Volume 34, number 1 Heading into a new year, new exercise by Senior Airman Amanda Dick 86th Airlift Wing Public Affairs Team Ramstein members recently completed operational readiness exercises here to test the 86th Airlift Wing and 435th Air Ground Operation Wing s combat capabilities. The Phase I and Phase II exercises, held Dec. 7 through 10 and Dec. 14 through 17 respectively, focused on two priorities. We had two major objectives in the December exercise, said Maj. Michael Pontiff, Ramstein Inspections and Readiness deputy chief. The first was to stress the installation deployment process by tasking up to 25 percent of our available personnel and cargo for immediate deployment. The second was to train and evaluate more than 1,000 people for Ability to Survive and Operate standardization. The combined wings successfully met both objectives. During the Phase II ATSO training, Airmen built upon their foundations and polished up on their Air Force Pamphlet Airman s Manual. Pitts, outgoing commander, 16th Sustainment Brigade, 21st Theater Sustainment Command, said farewell to the Soldiers and families of the logistics brigade and welcomed incoming commander Col. Keith Sledd during a change of command ceremony Dec. 16 at the Freedom Fitness Facility here. Colonel Pitts told Soldiers it was an honor and a privilege to have served with them, and he was proud to share in the many accomplishments of the young unit. You bore the brunt of our brigade s simultaneous transformation and ramp-up for our combat deployment and delivered unmatched, world-class sustainment to an area the size of the state of Pennsylvania, while facing an adaptive enemy and in the midst of the implementation of the comprehensive Iraqi Security Agreement, Colonel Pitts said. If 2009 was any indication, the 86th Airlift Wing s fly, fight, and win mission here in Europe will keep growing in FLY: In April we will receive our 14th and final C-130J Super Herc and become fully operational soon thereafter. Meanwhile, our guard and Reserve teammates in the 38th Airlift Squadron seamlessly added additional C-130E and H-crews and aircraft to support our J-model transition. And making it look easy, our DV airlift fleet in the 76th AS and 306th AS routinely deliver our nation s most important customers inside and outside the European Theater. Finally, throughout 2010 we will continue to fly and exercise with our wingmen in the 435th Air Ground Operations Wing to prepare for our operational readiness inspection this coming September. WIN: One of the paths to victory in Iraq and Afghanistan runs through Germany. As our nation adds 30,000 additional troops in Afghanistan, you can expect our Ramstein tempo, as well as the 86th AW s deployments and combat taskings, to increase. Last year was a very busy year, and congratulations on a job well done. And this year will be even busier and challenging. As the 86th AW mission continues to grow, staying focused is vital to winning. And for Airmen in the 86th, the keys to winning are flying and fighting. Thank each and every one of you and your families for serving. Despite the challenges ahead I can think of no better team than the 86th Airlift Wing to execute our fly, fight and win mission in 2010 and beyond. Make sure to properly dispose of old tires Commentary Story and photo by Don Doran U.S. Army Garrison Kaiserslautern All too often we see old tires tossed away ruining a picturesque woodland scene. The first person who thought a quiet out-of-theway location would be an easy place to get rid of their old tires, opened a Pandora s box, leading others to do the same. Tires are a restricted or special waste because they cause damage to the environment. One serious problem is they hold water that stagnates and becomes a perfect mosquito breeding ground; This endangers pets and local wildlife through the spread of mosquito-born diseases. Because of the high costs associated with proper tire disposal, tire merchants are required to collect a nominal fee on each waste tire accepted. This helps defray the costs of disposing old tires and, in-turn, helps cover the costs of shredding, proper burning and other approved recycling methods. Local German authorities have a program underway to try and reduce the amount of illegal dumping of not only tires but household trash, appliances and other improperly disposed waste items as well. These wild dumping violations are taken very seriously and violators face significant fines. Do your part by turning your old tires over to the vendor for appropriate disposal. You may also dispose of used tires at select KMC recycling centers, Family and Morale, Welfare and Recreation Auto Skills facilities or the Ramstein Auto Salvage Yard. Some of these activities have a nominal disposal fee up to $2 per tire. At nearly all locations, waste tires must be removed from the rims before they can be accepted. Appliances and other bulk item disposal can be arranged by calling the City Sanitation Department at Some bulk waste items, scrap metals and household hazards can also be accepted at your local military recycling centers. Tossing used tires in the picturesque woods leads not only to a large, ugly mess, but it also causes damage to the environment. Co. commander Forklifts, pallets, rounds and 24-hour operations might not sound like fun to some, but for the Soldiers and civilians participating in exercise ACE-Hammer I, it was exciting and training at its best. The exercise, which provided a unique training opportunity while providing necessary support to the Ammunition Center Europe, was the combined effort of the 18th Combat Sustainment Support Battalion and the Theater Logistics Support Center-Europe. ACE-Hammer I took place at the Miesau Ammunition Depot in November and increased the Soldiers proficiency and revalidated their abilities to accomplish their war-time missions, said Sgt. Christopher Duncan, an ammunition handler from the 23rd Ordnance Company. In addition, Soldiers did more than just ammunition handling. The 1st Inland Cargo Transfer Company moved cargo and assisted in the inspection of critical containers. This was the best training and most stick time operating my Kalmar (container handler) that I ve been able to do in the last two and a half years, said Pfc. Scott Hamm, a container handler specialist with the 1st ICTC. More than 90 18th CSSB Soldiers participated in the exercise with more than 50 employees from the Ammunition Center Europe. The combined efforts resulted in the movement of more than 600 containers and 318 pallets of ammunition. The exercise also saved the government thousands of dollars, increased productivity and provided the unit with realistic training, said Hans-Jürgen Becker, deputy director of the ACE. Exercise ACE- Hammer II and III are planned for the second and third quarter of this year. When asked about the opportunity to participate in another training event with the ACE, Spc. Anna Valencia, an ammunition handler with the 23rd Ord. Co., said next time her unit s goal is to handle more than 750 containers and 450 pallets or 250,000 pounds of ammunition. More than 600 containers and 318 pallets of ammunition were moved during the exercise ACE- Hammer I in November. by the Soldiers and civilians of the 18th CSSB and the ACE helps to set a sturdy foundation for mutually beneficial and cost effective future ACE-Hammer missions. 