of the Police Department provides services to virtually all village departments as well as the community s residents and visitors, 24 hours a day, every day of the year. Staffed by two full-time and three part-time Telecommunication Officers, during this quarter the division handled the call volumes outlined below. Police 7,410 Fire 132 EMS 228 Total Calls for Service Handled 7,772 Police Fire EMS Our Communications Division is a State certified Public Service Access Point (PSAP), also known as an E-911 center. Our E-911 system has three incoming 911 trunk lines, which this quarter received the number of emergency calls from land based telephones and cellular based wireless phones shown below. 126 Landline 248 Wireless 374 Emergency 911 Calls In early 2019 the Mundelein Police Department will be handling our 911 and non-emergency calls as a part of the State Mandated 911 Consolidation project.

3 Police Patrol The Police Patrol Division responds to all Police, Fire and EMS calls for service. When not responding to calls for service, Patrol Officers conduct a myraid of other duties including case investigations, neighborhood patrols, traffic enforcement, community contacts and business checks. INCIDENTS This quarter the Patrol Division handled the following 299 new Incidents: 18 DUI 9 K-9 25 Domestic 0 Death Investigation 9 Sex Reg/Offense 3 Drugs 1 Burglary 2 Theft from Vehicle 2 Suicide/Attempt 37 Traffic 8 Warrant 6 Criminal Damage 1 Harassment 10 Juvenile 11 Fraud/ID 10 Theft 10 Battery/Assault 10 Disorderly Conduct 3 Trespass 27 Code Enforcement ARRESTS This quarter included 33 arrests related to new and past Incidents. 18 Traffic Arrests 15 Non-Traffic Arrests TRAFFIC CRASHES Officers responded to 19 motor vehicle crashes this quarter: 14 Non-Injury 5 With Injury(s) CITATIONS A total of 461 Citations & Warnings were issued by Patrol and Community Service Officers: 279 Traffic 0 Prevention 39 Non-Traffic 77 Written Warnings 143 Ordinance 91 Verbal Warnings

4 SPECIAL PATROLS, CHECKS & WATCHES Each day the Police Patrol and Community Service Divisions conduct numerous special patrols, checks and watches. This quarter a total of 6,373 such special activities were conducted. 5,269 Special Patrols 507 Vacation House Watch Checks 396 Elderly Check-Ins 201 Traffic Enforcement Checks Special Patrols consist of additional Police patrols requested by residents or businesses as a result of various circumstances including recent crimes, threats or harrassment. Requested Traffic Enforcements consist of additional Police attention to specific roadways and intersections, at the request of resident complaints of speeding, stop sign violations and wreckless driving. Personnel SHIFTS AND HOURS WORKED Police Department personnel worked a total of 10, hours this quarter, including all divisions and the North Point Marina contract (when in season). 5 Local First Responders Participate in Active Threat Training On Tuesday December 4, 2018, local area first responders attended a joint training session, practicing together for a day they all hope will never come. The collaborative training allowed area first responders the opportunity to practice lifesaving tactics and techniques during high risk, life threatening situations. First responders from the Winthrop Harbor Police & Fire Departments, Zion Police & Fire Departments, as well as a paramedic from the Beach Park Fire Department learned and practiced Rescue Task Force skill sets at the Westfield Elementary School in Winthrop Harbor. Rescue Task Force is the cohesive deployment of police and fire personnel during Active Threat situations. The immediate deployment and intervention during Active Threat situations is required to quickly stop the offender s deadly actions and save as many lives as possible as quickly as possible. Once the threat has been eliminated, fire department personnel join forces with police officers to enter into the crisis site and rescue injured victims. The Rescue Task Force training was attended by thirty (30) first responders from 5 area departments and is just one of many joint training sessions that have and will be held among area departments. Joint training among area departments is vital as they frequently respond to high risk calls in each other s jurisdictions. Winthrop Harbor Police Chief Joel Brumlik stated, Training with neighboring agencies is vital to our ability to cooperatively respond to and handle high risk calls and provide enhanced service to our communities. We work together on a regular basis, so training together to build synergy and commonality of techniques is a natural extension of the well established relationships we have. Sergeant Alan Lother, one of the instructors from the Zion Police Department stated, with the success of this training session, we look forward to conducting more regional training and continue to build the confidence and familiarity we have with the other agencies.

6 TRAINING RECEIVED During this quarter Police Department personnel received the following specialized training: Officer Bogdala and Hondo completed 28 hours of recurrent K-9 training D/C Mohn, Sergeants Carini, Ewing and Officers Chirio, Lyons, Page, Triplett, Walker and Yarc attended a 4-hour Firearms Arms Instructor meeting and training session Officers Chirio, Lyons, Triplett and Walker completed 4-hours of Taser Instructor Certification training Detective Sergeant Willets and Officer Colon completed a 2-day OCINT Open Source Intelligence course Officer Gallaher completed a 24-hour Reid Interviews course D/C Mohn, Sergeant Carini and Officer Bogdala completed 5-hours of patrol rifle training D/C Mohn, Commander Fabela, Sergeants Carini, Willets and Officers Bogdala, Chirio, Vines, Willett, Yarc completed 8-hours of SWAT Team Training Officers Colon, Gallaher, Globis and Yost completed 20-hours of Patrol Rifle Certification D/C Mohn attended a 16-hour Force Science Institute Seminar Office Bogdala attended a 8-hour K9 Legal Seminar Deputy Chief Mohn, Commander Dennis and Officers Yarc, Chirio and Hoks completed a combined 132 hours of recurrent Northern Illinois Police Alarm System (NIPAS) training Officers Bogdala and Yost completed a 40-hour Crisis Intervention Team course Detective Sergeant Willets and Officers Bogdala, Colon and Triplett completed 8-hours of Standardize Field Sobriety Testing training D/C Chief Mohn and Officers Chirio and Yarc attended a 3-day Illinois Tactical Officers Training Conference Officer Yarc attended a 16-hour Use of Force Instructor course Detective Sergeant Willets attended a 16-hour of Advanced DUI Detection course D/C Mohn instucted 8-hours of Tactical Patrol Officer training to officers Colon, Gallaher, Lyons, Page, Triplett, Walker, Yarc,Yost and Willet along with members of the Winthrop Harbor Fire Department, and Zion Police Department CSO Jablonksi completed his Taser Certification led by Officer Chirio SPECIAL ACTIVITIES During this quarter Police Department personnel participated in the following events in addition to their regularly scheduled duties: (October 3) Nationwide Coffee With a Cop Event (October 5 7) Harbor-Que (October 7) Illinois Law Enforcement Alarm System (ILEAS) callout for Chicago Police Department (October 17) Lock Down Drill at North Prairie Junior High