17th Air Force performs mission in Africa by Senior Airman Stefanie Torres 17th Air Force Public Affairs The first C-130J Super Hercules mission in support of U.S. Air Forces Africa, or 17th Air Force, opened up doors to a future partnership of support between the 86th Airlift Wing and upcoming missions into Africa. The mission s aircraft commander, Maj. Robert May of the 37th Airlift Squadron, and his crew were tasked to fly into Mali Dec. 19 to bring home 17 troops who were assisting with training Malian forces. The significance of this mission is two-fold, Major May explained. First, we now recognize the capability of the J-model aircraft, he said. I really believe that the J-model is uniquely going to show our capabilities in Africa. Second, this shows we can support the guys on the ground with a very reliable aircraft. The C-130J is the latest addition to the C-130 fleet, replacing aging C-130Es. The 86th AW is the first wing outside the U.S. to have the C-130J assigned. The unit began receiving the Super Hercules in April 2009, and in late December took delivery of the 10th and 11th aircraft in the fleet of 14 to be assigned to the 37th AS and 86th AW. AFAFRICA will be able to call on the 37th AS to support the mission, said the major. I know this is something our aircrews look forward to. The J-model has six-blade propellers, new turboprop engines and is larger than previous models. It climbs faster and higher, has a longer range at a higher cruise speed, and takes off and lands in a shorter distance. The J-model can also perform three times the workload of the previous models, increasing mission capability. Brig. Gen. Michael Callan, the vice commander at 17th AF, recently experienced these capabilities first hand. He flew one of the 37th AS s new J-models from the Lockheed- Martin plant in Marietta, Ga. to Ramstein Dec. 23. The J-model is a significant improvement over the C-130H and E-models, General Callan said. Its range and enhanced payload will make the 86th Airlift Wing even more capable of supporting missions in Africa. We re very lucky to have the 86th so close. The general s sentiments were echoed by Lockheed-Martin. The C-130J is the most advanced tactical airlifter in the world, said Peter Simmons, communications director for C-130 programs for Lockheed-Martin. The newly formed mission in support of Africa Command has given us yet another opportunity to see how this aircraft can operate in a testing environment. Yet, the aircraft is ideally suited for the missions flown on the African continent. The maximum load of the C-130J is 45,000 pounds. However, a bigger aircraft doesn t necessarily mean a bigger crew. This cargo plane only needs a minimum of three crew members compared to five on the older models, he explained. With a 20,000-pound payload, the aircraft can fly more than 4,000 nautical miles and is well over 15 percent more fuel efficient as well, Mr. Simmons said. Ultimately, this mission was only a beginning. J-model crews here were excited at the challenge presented by supporting AFAFRICA. The increased missions will be a challenge, but we are excited to take this on, Major May said.

Soldiers from the 16th Sust. Bde. conducted more than 8,000 convoys in Iraq, providing sustainment support to U.S. and coalition forces, including more than 150 million gallons of fuel, 11,000 tons of rations and 10 million cases of bottled water. Guest speaker Maj. Gen. Patricia E. McQuistion, 21st TSC commanding general, congratulated Colonel Pitts and the Soldiers of the 16th Sust. Bde. for their accomplishments. I thank you all for your service to our nation and for your service in promoting a free and democratic government in Iraq, General McQuistion said. Your extraordinary contributions have paved the way for our future, and eventual mission accomplishment in Iraq. General McQuistion said the brigade s efforts were essential to the Army s mission in Northern Iraq. The brigade was critical in assisting both the 1st Armored Division and the 25th Infantry Division in maintaining a 96 percent readiness rate on more than 21,000 combat systems by managing three direct support maintenance facilities that completed over 14,000 work orders, she said. General McQuistion said she was saying farewell to Colonel Pitts, but also welcoming him. Colonel Pitts will move on to the 21st TSC. I would like to thank the great Soldiers standing before us today who represent the next greatest generation, who have volunteered to carry the load and defend our nation, he said. Colonel Sledd is married to the former Wendy Rene Droze of Crowder, Okla., and they have a 27-year-old daughter, Jennifer. Mrs. Sledd was named the 2007 U.S. Army Garrison Schweinfurt Outstanding Agency Volunteer of the Year and the 2008 Schweinfurt Family Readiness Group Volunteer of the Year and is a recipient of the Outstanding Civilian Service Medal. They simulated chemical attacks, injured Airmen and UXOs in proximity of our areas. It was a great refresher of what I learned in basic training, and I think I m better prepared for deployment now. Although winter weather set in at the beginning of the Phase II exercise, Airmen kept up a positive outlook through the freezing conditions. There was an excellent level of motivation, good morale and positive attitudes, Major Pontiff said. That sometimes is the difference between a satisfactory and an excellent. If you re trying your best, taking everything seriously and really charging into the fight, it will show. As members of the 86th AW and 435th AGOW move out of the exercise and into the new year, they are also moving into another set of exercises scheduled to ramp up at the end of January in preparation for the September 2010 operational readiness inspection. To get ready for the ORE, Ramstein members should get together with those who participated in this past exercise and keep up to date with their Airman s Manual. The best thing to do is talk to the people who were out there in Phase II and ask them what they learned, Major Pontiff said. Open up your Airman s Manual and start thinking about where to go if you have to evacuate your building because of an exercise inject or real-world incident. That s why we re excited about the opportunity to exercise the base, because it has real-world applications. For those who haven t reviewed evacuation plans, entrycontrol point procedures or shelterin-place procedures for their buildings, it is a good time to review those actions. They will be the procedures we will evaluate in the next exercise. This upcoming exercise will allow the wings to apply information in the Airman s Manual to work centers And as always, attitude is paramount. We ve got a long nine months until the ORI is here, but if we maintain the positive attitude we saw in this last ORE and carry that through to the inspection, then we ll be in a great position when the inspector general s team evaluates us, the major said. The next exercise is scheduled for Jan. 25 through Feb. 5. Staff Sgt. 6 Page 6 Kaiserslautern American A high-tech beer barrel by Dr. Marshall Michel 86th Airlift Wing historian While the winner of the January 1918 fighter competition for the German air force was the immortal Fokker D VII, another fighter was a close second and more of a technological breakthrough. This fighter was the Siemens Schuckert Werke (SSW) DIII (yes, the same Siemens company) and its breakthrough was the contrarotating rotary engine. The rotary engine seems distinctly odd today, but it was the engine of choice for many World War I fighters. The rotary s crankcase and cylinders, with the propeller attached, rotated in its entirety, instead of just turning the propeller shaft. This provided many advantages: smooth running, excellent cooling and, best of all, high power for low weight. The disadvantages were that there was no throttle, per se power was controlled by cutting fuel to the engine with a bleep switch and the major problem, torque. The torque of the spinning cylinders made rotary engine fighters like the Sophwith Camel and Fokker Triplane able to turn incredibly fast in one direction, but the torque put a clear limit on how big a rotary could be, since the torque of a heavy rotary would simply overpower the flying controls. The obvious advantages of the rotary led Harald Wolff, the chief designer at the Siemens company, to try and offset the torque with a birotary engine. This engine, the Siemens Halske rotary, differed from traditional rotaries in that the crankshaft rotated in one direction at 900 rpm, while the crankcase and cylinders rotated in the opposing direction, also at 900 rpm, for a combined RPM of 1,800. The engine was rated at 160 horsepower and maintained this power at high altitude due to a high compression ratio. The torque was almost eliminated; this allowed a slower propeller speed for the same power and, as a bonus, it also used a normal carburetor, which could be controlled by An early SSW D. To maximize the power, the prototype D.III was fitted with a large two-bladed propeller and long undercarriage so the prop could clear the ground, but this made the D. 111 easy to flip over when landing on a grass strip and hard to handle on the ground, so the configuration was changed to a innovative four-blade propeller and shorter landing gear. From the outside, the SSW D.III was a short, stubby biplane dubbed the flying beer barrel, but its unconventional engine gave it performance that belied its appearance, especially its phenomenal rate of climb (for the time) and high altitude performance of the high compression engine. It could reach more than 26,000 feet, about 1,200 feet higher than the Fokker VII s maximum altitude, and at heights above 13,120 feet was considered faster and more maneuverable than D.VII. The German air force placed an order for an initial batch of 50 D.IIIs, which arrived by the end of February They were sent to Jagdgeschwader II for evaluation, where it was well liked by German pilots for its high rate of climb, vital in a dogfight, and because it could attack enemy intruders at the then extraordinary altitudes of 5,000 to 6,000 meters. However, the D.111 was soon plagued by problems with it revolutionary Siemens Halske engine. After less than 10 hours of normal running, the engines began to overheat, the pistons seized and the cylinder heads disintegrated, resulting in complete destruction of the engine. The D. IIIs were withdrawn from service and replaced by Fokker D.VIIs while the problem was examined. Rudolf Berthold, the commander of Jagdgeschwader II, was not happy, saying that when it worked the combination of SSW D.III airframe and Sh.III engine was faultless and asking that the Siemens fighter be made available again for front-line use as quickly as possible for, after elimination of the present faults, it is likely to be become one of our most useful fighter aircraft. The problem was that the Siemens Halske engine, like all rotary engines, used castor oil for a lubricant. But castor oil was in short supply because of the British naval blockade, and the Voltol-based synthetic substitute was inadequate for engine lubrication. Once the lubricating oil problem was solved, the Siemens Halske passed a full 40-hour endurance test in June 1918 and the SSW fighters began to return to the front. During the time Siemens had modified the D. IIIs to the D. IV with a different tail fin, a cut away engine cowling for better engine cooling, and balanced ailerons The bulk of the fast climbing SSW D.IVs to the home defense squadrons, but of the 280 ordered only 123 were completed by the end of the war. Still, in October 1918 it was officially described as superior by far to all single-seaters in use. At the end of the war, the Allies were anxious to try this little fighter but found, as many German front line pilots had found, it was tricky to land. The first three Allied pilots to fly SSW D. IVs after the Armistice found themselves hanging upside down by their shoulder harnesses a few seconds after touchdown when the SSW flipped over! The SSW D.III/IVs were marked down by the Allies as an airplane of potential threat and almost all surviving machines were completely destroyed in (Dr. Michel is currently deployed downrange.) Many appliances continue to draw a small amount of power even when they are switched off. These phantom loads occur in most appliances that use electricity, such as DVD players, televisions, stereos, computers and kitchen appliances. In the average home, 75 percent of the electricity used to power home electronics and appliances is consumed while the products are turned off. This can be avoided by unplugging the appliance or using a power strip and using the switch on the power strip to cut all power to the appliance.

The 10-day exercise held Dec. 1 through 10 brought Ramstein Airmen from units such as the 435th Contingency Response Group and 37th Airlift Squadron, each doing their part whether it be preparing the base of training on the C-130J Super Hercules. Thank you very much for the effort everyone put in, said. Lt. Col. Patrick Dabrowski, commander of the Israel off-station training. The training was a success. We were able to hit the dirt landing 57 times, complete two staticline jumps and one high-altitude-low-opening jump. For those involved, the exercise provided everyone the chance to hone in on their respective skills. This was a very productive mission, said Tech. Sgt. Shawn Smith, 435th Contingency Response Group contingency airfield manager. We had the opportunity to train with our allies in a more permissive environment than what we are used to in Germany. Without the complete effort of everyone involved, the exercise could not achieved a favorable outcome. We wouldn t have been able to do it without maintenance, who kept the planes running, so we could accomplish our training, said Colonel Dabrowski. Our bond has grown stronger over these last 10 days. The Israeli Air Force will be able to put this guidance about the C-130J Super Hercules to good use when they get one in the near future. The J-model has absolutely changed what we are used to with the E-model, and it is very different from what we have, said Israeli Air Force commander Rami Lieberman, pilot and loadmaster. From briefings, to interaction between Americans and Israelis, one bond was certain. We are all Airmen, Colonel Lieberman said. We all speak the same language, whether it is Hebrew or English, in the air it is the C-130.We can learn a lot from what the Americans do, and hopefully, they can also learn from us. It is all about cooperation. The collaboration between the two countries extended from the lowest ranking to the highest and left a good impression on all involved. Although we kept busy, it was an opportunity to see another part of the world, said Senior Airman Jacyln Nahahbedian, 86th Operations Support Squadron aircrew flight equipment. The Israelis were not only accepting of us, but also very nice. The exercise was not only a chance to work with the host nation forces, but it also made Airmen thankful for their co-workers. My favorite part was working with my airfield colleague, Sergeant Smith said. We managed operations on the ground and in the air for the training, and we worked well as a team. As the exercise progressed, teamwork was a key part. The Israeli Air Force was very forthcoming and orienting, said. Tech. Sgt. If we were to deploy, this training allows us to integrate our way of business, and be prepared in the future to work with them. 8 Page 8 Kaiserslautern American Motivational speaker inspires USAFE Airmen by Airman 1st Class Alexandria Mosness 86th Airlift Wing Public Affairs Motivational speaker Simon Sinek visited Ramstein Jan. 5 to 16 during a trip stopping at bases throughout U.S. Air Forces in Europe. Ramstein was the first stop for Mr. Sinek, who was made famous for developing The Golden Circle, a concept that teaches leaders and companies how to inspire people to buy or support any product, company or idea. He s spoken with leaders from the Pentagon to the United Nations, to Hollywood throughout the United States and around the world. And when the opportunity arose to come speak to military members in Europe, he said he just has one rule. Whenever the military calls on me, I will always answer, he said. However, Mr. Sinek has not always been involved with the Air Force. Mr. Sinek said he one spoke with a co-worker of his, who told him she had a meeting with the Air Force. Automatically, all he could think of was the jets because he wanted to fly as a child and asked her if he could go with her. That moment three years ago started his interaction with the Air Force and his intense respect for all servicemembers, he said. Though speaking to world leaders, top business CEOs and big-time politicians may seem quite exciting, Mr. Sinek said getting to speak to military members is what he considers one of those special occasions. With great certainty, the people in the Air Force are the smartest and most open-minded people I have come across, he said. The Air by Christine June USAG Kaiserslautern Robert Campbell was drafted in the U.S. Army on May 3, 1957, and 52 years later, he is still serving his country. He was one of 60 employees honored for their length of service Dec. 16 at U.S. Army Garrison Kaiserslautern s awards ceremony at the Kaiserslautern Community Activity Center on Daenner Kaserne. Mr. Campbell, who works with the garrison s Family and Morale, Welfare and Recreation Directorate, was the only recipient for the 50-Year Length of Service Award, which was given to those with service of five to 50 years. Our awardees honored today have given 1,160 years of service, said the USAGK Commander Lt. Col. Kevin Hutchison, during his speech to more than 200 attendees. People will generally say how and what they do, but can t put into words the Why? Although it might seem like a simple answer, Mr. Sinek says it s often overlooked and not emphasized as much as it should be. Many people don t think about it, and while it seems obviously simple, once you understand the why, you will be able to understand people more clearly, he said. In addition to focusing more on the Why?, Mr. Sinek also hopes Airmen will take away something else from his visit. I want to remind you all of why you do what you do, he added. When you first enlisted in the Air Force, you got goose bumps. I want to be able to bring that feeling back, he said. Sometimes Putting these employees contribution into perceptive, Colonel Hutchison cited worldwide events that occurred just two years after Mr. Campbell started serving in the Army as an automotive mechanic: Alaska and Hawaii were admitted to the Union, becoming the 49th and 50th states. Fidel Castro came to power in Cuba creating the first communist country in the West. Mattel s Barbie doll was launched. The U.S. Grammy Music Awards started. Every time the commander listed these and other major events, Mr. Campbell leaned over to his wife of 48 years, Helga, and said, Yes, that s right, in a tone of amazement that also seemed to fall over the audience. I was born and raised on a farm in New York State, but the state wasn t big enough to hold me so I was drafted, said the Vietnam veteran. I have been in the Army ever since While Elvis Presley was still in the Army, Mr. Campbell attended boot camp at Fort Benning, it gets forgotten when you are stuck in your day-to-day tasks. I want to give the feeling of inspiration. He also wanted to remind Airmen that every little piece matters. Even the smallest wheel of the machine is needed because without it, the whole machine will stop functioning. What the Air Force is doing is impressive; every person and the job they do creates the whole, he added. And for those at Ramstein, his message certainly made a lasting impression. What fascinated me the most about Simon Sinek was the fact he had no military background, but everything he said fit exactly into the military theory, said Chief Master Sgt. Keith Brown, 86th Maintenance Group superintendent. We had mass commander s calls before hearing Mr. Sinek, and our people told us if they knew why they were doing what they were doing, they would have no problem with it. When I heard Mr. Sinek speak and preach the Why? it affirmed everything we had just gone through. Not only did Chief Brown learn more about the power of Why? but he also took away a great respect for Mr. Sinek, he said. I would definitely recommend him to everyone, Chief Butler said. It was a very interesting discussion. After his visit to Ramstein, Mr. Sinek will speak at Spangdahlem Air Base, Germany, and Aviano Air Base, Italy. Kaiserslautern employee recounts 50 years of service Ga., before attending automotive training at Fort Jackson, S.C. Most of his 27-year Army career was spent in Germany, and he also completed a tour in Vietnam. For his whole career, he was an Army automotive mechanic. He retired from the Army in I would ve stayed longer (in the Army), but I had both of my hips replaced, he said. I ve really enjoyed my government career I m going to keep going as long as I can. He met his wife in Germany in 1958, and they were married in They have twin 47-yearold daughters and a 35-year-old son. Showing emotion in her eyes and voice, Mrs. Campbell said, I m glad I was here. (The award ceremony) was very nice and relaxing, you know, not stiff at all. Employees of the quarter and certificate of merit for safety were also awarded at the ceremony. Four DA-level awards were presented to the 21st TSC s JAG office in the Judge Advocate General Award for Excellence in Claims Support for fiscal year 2008, and four more awards were presented to the 21st TSC s JAG office for the Army Chief of Staff Award for Excellence in Legal Assistance for fiscal year Four 21st TSC law centers won the award for claims support. They are the Kaiserslautern Legal Services Center, the Mannheim Law Center, the Netherlands Law Center and the Northern Law Center. Four 21st TSC law centers also won the award for legal support. In addition to their regular duties in the legal support and claims offices, they also tackle additional duties such as the tax assistance program and put out preventive law publications. Their work with the Overseas Deployment Training program for Judge Advocate General reservists based in the U.S. who are mobilized to serve in Germany, their work with the Soldiers who belong to the Warrior Transition Unit, and their support of predeployment and reintegration exercises also solidifies their commitment to helping Soldiers within their units. For an office to run smoothly and efficiently, it s important that they work together well. We can depend on each other, said Martina Berndt, a claims examiner with 21 years of experience who works at the Kaiserslautern Legal Services Center on Kleber Kaserne. Basically, one hand knows what the other is doing. The Kaiserslautern Legal Services Center sees between 50 and 70 cases a day, and they handle all non-criminal legal issues such as contracts, divorce proceedings, wills, adoption, and credit or debt issues. During tax season, the tax center processes about 2,200 federal returns and 1,400 state returns. The claims office handles claims made when a Soldier has household goods that may have been damaged while in transit from another duty station or when the Army causes damage such as an Army vehicle gets into an accident on the autobahn. We have a very good tracking system, said Karin Jordan, a claims examiner with 10 years experience who also works at the Kaiserslautern Legal Services Center. If one person makes a mistake, the other picks it up. We work as a team, and we work well as a team. Ms. Jordan could not remember ever losing a claim. The awards are just an example of falling into line with 21st TSC s motto: First in Support! said Stephen Smith, chief of Client Services Division, Office of the Staff Judge Advocate for 21st TSC. When you win this many awards it s not just a motto, it s a reality. The 21st TSC sets the standard.

Michael Voss 86th Airlift Wing Public Affairs Can one person s experience change the way the Air Force handles deployments? Each year, thousands of military children are affected by either a mother, father or, in some cases, a sibling deploying. One such case happened to the Choate family, sparking an idea that may just change the way the military prepares children for dealing with deployments. In October 2009, Maj. Eric Choate, Air Operations Squadron Detachment 1 delivery control officer, deployed, leaving behind his wife, Dorothy, and their 7-year-old son, Philip. During the course of the six months away, Mrs. Choate, 86th Services Squadron Family Member Programs chief, noticed that Philip was having a difficult time coping with the absence of his father. One day after having dinner with world famous children s author and motivational speaker Trevor Romain, Mrs. Choate had the idea to develop a new deployment program and kit, based upon the family s recent experiences. Mr. Romain felt that a character he previously created but never fully developed Cuzzie the Bear might be perfect for a military family-focused campaign. Cuzzie is an inventive bear that creates flying machines with the aid of his ground crew. With Cuzzie as the foundation for the deployment kits, Mrs. Choate started looking at sources of funding for the project, as well as what kinds of items inside the kits would be beneficial to children coping with missing a loved one. We should be very proud these kits are entirely funded through our 09 Combined Federal Campaign contributions, Mrs. Choate said, referring to the donations made to the Family Support and Youth Programs. Just this summer, more than $30,000 was presented to Ramstein FSYP thanks to donations directly from the community. Each special Cuzzie Cares box contains journals, stationary, photo albums, countdown calendars, post cards, play cards, dog tags and, of course, Cuzzie. Dorothy had a vision to help kids from her own son s hard time during her husband s deployment, said Shannon George, mother of 5-year-old Cole and wife to Master Sgt. Bobby George. The nine-year wedded couple explained that Cole also had a hard time, missing his dad during a recent 434-day deployment to Afghanistan. We were really lucky, Sergeant George said. Where I was deployed I was able to see Cole and Shannon pretty regularly on the Internet, he said. But it was still hard, there were nights where Cole really missed his daddy, Mrs. George said. Fast forward two months to Dec. 17. Inside the Ramstein Elementary School gymnasium sat 500 Cuzzie Cares deployment kits, along with nearly 100 anticipating students, and in walked Mr. Romain. I am here to help you deal with deployments, said the children s book author. Mr. Romain told the group how he had been in the Army years ago. During a deployment he met a young boy, about 5-years-old, in a field hospital. Mr. Romain is the creator of Cuzzie, the inventive bear that creates flying machines with the help of his ground crew. began to cry. Each tear that touched my chest, changed my life, Mr. Romain said. From that point on, he knew he wanted to write children s books. You didn t choose to be military kids; it just happened that you are, he said. I am very proud to stand in front you, true heroes. The children in attendance were on the edge of their seats as Mr. Romain explained how the Cuzzie Cares kits came to be. As he opened one of the boxes, he asked them how they dealt with deployments from weekly calls, to writing letters and drawing. With each answer, Mr. Romain showed them one more item in the box and how they could use each to help. When my mommy was gone, my daddy took care of me and we wrote letters, one little girl said. Then when daddy was gone we did the same for mommy. Six-year-old Emily Liter, daughter of Staff Sgt. Thomas Liter, explained with a tear forming in her eye, My mommy isn t going to be here for Christmas. With every word, each parent in the audience cringed with that uncomfortable feeling knowing they had each seen their child feeling the same emotions while they were deployed. Finally, the time came for the final item in the box to be revealed. In unison, the children yelled Cuzzie. As each of the children grabbed their Cuzzie Cares deployment kit and returned to their normal classes, Mrs. Choate felt a sense of accomplishment. Emily was very excited to tell me all about it when she got home, Sergeant Liter explained. I am sure Emily will use the kit; she carried Cuzzie around all day and even tucked him in his box for bed. Judging by the reaction of the children, Mrs. Choate may just have started something here at Ramstein that may soon become a staple of military family programs everywhere. These are the first children in the world to ever receive the Cuzzie Cares kit, she said. I hope they are one day in the hands of every military child that is experiencing the deployment of a loved one.

This was the 20th year the city and the Overseas Art Education Association collaborated to display American students artwork in the lobby of the Rathaus. Ramstein High School senior Sophia Seawell was recently recognized as a National Achievement Scholarship semifinalist. The National Achievement Scholarship Program was initiated in 1964 to recognize academically promising black students throughout the nation. Students find themselves in the Twilight zone by Sophia Seawell Ramstein High School Editor s note: This story contains spoilers! Nobody can deny the popularity of Twilight. Regardless of if you prefer Harry Potter, if you hate fantasy or if you think Edward s lines are cheesy, you have to admit that the Twilight series has been engrossed into pop culture. Though the book series by Stephanie Meyer was published in 2005, the phenomenon truly began when the first movie was released three years later. Grossing $384 million worldwide, the response from fans for the first movie was entirely overwhelming, according to Kristen Stewart, who plays the role of Bella. She said a book signing she attended in Rome was actually scary. And the newly-released second movie, New Moon, is expected to earn twice as much as the first. As popular as the movies are, the books are on another level entirely. Read almost religiously, people of each gender and several generations can be seen buried in one of Meyer s creations. However, the Twilight series did not escape criticism, especially from feminists. The plot, particularly the story s outcome, could have a harmful interpretation. Bella falls in love with Edward soon after meeting him, and he saves her life many times from that point on. He frequently jokes that her life is at risk without him to protect her. This damsel-in-distress theme is only the tip of the iceberg; when Edward abandons Bella in the second book, she can barely function, reinforcing her dependence upon him. This is not just your everyday teenage heartbreak; Bella begins engaging in dangerous activities, such as cliff-jumping, just to hear his voice in her head this isn t romantic, it isn t normal and it isn t OK. It s crazy. Nevertheless, Bella is willing to desert her family and become a vampire, completely morphing who she is, to be with Edward forever. This goal is indeed accomplished in the last book, when Edward transforms Bella, they marry straight out of high school (because who needs college?) and have a baby. According to Twilight, this is the path to take for happily ever after: sacrifice everything friends, family and education for a boy. Although few may consciously register these undertones in Twilight, the message that reaches young girls should be addressed, not ignored. Many, including the author herself, argue that Twilight s only message regards true love. Though she may have had good intentions, how Meyer portrays true Courtesy photo love in her books is simply disturbing. On the other hand, J.K. Rowling, author of the Harry Potter series, wrote her books about loyalty, friendship and courage. I ll take that over Edward Cullen any day.

15 Kaiserslautern American Page 15 AF officials to begin involuntary retraining for NCOs by April Rowden Air Force Personnel Center Public Affairs RANDOLPH AIR FORCE BASE, Texas In order to rebalance the NCO force, more than 700 Airmen volunteered this fall to retrain through the NCO retraining program. However, more than 300 additional Airmen are needed to retrain to ensure all career fields are equally manned. Phase II, which identifies nonvolunteers for retraining, begins Dec. 14. Airmen have until Jan. 22 to submit a completed retraining package for the Air Force specialty code for which they are selected. Any Airman identified to retrain and who fails to submit the initial retraining application by this date will be determined to have officially declined retraining and will be separated from the Air Force on their current date of separation. Airmen selected for retraining who have the necessary retainability cannot decline retraining, said Master Sgt. Dee Mathis, the superintendent of Air Force enlisted retraining at the Air Force Personnel Center here. All Airmen identified as being retraining eligible must retrain or face separation under guidelines established for the retraining program. The master retraining listing by AFSC and grade will be updated weekly on AFPC s virtual Military Personnel Flight. Airmen should click on the retraining button to view current information. Phase II will end when retraining quotas are met, but not later than Feb. 1. I have the luckiest job in the world, said Ille, who is the coordinator for U.S. Army Garrison Kaiserslautern s Special Olympics. I meet with people who have had hard lives and yet, are so joyful. It helps me connect with the strongest part of myself. Special Olympics is an international program of athletic competition for children and adults with intellectual disabilities. It comes to the KMC each year courtesy of the garrison and German Police Academy. The garrison s 27th Special Olympics Spring Games happens May 12 at the German Police Academy in Enkenbach-Alsenborn, Germany. German and American military members, civilians and family members here and in surrounding communities can also feel connected and see all those smiles by volunteering at this year s Special Olympics. Without our amazing volunteers and their incredible energy, commitment and enthusiasm, the (USAG) Kaiserslautern Special Olympics wouldn t be possible, said Ellen Summey, the garrison Army Community Service s Army Volunteer Corps coordinator. Close to 2,000 volunteers are needed to set up, tear down, serve food, register athletes and operate the competitive and non-competitive games, Mr. Ille said. The bulk of that number 1,300 to 1,500 volunteers will be needed as a buddy or personal cheerleader for an athlete. Buddies are paired with athletes and help them throughout the day going to events and lunch. At least 800 athletes will be having fun, developing skills and building self-esteem at this year s Special Olympics, Mr. Ille said. With this number of athletes many traveling great distances spectators are also needed at this year s games. With about 38 schools represented throughout Europe, we have many athletes who will not be able to have their friends and families there to cheer them on, said Mr. Ille, who added every year organizers made the same appeal for more spectators. 17 Kaiserslautern American Page 17 Keep sidewalks free of ice and snow by Petra Lessoing 86th Airlift Wing Public Affairs German communities have rules that oblige house owners to keep sidewalks free of ice and snow. Renters living off-base should check their rental contracts to find out about their obligations. Usually house owners turn over this obligation to their renters. As soon as there is a danger of black ice, renters or landlords must throw salt, sand or gravel on walkways. Snow must be swept off so pedestrians can walk. NOTE: In some communities it is not allowed to use salt because it can damage the environment and sidewalk tiles may become lose. House owners or renters don t have to free the whole sidewalk of ice and snow, but to an extent so two people can get by. They don t have to sweep snow if it continues snowing, but must remove it about 15 to 30 minutes after it stops snowing. The snow has to be swept in a way it is not impacting traffic. In most communities, sweeping snow and throwing salt, sand or gravel must be done between 7 a.m. and 8 p.m. on workdays. On weekends, the snow removal obligation starts at 9 a.m. The general rule is: first sweep off the snow, then throw salt, sand or gravel. In extreme weather, even throughout the day, the cleaning procedures must be repeated. If renters are, according to their contract, obliged to take care of cleaning their sidewalks, they must find somebody to do it for them if they won t be able to because of sickness or work. If pedestrians get hurt due to sidewalks that Courtesy photo were not properly cleaned, house owners or renters can be held liable. They might have to pay the medical treatment, compensations and sometimes even a fine. Snow tires required when driving in Europe Courtesy photo In Germany, vehicles must have snow or all-weather tires when driving on snowy or icy roads. Motorists who don t obey these regulations risk paying a fine, and auto insurances can refuse to pay for the damage in case of an accident due to wrong tires, said officials at the German automobile club ADAC. Also, Germany s neighboring countries and countries known for their winter sports areas have strict regulations for driving on ice and snow. Austria does not have a general obligation for snow tires. But snow chains or snow tires are needed on snowy, icy roads and on snow slush. All-weather tires are considered as snow tires, if they are labeled with the letters M + S. This applies from Nov. 1 to April 15. If there is a blue traffic sign showing a tire with snow chains, then only vehicles with snow chains are authorized to use that road. In Italy, snow chains or snow tires are required for some specific roads. In the Aosta Valley vehicles must have snow tires from Oct. 15 to April 15. In France officials can demand, on short notice, an obligation for snow chains on mountain roads by putting up the corresponding signs. The chains have to be mounted on the driving axle. Switzerland does not generally request snow tires, but there is a risk of high fines when driving with inappropriate tires causes an obstruction of traffic. Motorists without snow tires causing an accident on snow or ice must anticipate a major joint liability. Several countries request snow tires for a specific time frame: Slovenia: Nov. 15 to March 15; Finland: Dec. 1 to the end of February; Lithuania: Nov. 1 to April 1; and Estonia: Dec. 1 to March 31; if necessary the time can be changed in Estonia from October to April. In Belgium, the Netherlands, Luxembourg, Denmark, Poland, Bulgaria and Norway the choice of tires is left with the motorist. In these countries, it is also authorized to mount snow chains when the streets are covered with snow or ice. Some general information: When temperatures drop below 7 degrees Celsius (48 degrees Fahrenheit), snow tires demonstrate their good qualities. Summer tires harden in cold weather and lose their grip. Snow tires should not be older than six to eight years and the tread should be at least four millimeters or 0.16 inches. Boehm 332nd Air Expeditionary Wing Public Affairs JOINT BASE BALAD, Iraq In the early morning hours of Dec. 23, in a small, dimmed private room, a young Airman s life changed forever. Although he had been awake through the night, the look of eager anticipation on his face suggested otherwise. He sat, smiling from ear-to-ear, eyes glued to the real-time image of his wife on the computer monitor. He was thousands of miles away, but he was completely overjoyed. Staff Sgt. Shane Evans, deployed here from Ramstein, was able to witness his wife give birth to their first child, a boy they named Weylin. I desperately wanted to reach through the screen, Sergeant Evans said. But I was just happy to be able to see the whole process and be there for my wife. Although I wasn t able to hold my wife or newborn son, I feel as though I was there. What made it all possible was the Red Cross Legacy Room here on base. When the situation calls for it, the room s privacy and solid internet connection gives servicemembers the opportunity to escape the desert environment and feel like they are home again, even if only for a short while. For many, being deployed is challenging because they miss special events whether it s a graduation, a wedding, an anniversary, a birthday, or the birth of child, said Kenneth Romero, team leader and station manager of American Red Cross JBB. Sergeant Evans was able to stay in the room for nearly 15 hours waiting for Weylin s birth. The whole time I was in the room, I didn t feel like I was deployed, said Sergeant Evans, a force protection escort assigned to the 332nd Expeditionary Civil Engineer Squadron. Yes, I was still in uniform, but everything else just disappeared and I got to spend time with my wife. Being able to see the birth made it seem like I didn t miss one of the biggest parts of my son s life. I didn t get to hold him, but I still got to see and hear him. When they set him on my wife and he cried, it broke my heart but filled me with happiness. 23 Kaiserslautern American Page 23 HAWC helps Airmen get fit Story and photo by Airman 1st Class Alexandria Mosness 86th Airlift Wing Public Affairs With the new year in full swing, the Ramstein Health and Wellness Center has been busy with the new Air Force physical standards put into effect this year. While the new standards do not apply until July 1, the biannual testing begins with the start of this year. The HAWC has spent the last couple of months preparing to help people pass their fitness assessment. We provide all types of health and wellness, said Maj. Lisa Tauai, 86th Aerospace Medical Squadron HAWC Health Promotion Flight commander. We are here not only for active duty, but also retirees and dependents. We cover everything from nutrition and fitness to basic weight loss. The new Air Force fitness assessment standards have a lot of people worrying about not passing, Major Tauai said. Many Airmen are worried they will not pass a certain area, the abdominal circumference being one of the biggest concerns, the major said. To get Airmen more confident with the new standards, the HAWC offers many options for Airmen to get fit and healthy. We offer preventative options, so you don t fail the test, said Tech. Sgt. Darren Banks, 86th AMDS HAWC non-commissioned officer in charge. Speak to the professionals here, rather than waiting until you fail. We have dieticians here, utilize them. Two classes offered are the basic weight loss class and the healthy living program. Staying fit not only benefits Airmen, but also keeps them battle ready. Active duty needs to be physically fit to deploy, Major Tauai said. We all wear this uniform and that means you have to be physically tough enough to pull someone out of harms way if the situation calls for it. Not only must Airmen be ready to be deployed, but also to better their personal well being. Take care of yourself, Major Tauai said. It is your quality of life, and you want to be around to see your grandkids. If you don t take care of yourself, who will? Many people work out, but do not watch what they eat, and never see results. The best thing to do is to make being fit part of your lifestyle, Major Tauai added. Become more active, exercise five times a week, and be consistent with what you are eating. Eat frequently, but watch how much you eat. Working out, but eating fast food is not the way to go. Sometimes getting started is the hardest part of working out, but Sergeant Banks has one way to help this problem. Find a good workout buddy, he said. Someone who is going to push you to work your hardest. Also, keep it interesting. Make sure you change up your routine so you don t get bored. Set goals and time your run time, so you can work harder every time you run. Staying fit is not just to pass a test, but also to Tech. Sgts.
